The report describes accomplishments of a study of factors affecting the education of handicapped Papago children and youth. An investigation of procedures for identification, diagnostic evaluation, and placement within the reservation public schools, the Bureau of Indian Affairs School system, and the Papago Tribe's Department of Education was conducted. Study methods included analysis of questionnaire data and interviews with service providers and parents of Head Start handicapped children; and surveys of the records of 19 randomly selected students in tribal, state, and federal school programs. Results are reported according to six project objectives regarding the following topics: (1) problems in identifying, assessing, and placing Indian children with handicaps; (2) alternative solutions to identifying and serving handicapped children with respect to the roles of agencies, teachers, and parents; (3) evaluation of screening, evaluation, and placement; (4) attitudes of parents; (5) learning preferences of children; and (6) a training model for paraprofessionals who conduct pupil assessments. Among project accomplishments described are the continuation of an effective interagency council and identification of staff needs for further inservice training, use of assessment measures accommodating for language diversity, and practice in developing Individualized Education Plans. Among extensive appendixes is a parent manual regarding special education for native American children. (CL)

This report focuses on the relationship between State aid to education and incentives for the efficient allocation of resources. Following a description of the historical and current manifestations of State aid, an empirical analysis was conducted to study the impact of State aid on several variables. More State aid was found to be associated with (1) higher per pupil expenditures, (2) lower per pupil local revenues, (3) less likelihood to raise funds through local bond issues, (4) lower nonpublic enrollments, and (5) larger average school size. In another phase of the study, incentive features were developed that could be incorporated into State aid schemes. These incentive features were divided into (1) Scale Incentives -- designed to highlight the potential for cost savings through scale adjustment; and (2) Output Incentives which considered two possible goals: maximum output regardless of cost and maximum output per dollar of cost. Penalty factors and incentive payments, singly and combined, were presented as alternative methods to increase efficiency in terms of both scale incentive and output incentives. (Author)

The Chicago Youth Development Project was an action-research program jointly undertaken by the Chicago Boys Club and the University of Michigan Institute for Social Research to test whether a program of aggressive street work and community organization in the core of a city could reduce delinquency among youth living there. The report presents a comprehensive account of what was actually done and with what effect, providing the most complete and objective information obtainable, demonstrating to what degree this kind of program can achieve its goals and suggesting what improvements are needed for an even greater impact. The study compares the effects, over five years, of the program in two inner city areas with comparable control areas nearby on such variables as delinquency rates, youth employment rates, school attendance, and adults' satisfaction with their community. The researchers conclude that the project made negligible impact on these respects, but that when boys' expectations of their eventual educational attainment were raised, their delinquency declined. Based on this finding, the researchers suggest that effective future programs will concurrently open educational and vocational opportunities and prepare youngsters to grasp them, fashioning new ways for some adolescents to be students. The President’s Task Force on Anti-Black Racism completed its work in October 2022 with the publication of its final report.

The Michigan State University protocol materials on learning were field-tested at the University of South Florida (U.S.F.). The field-testing at U.S.F. did not occur under controlled, experimental conditions. The information needs of the protocol developers were balanced with the instructional obligations of the instructors and the educational needs of the students in the classes. Instructional management problems and error sources were highlighted. Error sources included operant learning, positive reinforcement, negative reinforcement, shaping, respondent learning, and model learning. (Appendixes of field-test material are included.) (MJM)

The project reported in the document focused on two aspects of career education programs. One focus was on determining effective methods for implementing career exploratory experiences for junior high school students. The second focus was on determining effective procedures for establishing a comprehensive school-based placement service for all exiting students. The project was conducted in 10 Alabama schools, five for each component, during the 1973-74 school year. The exploration component found that the most effective method for providing exploratory experiences involved a combination of on-the-job experiences, work-setting observations, visiting resource persons, a career resource center, and printed materials. The procedures followed, and results achieved by the placement component for each site are discussed in the report. Appended materials (36 pages) include: site selection criteria, program objectives and administative guidelines, procedural suggestions for individual project site, and a followup questionnaire. Understanding the factors that affect bridge deterioration rates is necessary for state agencies to maintain the safety and functionality of bridges during their design service life. To improve deterioration modeling in Montana, significant factors affecting bridge deterioration were evaluated within the Montana Department of Transportation’s Bridge Management (BrM) software. The research improves existing deterioration curves established in Phase 1of this research by considering different bridge groups, variables, NBI component-level data, and maintenance activities. Statistical analysis results from two regression models identified maintenance district, bridge age, and deck surface type as the top three significant variables that influence bridge deterioration in Montana. A procedure was established using BrM’s general condition rating (GCR) analysis to estimate the number of bridges that are in good, fair, and poor condition over selected time periods. Two deterioration profiles were evaluated. Future research is needed to continue modeling within BrM to further implement analytical tools using the significant bridge groups and variables from this research to support MDT’s bridge maintenance management." -- Abstract.

Introductory psychology students were subjects in an investigation to determine the covariation among achievement, attitudes toward a course, and attitudes taught as part of a course. In addition, data obtained allowed for evaluation of two theoretical models of pretest sensitization, the first in terms of learner involvement and the second in terms of pretest position. A total of 1,324 subjects received from one to five repeated measurements of the three variables, achievement, attitude toward the course, and attitude toward psychology. Curves were fitted to each variable over time. The resulting regression equations were compared as functions describing the variables under study. Partial correlation coefficients were used to assess the relationship between attitude scores and the final achievement score. Curves were fitted to high, medium, and low groups of each initial test distribution to assess pretest sensitization as a function of initial test distribution, while data on the three different variables was considered to represent three levels of involvement. Increase in achievement was best described by third and fourth degree equations. Attitude toward psychology did not change appreciably over the course of instruction. Attitude toward the course consistently declined. There was no evidence for either model of pretest sensitization. (LS)

The intention of the initial portion of the discussion is to show how residential displacement can affect the school child and why cooperative agency response is necessary. The major objectives of the research are twofold: 1) to determine the extent and nature of cooperation between elementary schools and relocation agencies in responding to the mobile child; and 2) to uncover the reasons for organization cooperation, or its absence--in terms of the particular traits of each organizational type. Organizational literature is used as a basis for conceptualizing the research design. Information used in the study was obtained through field interviews with the personnel of twelve schools and ten agencies providing relocation services in four cities: Detroit, Cleveland, Minneapolis, and Milwaukee. Direct cooperative response to the mobile child by these two agencies was found to be virtually nil. However, certain relationships did occur between them. Organizational Properties of the public elementary school seemed to severely restrict any chances for the development of serious relations with the relocation agency. Findings suggest that public policy makers should give more serious thought to how human services can be planned and integrated so that they are fully responsive to the complex needs of the individual. AN INTRINSIC PROGRAM ON THE SUBJECT OF CONSTRUCTION OF TEACHING UNITS WAS DESIGNED AND TESTED TO ASCERTAIN WHETHER STUDENTS OF EDUCATION WOULD LEARN AS EFFICIENTLY BY THE PROGRAM METHOD AS BY TRADITIONAL METHODS. THE 116 PAGE PROGRAMED TEXT COMPRISES FOUR SECTIONS--THE DEFINITION AND BACKGROUND OF THE TEACHING UNIT, THE YEARLY PLAN, THE TEACHING UNIT, AND THE DAILY LESSON PLAN. EIGHT CLASSES TOTALING 152 STUDENTS WERE EXPOSED TO TRADITIONAL INSTRUCTION, AND FOUR OF THESE USED THE PROGRAMEDD TEXT. A NONSTANDARDIZED, MULTIPLE-CHOICE, OBJECTIVE TEST, WHICH HAD BEEN DEVELOPED DURING THE TWO PILOT TESTS OF THE PROGRAM, WAS ADMINISTERED TO BOTH GROUPS AS A PRE AND POST-TEST. THE INSTRUCTOR AND TWO JUDGES GRADED THE TEACHING UNITS PRODUCED BY THE STUDENTS. A SHORT QUESTIONNAIRE WAS ALSO GIVEN. RESULTS INDICATED THAT STUDENTS WHO STUDIED THE PROGRAMED TEXT GAINED MORE KNOWLEDGE AND UNDERSTANDING OF THE SUBJECT THAN THOSE WHO WERE TAUGHT CONVENTIONALLY, BUT THAT THE PROGRAMED LEARNERS DID NOT DISPLAY GREATER ABILITY TO PREPARE TEACHING UNITS. THE TWO METHODS WERE EQUALLY EFFICIENT IN TERMS OF LEARNING TIME OUTSIDE OF CLASS, BUT WHEN CLASSROOM TIME WAS INCLUDED, THE PROGRAMED METHOD WAS MORE EFFICIENT. CONCLUSIONS WERE THAT THE PROGRAMED METHOD CAN BE SUBSTITUTED FOR THE CONVENTIONAL METHOD WITHOUT LOSS OF EFFICIENCY. LA Aerial Rapid Transit Technologies LLC, as the Project Sponsor, is proposing the Los Angeles Aerial Rapid Transit project. Metro is the lead agency for the proposed project in accordance with the California Environmental Quality Act (CEQA). The proposed project would connect Los Angeles Union Station to the Dodger Stadium property via an aerial gondola system. The proposed project would also include an intermediate station at the southernmost entrance of the Los Angeles State Historic Park. The proposed project would provide an aerial rapid transit option for visitors to Dodger Stadium, while also providing access between the Dodger Stadium property, the surrounding communities, including Chinatown, Mission Junction, Elysian Park and Solano Canyon, and the Los Angeles State Historic Park, to the regional transit system accessible at Union Station.  When complete, the proposed project would have a maximum capacity of approximately 5,000 people per hour per direction, and the travel time between Union Station and Dodger Stadium would be approximately seven minutes. The proposed project would provide pedestrian improvements, including hardscape and landscape improvements, as well as amenities at the Los Angeles State Historic Park. The project would provide safe, zero emission, environmentally friendly and high-capacity transit connectivity in the project area that would reduce greenhouse gas emissions as a result of reduced vehicular congestion in and around Dodger Stadium and on neighborhood streets, arterial roadways and freeways. The proposed project would operate daily to serve existing residents, workers, park users and visitors to Los Angeles.
