This white paper explores how influential Californians conceive of the purpose of public education. The authors' intention was to learn how the purposes converge and to uncover potential building blocks for a consensus that puts students at the center and rises above disparate beliefs and alliances. The paper draws on 50 interviews they conducted with a bipartisan group of legislators and legislative staff, as well as leaders from business, labor, and civic life. They invited participants to share personal experiences of powerful learning from their youth, and identify what students should learn in California public schools in preparation for life beyond high school. Taken as a whole, the interviews point to several intriguing points of consensus across this diverse group of respondents. Democrats and Republicans, business leaders and labor leaders, policy insiders as well as equity advocates share a broad set of beliefs about teaching and learning. Points of difference tended to cut across conventional lines, except when they asked narrowly partisan questions. By foregrounding the purpose of education, the interviews suggest a different and more promising platform for advancing educational policy in California. Maybe we stay away from things like that… “ Because both in-person and virtual gatherings can be stressful, Dilara Sayeed suggests stepping back. “My sister and I are planning a family event,” said Sayeed. “And started with stopping for a moment and not starting the planning. Let’s start with what do we feel comfortable with? We haven’t seen one another for a while. We don’t even know what’s typical in our lives right now. What do we feel comfortable with?” Open Our Ears And Listen Can we find common ground during the holidays in our own homes? Under the old system of trade skills education, instruction was delivered largely through kinesthetic methods. Currently, however, secondary and postsecondary trade skills education programs institutions in Australia and elsewhere are changing their educational emphasis from traditional skills to more technology-based skills. This shift raises the question of whether modern theories and technologies are more beneficial than traditional methods in which educators remain in control of content and time. Hybrid instruction, which combines face-to-face classroom instruction with computer-based learning, is one approach to integrating technology into the classroom. Although hybrid instruction allows for flexibility and gives students the opportunity to be more self-directed, it suffers in the application of kinesthetic skills to learning. Several Australian institutions, including the International Wine Academy of Australia, are now offering programs that require students to use touch and other senses. Two relevant areas of research are haptics (the experience of touching and manipulating objects or environments) and virtual synesthesia (a neurological condition in which a stimulus in one sense modality is involuntarily elicited in another). SmartRooms, which constitute another way of integrating technology into instruction, have the potential to incorporate kinesthetic learning into theory-based curricula. Institutions opting to integrate technologies in the classroom must avoid bifurcated teaching that emphasizes the theoretical over the practical. (Contains 14 references.) (MN)

The powerful, reciprocal connection between school and housing segregation has long been recognized. The housing-school link was a key element in both the 1968 Kerner Commission Report and in the legislative history of the Fair Housing Act. The relation of school and housing segregation was also explored in a series of school desegregation cases beginning in the 1970s. Yet in spite of Department of Housing and Urban Development's (HUD's) duty to "affirmatively further fair housing," and the parallel "compelling government interest" in the reduction of school segregation, there have been few examples of effective coordination between housing and school policy in the intervening years. Instead, for most of the past 40 years, efforts to promote housing and school integration have proceeded along separate tracks. This report grew out of a "Research and Policy Roundtable" discussion sponsored by PRRAC in February 2011 that included leadership and staff from several divisions at Department of Housing and Urban Development and the Department of Education, along with representatives from the Civil Rights Division at the Department of Justice. In the six months since the roundtable concluded, HUD and USDOE have made some progress in linking school and housing integration policy, but much more needs to be done, and hopefully this report will continue this important dialogue. This report is divided into four main parts: (1) The "Reciprocal Relationship" Between Integrated Housing and Education; (2) The Housing Voucher Program as a Bridge to Better Schools; (3) Sustainable Communities and Choice Neighborhoods: Coordinating Schools, Housing and Transportation Planning in Support of Racial and Economic Integration; and (4) Conclusion and Policy Recommendations. Society is becoming increasingly aware of the need for education to play a key role in integrating knowledge and understanding about sustainability into practical, vocational skills which can be used in the workplace. Education for sustainability is now a widely accepted concept which seeks to promote and develop sustainability skills and awareness throughout a learner's educational pathway. "Finding the Common Ground: Is There a Place for Sustainability Education in VET?" shows that the vocational education and training (VET) sector has a key role to play in promoting sustainability education by incorporating these skills into training packages. However, significant barriers exist to implementation, including the lack of a shared national vision and adequate resources. The report concludes with suggestions to encourage the adoption of education for sustainability in VET policy and practice. In support of the full report, this document discusses global context, education for sustainable development, future projections, international trends, national policy, building a model, and generic skill development. In Tennessee, for example, advocates across the political spectrum are promoting comprehensive background checks, safe storage requirements, and temporary transfer laws. The Aspen Institute Energy and Environment Program and Colorado State University's Center for the New Energy Economy is hosting a special public panel discussion to explore the politics of clean energy and climate action in this presidential election year. Specifically, can Republicans, Democrats and Independents find common ground on the role of the federal government on these issues? If so, what are the most promising areas for bipartisan agreement?

In this episode, host Doug Parsons speaks with doctoral student Samantha Montano, a \"Disasterologist\", an expert in emergency management. Samantha also blogs on this subject at her web site: www.disaster-ology.com. Samantha recently published a news article for Vox magazine, highlighting the recent, unprecedented flooding in Louisiana, and how underprepared the country is deal with natural disasters and how climate change is only going to make responding to these disasters harder. In this episode, Samantha explains what the country's emergency management system is; she also talks about what inspired her to join this field, going into detail of her time living in New Orleans, helping with the recovery in post Hurricane Katrina. Samantha also discusses the media's failure to appropriately cover the recent catastrophic flooding event in Louisiana and what role the media has in natural disasters. Doug and Samantha discuss how the adaptation field can learn from the emergency management universe and how the two fields can collaborate to improve what each other is doing. We also talk about the shortcomings of our regulatory and policy mechanisms to deal with disasters, especially during the recovery phase, and the missed opportunities for long term adaptation planning. Samantha also identifies her top recommendations to adaptation professionals to get more networked with emergency management professionals. Finally, Samantha talks about the 4 phases of emergency management, 1. Preparedness; 2.Response; 3. Recovery; and 4. Mitigation and how adaptation planning can learn from this framework. In the Winter 2013 edition of the "Texas Journal of Literacy Education," we announced that a special task force from the TALE board would be sharing the common ground among the Texas Essential Knowledge and Skills (TEKS), Common Core State Standards (CCSS), and the College and Career Readiness Standards (CCRS). In that first edition, we began part one of our four part series by briefly discussing the history of the CCSS and the creation of the TEKS and the CCRS. Here, in part two of the series, we compare these standards by examining the writing standards of the TEKS and the CCSS.

This report summarizes the consensus statements developed by the Learning Disabilities Roundtable (February 2002), a meeting of the 10 member organizations of the National Joint Committee on Learning Disabilities to provide input for the reauthorization of the Individuals with Disabilities Education Act. The Roundtable resulted in defined areas of consensus on essential issues related to the nature of specific learning disabilities, identification, eligibility, intervention, and professional development. Following an introduction section, this report is divided into three sections: (1) description of the methodology used to facilitate the consensus-building process; (2) a narrative description fo the statements of consensus developed by the Roundtable participants; and (3) a brief conclusion. Following the conclusion is a report developed by a Roundtable sub-group describing a promising problem-solving approach to identifying individuals with specific learning disabilities. As states and localities across the nation consider the tradeoffs between defined benefit (DB) and defined contribution (DC) pension systems, it is important to gain insight into what implications pension reforms might have on workforce composition and teachers' retirement savings behavior. Moreover, it is also important to consider that strategies to improve pension systems may exist outside of the DB-DC binary. This brief reports on the findings of research from Washington State, where, since 1996, teachers have been enrolled in either a traditional DB plan or a hybrid DB-DC plan, and where teachers have been able to choose between the two plans during two periods of time. This provides an unusual opportunity to study teachers' preferences for different types of pension plans as well as their savings behavior when enrolled in a plan with a DC component. The brief begins with an overview of the legislative history of Washington's teacher pension system as well as a description of the distinctive characteristics of the available pension plans. It then reports on several key lessons from analyses of the State's teacher pension system.
