Since the Center for Innovation in Ship Design (CISD) was established in 2002, its focus has been on knowledge, people, and innovation. Innovative ship design requires people with the proper training, education, and experience. It also requires the effective use of knowledge resources. The extent to which an organization performs well, will depend, among other things, on how effectively its people can create new knowledge, share knowledge around the organization, and use that knowledge to best effect. NAVSEA 05D recognized that effective knowledge management would help it achieve its overall strategy and goals. As a result, NAVSEA 05D funded CISD to work on a knowledge management project directed at their Ship Design and Certification Network (SDCN). Although it was realized that the resources available would limit the scope of the project, the intent was still to produce tangible results. The goal was to provide an effective way to find documents on the SDCN, an indication of a document's overall likelihood to contain reliable information, a method for personnel to provide feedback on the quality of any information in a document, and to ensure data files used for each design study remain unaltered and final design report. This report summarizes the work undertaken to achieve these goals.

This research analyzed “Project design and implementation of cooperative management system (CMS) software and its impact on the efficiency and productivity of cooperatives in Rwanda” on 146 cooperatives using Cooperative Management System (CMS) across 19 districts of 4 Provinces of Rwanda (Eastern, Western, Northern, and Southern). The study used a sample of 750 respondents including 730 cooperative members from a total population of 61,320 members of 146 cooperatives plus 19 District Cooperatives Officers and 1 Director of Cooperatives Promotion and Capacity Building Unit in Rwanda Cooperative Agency (RCA). A questionnaire designed in form of five levels Likert scale was used and data was collected and analyzed through KoBo Toolbox and SPSS. The results of the research indicated that CMS has an impact on productivity and efficiency of cooperatives (x̄= 4.7; σ =.220). CMS Membership management module impacts on productivity and efficiency of cooperatives through accurate data about the members that promotes effective planning (x̄= 4.9; σ =.200); CMS Payments management module impacts on productivity and efficiency of cooperatives through promoting stakeholders’ satisfaction (x̄= 4.6; σ =.200); CMS Accounting module impacts on productivity and efficiency of cooperatives through updated, easy and quick financial reporting (x̄= 4.7; σ =.190); CMS Human resource management module impacts on productivity and efficiency of cooperatives through employee motivation and satisfaction (x̄= 4.8; σ =.200); CMS Credit management module impacts on productivity and efficiency of cooperatives through accurate and updated information about the debt owed and timely payment (x̄= 4.5; σ =.300). The main CMS challenges are the following: CMS is not free. It requires additional contribution of members to cover the cost of its installation and maintenance (x̄= 5.0; σ =.000); CMS requires the cooperatives to have among members those with advanced education level yet there are pure rural cooperatives where none have attended secondary school (x̄= 4.3; σ =.080); CMS has issue of confidentiality of the data: the data of the cooperatives are managed by the government which hosts the CMS system (x̄= 5.0; σ =.000); CMS use requires internet which incurs additional operational cost (x̄= 4.1; σ =.351); Most of cooperatives managers prefer the ordinal routine of cooperative management due to low level of understanding and flexibility to change their routine services for adopting CMS (x̄= 5.0; σ =.000). Corresponding solutions proposed by the respondents are the following: Support of the RCA on installation cost and the cooperatives should cover maintenance costs (x̄= 4.8; σ =.070); More training on even members with good primary education on the use of CMS (x̄= 4.3; σ =.380); Confederations should play important role in the management of CMS and the role of the government should be reduced with the time (x̄= 4.9; σ =.290); The government should reduce the cost of internet to be affordable for all including cooperatives using CMS system (x̄= 4.7; σ =.151); More capacity building is required for cooperative managers to open their mind on the use of ICT foe the development. Also the experience of successful cooperatives in the use of CMS should be shared among cooperatives (x̄= 4.6; σ =.400).

There are tradeoffs between the economic benefits and costs of quality assurance. Using the Dynamo model of software project management, an optimal quality assurance level and its distribution throughout a project's lifecycle can be identified. The focus of this thesis is to automated the process of identifying the optimum quality assurance level. A management plan developed for the district-wide coordination of vocational education program planning in the State Center Community College District, California, is presented. Following a discussion of the planning process (in memo form) and a section on how to read flow-block diagrams, the mission profile and narrative description of this model are provided. Major functions include the following components: define vocational education missions, goals, objectives at the district level; identify Fresno City College vocational education administrative objectives and performance requirements; define functions performed at the district level; define functions performed by each institution; identify SCCCD vocational education mandates; derive data required for vocational education programs; identify vertical horizontal discrepancies; identify revisions strategies; define program decision-making steps for program commitments; identify vocational education program articulation/coordination; identify qualifications of each institution for program responsibility; select institution(s) responsible for program design; develop specific program plans for approval; assure feasibility of required resources to implement programs; obtain required approvals for program implementation; develop and implement management; coordinate and evaluate sub-systems. This memorandum reports on the third phase, the design, of a four-phase project to design project management training materials for local educational agencies. The first section of the memorandum explains some considerations regarding management education and the organization of the report. Section 2 presents the design specifications for the Executive Orientation Training Package. The basic assumption made in developing this package is that its fundamental purpose is to provide an orientation to the staff of the local educational agency after the decision has been made to implement a project managment capability. Section 3 presents the design specifications for the Project Manager Training Package. The package includes a determination of entry level component as well as a case simulation component. Each of these instructional packages can stand alone. The final section presents an example lesson developed for the orientation package. (Author/IRT)

The Western Interstate Commission for Higher Education (WICHE), responding to a need for systematic data collection and utilization for the effective management of increasingly complex institutions of higher education, appointed a design committee to develop a conceptual framework and guidelines for a management information systems project. The recommendations of this committee of representatives from institutions of higher education and state agencies in the West were reviewed and accepted by a larger representative committee. The substance of this report constitutes the basic recommendations of the design committee. The WICHE Management Information Systems Program is a regional cooperative 5-year project to encourage the development of management information systems with common data elements in institutions of higher education. The purpose of the information systems and data bases is to improve the capability of local institutions and agencies to allocate resources more effectively, and to provide comparable data from throughout the region and elsewhere on the cost of instructional programs by level of student, level of course, and field of study. The report presents the objectives, planned and anticipated phases of the project, and descriptions of data requirements for effective decision making on the allocation of resources. (WM)

This study is intended to explore a complementary relationship between instructional systems design (ISD) and project management in an attempt to build a plausible case for integrating project management as a distinct course in the core of the graduate instructional systems design programs. It is argued that ISD and project management should form a symbiosis from a curriculum perspective, in a hope for the prepared instructional designers to create values for customers. An integrated view of ISD and project management is proposed, using three concepts of project management as a reasonable bridge for the integration. Developed as part of a research and design project for disadvantaged and handicapped vocational education students at Fresno City College, California, two management plans to assure compliance with affirmative action and sex fairness legislation are presented in this booklet: Plan 1, a generic plan of action to qualify for federal funding, and plan 2, a generic plan of action for implementing a student identification/assessment/support system for disadvantaged/handicapped and non-traditional vocational education students. Software project managers have been plagued in the software development process with an infamous reputation for cost overruns, late deliveries, poor reliability and user's dissatisfaction. The Dynamica Model of Software Project Management has been designed to support the management of the software development process. The objective of this thesis is to enhance the user interface to the Dynamica Model of Software Project Management by incorporating Gaming. More specifically, software project managers will be able to stop a simulation of a software development project at different intervals, assess project status, and react by altering project variables in real time. This mirrors the dynamic decision making process that software project managers experience in a real world environment. This thesis investigated methods for putting a large central Management Information System data base to use for the 4950th Test Wing, Wright-Patterson AFB, Ohio. The study focused on using information to help the command section make decisions regarding project scheduling and management. Within an overall framework of systems analysis, this study used the Representations, Operations, Memory Aids, Control Mechanisms (ROMC) approach developed by Ralph Sprague and Eric Carlson to design a Decision Support System (DSS) for the test wing. This study advances DSS design theory in showing the overriding importance of the decision maker and his needs in defining DSS requirements. The general observations of this study, along with the advances in design methodology can significantly aid organizations in building systems to support decision making. Such systems are becoming more important to decision makers as increased emphasis is being placed on solving large, difficult to define problems involving complex internal interactions in a rapidly changing environment (as in the command and control of military forces during a crisis). With the increasing availability of advanced graphics, modeling, and data base systems for use on microcomputers, the methodology presented here provides opportunities for improvements at all levels.

This design document represents a live document with an initial release during Phase 1and other releases at the end of cycle 2 and cycle 3 development of the JNDMS Technology Demonstration (TD). This release represents the design as documented at the end of Phase 3. The document represents the system design of the JNDMS. This document extends the JNDMS architecture and provides the details on components, their interactions and their interfaces.

In most of the construction projects it has been notice that certain causes may lead to delay in construction activities. This will make timeschedule and costbudget overrun in the project. Thus, it has become a major and challenging problem to complete the project on schedule and within the estimated cost. To solve this problem, the concept of construction project management by Earned Value Management System (EVMS) is evaluated. Earned Value Management (EVM) is a technique that finds the stage at which cost and time overrun; EVM technique acts as an early warning and alarming system for budget and schedule. It not only measures the project performance but also measure the progress of the schedule. In our study we have done Earn Value analysis of a construction project which was completed in the year of 2017, based on project data (BOQ, Actual Budget, and Schedule) and inputs which have been collected we are able to perform EVA by using Microsoft Project. The analysis helps in finding out the deviations both in cost as well as in time i.e. schedule variance and cost variance. It is an effective tool to measure cost, schedule & performance of the project. The EVA is useful in various fields such as IT, Industries and Construction companies etc. This paper summarizes the evolution, basic terminologies of Earned Value Analysis and effective use of it in the construction industries by Microsoft Project. Working on an open-ended task such as designing an engineering artifact is a rich learning experience for students, although they generally receive little direct guidance and instruction from their professors. In order to be successful on such a task, students need to set reasonable goals for themselves and adopt intrinsic standards for success so that they will be able to solve problems strategically. Many studies have found that students' cognitive and metacognitive skills play an essential role in such problem solving processes. This study attempts to further one's understanding of the use of metacognitive skills of students who engage in an open-ended team-based design project. It aims to examine learners' self-management of cognition by observing a group of four undergraduate engineering students exercising their executive control over behavior during their work on their senior design project class. The findings of this study enhance and support pre-existing assumptions on how typical engineering students engage in a team-based project. In regard to these findings, the discussion focuses on two things: (1) the work categories that reflect all mental and physical activities during the project; and (2) the important knowledge to metacognition during the project.
