24ERIC ED119501: Languages For The World Of Work. Executive Summary.

This paper summarizes a survey conducted to determine the need for dual-trained personnel in foreign languages and technical/professional skills. The project also produced a large annotated bibliography and a model curriculum for integrating language and occupational training. The survey included an analysis of government agencies to determine the number of positions in which foreign language skills are needed. It was concluded that language requirements at the federal level include the diplomatic agencies and various other agencies. Approximately 25,000 federal employees need foreign language skills. A survey of over 6,000 business firms was conducted, and respondents identified 60,000 language-related jobs. The government is more cognizant than business/industry of the benefits of having personnel with foreign language skills. Language training and rating methods are more efficient in government. Some companies benefit from a policy that rejects English as the "Lingua franca" and supports multi-linqualism among its employees. Consultants, theorists and many practitioners believe this would be a highly beneficial policy for all multinational companies, but they also recognize that most American firms do not take advantage of hiring language-skilled and culturally sensitive personnel. Methods of industrial and business training for these purposes are by and large inadequate. (Author/CLK)

This paper concerns languages for career training at the post-secondary level, with implications for FLES and secondary programs. The student desirous of utilizing a foreign language in a career other than literature and linguistics has very limited opportunity for adequate training in college. The job market for literature majors is, and will remain, depressed. A study by Olympus Research Corporation indicates promising job possibilities in government and industry. Needs analysis indicates that priority languages for business and industry are: (1) Spanish, (2) French, (3) German, (4) Portuguese, and (5) Italian. Cross-training is in demand for: (1) business administration/management, (2) marketing/sales, (3) engineering, (4) secretarial and (5) finance. Various government positions also require language skills. Colleges must break with tradition to accept languages for non-humanities applications. Language Departments must team with other academic specialties to provide relevant programs, with priority assigned according to job demand and local resources. Non-academic resources in government, business and industry should be utilized in implementing such cooperative cross-training in language and other disciplines. (Author/CLK)

The title of this volume, "Learning Languages in the Digital Age," focuses on the integration of technology to promote authentic and interactive communication within and outside the walls of the language classroom. Major innovations have shifted Internet use from a consumer to a participatory model; that is, previously, Internet users were placed in the role of consumers who had access to materials and information (this phase of Internet integration is commonly referred to as Web 1.0). Now Internet users can become producers of resources themselves (Web 2.0 is a term used to describe this shift in Internet use from a consumer model to a participatory model). While traditional consumer and communication applications continue, widespread participation as producers of resources has jumped dramatically. Blogging, podcasting, Wikis, and other forms of democratized media are all examples of applications that promise to challenge traditional systems and roles and to enhance the nature of language teaching and learning. This shift from consumer to producer allows language learners to take a more active role in the learning process, participate in authentic communication and create products that can serve as authentic assessment of language production. This volume provides the theoretical foundation for effective language teaching and learning while providing practical applications for the language classroom. Each of the three sections represents an important aspect of language education designed to promote best practices and to increase student achievement: (1) Embracing Technology: Tools Teachers Can Use to Improve Language Learning; (2) Teacher Education and Professional Development: Agents of Change; and (3) Teaching Culture through Divergent Paths.

In elementary schools around the United States, children learn in text-rich environments with literacy a primary goal of instruction, whether the instruction is in Arabic, Chinese, English, French, Russian, or Spanish. Nonetheless, second language instruction is often overlooked as a vehicle for building students' reading, writing, speaking, listening, and viewing skills. A distinct difference in the world languages classroom is the focus on interpretive listening and interpersonal speaking before students begin to read and write formally in the language. Being able to discern the main ideas of messages, responding to questions and directions using movement and signals, drawing what is heard, matching and categorizing ideas orally before producing them in writing, referencing ideas in the text to support answers are all examples of skill building tasks that lead to literacy in a second language and strengthen literacy in the learners' first language. The world language teacher, and all who teach English language arts, employ pre-reading, during-reading, and post-reading strategies that make texts accessible to learners so that they might accomplish the targeted learning outcomes. Children's language ability is a strong indicator of learning in all areas as well as a predictor of success in school and in life. The elementary world language teacher who has these tools in their "cartable"/book bag to focus on receptive language and productive language: identifying cognates, understanding the gist of messages, communicating appropriately in different contexts, understanding syntax and developing strong vocabulary knowledge also is developing literacy skills. Intentionally highlighting these ties to literacy, not only strengthens students' L2 literacy skills, but also draws attention to the role that world language instruction plays in the overall development of L1 literacy.
