1ERIC ED240297: Teaching English As A Second Language (ESL) To Adults: State-of-the-Art.

Although English-as-a-second-language (ESL) practitioners are generally making good progress in teaching listening and speaking skills, the entire area of teaching literacy skills to ESL students is barely in the formative stage. The teaching of ESL is further complicated when students are not only lacking in English literacy skills but are also functionally illiterate in their native languages. Educators need to become more aware of the special problems that even the most motivated ESL students face when learning a language that is as difficult to learn as is English. Whereas many ESL programs have been predicated on the notion that students must be orally proficient before they can read English, research shows that reading and speaking can be taught concurrently. To facilitate the teaching of reading and writing in the ESL classroom, educators should provide early and systematic instruction in areas such as phonetic spelling, writing mechanics, structural analysis, study skills, and test taking. In addition, planners of ESL and literacy programs should devote more effort to pooling the resources of smaller local programs to avoid duplication, solicit cooperation from and work together with business and industry, offer counseling services, and provide necessary staff development activities. 2ERIC ED445037: An Analysis Of State Policies For The Inclusion And Accommodation Of English Language Learners In State Assessment Programs During 1998-1999. Final Report.

This report presents a description of state policies regarding the participation of English language learners (ELLs) in statewide assessment programs during the 1998-1999 school year. The data collected included descriptions of policies: (1) for the inclusion and exemption of ELLs; (2) regarding the allowance or prohibition of accommodations in general as well as specific types of accommodations; (3) regarding the inclusion of accommodated test scores in state, district, and school totals; and (4) for use of alternate assessments and policies for reporting the resulting scores. The study is based on the direct analysis of documents provided primarily by directors of bilingual and English-as-a-Second-Language education in each state (two states do not have state assessment programs). Findings show that while almost all states (48) have exclusion/exemption policies, there is great variability in the degree to which state policies address aspects of ELL participation. Forty-six states allow some form of exemption. One finding of note is the absence of academic criteria from the list of criteria to be considered when making inclusion/exemption decisions. States offer accommodations that can be divided into presentation, response, setting, and timing/scheduling categories. Most state policies do not specify that a person with professional knowledge of language learning processes participate in the decision making process. Policies regarding alternate assessment measures for ELLs are absent from most state assessment programs. The report recommends that states review and revise their existing policies to align them with current legislation and good practice. Three appendixes contain study cover letters, discussions of documentation and alternate assessment, and the fourth appendix contains the individual state reports on state inclusion and accommodation policies. Maltese is a Semitic language closely related to Arabic in structure and morphology but is written from left to right and in the Latin script. When Malta became an independent state within the Commonwealth in 1964, the new Constitution highlighted the importance of Maltese by giving it both a national and an official status. Since 2002, Maltese has also been recognised as an official language within the EU. The systematic teaching of Maltese started in the early 20th century, and since 1946, Maltese has always been one of the core subjects in both primary and secondary education. Malta's current guiding educational framework, the National Curriculum Framework from 2012, does not outline a policy regarding the language of instruction, but does recognise the need for such a policy, and efforts have been undertaken to address these issues of entitlement, culture, and implementation. In response to the increasing numbers of pupils in Maltese schools whose first language is neither Maltese nor English, courses have recently been developed to teach Maltese as a foreign language. Every Regional Dossier begins with an introduction about the region in question, followed by six chapters that each deal with a specific level of the education system (e.g. primary education). Chapters 8 and 9 cover the main lines of research on education of the minority language under discussion, and the prospects for the minority language in general and in education in particular, respectively. Chapter 10 provides a summary of statistics. Lists of (legal) references and useful addresses regarding the minority language are given at the end of the dossier.

In its lifetime, the profession of language teaching has undergone many changes. Early attempts at language teaching almost entirely lacked a theoretical base. In the 20th century, however, two sets of language teaching methods emerged; the first set borrowed theories from psychology, linguistics, and sociolinguistics whereas the second set was based on individual philosophies of method developers. Late in the twentieth century, an attempt on the part of some pedagogists to evaluate the different methods of language teaching resulted in the validity of language teaching methods being called into question. As a result, the question of how the profession of language pedagogy should be approached called into attention such notions as teacher plausibility, autonomy, and reflectivity as well as learner plausibility and autonomy. The result of such an expanded perspective was the introduction of effective and reflective teaching ideologies of the seventies and eighties. In 1994, an attempt at finding an alternative to methods instead of an alternative method culminated in the introduction of the post method era. The present paper tries to provide the reader with a brief account of these trends.

The Tiv language is one of the major languages spoken in central Nigeria. The language is of the Benue-Congo subclass of the Bantu parent family. It has over four million speakers spoken in five states of Nigeria. The language like many other Nigerian languages is in dire need of language planning efforts and strategies. Some previous efforts were made to plan the language and government too has made policies to back up such efforts. This study therefore examines empirically the current state of the status planning of the language and its implication for the future and survival of the language. Status planning deals with the allocation of functions to a community's language(s). The functions investigated here include the educational, the media and home functions and it has been discovered that the language has a weak functional status. This therefore requires some conscious and deliberate language engineering strategies to be set in motion to rescue the language from its present bleak and weak functional status, to which end some recommendations have been made.

Disturbed integration and (functional) connectivity of several large-scale brain networks, as compared to single areas or individual networks, have been proposed to underly the broad range of symptoms present in schizophrenia (SZ). The recently updated Triple Network Model (TPN) by Menon et al. (2022) picks up on this notion. Herein, it is proposed that aberrant salience processing of internal/external stimuli in combination with dysfunctional engagement of [and switching between] the Default Mode and Central Executive Networks might be the starting point of a faulty cascade resulting in maladaptive behaviors and cognitive deficits. The arising symptomatology can generally be classified in terms of abundance (positive) or impoverishment (negative), i.e., pacing vs. extreme slowing of movement. The Bern Psychopathology Scale (BPS) uses this dimensional approach to group together related individual symptoms into three different domains (language, motivity and affectivity) and tries to directly link these to well established neural circuits (Strik et al., 2010), to provide a system-oriented perspective. So far, however, it remains unknown how this erroneous communication presented in the TPN interplays with the proposed functional imbalance of action-related networks (Language [LAN] and Sensorimotor [SMN]) responsible for behavioral output. To this end, we want to inspect this faulty cascade hierarchically top-down, to gain more insight into possible system-based errors that may explain variance in symptomatology on each level. Therefore, we first want to substantiate the functional connectivity within and between the TPN regions. Second, we want to investigate the functional connectivity between the TPN regions and the action-related networks. Third and final, we want to explore the within functional connectivity of the action-related networks (SMN and LAN).

This survey, conducted in 1966 by the Washington Foreign Language Program, analyzes the possible effect of the secondary school principal on language programs directly or indirectly attributable to his foreign language background and attitudes. Some 369 questionnaires returned by the principals provided information concerning biographical data, foreign language background, foreign language programs in the schools, and foreign language opinion. Concluding remarks based on analysis of tables in this report suggest that foreign language study on the part of the principal has no consistent effect on the foreign language program in his school nor his attitudes toward foreign languages in general. However, the attitudes of a principal toward the study of foreign languages do influence his foreign language program. (RL)

At the request of the state legislature, the California State Postsecondary Education Commission presents comments on "The Consortium," a 14-year-old external degree program which the California State University decided to disband. Commission comments on the university report include concerns over the funding mechanisms currently employed for consortium programs offered by the campuses (since the Commission recommended that all degree-granting programs be state-funded). The three main recommendations offered by the Commission are that (1) the Governor and legislature accept the State University's report, "The Consortium of the California State University" as adequately addressing the issues raised by the Supplemental Language to the Budget Act of 1987; (2) the California State University seek state support for any program that was once a part of the Consortium; and (3) if the cost of operating these programs is more than the amount generated by the state general fund revenue, the state university (with the Department of Finance and the Office of the Legislative Analyst) should develop suitable mechanisms to fund the difference. Appendices include related correspondence and "The Consortium of the California State University: A Report." The 13-page report with its appendixes comprise the major part of the document. Appendixes include a brief history of the Consortium and memoranda on the transfer of programs to individual campuses. (SM)

The Richfield, Minnesota, High School Language Arts Department studied the composition skills of 24 classes in grades 10, 11, and 12 to assess (1) improvement in writing skills from each grade level to the next as an indication of the effectiveness of a composition curriculum which emphasized expository writing, a d (2) the effects of lay readers on the composition program. The Sequential Tests of Educational Progress Writing Test, Form 2A, and an impromptu expository composition were used as measures of student achievement. The lay-reader program was evaluated through questionnaires and a comparison of the achievements of classes with and without lay readers. Results indicated that both average-above average students and average-below average students improved from grade to grade, that the mean and median scores of these students were well above national norms, and that lay readers were not a liability to the program but received approval from both students and teachers. 15ERIC ED511327: Assessment Of Young English Language Learners In Arizona: Questioning The Validity Of The State Measure Of English Proficiency

This study analyzes the Arizona policy of utilizing a single assessment of English proficiency to determine if students should be exited from the ELL program, which is ostensibly designed to make it possible for them to succeed in the mainstream classroom without any further language support. The study examines the predictive validity of this assessment instrument on ELLs' performance on state required academic achievement tests at three grade levels. It finds that at subsequent grade levels after redesignation, the "one-test" AZELLA becomes less predictive of academic achievement, That is, the test over predicts student achievement, suggesting that many students may be under-served due to their scores the test. This finding calls into question Arizona's "one-test" procedure for redesignating ELLs to a non-service category. Given the large and increasing size of the ELL student population in Arizona, the current focus on testing and accountability, and the documented problems in current assessment practices, improvement in instruments and procedures is critical. These improvements are necessary at all phases of the assessment process, but as this study indicates, the present policy is likely denying services these students need and violating the rights of these students to an equal educational opportunity. This publication is a guide to assessing the competence of prospective foreign language teachers with respect to their subject area in California. The guide was developed as part of a state-wide response to legislated entry and exit standards for teachers in elementary and secondary schools. A preface stresses the importance of quality education in the foreign languages and the role of assessment of prospective teachers in that effort, and section 1, an introduction, describes the regulations and Executive Orders that are the basis for the guide. The second section covers unity of purpose among the diversity of programs, subject matter competency assessment, and assessment process and design. The next section establishes two categories of competencies--first, generic competencies which are fundamental to all disciplines and, second, specific foreign language competencies which include language proficiency, knowledge of culture and society, language analysis, and command of spoken English. The fourth section discusses general guidelines and instruments of assessment including classroom observation, interviews, portfolios, testing, capstone courses, academic transcripts and letters of recommendation. 20ERIC ED297048: Demographic Projections Of Non-English-Language-Background And Limited-English-Proficient Persons In The United States To The Year 2000 By State, Age, And Language Group.

This study makes demographic projections of the limited English proficient (LEP) and non English language background (NELB) populations in the United States to the year 2000, based on 1976 figures. Results of NELB projections include the following: (1) the Spanish group is increasing dramatically, but the Asian and non-Spanish/non-Asian groups are also growing; (2) the younger age groups will decline significantly but temporarily; (3) the heaviest concentration of NELBs will remain in California, New York, and Texas; (4) the Spanish are much younger than other groups; and (5) the Spanish are concentrated in California, Texas, and New York, while the Asians are concentrated in California, Hawaii, and New York. Results of the LEP projections include the following: (1) the numbers of LEPs declined slightly during the 1980s, but will either increase or return to their previous levels by 2000; (2) the 5- to 9-year-old group is increasing more than the 10- to 14-year-old group; (3) California and Texas will show overall gains in the number of LEPs, while New York remains the same; (4) the numbers of younger Spanish and Asians are increasing; and (5) the Spanish are concentrated in California, Texas, and New York. Educational implications include the following: (1) Spanish LEPs will become an increasingly important factor in educational planning; (2) the sheer numbers of the Spanish should not mask the needs of smaller groups; and (3) geographic concentration will influence the allocation of funds. Extensive tables, charts, and graphs of statistical data and a six-page bibliography are included. (FMW)
