1ERIC ED451770: Getting Through College: Voices Of Low-Income And Minority Students In New England. The New England Student Success Study.

The New England Student Success Study includes the results of survey of 350 low-income 4-year college students and in-depth interviews with low-income and minority students enrolled in 4-year institutions in the region combined with national data from the U.S. Department of Education. Four areas were of particular interest: (1) precollege preparation; (2) financial aid; (3) involvement at or feeling connected to their institutions; and (4) attendance factors and behaviors that may inhibit persistence. Results of the study reinforce some of the findings from national research. Low-income and minority students face many obstacles to success in postsecondary education. It is usually the combined effect of these barriers that poses the greatest challenge. Precollege programs, such as TRIO or institution sponsored programs, are having an effect for those who participated, but only one quarter of New England students participated in such programs. Financial aid continues to be vital to the success of low-income students, with 90% receiving assistance, and 47% receiving a federal Pell Grant. Overall, the attendance patterns of low-income students do not suggest that they are putting their ability to complete college at risk. Just under one-third were no longer at the college at which they began their studies; the most common reason for transfer was academic choices. Students' involvement in and attachment to their institutions were essential elements of success. Where students live had an impact on their attendance patterns. Students who lived at home or off campus were more likely to be older and attend part-time. Policy recommendations in this report target specific issues from the research. Two appendixes contain a chart of demographics of survey respondents and tables summarizing specific survey questions. (Contains 15 tables, 15 figures, and 24 references.) (SLD)

5ERIC ED263247: Ten Years Of Neglect: The Failure To Serve Language-Minority Students In The New York City Public Schools.

Despite extensive legislation on the subject, more than 44,000 (40%) of the limited-English proficient (LEP) students in New York City are not receiving the legally required language instruction due to them, and only 30% of entitled students receive the full bilingual instructional program that is prescribed by law. Entitled LEP students constitute 14% of all district students and 10% of all high school students. Seventy-two percent of entitled students speak Spanish, while five other language groups make up another 20%. Funding for LEP programs in New York City schools was more than $62 million in 1985 from non-city sources alone, with the growth in funding increasing 14-fold since 1974; however, fund allocation does not reflect this financial input. Only approximately 4% of the licensed teaching staff is bilingual and is expected to serve 12% of all students who are bilingual. LEP services are limited and in many instances in flagrant violation of existing mandates. Recommendations for improving this situation include the creation of a plan with the following precepts: (1) expand the number of magnet bilingual programs in the districts so that there is one for each major language group at each level per district; (2) expand the number of high schools offering full bilingual programs; (3) enforce compliance with the requirement that every entitled student receive ESL instruction; (4) recruit adequate numbers of bilingual teachers and provide training for out-of-license teachers; and (5) track expenditures to insure that all funds meant for LEP services are used for that purpose in a manner consistent with their governing regulations. The English-only movement, which promotes a Constitutional Amendment that would make English the official language of the United States, represents a threat to the Constitutional rights of non-English speaking citizens. This nation's founders--faced with a linguistically and culturally diverse population--did not see a need to mention language choice at all either in the Declaration of Independence or the Constitution. From the colonization period to World War I, bilingual schooling was common. World War I fostered nationalism and isolationism in the United States, and the existing cultural pluralism shifted toward cultural assimilation. The modern revival of public bilingual education in the United States evolved in the 1960's in the context of minority rights. The 1980's have seen a return to nationalism, isolationism, and low tolerance for cultural differences. In this political climate, a small but growing group of legislators, backed by a private organization known as U.S. English, has launched a campaign to eliminate the public use of non-English languages. The English-only proponents are not just fearful--they are confused, and they have not learned from history. What keeps the U. S. society together is tolerance for cultural, religious, social, political, and even linguistic differences. (JHZ)

This report describes the disproportionate incarceration of minority youth in the state of New Jersey. It opens with an introduction followed by a section, "Problem Statement," which describes the plight of New Jersey's Black and Hispanic children, research in this area, recent historical trends, state and community programs, and the need for alternatives. The next section, "Historical Perspective," details the last 20 years of major changes in the New Jersey juvenile justice system in response to both state and Federal legislation. "Minorities in New Jersey: Highlights of Existing Reports" offers details of gubernatorially appointed and legislatively established committees as well as a variety of agencies that have studied the problems of youth and developed reports with substantive recommendations. A conclusion sums up the views and work of the committee. A final section details recommendations in the following areas: (1) prevention; (2) cultural sensitivity/competencies/training; (3) legislation and the juvenile code; (4) evaluation and accountability; (5) employment and vocational training; (6) funding; and (7) miscellaneous. Appendix A lists and describes seven New Jersey children and youth commissions and committees. Appendix B contains a dissenting opinion (M. J. O'Shea). (JB)

Qualitative research and quantitative research have their own advantages, so mixed use both to improve scientific research. Too many Chinese Ethnic Minority Educational Research in qualitative research, and few use quantitative research, leading the results with many subjective factors. The reason is that selecting ethnic minority educational research paradigm is based on the subject property-oriented, rather than a problem-oriented research, and the selection of ethnic minority educational research paradigms was too concern about minority culture, ignored its educational attribute. Mixed methods research as the "third methodological movement", it can not only integrate the advantages of qualitative research and quantitative research, and enhance the consciousness of problem-oriented of researchers, but also to improve the science of ethnic minority educational research and promote the development of this discipline.

A committee under the chairmanship of Benjamin Bloom met in June 1964 to discuss research findings about disadvantaged populations and the prospects for educating them. Many of the things talked about then have been realized: More money has been spent. Better than half of the colleges and universities train teachers for disadvantaged children. More guidance programs have been developed and educational technology obtained. Progress has been made in developing cultural and ethnic pluralism in educational materials. There is a renewed concern for vocational education and career development. But education is not an antidote to poverty. Furthermore, the school is immoral when it continues to hold that as its goal. Schools are one of the resources by which society prepares and develops its members. When other societal resources are unequally distributed, quality of schooling becomes even more important. When the society produces subpopulations less well prepared to benefit from the standard offerings of the school, we have the additional responsibility for broadening, expanding, and enriching the offerings of the schools, not as our first line of defense against poverty, but as protection against the effects of an unjust society, which, if they go uncorrected, systematically erode the human resources of that society. The Canadian Charter of Rights and Freedoms (1982) brought to the Canadian education system the right to instruction in the minority language. However, it is the province that must establish the appropriate school structures for exercise of that right. The study reported here outlines the current situation in the Canadian provinces and territories with respect to minority-language instruction and the management of educational facilities by official-language minority groups. First, it looks at the parameters within which those rights are exercised, and examines the current situation in each province and territory (Newfoundland, Nova Scotia, Prince Edward Island, New Brunswick, Quebec, Ontario, Manitoba, Saskatchewan, Alberta, British Columbia, Northwest Territories, Yukon), presenting the relevant legislative provisions. The study is intended to be a useful reference on language rights in education in Canada. Enabling statutes are also summarized in an appended list. (MSE)

To investigate the effects of the employment policies and practices of New York City banks upon minority employment, six banks were selected on the basis of their higher than average minority group employment. Nearly 200 interviews were conducted with bank personnel, including policy formulators, policy executors, and lower level personnel. These nonstructured interviews, each of which was shaped according to the person interviewed, were supplemented by data collected independently by a few of the banks. The results show that many minority workers have been employed recently, but with quite limited upgrading and career mobility. Equal promotion opportunities will require the complete dedication of management, with promotion from within, accompanied by the necessary training to provide career opportunities for entry minority workers. Recommendations include: (1) establishing an internship program providing college tuition plus a salary for part time employment and full time summer employment, and (2) providing a variety of services such as day care, legal, and medical services for employees. The first story, told by Kathy, a first grade teacher, describes a student who learned something about self-reliance; next, Hector, a junior high school science teacher, tells about an incident that should not have happened, and reflects on his own commitment to keeping students in school and responsible for their actions; the third story, told by Sonya, offers insights into her year-long struggle with a troubled teen who sought to maintain some modicum of control over his life through school behavior; and finally, Yvette details a young girl's move toward becoming a more confident, eager learner. The vignettes reflect each teacher's philosophy, values, and beliefs; depict examples of those things that are important to them; and provide food for personal reflection and frameworks for future direction. From 1986 to 1988 the associates of the Enhancing Secondary Science Education through Science/Technology/Society (STS) for Urban Minority Youth Project worked toward establishing guidelines for STS in secondary science. The guidelines, based on study, research, discussions, and a consensus-building process, are presented along with 12 background papers by various authors. Three main ideas emerged in the process of developing these guidelines: (1) it is critical for our society to reverse the pattern of school-related difficulties and failures among members of disadvantaged minority groups; (2) STS as a curriculum emphasis has an important and unique contribution to make to the secondary science education of urban and minority students; (3) in order for STS to make this contribution, it must be shaped to empower the learning of disadvantaged minority youngsters in urban schools, and this situation requires new role relations among teachers and school leaders, learners, and members of the urban minority communities. A formulation of a 1-year course outline for an STS course for urban and minority students is presented, as well as a review of major high school level STS curricula in light of the project guidelines. Also included is a model for infusing STS studies into urban school science curricula. (JB)

We present a variant of the Minority Game in which players who where successful in the previous timestep stay with their decision, while the losers change their decision with a probability $p$. Analytical results for different regimes of $p$ and the number of players $N$ are given and connections to existing models are discussed. It is shown that for $p \propto 1/N$ the average loss $\sigma^2$ is of the order of 1 and does not increase with $N$ as for other known strategies.

Focusing on the assessment needs of language minority students in the early elementary years and on the evaluation of programs servicing them, this discussion directs specific attention toward accommodating language minority students in the New Follow Through Program. Introductory remarks offer recommendations for developing New Follow Through models for culturally and linguistically integrated settings and for developing tests for English-proficient and limited-English-proficiency children. The first major section describes the state of the art in assessing language minority students. Several ways tests are misused are pointed out and language proficiency assessment, testing school achievement, and teacher assessments are discussed. The second major section examines variables thought to be important in describing programs for language minority students and in studying the relationships of such programs to various student characteristics and local conditions. Model, program, classroom, and student variables are specified and discussed in terms of problems associated with instrumentation and measurement and with respect to measuring variables of interest. The final section identifies problem areas associated with the evaluation of bilingual programs. It is concluded that the inclusion of language minority students in the New Follow Through Program poses challenges and opportunities for curricular, psychometric, and evaluative innovation. (RH)

In an effort to increase the proportion of minority group members on the New York City police force, this study was commissioned: (1) to learn the reasons for present difficulties in minority recruitment, (2) to analyze the effectiveness of current recruiting strategies and programs, and (3) to develop new approaches aimed at improving minority representation in the police department. Street interviews conducted throughout the city showed that radio and newspaper advertisements were much more successful than the expensive mobile recruiting teams in informing minorities about career opportunities. Despite the comparatively high pay scale of the police department, the minority youth indicated that service aspects of police work were more important than economic returns. Retention of applicants is a serious problem, with less than a third of all candidates who passed the competitive exam finally appointed as probationary patrolmen. The retention rate could be greatly improved by more personal encouragement of candidates and a reduction in the 17-month delay between exam and appointment. (BH)

Maltese is a Semitic language closely related to Arabic in structure and morphology but is written from left to right and in the Latin script. When Malta became an independent state within the Commonwealth in 1964, the new Constitution highlighted the importance of Maltese by giving it both a national and an official status. Since 2002, Maltese has also been recognised as an official language within the EU. The systematic teaching of Maltese started in the early 20th century, and since 1946, Maltese has always been one of the core subjects in both primary and secondary education. Malta's current guiding educational framework, the National Curriculum Framework from 2012, does not outline a policy regarding the language of instruction, but does recognise the need for such a policy, and efforts have been undertaken to address these issues of entitlement, culture, and implementation. In response to the increasing numbers of pupils in Maltese schools whose first language is neither Maltese nor English, courses have recently been developed to teach Maltese as a foreign language. Every Regional Dossier begins with an introduction about the region in question, followed by six chapters that each deal with a specific level of the education system (e.g. primary education). Chapters 8 and 9 cover the main lines of research on education of the minority language under discussion, and the prospects for the minority language in general and in education in particular, respectively. Chapter 10 provides a summary of statistics. Lists of (legal) references and useful addresses regarding the minority language are given at the end of the dossier.
