Overcoming decades of labor, financial and performance troubles, the Chicago school system has enjoyed improving test scores 3 consecutive years, rising attendance, and labor peace under a new contract balancing the budget. Despite some criticism, the Chicago system enjoys reform successes in six areas: (1) improved governance; (2) greater flexibility in resource allocation, work rules, and seniority requirements; (3) uniform high standards and expectations; (4) greater accountability systemwide; (5) expanded early support for children and mothers; and (6) willingness to consider varied unconventional policy options. The district is incrementally raising low minimum promotional standards, as at risk students are identified for support. Bilingual education became a transitional program, with some of the existing bilingual education resources shifting into foreign language programs. The insistence of reformers opposed to top-down solutions remains the primary obstacle to reform. The broader public supports a system that aids parents by offering safe schools and buildings, financial stability, and labor peace with substantially unchanged funding. (TEJ)

47ERIC ED495031: Saving The Children Of The Poor In Rural Schools. Working Paper No. 28

This study closely examined interview transcripts collected in six rural schools to describe how educators and community members viewed issues of social class. Data came from an SEA-funded project investigating high-poverty schools honored for serving all students well. This study is one of several drawing on data gathered for this project. Findings demonstrate three distinct approaches to engaging the poor. The major tendency is "saving the poor," a benign middle-class attempt to support impoverished families and intending to help children from such families enter the local middle class. Four of the six schools embrace this approach. The other two schools were different. In one, the poor were repudiated and even demonized. In the other, the poor were not even identified as a group; instead, interviewees described all residents as "common people," and the school exhibited a strong community purpose and a strong concern for the common good. Such close connection permitted educators to convince skeptical rural parents of the value of a prominent reform mathematics curriculum, which this school adopted. The discussion considers several theories potentially useful in explaining the findings: educational leadership, cultural values, community type, economic structure, and historical views of schooling. Examination of issues of economic structure, however, offers unique causal insights. The discussion concludes with an interpretation of the relevance of a deeper understanding of social class issues to the future of rural schooling. (Contains 1 table, 1 figure, and 17 footnotes.) Without good schools, none of America's hopes can be fulfilled. Since 1983, school reform has been at the top of the national agenda; however, there is a disturbing gap between rhetoric and results. After travelling to some of the nation's largest cities and interviewing administrators and teachers, Carnegie Foundation representatives determined the following priorities for improving urban schools: (1) affirm that every student can succeed; (2) build an effective governance arrangement for urban schools that ends excessively centralized, bureaucratic control; (3) introduce at every school a comprehensive system of renewal that emphasizes preschool and early education, breaks schools into smaller units, defines curricular goals, ensures flexible scheduling, and improves facilities; and (4) create a network of support beyond the school that empowers parents, and involves community, business and government participation. A new National Urban Schools Program is proposed which would: (1) incrementally increase funding of Head Start so that all eligible children are served by the year 2000; (2) increase the appropriation for federal child nutrition programs; (3) each year increase the funding for Chapter 1 of the Education Consolidation and Improvement Act by 5 percent; (4) add to the Education Consolidation and Improvement Act a provision enabling poor parents to place their children in afternoon and summer enrichment programs; (5) make summer fellowships available for teachers; (6) make available to school districts low interest loans to improve school facilities; (7) encourage schools to introduce new curriculum or scheduling arrangements; and (8) encourage cooperation between schools and postsecondary institutions. This brief suggests that not every historic school can or even should be saved, but all too often, historicschools and options for renovation are routinely dismissed without full consideration of alternatives or community input. The article further asserts that many schools are either abandoned ordemolished simply because of their age, as school administrators argue that theycannot be preserved and adapted to meet modern educational program needs.The article suggests that as residents, parents, elected officials, or school board members, there are various ways to get noticed, participate, and ultimately advocate for saving a historic neighborhood school. The included strategies serve as a road map to help get started, ask the right questions, follow leads, identify warning signs, and build support. The strategies include: (1) get familiar with the process (school facility evaluations, inflated school renovation cost estimates and prejudices, state reimbursement rules, acreage standards); (2) understand the perspective of the educator and the community (find your target audience, recognize the needs of children, consider the educator's point of view, be sensitive to socio-economic and racial issues, maintain civility, anticipate the process); (3) organize stakeholders (engage the school community, form alliances, bring in the experts); (4) plan for obstacles and success (seek funding to support your effort; recognize the human factor); (5) confront the challenge (understand the case for replacement); and others. This study analyses principals' managerial competencies for effective management of school resources in secondary schools in Anambra State. The study was conducted in Anambra State. The study population comprised 257 principals in public secondary schools in the State. The study adopted a descriptive survey design. A 24 items researcher developed instrument titled "Principals' Managerial Competencies for Effective Management of School Resources Questionnaire" ("PMCEMSRQ") was used for data collection. The Cronbach alpha was used to determine the reliability of the instrument which yielded a high reliability coefficient of 0.85. The study found out that secondary school principals' in Anambra State do not have managerial competencies in procurement of physical and instructional materials, provision of e-library facilities and equipping classrooms and offices with needed furniture for effective material resource management. The study also found out that school principals' have managerial competencies in prioritizing financial allocation according to school needs, keeping accurate financial information of the school, ensuring accountability in all school expenditures, carrying out periodic auditing of school budgets and adopting cost-saving strategies for effective financial resource management among others. The study recommended that School principals' should strive to acquire managerial competencies in involving teachers' in decision making, organizing seminars and workshops for professional advancement of teachers, providing incentives' for students' for effective human resource management in schools, procurement of physical and instructional materials, provision of e-library facilities and equipping classrooms and offices with needed furniture and other school materials for effective material resource. Conclusion was drawn.
