1ERIC ED410859: What Are Performance Indicators And Can They Be Used To Manage Colleges? A Comparative Study Of Similar Colleges In The US And The UK. AIR 1997 Annual Forum Paper.

This study examined two similar technical community colleges: the Handsworth College in Birmingham (England) and the Milwaukee Area Technical College (Wisconsin). The study compared how the colleges use performance measurement indicators and how effective the indicators are in providing "value added" to their respective communities. Both schools are located in industrial areas of large cities which have a substantial number of non-English-speaking minority group members, and both schools have large numbers of students studying across a wide curriculum area. The indicators used in the United States were the Institutional Effectiveness Measures, developed for the Wisconsin's technical college system, and the Student Outcomes Measures specified by the North Central Association; Handsworth used the Further Education Funding Council indicators. The study noted that in both schools the principal use of the indicators was to support annual budget requests. The study found other measures of both schools, to be substantially similar; graduation rates were comparable and both colleges had close involvement with and added value to their local communities. The paper includes a description of the performance indicators uses; data tables and matrices support the text. (Contains 12 references.) (CH)

4ERIC ED544776: What Works Clearinghouse Quick Review: "Closing The Social-Class Achievement Gap: A Difference-Education Intervention Improves First-Generation Students' Academic Performance And All Students' College Transition"

This study measured the impact of a difference-education intervention on the academic achievement of first generation college students. The difference-education intervention teaches students how their social class backgrounds can affect what they experience in college. Participants attended a moderated panel discussion featuring demographically diverse junior and senior college students who shared stories with incoming students about how they adjusted to and found success in college. The questions posed by the moderator were similar across conditions, but in the intervention condition, panelists' responses illustrated how their backgrounds contributed--both positively and negatively--to their college experience, and also emphasized the need for students to utilize strategies for success that take their different backgrounds into account. In the comparison condition, similar stories were told, but these did not connect student background with the college experience and did not emphasize that strategies for success can differ by social class. After the panel discussion, participants created a short video testimonial in order to provide students a chance to internalize what they believed they learned from the panel. The study authors reported that there was a statistically significant effect on student grades at the end of the first year. Specifically, the GPA for first-generation college students in the intervention condition was statistically significantly higher than the GPA for first-generation students in the comparison condition (3.40 vs. 3.16). However, the GPAs for non-first generation students did not differ across the intervention and comparison groups (3.51 vs. 3.46). This study is a randomized experiment, and as such, could meet What Works Clearinghouse evidence standards without reservations. However, more information is needed from the study authors regarding attrition from the intervention and comparison groups before a rating can be given. A more thorough review (forthcoming) will determine the final study rating and report more fully on the study's results. At present, there is an ongoing re-examination of the practicality of the existence of many small rural community schools. In some states there is a continuing battle over a new round of small school closings, and reconsolidation efforts are underway to once again change or reorganize the educational infrastructure of rural community schools. While this paper addresses some of the considerations necessary to fully evaluate the impact of rural school consolidation, it is not intended to present a definitive solution to the subject. However, the authors hope their new focus on subjects such as student, family, and community safety will support a fresh look at justifications for keeping rural school educational infrastructure intact. This document will also re-address some of the more controversial issues and take another look at a few of the challenges that this new round of school closings may present to not only the safety issue--but also the social, political, economic, and educational support environment in rural communities. Most people would never support the removal of other important primary institutions such as the economic, political, emergency services, religious or media organizations from communities, and the authors feel that the rural school community support function is equally important to the performance of a viable community.

Adult native speakers of Hebrew, English-speaking learners of Hebrew, and an additional group of native English speakers were administered a discourse-completion test. Results indicate that to some extent speech-act realization in interlanguage benefits from the activation of a non language-specific pragmatic competence. Conformity to the conventions of use in the native or target language was not necessarily in evidence, and subjects often realized a speech act in the target language by a strategy that differed from both conventions. Learners were shown to violate social norms in the target language by deviating from the preferred speech acts of native speakers, often by choosing less direct formulations. An analysis of deviations reveals that pragmatic competence and the level of linguistic competence interact with second language acquisition processes in determining speech-act realization in the interlanguage. This research supports the position that comparable speech act strategies across languages differ on several dimensions, such as speech act procedure, linguistic realization, potential pragmatic force, and social appropriateness rules. As a result, second language learners often fail to realize their communicative act in the target language both in terms of social appropriateness and pragmatic effectiveness. (JB)

A proposal is presented to assess teacher's performance based on the aspects that educational research has found as fundamental to achieve students' learning. The proposal is aimed mainly at teachers and people responsible for teacher's assessment programs. After criticizing the traditional way of assessing teacher's performance, it is shown a different way of doing it considering four essential dimensions of teaching: "Knowledge of what is taught, management of didactic aspects, teacher's didactic thinking and teacher motivation, responsibility and self-efficacy." It is described and justified what and how to assess, suggesting to do it by observing the educational practice. Therefore, guidelines are provided to assess it, pointing out the didactic aspects that are considered essential for students to acquire knowledge. It ends pointing out its advantages and giving some recommendations to apply it.

On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act (ARRA). The law had a very simple mission: kick-start an economic recovery through strategic investment. Deep within the law were a number of key education initiatives, including Race to the Top (RTT), which was a way to invest in the nation's education system and spur efforts to reform schools. To apply for a grant, states had to submit a detailed application and the Department of Education rewarded points if the application met certain criteria and policies. Applications for Phase 1 of the program were due in early 2010 and 40 states and the District of Columbia applied for funding, with Delaware and Tennessee winning grants in the first round. Phase II winners were announced in September 2010. In the end there were 12 winners in the second round of the program, including the District of Columbia, Florida, Georgia, Hawaii, Maryland, Massachusetts, New York, North Carolina, Ohio, and Rhode Island. Given the importance of RTT the author and his team wanted to take a closer look and get a better sense of what exactly was happening within the states that won the grants in Phase 1 and Phase 2 of the program. They wanted to determine what's going well? And what's going wrong? Were the states on track to meet all of the goals detailed in their grants? How has Department of Education helped or hindered implementation? And finally, what lessons could be drawn for future federal education initiatives? To answer these questions, a team of researchers was enlisted to dig deep into each state's RTT efforts. The team spoke to key stakeholders, examined various budget and implementation documents, and sifted through performance data provided by the Department of Education. As part of their evaluation effort, they also evaluated the states based on their performance, benchmarking their success against a set of key indicators. Overall, they found that although a lot of work remains to be done, RTT has sparked significant school reform efforts and demonstrates that significant policy changes are possible. There is a growing appreciation of the need for a greater supply of well-educated people, not only in the scientific and technological fields but also in the political, social, and cultural areas. The high school should play an important role in identifying and developing the specific abilities of each boy and girl so that each can make the greatest contribution possible to himself and to society. Some evidence of the effectiveness of the schools in this role can be secured from a study of the subjects and programs actually pursued by pupils judged to have differing academic aptitudes. This bulletin is a report of a study--the first of its kind--that was designed to gather national data on high school programs completed by graduates of 1958 who had varying academic abilities and who had been enrolled in schools of different sizes. It is expected that it will give information valuable in helping to develop better educational opportunities for pupils in communities throughout the United States. This article is from Journal of Preventive Medicine and Public Health , volume 45 . Abstract We conducted a systematic review to summarize providers' attitudes toward pay-for-performance (P4P), focusing on their general attitudes, the effects of P4P, their favorable design and implementation methods, and concerns. An electronic search was performed in PubMed and Scopus using selected keywords including P4P. Two reviewers screened target articles using titles and abstract review and then read the full version of the screened articles for the final selections. In addition, one reference of screened articles and one unpublished report were also included. Therefore, 14 articles were included in this study. Healthcare providers' attitudes on P4P were summarized in two ways. First, we gathered their general attitudes and opinions regarding the effects of P4P. Second, we rearranged their opinions regarding desirable P4P design and implementation methods, as well as their concerns. This study showed the possibility that some healthcare providers still have a low level of awareness about P4P and might prefer voluntary participation in P4P. In addition, they felt that adequate quality indicators and additional support for implementation of P4P would be needed. Most healthcare providers also had serious concerns that P4P would induce unintended consequences. In order to conduct successful implementation of P4P, purchaser should make more efforts such as increasing providers' level of awareness about P4P, providing technical and educational support, reducing their burden, developing a cooperative relationship with providers, developing more accurate quality measures, and minimizing the unintended consequences.

Measurement systems are typically calibrated based on standard practices established by a metrology standards laboratory, for example the National Institute for Standards and Technology (NIST), or dictated by an organization's metrology manual. Therefore, the calibration is designed and executed according to an established procedure. However, for many aerodynamic research measurement systems a universally accepted standard, traceable approach does not exist. Therefore, a strategy for how to develop a calibration protocol is left to the developer or user to define based on experience and recommended practice in their respective industry. Wind tunnel balances are one such measurement system. Many different calibration systems, load schedules and procedures have been developed for balances with little consensus on a recommended approach. Especially lacking is guidance the number of calibration data points needed. Regrettably, the number of data points tends to be correlated with the perceived quality of the calibration. Often, the number of data points is associated with ones ability to generate the data rather than by a defined need in support of measurement objectives. Hence the title of the paper was conceived to challenge recent observations in the wind tunnel balance community that shows an ever increasing desire for more data points per calibration absent of guidance to determine when there are enough. This paper presents fundamental concepts and theory to aid in the development of calibration procedures for wind tunnel balances and provides a framework that is generally applicable to the characterization and calibration of other measurement systems. Questions that need to be answered are for example: What constitutes an adequate calibration? How much data are needed in the calibration? How good is the calibration? This paper will assist a practitioner in answering these questions by presenting an underlying theory on how to evaluate a calibration based on objective measures. This will enable the developer and user to design calibrations with quantified performance in terms of their capability to meet the user's objectives and a basis for comparing existing calibrations that may have been developed in an ad-hoc manner.

Acknowledging that clear standards and strong incentives alone are not sufficient to dramatically change teaching and learning, policymakers and policy analysts have started to talk about and implement "capacity-building" strategies. "Capacity" in this policy context refers to the wherewithal needed to translate high standards and incentives into effective instruction and strong student performance. This study examines capacity-building strategies used in eight states and analyzes their promise and continuing challenges. The eight states represent various approaches to systemic improvement. They include California, Colorado, Florida, Kentucky, Maryland, Michigan, Minnesota, and Texas. The study asks the following questions: (1) What are common patterns in the ways states currently build capacity for education reform, and why? (2) What are promising directions, as well as challenges, that emerge from these policy strategies? and (3) What related matters should policymakers consider when they use these strategies? Mentalising (the ability to reason about the thoughts and feelings of others; also known as “theory of mind”) is essential for successful social interaction. Many mentalising studies in adolescent and young adult survivors of childhood maltreatment (CM; e.g., Benarous et al., 2015) find behavioural differences on their tasks compared to participants not exposed to CM, but few studies have elucidated exactly what this would mean for participants' everyday lives.. At the same time, "real life" social functioning is known to be altered in such populations (e.g., reduced social functioning - Haslam & Taylor, 2022; McLean et al., 2013; Pfaltz et al., 2022; Raby et al., 2019; alterations in empathic responding - Zhang et al., 2023; alterations in interpersonal trust - Coates & Messman-Moore; Hepp et al., 2021; Pitula et al., 2017; more loneliness - Brown et al., 2016). Recent reviews in schizophrenia (Lemmers-Jansen et al., 2023) and bipolar disorder (Vlad et al., 2018) have found associations between social cognition and social functioning in the respective populations, but so far no studies have empirically tested how abilities measured by experimental mentalising tasks might be related to different kinds of everyday social behaviour and functioning in CM survivors. It is essential to investigate what aspects of everyday social life are influenced by CM exposure and what the mechanisms behind them are (as measured by task performance) in order to better know what to target in personalised interventions for CM survivors. Furthermore, as reduced social support has been linked to an increased risk for psychopathology (ten Have et al., 2019), which in turn is related to a higher risk for revictimisation (Dietrich, 2007; Krause-Utz et al., 2018; 2021), it is important to bolster survivors' social skills to buffer against such risks. This will be a study investigating links between CM, performance on two mentalising tasks, and everyday social behaviour and outcomes, whilst controlling for psychopathology that is known to be related to both CM and mentalising (namely, depression, anxiety, borderline personality disorder).

For the 2014 study, "Closing the Social-Class Achievement Gap: A Difference-Education Intervention Improves First-Generation Students' Academic Performance and All Students' College Transition," researchers investigated the impact of attending a moderated panel on incoming freshmen's adjustment to college. The panel featured demographically diverse college seniors who responded to questions about their experience of and adjustment to college. The study sample consisted of 168 incoming college freshmen in a highly selective, midsized private university in the United States. Researchers assessed the impact of the panelists' stories by comparing grade point averages at the end of students' freshman year. This study is a well-executed randomized controlled trial with low levels of sample attrition and meets WWC group design standards without reservations. The study authors found, and the WWC confirmed, that there was a statistically significant effect on mean grade point average. The return to sport (RTS) continuum after anterior cruciate ligament reconstruction (ACLR) has been thoroughly defined in the literature. The three phases of the continuum include a return to participation, a return to sport, and a return to performance. While the first two phases are well defined, there is no consensus in the literature on how to define or assess return to performance after ACLR. This scoping review aims to identify the approaches used to assess return to performance after ACLR, identify opportunities and gaps for future research, and produce a conceptual framework for determining the multidimensional aspect of return to performance after ACLR.

The purpose of this study was to apply two techniques, drill activities and fine motor activities, to find whether they help improve the handwriting of a student with dysgraphia. This action research used an ABAB single subject design to find which technique worked better over an eight-week period. The results were inconclusive on which technique worked better. However, the combination of both improved the subject's handwriting and increased his score by 50%. Therefore, this study suggests that using both techniques can help improve the problems associated with dysgraphia, especially in the area of handwriting. (Contains 4 figures.)

The study examined in this paper focuses on whether monetary bonuses for teachers improved schoolwide academic achievement in New York City public schools. Study authors analyzed data from 389 high-need elementary, middle, and high schools in New York City in the first year of the bonus program (2007-08) and from 371 of those same schools in the second (2008-09) and third (2009-10) years. These schools had been randomly assigned to either an intervention or a comparison group in 2007-08. The researchers assessed the effectiveness of the bonus program by comparing the scores on the New York City Department of Education's (NYCDOE) Progress Reports for schools randomly assigned to the intervention group with those of the comparison group. The primary research question for this study is "what is the impact of the performance bonus program on schoolwide achievement?" The analysis sample included some schools that were eligible to participate in the bonus program but did not ultimately participate. Therefore, the study estimated the effect of being eligible to participate in the program, regardless of actual participation. The study found that the New York City Schoolwide Performance Bonus Program had no discernible impact on school Progress Report scores. The study is a well-implemented randomized controlled trial. Because this study examined school-level outcomes, the reported effect sizes are not comparable to effect sizes calculated for student-level analyses. With the current trend in parallel computer architectures towards clusters of shared memory symmetric multi-processors, parallel programming techniques have evolved that support parallelism beyond a single level. When comparing the performance of applications based on different programming paradigms, it is important to differentiate between the influence of the programming model itself and other factors, such as implementation specific behavior of the operating system (OS) or architectural issues. Rewriting-a large scientific application in order to employ a new programming paradigms is usually a time consuming and error prone task. Before embarking on such an endeavor it is important to determine that there is really a gain that would not be possible with the current implementation. A detailed performance analysis is crucial to clarify these issues. The multilevel programming paradigms considered in this study are hybrid MPI/OpenMP, MLP, and nested OpenMP. The hybrid MPI/OpenMP approach is based on using MPI [7] for the coarse grained parallelization and OpenMP [9] for fine grained loop level parallelism. The MPI programming paradigm assumes a private address space for each process. Data is transferred by explicitly exchanging messages via calls to the MPI library. This model was originally designed for distributed memory architectures but is also suitable for shared memory systems. The second paradigm under consideration is MLP which was developed by Taft. The approach is similar to MPi/OpenMP, using a mix of coarse grain process level parallelization and loop level OpenMP parallelization. As it is the case with MPI, a private address space is assumed for each process. The MLP approach was developed for ccNUMA architectures and explicitly takes advantage of the availability of shared memory. A shared memory arena which is accessible by all processes is required. Communication is done by reading from and writing to the shared memory.

This paper discusses the proposal by the United Kingdom government to introduce a performance management policy as the basis for organizing management and remuneration of teachers. The performance management model is firmly embedded within the dominant managerialist ideology which sets the context for restructured levels of the teaching force and redesigned patterns of progression. Standards form an essential element of the technology of performance management in specifying skills defined as valuable and amenable to measurement. No amount of performance management would be adequate if it did not clarify the value assumptions which underpin it nor grapple with its implications for patterns of social justice and differentiation. The paper explores these two dimensions. It also illustrates the contours of proposals contained in the United Kingdom's Green Paper in relation to the reactions of teachers, unions, governing bodies, local education authorities, and others. Section 1 presents "Background to the Green Paper, Performativity in Practice." Section 2 discusses "The Roots of Performance Management." Section 3 highlights "Nature and Definitions of Performance Management." Section 4 examines "Further Concerns Surrounding Performance Management" (e.g. defining values, principles, and criteria; equity issues; and a changing configuration of professionalism). A study was conducted of the educational role of the principal in elementary schools under two educational policy alternatives. The study joined perspectives on the role of the principal with policy initiatives to strengthen schooling along two lines: common high student performance standards for all and redesign of the connection between the system and the school to increase authority and resource decisions at the school level toward reaching those standards. Policy option one was high stakes and common student performance standards with authority and resources to reshape the school established by policy initiative at the school level. Option two was a situation in which schools were encouraged to create local student performance standards with gentle policy support but with modest decentralization of authority and resources. Seven elementary school principals, four working under the first option and three under the second. Principals' leadership was studied through profiles, audiotaped self-reflection and interview responses, and the principal's own developed action plan. These successful principals obviously were inventing a new form of educational leadership. Principals with the policy option that featured common performance standards and the authority to reach them had advantages in carrying out their leadership roles. Principals dealing with policy option two did not seem likely to be able to carry out their educational leadership roles in many cases, although they often worked heroically to carry out reform against strong odds. Research methods and statistical analysis is typically the least liked and most anxiety provoking aspect of a psychology undergraduate degree, in large part due to the mathematical component of the content. In this first cycle of a piece of action research, students' mathematical ability is examined in relation to their performance across different assessments. A maths test, including only components relevant to psychological research and analysis, was designed and subsequently completed by 427 students. Factor analysis revealed three distinct facets: understanding of mathematical procedures; interpretation of findings; and understanding the semantics of mathematics. Only the procedural and interpretative factors were predictive of overall course performance. Higher scores on both factors predicted better performance on multiple choice questions assessment and an unseen exam, whereas only the interpretation factor predicted performance on a critical thinking assignment and a lab report. The findings are considered with a view to developing another cycle of action research that more actively involves students.

Nine former interns were hired to teach at six schools in the same system in which they had completed a year-long internship. Three student teachers were also hired to teach in three of those schools. Principals of the six schools were interviewed on their reasons for hiring these new teachers and their thoughts on the internship program. None of the principals thought that the internship was the specific reason an individual was hired; the personality of the individual was cited by some of the principals as being more important than the type of preparation program completed. Personality included attitude, ability to teach, flexibility, and maturity. The internship was seen as an advantage only if all other attributes of the candidates were equal. However, being in the school for a full year was seen as a strength. According to principals, interns were as well prepared as or better prepared than student teachers. While the internship year was viewed as being extremely valuable, there was some concern that the additional year and increased financial demands would discourage students from entering the program.
