Much has been written about combat stress, and the possible levels of casualties that such stress may produce. One of the most effective ways of reducing combat stress is to maintain a high level of cohesion and morale. Commanders need ways to assess the status of their units in these areas. There have been a variety of programs developed to manage stress; their application to the military setting is discussed. The objectives of this study were: (1) Conduct a literature search to determine the relevant reports and articles on stress in light of recent operational experiences. (2) Conduct a workshop to assess those lessons learned (3) Consult with units engaged in combat training missions. (4) Provide the AMEDD with information which would permit more effective training and organization for the prevention and treatment of operational stress casualties. A list of references on operational stress was developed. The Fourth Workshop on Combat Stress was conducted to identify the lessons learned. There are a number of important lessons which can be derived from the descriptions of the operational stresses in the recent operational experiences described in detail in this report. Consultations with Forts Carson and Hood revealed that the survey instruments used in these studies have acceptable psychometric properties. This paper describes the lessons learned in designing and implementing a computer-adaptive test (CAT) for English. The early identification of students with weak L2 English proficiency is of critical importance in university settings that have compulsory English language course graduation requirements. The most efficient means of diagnosing the L2 English ability of incoming students is by means of a computer-based test since such evaluation can be administered quickly, automatically corrected, and the outcome known as soon as the test is completed. While the option of using a commercial CAT is available to institutions with the ability to pay substantial annual fees, or the means of passing these expenses on to their students, language instructors without these resources can only avail themselves of the advantages of CAT evaluation by creating their own tests. As is demonstrated by the E-CAT project described in this paper, this is a viable alternative even for those lacking any computer programing expertise. However, language teaching experience and testing expertise are critical to such an undertaking, which requires considerable effort and, above all, collaborative teamwork to succeed. A number of practical skills are also required. Firstly, the operation of a CAT authoring programme must be learned. Once this is done, test makers must master the art of creating a question database and assigning difficulty levels to test items. Lastly, if multimedia resources are to be exploited in a CAT, test creators need to be able to locate suitable copyright-free resources and re-edit them as needed.

In this presentation, we will share first-hand experiences in maintaining and sustaining an effective Opencourseware (OCW) localization project called Opensource Opencourseware Prototype System (OOPS). OOPS' uniqueness in the current OCW movement lies in its grassroots approach. We will discuss issues in organizational effectiveness and project sustainability and will also share measures that seem to work for us. Some of the suggested measures include identifying and empowering emergent leaders, creating regional offline communities, fostering a volunteer mentoring system, and cultivating a knowledge community.

George V. Voinovich (R-OH) is a two-term US Senator from Ohio. In the current 111th Congress Senator Voinovich serves on the Committee on Appropriations, the Environment and Public Works Committee, and the Homeland Security and Governmental Affairs Committee.

The goal of this thesis is to explain Cuba’s ability to maintain its autonomy against a large state actor, in this case, the United States. Since the Cuban Revolution in 1959, the United States has pursued the goal of regime change in Cuba, replacing the country’s socialist system with a liberal democratic and capitalist model. U.S. policy has consistently applied economic and political isolation to pressure Cuba to change from autocracy to democracy. Nonetheless, Cuba has successfully defended the regime’s interests and remains a sovereign state recognized by the international community. This thesis argues Cuba has resisted U.S. pressures by using a total defense approach that spans across three areas: civilian support for the regime, a professional military, and international engagement. It is important to note that although the United States continues to pressure Cuba to change its system, the two countries have cooperated in the past when the United States liberalized its foreign policies. As a result, this thesis suggests the goal of isolating Cuba may be less successful than economic and diplomatic engagement, a lesson that could be applied to other non-democratic countries.

Resurrecting the legacy Inner Loop Thrust Vectoring research flight controller to investigate the tail shock region brought unique challenges. This report documents these challenges and lessons learned from a stability and controls perspective. The flight test approach for flight envelope expansion and probing tests, as well as limited flight test results, are presented. Recent advances in sonic boom reduction technology have contributed to a resurgent interest in civilian supersonic cruise flight. These advances have focused only on fore body shaping, however, and little, if any, experimental flight data are available to develop and validate design tools for the tail shock region. In January of 2009, the NASA Dryden Flight Research Center completed research flights to investigate the tail shock region of a highly modified F-15 aircraft by probing the shock waves around it, using another F-15 aircraft. To adjust the lift distribution and plume shape, a decade-old research flight controller from the Inner Loop Thrust Vectoring project was required. To investigate the tail shock region, the lift distribution was changed by adjusting the canard position, and the plume shape was changed by adjusting the nozzle area and thrust vectoring.

Officials present the fourth Federal Partners in Bullying Prevention Summit.

The study described in this paper is part of an effort to improve understanding of the science assessment of the National Assessment of Educational Progress (NAEP). It involved the coding of all the items in the 1996 NAEP science assessments, which included 45 blocks (15 each for grades 4, 8, and 12) and over 500 items. Each of the approximately 2,500 students participating in the assessment was given a test booklet with 3 blocks of cognitive items. One was a conceptual/problem solving block, one, a theme block, and the last, a block of items associated with a performance task. Coding the item attributes provides descriptive information for each item, each block, and the whole test. The focus of this paper is on the grade-4 blocks. Nine science experts (two NAEP experts and a science teacher for each grade level) coded the attributes in the assessment according to categories such as knowledge of principles and reasoning with content. In all, 39 attributes were assessed. Results from the coding and block analyses suggest that, overall, the 1996 NAEP science assessment is a balanced assessment with respect to the science fields involved and item format used. Reasoning with content and explanation were the most significant attributes assessed; they were found to be key to successful performance on all three types of item blocks. The effectiveness of Phare vocational education and training (VET) reform programs conducted in 13 Eastern and Central European countries in 1993-1998 and lessons learned from the programs were examined through a review of information from the following sources: a cross-country analysis on curricular reform; a review of technical evaluation reports on 10 of the 13 countries; and ad hoc interviews with key participants in the programs. The reform efforts were found to have been especially successful in those countries where the national, regional, and local levels had worked jointly to achieve common targets in a complementary top-down and bottom-up approach. The following were among the key lessons learned: (1) countries need time and resources to reflect upon different VET methodologies and adapt them to their own local contexts; (2) local actors should be empowered to develop solutions that work in their specific country contexts and cultures; (3) VET reform should be a combined learning and strategic development process; and (4) VET policies should be embedded within a lifelong learning context. (Ten appendixes detail the main outcomes and findings from Phare VET reform efforts in the following countries: Estonia; Latvia; Lithuania; Poland; the Czech Republic; the Slovak Republic; Romania; Bulgaria; Slovenia; and Albania.) This article examined a blended learning initiative in a large suburban high school in the Midwestern region of the United States. It employed a single-case exploratory design approach to learn about the experience of administrators, teachers, students, and parents. Using Zimmerman's Self-Regulated Learning (SRL) Theory as a guiding framework, this study explored surveys, face-to-face observation data, interview transcriptions, and focus group transcriptions to learn about different stakeholders' experiences and their observations about student readiness for blended learning. As a result, the data suggested three major themes, namely how blended learning initiatives can promote autonomy and self-regulation, encourage inquiry and build relationships, and ultimately help students feel ready for college. For her sabbatical a professor of teacher education at Emporia State University returned to the elementary classroom after a 20-year absence to teach in a third/fourth combination classroom in the Emporia, Kansas Public Schools. The return to elementary classroom teaching provided the professor with the opportunity to utilize some of the social studies strategies she shared with her classroom management, social studies methods, and curriculum students at the university. These strategies included: building classroom community and promoting student ownership; focusing on a daily historical or current event; encouraging critical thinking and problem solving; planning for instruction using the multiple intelligences identified by Howard Gardner; and improving student understanding of geography. The elementary classroom the professor taught in, rich in cultural and economic diversity, consisted of 22 students, 10 third graders, and 12 fourth graders. A group building activity, "Getting To Know You," promoted student ownership of the classroom, while a daily "Parrot Puzzle" focused on different thinking skills and different areas of the curriculum. To make the best use of the limited time available in the classroom, teachers need to build community and ownership, integrate learning so connections are clear to students, and teach for the diverse learning needs of students. Linux Audio Conference 2012 Slides: A Behind-the-Scenes Peek at World's First Linux-Based Laptop Orchestra -- The Design of L2Ork Infrastructure and Lessons Learned Ivica Bukvic In recent years we've experienced a proliferation of laptop orchestras and ensembles. Linux Laptop Orchestra or L2Ork founded in the spring 2009 introduces exclusive reliance on open-source software to this novel genre. Its hardware design also provides minimal cost overhead. Most notably, L2Ork provides a homogenous software and hardware environment with focus on usability and transparency. Engineering design is a challenging activity for any product. Since launch vehicles are highly complex and interconnected and have extreme energy densities, their design represents a challenge of the highest order. The purpose of this document is to delineate and clarify the design process associated with the launch vehicle for space flight transportation. The goal is to define and characterize a baseline for the space transportation design process. This baseline can be used as a basis for improving effectiveness and efficiency of the design process. The baseline characterization is achieved via compartmentalization and technical integration of subsystems, design functions, and discipline functions. First, a global design process overview is provided in order to show responsibility, interactions, and connectivity of overall aspects of the design process. Then design essentials are delineated in order to emphasize necessary features of the design process that are sometimes overlooked. Finally the design process characterization is presented. This is accomplished by considering project technical framework, technical integration, process description (technical integration model, subsystem tree, design/discipline planes, decision gates, and tasks), and the design sequence. Also included in the document are a snapshot relating to process improvements, illustrations of the process, a survey of recommendations from experienced practitioners in aerospace, lessons learned, references, and a bibliography.

Exacerbated by several high-profile Hollywood scandals, a wave of anti-Hollywood rhetoric tried to paint the movie capital as a veritable hotbed of crime, licentiousness, and moral transgression. THE SINS OF HOLLYWOOD, published in May 1922, is perhaps the most prominent anti-Hollywood polemic published during this turbulent time in film history. This anonymously-written booklet recounts in sensational, lurid detail the various high-profile scandals that precipitated the firestorm surrounding Hollywood's supposed moral turpitude. The author (later identified as former PHOTOPLAY editor Ed Roberts) pulls no punches in his condemnation of "movie vice." After an introduction to the Ole Jerry McAuley Mission in the year 1912, many wonderful stories of destitute alcoholics and addicts making a quick recovery through a surrender to Christ Jesus. The book gives glimpses that the years of the highly esteemed Samuel H. Hadley have allowed for the “Evangelical Podium” to firmly take root in the Mission and is corroding the original purpose (the original purpose of this mission was to provide a place for chronic alcoholics and addicts who had spiritual experiences during incarceration to continue it outside of prison and not end up back at their old haunts after being repeatedly rejected by churches and society). The book tells of the on-goings in the new Ole Jerry McAuley Mission at 316 Water Street, NYC, during the early 1900's. Many things seem to have changed since the 1870's when Jerry McAuley ran the mission. First, anyone was welcome. Second, the years of sobriety touted in this book were two to five, as opposed to the decades and quarter centuries in its earlier times. Thirdly, advertising their mission, or testifying for the mission was the goal as opposed to living a spiritually guided life.
