In an effort to document demographic changes in the academic linguistics community, the Linguistic Society of America (LSA) has commissioned an annual report detailing information about job titles, students, degrees awarded, average salaries, and more. The report offers information about trends in student enrollment and employment by industry. Data for the report was compiled primarily from self-reported information to the LSA's online Directory of Linguistics Programs and Departments. It also includes information based on U.S. federal surveys of PhD linguists and institutions, along with data gleaned from the LSA membership database. Trends in linguistics for this year include: (1) The most common career outcome for linguistics PhDs is a position in higher education; (2) Within higher education, departments report that most members of their faculty are full professors, but the non-professorial category is growing, particularly for women in other full-time and part-time positions; (3) The field of linguistics is growing most rapidly for undergraduates, with an increase of approximately 120 more students awarded BA degrees annually for the past 13 years; (4) Most linguistics undergraduate degrees are awarded to women. The awe and wonder with which the public once viewed US colleges and universities is now changing to anger and disgust as a result of well-publicized campus disorders. On the University of Wisconsin (Madison) campus, less than one-tenth of 1% of the total student body are activists who advocate the takeover of the "establishment." This group gets most of the publicity, rather than the 17,600 other students who are on campus to learn, grow, and develop within the framework of order. There is a large group of students who want student power, by which they mean student participation in running the university. Educators must accept that these students have something to say, and realize that today's students cannot be manipulated. There are shortcomings in higher education at faculty, administrative, and student levels which need to be improved and corrected. Much homework needs to be done in terms of relating the campus environment to society, and improving communications between students and the faculty, the administration and students, and the university and the community. The students seem to want improvement from within the university with the goal of contributing as best they can to a well-ordered society within the framework of the law. The role of higher education is to lead in fairness and courage towards a creative, orderly society whose participants are limited to the least possible degree. (WM)

This publication presents seven papers as well as workshop summaries from a conference on managing quality assurance frameworks of further education and higher education validating bodies in the United Kingdom. Two opening papers reflect on managing quality assurance: "Key Issues" (Anne Stennett) and "Quality Fears at the FE/HE Interface" (John Bird). Three papers represent contributions from three quality regulating organizations--the Higher Education Quality Council, the Further Education Funding Council, and the Business and Technology Education Council--and describe their respective quality assurance frameworks. The papers are: "Managing Quality Assurance and Making it Work" (John Hilbourne); Current Developments in FE: Implications for Quality Assurance at the FE/HE Interface" (Terry Melia); and "Quality: Building it in and Checking it Out (Who Shares Wins)" (Chris Chapman). The third section offers two papers addressing the practical aspects of managing the quality assurance process: "Progression from FE to HE: Managing Quality Assurance Where the Baton is Exchanged" (Mike Abramson) and "Quality Assurance: Managing and Getting the Commitment" (Paul Gallagher and Peter Chambers). This document presents an economic analysis of higher education in Tennessee from a student, societal, and state perspective. The cost-benefit ratios speak favorably for the economic value of higher education in Tennessee from the student's perspective. On average, a student may expect a return of $5.44 for each dollar invested; the return for an associate degree is $5.84. The cost-benefit ratios demonstrate the excellent value of higher education in Tennessee. On average, society may expect a return of $9.30 for each dollar invested, based on a Department of Commerce multiplier estimating the impact of income on the economy. A table shows the income that the state may expect (in sales tax revenue alone) over and above what a high school graduate would be expected to contribute. For example, state tax revenues (increase) for a two year associate degree, $8,444; for a Bachelor's degree, $18,096; and for an advanced degree, $31,054. It is clear from this information that the state achieves a significant return on its investment in higher education. The document concludes that an investment by the state in higher education institutions of the Tennessee Board of Regents system yields significant returns to the student, to the state, and to society as a whole. In an effort to document demographic changes in the academic linguistics community, the Linguistic Society of America (LSA) has commissioned an annual report detailing information about job titles, students, degrees awarded, average salaries, and more. The report offers information about trends in student enrollment and employment by industry. Data for the report was compiled primarily from self-reported information to the LSA's online Directory of Linguistics Programs and Departments. It also includes information based on U.S. federal surveys of PhD linguists and institutions, along with data gleaned from the LSA membership database. Trends in linguistics for this year include: (1) The most common career outcome for linguistics PhDs is a position in higher education; (2) Within higher education, departments report that most members of their faculty are full professors, but the non-professorial category is growing, particularly for women in other full-time positions; (3) The field of linguistics is growing most rapidly for undergraduates, with an increase of approximately 120 more students awarded BA degrees annually for the past 14 years, although in recent years, the number of awarded Bachelors has increased at a slower rate; (4) Most linguistics undergraduate degrees are awarded to women. 11ERIC ED468357: Higher Education And The Transmission Of Educational Values In Today's Society.

Education has traditionally been the primary method of passing on a society's culture and the values it considers to be important. Higher education institutions have not been immune to the crises in the transmission of values. Typically, in higher education basic intellectual values and virtues are mostly left for students to pick up through osmosis. This paper suggests that most students do not pick up values effectively in this manner, and this is particularly true at universities where there is not close contact or interaction between students and faculty. Research by M. Rokeach (1973; 1979) established a sense of student values in the 1970s. Subsequent research by L. Escobar-Ortloff (1999) showed a drop in importance for values other than the educationally important values of"Sense of Accomplishment" and "Intellectual (instrumental)." The paper suggests that logical positivism and personalism have contributed to this change in values orientation. The change in orientation suggests that the biggest challenge to society's institutions is the impacting of endearing values to succeeding generations. (Contains 2 tables and 13 references.) (SLD)

In July 1995, the University of California's Board of Regents voted to ban consideration of race and ethnicity in admissions and employment--a ban that was extended to all state agencies when the voters of California approved Proposition 209 in November 1996. This paper discusses the national controversy over affirmative action and analyzes the experience of the University of California as a case study in how an elite public university responded to the end of nearly three decades of affirmative action. It concludes that profound social and demographic change in American society since the 1960s, especially the growth of income inequality, requires a rethinking of affirmative action, and of how the goal of diversity can be achieved in elite public universities. To better understand the benefits of college for single mothers, and the costs of investments in supports that can improve their success, the Institute for Women's Policy Research (IWPR) estimated the economic returns to college attainment for single mothers and their families, and for society more broadly, and how those benefits compare to investments needed to promote single mother success. In an effort to document demographic changes in the academic linguistics community, the Linguistic Society of America (LSA) has commissioned an annual report detailing information about job titles, students, degrees awarded, average salaries, and more. The report offers information about trends in student enrollment and employment by industry. Data for the report was compiled primarily from self-reported information to the LSA's online Directory of Linguistics Programs and Departments. It also includes information based on U.S. federal surveys of PhD linguists and institutions, along with data gleaned from the LSA membership database. Trends in linguistics for this year include: (1) The most common career outcome for linguistics PhDs is a position at an institution of higher education; (2) Within higher education, departments report that 26.6% of their faculty are full professors, but the non-professorial category is growing, particularly for women in other part-time positions; (3) If 2020's numbers are similar to the past few years, the five-year period from 2016-2020 will definitely confirm a downtrend in the number of doctoral students; (4) More linguistics doctoral degrees are awarded to women, who represent over half of graduate students in linguistics. This trend has remained consistent over the past eight years; and (5) More linguistics degrees, including Bachelor's, Master's, and PhDs, are awarded to White or Caucasian recipients than any other ethnicity. Information on organizations and individuals involved in research on postsecondary education (PSE) in Canada was obtained through a survey of 435 organizations, a survey of 817 individuals, and through requests for information appearing in two publications. Methods of disseminating research results on the role of the Social Sciences and Humanities Research Council (SSHRC) of Canada were also examined. Research on PSE covers reflective inquiry and scholarship, empirical investigation, and critical analysis. Within the universities, such research is undertaken by academics and graduate students in faculties of education, especially in centers for the study of PSE, but much more is done in other faculties and departments, notably economics, sociology, psychology, and history. It is estimated that throughout Canada there are roughly 750 individuals engaged in research on aspects of PSE, about a third of them full time. The full-time researchers are primarily analysts in university and college institutional research groups or government departments and agencies. Almost all of the academics involved are part-time PSE researchers and for the majority of them, PSE is an area of secondary interest. The only scholarly association for which PSE is a matter of central interest is the Canadian Society for the Study of Higher Education (CSSHE). More long-term studies are needed and more that are interprovincial or national in scope. A lack of agreement on major themes and a lack of an integrating agent is noted, and it is recommended that CSSHE serve as a integrating agent. Recommendations to the CSSHE and to the SSHRC are included. The questionnaires and a list of respondents are appended. (Author/SW)

This paper, part of a series of studies on higher education in different countries, traces the origins of higher education in Belgium to the 1970's. From 1835-1876, Belgium universities were shaped by polarization bewteen Catholics and liberals, uncertainty about the basic institutional patterns in higher education, and the legislative intrusion of the state in higher education. The Higher Education Law of 1876 inaugurated a withdrawal of the state from the affairs of the universities, and the challenge of German Science placed an emphasis on research and scholarship. From World War I to 1960, the importance of the Flemish language increased in the universities, the principle of state financing of the private universities was established, and the state universities progressively won greater administrative autonomy from the state. The evolution and influence of higher technical education, the university expansion problem from 1960-65, the expulsion of the French from Louvain, the rebellion against the traditional university, and construction of the new order from 1969-71 are covered. Higher education enrollment stabilization in the 1970's, the difficulty of the first candidature, upgrading of technical education, the uncertainty of university-state relations, recurrent education, part-time university education, education for nontraditional students, and establishment of an open university are discussed. The current study aims to understand digital citizenship, based on the assumptions of Ribble (2014), by examining factors affecting participation and involvement in the Internet virtual societies among higher education students. A quantitative approach using a survey questionnaire was implemented. The participants were 174 students from the Faculty of Education at King Abdulaziz University in Saudi Arabia. The descriptive statistics show that the students generally have good levels of perceived Internet attitude, computer self-efficacy, and digital citizenship, especially in terms of respecting oneself and others online. The factors affecting digital citizenship are computer experience, daily average technology use, students' attitudes toward the Internet, and computer self-efficacy. Students with higher levels of computer experience are more involved in activities related to educating oneself and connecting with others online compared with students with less experience. Further, students with higher levels of daily average technology use tend to protect themselves and others online more compared with students with lower levels of technology use. Moreover, higher levels of students' Internet attitude and computer self-efficacy are associated with higher levels of respect for oneself and others, of educating oneself and others, and of total digital citizenship. Based on the current study findings, appropriate recommendations are proposed in terms of policy and practice.

Lifelong learning in the United States and recurrent education in Europe are new models of education that permit those beyond post compulsory education to have access to higher education throughout their lifetimes. The rationale behind these models is based on the idea of a "learning society" that accommodates changing social and personal goals and promotes social equity. There appears to be a sharply increasing interest in further education on the part of adult Americans and a clear movement by American colleges and universities toward expanding the lifelong learning concept. Our decentralized educational structure is likely to temper some of the widespread changes advocated by proponents of lifelong and recurrent learning, but such programs will receive increased funding from federal and state sources. This report documents differences in the earnings and employment patterns of U.S. adults with different levels of education. It also compares health-related behaviors, reliance on public assistance programs, civic participation, and indicators of the well-being of the next generation. Financial benefits are easier to document than nonpecuniary benefits, but the latter may be as important to students themselves, as well as to the society in which they participate. The goal is to call attention to ways in which both individuals and society as a whole benefit from increased levels of education. The focus is on outcomes correlated with levels of educational attainment, and it is important to be cautious about attributing all of the differences observed to causation. However, reliable statistical analyses support the significant role of postsecondary education in generating the benefits reported. Many of the averages reported conceal considerable variation among people with similar levels of education. More information on this variation can be found in this report's companion publication, "How College Shapes Lives: Understanding the Issues." This report also examines the increases and the persistent disparities across demographic groups in college participation and completion. The magnitude of the benefits of postsecondary education makes ensuring improved access for all who can benefit imperative.

I argue this is a consequence of larger dispersion in wage offers, independent of geography. In a frictional market, this generates larger surpluses for workers in new matches, which can better justify the cost of moving - should the offer originate from far away. The market is then "thinner" but better integrated spatially. I motivate my hypothesis with new evidence on mobility patterns and subjective moving costs; and I test it using wage returns to local and long-distance matches over the jobs ladder. The seven papers in this report were prepared as part of a project intended to open a dialogue between leaders of higher education and aging communities, and were originally developed as background material for an invitational meeting between these groups. The first three papers deal with broad issues in which both communities share an interest. The papers are: "Higher Education and Older Adults in the 21st Century (1990-2010): Who Will Be Learning? Who Should Be Learning?" (Solomon Arbeiter); "Financing Higher Education Over a Lifetime" (Arthur M. Hauptman); and "Higher Education and Aging communities: Natural Allies in a Changing World" (John M. Cornman). The second set of three papers focuses more on how higher education can pursue its missions of teaching, research, and public service in an aging society. In an effort to document demographic changes in the academic linguistics community, the Linguistic Society of America (LSA) has commissioned an annual report detailing information about job titles, students, degrees awarded, average salaries, and more. The report offers information about trends in student enrollment and employment by industry. Data for the report was compiled primarily from self-reported information to the LSA's online Directory of Linguistics Programs and Departments. It also includes information based on U.S. federal surveys of PhD linguists and institutions, along with data gleaned from the LSA membership database. An overview of trends in linguistics for this year include: (1) The most common career outcome for linguistics PhDs is a position in higher education; (2) Within higher education, departments report that most members of their faculty are full professors, but the non-professorial category is growing, particularly for women in other full-time and part-time positions; (3) The field of linguistics is growing most rapidly for undergraduates, with an increase of approximately 120 more students awarded BA degrees annually for the past 13 years; (4) Most linguistics undergraduate degrees are awarded to women. Although women represent just over half of graduate students in linguistics, a number which has been increasing over the last 50 years, women comprise over 65 percent of the undergraduate population; and (5) The top five specializations for graduate students in linguistics are: Syntax, Applied Linguistics, Phonology, Semantics, and Language Acquisition. This paper presents an evaluation of Colorado's educational needs related to economic competitiveness and to providing equal access to higher education. The paper looks at the Colorado economy's shift toward an information/service based system. Thus the paper argues, the educational needs of Colorado's workforce are higher and to maintain its competitive edge, those needs must be met. Also discussed are demographic shifts changing the makeup of the future workforce which will be older, more female and more diverse. Also, the paper argues, demographic shift will not lead to an equitable distribution of educational participation without efforts to increase the participation of previously disenfranchised individuals. Consequently a statewide ethnic minority graduation goal of 18.6 percent by the year 2000 has been adopted. If that goal is funded by the state, the public institutions would need to graduate an additional 1,484 minority graduates above current projects in the year 2000. The paper argues that if Colorado public educational institutions are to continue to produce their current percentage of the demand for sub-baccalaureate and baccalaureate degrees, the estimated annual cost to the state for public institutions to meet that demand is $45 million above the costs already estimated in the higher education demand projections. Newspapers large and small are responding. Community newspapers are growing, and many big city media outlets are rethinking their news coverage philosophy in terms of civic journalism.
