I was so honored to spend time with Rahaf from Gaza. Rahaf is a 3-year-old double amputee who lost her legs in an airstrike. She’s absolutely adorable and the most loving, smart, playful little girl.🥹💕 I am so thankful to @The PCRF for facilitating her medical evacuation. They are my heroes! I will link to them in my bio. When I saw pictures of Rahaf in Gaza on the hospital floor, I saw the devastating consequences of endless bombing and continuous violations of children’s human rights. Rahaf is now thriving because she has access to medical care, food, water and a safe place to live. It’s so clear what we need to give children so they can grow up into healthy, happy adults. I was also honored to spend time with Rahaf’s wonderful mom, Israa. She is a teacher as well. We FaceTimed with Rahaf’s two adorable, young brothers who are still Gaza with their dad. I watched her look at them proudly, like I look at my son. I imagined myself holding up the phone in the US with my daughter, now a double amputee from an airstrike, away from my son and husband in Gaza, unable to help them - unable to feed them and keep them safe. Israa and Rahaf don’t eat in front of the boys anymore on FaceTime because there’s so little food there. Israa and I both love our children with all of our hearts. Right to Vote and Free and Fair Elections have been used as metric to gauge a state’s Political Security environment and the general Human Security state of a country. This has been evident in the impact and significance of Political Security on state relations and their standing in the community of nations. Kenya has made significant strides in the Political Security space evident by ratification of various international human rights treaties alongside, recommendations for freer and fair elections and the right to vote from the Kriegler and Waki Reports, calls for an impartial administration and an accountable electoral institution continue to surface in every election. This paper recommends promotion of legislation and policy interventions to increase public trust in the exercise of the right to vote, and free and fair elections. Kenya can draw lessons from countries like Ghana, which has made tremendous strides in enhancing its democracy through addressing the electoral architecture that guarantees Right to Vote and free and fair elections.

8Do We Have The Right Models For Scaling Up Health Services To Achieve The Millennium Development Goals?

This article is from BMC Health Services Research , volume 11 . Abstract Background: There is widespread agreement on the need for scaling up in the health sector to achieve the Millennium Development Goals (MDGs). But many countries are not on track to reach the MDG targets. The dominant approach used by global health initiatives promotes uniform interventions and targets, assuming that specific technical interventions tested in one country can be replicated across countries to rapidly expand coverage. Yet countries scale up health services and progress against the MDGs at very different rates. Global health initiatives need to take advantage of what has been learned about scaling up. Methods: A systematic literature review was conducted to identify conceptual models for scaling up health in developing countries, with the articles assessed according to the practical concerns of how to scale up, including the planning, monitoring and implementation approaches. Results: We identified six conceptual models for scaling up in health based on experience with expanding pilot projects and diffusion of innovations. They place importance on paying attention to enhancing organizational, functional, and political capabilities through experimentation and adaptation of strategies in addition to increasing the coverage and range of health services. These scaling up approaches focus on fostering sustainable institutions and the constructive engagement between end users and the provider and financing organizations. Conclusions: The current approaches to scaling up health services to reach the MDGs are overly simplistic and not working adequately. Rather than relying on blueprint planning and raising funds, an approach characteristic of current global health efforts, experience with alternative models suggests that more promising pathways involve "learning by doing" in ways that engage key stakeholders, uses data to address constraints, and incorporates results from pilot projects. Such approaches should be applied to current strategies to achieve the MDGs.

The right to education is one of such rights and is essential in the development of man and his society. Disability stands as a major hindrance in the actualization of the right to education of children in Nigeria. This paper examines the plights of Nigerian children with disabilities as it relates to their right to education. It highlights the physical, social and attitudinal barriers children with disabilities face which negate and hamper their right to education. The document sketches the development of the project and its first two years of operation (1972-1973 and 1973-1974), including background, project activities, evaluation strategy, the validity and reliability of the instrument, and project results. Despite the introduction of "sustainable development" as a suitable framework for development in the last three decades and the positive reaction of many governments to it, there is a question whether regulatory governments, do strengthen the right of people to sustainable development or put challenges and obstacles in front of it? In this research, we have examined how neoliberal principles and policies governing regulatory governments, such as market competition, privatization, deregulation, trade liberalization, foreign investment, export-oriented production, and growth-oriented development, has created obstacles in front of sustainable development. and therefore distorts the right of people to benefit from sustainable development. For this purpose, we have used the analytical-descriptive method and proposed that the creation of new international institutions to strengthen the binding of environmental treaties, to adopt policies that lead to the reduction of poverty and inequality, and also to establish The new taxes that are collected in exchange for the destruction of the environment in the course of economic development, may help to heal the current situation.

Environmental issues have become a central issue, which is considered not only at the state level, but also in the international arena. At the moment the main initiators of drawing attention to the environment are the environmental non-profit organizations. In developed countries, these organizations provide full support to the government and society. For developing countries, such as Kazakhstan, there is a number of issues: legal and social. The article deals with the legal regulation of the environmental non-profit organizations and reveals their role and influence on the government and the public. In order to achieve this goal has been applied the analysis of international law and the legislation of the Republic of Kazakhstan, the experience of scientists is generalized. In Kazakhstan, the legislation provides for free participation in non-profit organizations, including environmental. These organizations should be closed only in cases of violation of the legislation. Environmental non-profit organization conduct environmental education on the problems, cooperate with government authorities. The nature of such associations is exclusively peaceful and voluntary, nor is the goal to acquire profit.

The Merck Institute for Science Education (MISE) was founded in 1993 to demonstrate that virtually all students could reach high levels of scientific literacy. MISE formed partnerships with four public school districts where Merck has major facilities and a history of providing employee volunteers and supporting local science education initiatives. MISE's approach to improving science teaching has been systemic, addressing both policy and practice in the partner districts. MISE has helped its partners plan strategically, select high quality instructional resources, support teacher learning, and carry out instructional and curricular reforms. Working together, MISE and its partner districts have developed and implemented a shared vision of good science instruction based on national and state standards. This vision has been the basis for the design and delivery of professional development for teachers and administrators. Sustained by the Partnership since 1994, this professional development program has helped the partner districts make significant reforms in the teaching of science and mathematics. In 1993, MISE contracted with the Consortium for Policy Research in Education (CPRE) at the University of Pennsylvania to evaluate the effectiveness of its work with the four districts. CPRE has documented the activity and progress of the Partnership for a decade and has issued a series of reports on its impact. In this report, researchers assess the Partnership's approach to professional development, addressing the questions: (1) How has the Partnership's professional development measured up against the emerging standards for professional development?; (2) Has participation in Partnership professional development resulted in increased teacher content knowledge?; (3) Has participation in Partnership professional development led to changes in instructional practice?; (4) Has participation in Partnership professional development resulted in improved student achievement?; (5)Has MISE's strategy strengthened district capacity to support the improvement of teaching?; and (6) What lessons can be learned from the experience of MISE and the Partnership with professional development? The report is organized into eight sections. The introduction describes the research questions and data collection methods used by CPRE. In the second section, findings from recent studies of professional development are summarized, and consensus standards of quality that have emerged in the past decade are discussed. MISE's theory of action and the professional development provided by the Partnership are described in section three. In section four, the MISE approach is assessed against consensus standards of quality. Section five presents an examination of the impact of the Partnership professional development strategy on the capacity of the partner districts and schools to support reforms in science education. In sections six and seven, the authors look at the Partnership's impact on teaching and learning. The final section concludes by examining lessons to be learned from the experience of MISE and the Partnership, and considers the issues that it raises. The report includes two appendixes: (A) Annual Reports on CPRE's Evaluation of the Merck Institute for Science Education; and (B) Additional Publications about the Merck Institute for Science Education. Technology, whether initially developed for commercial or military purposes, is the fuel of the ongoing advancements in military affairs. New technological capabilities, along with concepts for their implementation, support development of dramatically new doctrine: the engine that will revolutionize the basic force structure of our military. It takes competent, innovative, and enlightened leadership to mold the most effective technologies into superior systems. But will our future acquisition and combat development leaders make the right choices from the cauldron of emerging technologies? Will they see in a given configuration merely the sum of individual elements of combat power? Or will they envision capabilities achievable through the synergistic effects of combining multiple elements? In this working paper, Wendy Russell and Stuart Lester of the UK's University of Gloucestershire discuss why play is fundamental to the health and well-being of children. They argue that both state signatories to the United Nations Convention on the Rights of the Child (Article 31 of which enshrines the right to play) and adults generally should take seriously the importance of providing suitable conditions for children to play. UMass Boston has been a campus in turmoil for the past 20 months. Internal upheaval first became public in January 2017 when the UMass Board of Trustees (BoT) refused to extend Chancellor Keith Motley's contract. In March 2017 the trustees disclosed that the campus was facing a budget deficit of up to $30 million with just three months remaining in fiscal year 2017. In April of 2017, Chancellor Motley resigned, prompting students, alumni, and community leaders to rally on the State House steps demanding that officials reject his resignation. UMass Boston has struggled to right its financial and administrative ship amidst the continuing frustration of students and faculty. In May 2016, seven months before the financial crisis at UMass-Boston became public, Pioneer Institute published a three-part analysis entitled "UMass at a Crossroads." The report identified many of the systemic financial problems that ultimately led to the UMass-Boston budget crisis, including unsustainable cost growth resulting from student enrollment expansion, facility expansion, rapid growth in self-funded research and development, a rising UMass Central Office budget, and unfunded deferred maintenance at campus facilities. Pioneer's report cited data from internal UMass documents and financial disclosures to Wall Street bond rating agencies and federal student lending agencies. Following a detailed review of records obtained from the UMass Comptroller's office and other publicly available sources, Pioneer Institute concludes that the UMass President and Board of Trustees (BoT) unfairly scapegoated former Chancellor Keith Motley and UMass Boston administrators for creating UMass Boston's $30 million fiscal crisis in 2017-2018 when the president and BoT themselves bore primary responsibility for creating the crisis as a result of their having approved a massive, accelerated capital expansion plan without assuring that capital reserves would be available to pay for it. UMass Boston has been a campus in turmoil for the past 20 months. Internal upheaval first became public in January 2017 when the UMass Board of Trustees (BoT) refused to extend Chancellor Keith Motley's contract. In March 2017 the trustees disclosed that the campus was facing a budget deficit of up to $30 million with just three months remaining in fiscal year 2017. In April of 2017, Chancellor Motley resigned, prompting students, alumni, and community leaders to rally on the State House steps demanding that officials reject his resignation. UMass Boston has struggled to right its financial and administrative ship amidst the continuing frustration of students and faculty. In May 2016, seven months before the financial crisis at UMass-Boston became public, Pioneer Institute published a three-part analysis entitled "UMass at a Crossroads." The report identified many of the systemic financial problems that ultimately led to the UMass-Boston budget crisis, including unsustainable cost growth resulting from student enrollment expansion, facility expansion, rapid growth in self-funded research and development, a rising UMass Central Office budget, and unfunded deferred maintenance at campus facilities. Pioneer's report cited data from internal UMass documents and financial disclosures to Wall Street bond rating agencies and federal student lending agencies. Following a detailed review of records obtained from the UMass Comptroller's office and other publicly available sources, Pioneer Institute concludes that the UMass President and Board of Trustees (BoT) unfairly scapegoated former Chancellor Keith Motley and UMass Boston administrators for creating UMass Boston's $30 million fiscal crisis in 2017-2018 when the president and BoT themselves bore primary responsibility for creating the crisis as a result of their having approved a massive, accelerated capital expansion plan without assuring that capital reserves would be available to pay for it. The wide range of defined objectives of the Arizona Right to Read plan requires a program of preparation for those individuals who will serve as reading directors of local education agencies (LEA) that is both intensive and comprehensive. There are two dimensions (academic and practicum) to the program of preparation of reading directors. The academic dimension encompasses six areas of concern: organization and administration, reading theory and methodology, program development, communication skills, change agent skills, and planning and management. The practicum dimension of the program of preparation represents a period of time for as long as an LEA requires, in which the reading director of an LEA will receive technical assistance from the state level Right to Read staff personnel and from the Consultant Cadre. It should be emphasized that the position of reading director is not simply a reading teaching position. The reading director should have the authority, as well as the responsibility, for planning, implementing, and evaluating a quality reading program. (Author/TO)
