Coalition operations pose clear challenges for information sharing and for the integration of disparate information processes. ISX Corporation has been investigating the combined use of agent-based approaches to implement Information Management Agents(Trademark) operating on a semantically organized Semantic Object Web(Trademark) to provide highly flexible means of delivering information services within a large, distributed and diverse enterprise. The techniques described demonstrate their particular suitability to rapidly standing up a 'come as you are' organization of coalition partners whose information protocols, requirements, and processes might vary widely. The use of a Semantic Object Web provides an agent-navigable information substrate which can be used by service-provider agents to discovery relevant information or services, to map their own content into a shareable semantic space, and to exploit available content and services. Using agent-based techniques the approaches described provide the ability to deconstruct information requirements to guide matching of source/consumer relationships within the enterprise, and then to compose, aggregate, and transform information from various sources to meet those requirements. In this vein, the techniques provide services registration, matching and brokerage, agent facilitation and control, and semantic matching and transformation necessary to compose the right information for the coalition force member. In addition, this work also addresses the dissemination and delivery of information. Information Management Agents provide the means to constrain and guide information access and delivery within the coalition means to implement selective information management business rules and policy server-imposed access and publication restriction.

Online learning is growing rapidly as states and districts are creating new online schools, and existing programs are adding new courses and students. The growth reflects the spreading understanding that online courses and programs can serve a wide variety of students and needs. These include: (1) Creating opportunities for small and rural school districts to offer varied course subjects and highly qualified teachers to their students; (2) Allowing students to blend high school and post-secondary learning options; (3) Reducing class size; (4) Helping students recover credits in an alternative learning environment; (5) Providing individualized instruction and unique learning options; (6) Allowing students the opportunity to interact with students far beyond their school or town boundaries; and (7) Meeting the needs and expectations of today's millennial students. Many school leaders are excited about the possibilities of online learning. When they start an online school, however, they quickly confront all the challenges of managing a high-quality, successful online program: creating online courses; finding, hiring, and managing teachers; supporting students; managing technology; and evaluating their programs to determine if they are successful. Fortunately, many online schools have years of operating experience, have developed and revised formal operations and management structures, and provide examples of successful management. This paper explores emerging practices in online program management and operations that can be used by many people working with an online learning program, from executive-level school leaders to department managers to teachers trying to find ways to improve their effectiveness with online students. Although it does not address state or district policy issues, legislators and policymakers will find it useful to understand the varied approaches that online schools are embracing to ensure quality as they determine the best ways to create oversight while allowing innovation to meet the needs of students and schools. 24NASA Technical Reports Server (NTRS) 20120015484: Aircraft Configuration And Flight Crew Compliance With Procedures While Conducting Flight Deck Based Interval Management (FIM) Operations

Flight deck based Interval Management (FIM) applications using ADS-B are being developed to improve both the safety and capacity of the National Airspace System (NAS). FIM is expected to improve the safety and efficiency of the NAS by giving pilots the technology and procedures to precisely achieve an interval behind the preceding aircraft by a specific point. Concurrently but independently, Optimized Profile Descents (OPD) are being developed to help reduce fuel consumption and noise, however, the range of speeds available when flying an OPD results in a decrease in the delivery precision of aircraft to the runway. This requires the addition of a spacing buffer between aircraft, reducing system throughput. FIM addresses this problem by providing pilots with speed guidance to achieve a precise interval behind another aircraft, even while flying optimized descents. The Interval Management with Spacing to Parallel Dependent Runways (IMSPiDR) human-in-the-loop experiment employed 24 commercial pilots to explore the use of FIM equipment to conduct spacing operations behind two aircraft arriving to parallel runways, while flying an OPD during high-density operations. This paper describes the impact of variations in pilot operations; in particular configuring the aircraft, their compliance with FIM operating procedures, and their response to changes of the FIM speed. An example of the displayed FIM speeds used incorrectly by a pilot is also discussed. Finally, this paper examines the relationship between achieving airline operational goals for individual aircraft and the need for ATC to deliver aircraft to the runway with greater precision. The results show that aircraft can fly an OPD and conduct FIM operations to dependent parallel runways, enabling operational goals to be achieved efficiently while maintaining system throughput.

25Current Perspectives In Banking : Operations, Management, And Regulation
Flight deck based Interval Management (FIM) applications using ADS-B are being developed to improve both the safety and capacity of the National Airspace System (NAS). FIM is expected to improve the safety and efficiency of the NAS by giving pilots the technology and procedures to precisely achieve an interval behind the preceding aircraft by a specific point. Concurrently but independently, Optimized Profile Descents (OPD) are being developed to help reduce fuel consumption and noise, however, the range of speeds available when flying an OPD results in a decrease in the delivery precision of aircraft to the runway. This requires the addition of a spacing buffer between aircraft, reducing system throughput. FIM addresses this problem by providing pilots with speed guidance to achieve a precise interval behind another aircraft, even while flying optimized descents. The Interval Management with Spacing to Parallel Dependent Runways (IMSPiDR) human-in-the-loop experiment employed 24 commercial pilots to explore the use of FIM equipment to conduct spacing operations behind two aircraft arriving to parallel runways, while flying an OPD during high-density operations. This paper describes the impact of variations in pilot operations; in particular configuring the aircraft, their compliance with FIM operating procedures, and their response to changes of the FIM speed. An example of the displayed FIM speeds used incorrectly by a pilot is also discussed. Finally, this paper examines the relationship between achieving airline operational goals for individual aircraft and the need for ATC to deliver aircraft to the runway with greater precision. The results show that aircraft can fly an OPD and conduct FIM operations to dependent parallel runways, enabling operational goals to be achieved efficiently while maintaining system throughput.

A study examined the operations and management of the National Network for Curriculum Coordination in Vocational and Technical Education (NNCCVTE) and developed information to assist in the design of an evaluative study of the network's impact on users of its services. (Since its inception in 1972, the NNCCVTE has provided a mechanism for state and local education agencies to coordinate curriculum activities and to share curriculum resources.) It was concluded that the original objectives of the network have remained largely unchanged since the program's inception. State liaison representatives are the primary users of the network's services. The six NNCCVTE centers each provide a variety of services in three broad areas: capacity building, information resources, and outreach activities. In recent years, the NNCCVTE has invested considerable resources in developing electronic communication systems such as the Vocational Education Curriculum Materials System (VECM). In addition, individual centers have developed linkages with a number of other vocational education information-sharing organizations and, overall, the network maintains close ties with the National Center for Research in Vocational Education. The individual centers have not developed uniform guidelines for evaluating the quality of curricula and do not routinely screen curricula; however, they have contributed to a general improvement in the quality of available vocational education curricula and have been active in reducing duplication and in disseminating newly developed materials. Sleep loss and fatigue remain an issue for crewmembers working on the International Space Station, and the ground crews who support them. Schedule shifts on the ISS are required for conducting mission operations. These shifts lead to tasks being performed during the biological night, and sleep scheduled during the biological day, for flight crews and the ground teams who support them. Other stressors have been recognized as hindering sleep in space; these include workload, thinking about upcoming tasks, environmental factors, and inadequate day/night cues. It is unknown if and how other factors such as microgravity, carbon dioxide levels, or increased radiation, may also play a part. Efforts are underway to standardize and provide care for crewmembers, ground controllers and other support personnel. Through collaborations between research and operations, evidenced-based clinical practice guidelines are being developed to equip flight surgeons with the tools and processes needed for treating circadian desynchrony (and subsequent sleep loss) caused by jet lag and shift work. The proper implementation of countermeasures such as schedules, lighting protocols, and cognitive behavioral education can hasten phase shifting, enhance sleep and optimize performance. This panel will focus on Fatigue Management in Spaceflight Operations. Speakers will present on research-based recommendations and technologies aimed at mitigating sleep loss, circadian desynchronization and fatigue on-orbit. Gaps in current mitigations and future recommendations will also be discussed.

A select portion of the educational management literature is reviewed in the three sections of this paper. The first section discusses literature concerning the amount of time students spend in school. Specific attention is given to the quantity of schooling, the allocation of school time, student engagement in academic tasks, and the relationship of these three variables to learning. The second section describes the kinds of activities elementary school teachers typically conduct in their classrooms. The literature reviewed focuses on the format of lessons (especially the recitation format), the relationship between activity format and behavior, characteristics of lesson formats, the signal system of lessons, pacing of lessons, the structure of the school day, and activity segments. The final section examines two of the major management issues faced by classroom teachers: the management of transitions between activities and the development and implementation of teaching plans. Subtopics discussed in the final section include reducing the length and chaos of transitions through advance preparation, establishment of clear boundaries, use of routines, movement management, and preactive planning. Although the astronaut training flow for the International Space Station (ISS) spans 2 years, each astronaut or cosmonaut often spends most of their training alone. Rarely is it operationally feasible for all six ISS crewmembers to train together, even more unlikely that crewmembers can practice living together before launch. Likewise, ISS Flight Controller training spans 18 months of learning to manage incredibly complex systems remotely in plug-and-play ground teams that have little to no exposure to crewmembers before a mission. How then do all of these people quickly become a team - a team that must respond flexibly yet decisively to a variety of situations? The answer implemented at NASA is Space Flight Resource Management (SFRM), the so-called "soft skills" or team performance skills. Based on Crew Resource Management, SFRM was developed first for shuttle astronauts and focused on managing human errors during time-critical events (Rogers, et al. 2002). Given the nature of life on ISS, the scope of SFRM for ISS broadened to include teamwork during prolonged and routine operations (O'Keefe, 2008). The ISS SFRM model resembles a star with one competency for each point: Communication, Cross-Culture, Teamwork, Decision Making, Team Care, Leadership/Followership, Conflict Management, and Situation Awareness. These eight competencies were developed with international participation by the Human Behavior and Performance Training Working Group. Over the last two years, these competencies have been used to build a multi-modal SFRM training flow for astronaut candidates and flight controllers that integrates team performance skills into the practice of technical skills. Preliminary results show trainee skill increases as the flow progresses; and participants find the training invaluable to performing well and staying healthy during ISS operations. Future development of SFRM training will aim to help support indirect handovers as ISS operations evolve further with the retirement of the Space Shuttle Program.

An intelligent autonomous control capability has been developed and is currently being validated in ground cryogenic fluid management operations. The capability embodies a physical architecture consistent with typical launch infrastructure and control systems, augmented by a higher level autonomous control (AC) system enabled to make knowledge-based decisions. The AC system is supported by an integrated system health management (ISHM) capability that detects anomalies, diagnoses causes, determines effects, and could predict future anomalies. AC is implemented using the concept of programmed sequences that could be considered to be building blocks of more generic mission plans. A sequence is a series of steps, and each executes actions once conditions for the step are met (e.g. desired temperatures or fluid state are achieved). For autonomous capability, conditions must consider also health management outcomes, as they will determine whether or not an action is executed, or how an action may be executed, or if an alternative action is executed instead. Aside from health, higher level objectives can also drive how a mission is carried out. The capability was developed using the G2 software environment (www.gensym.com) augmented by a NASA Toolkit that significantly shortens time to deployment. G2 is a commercial product to develop intelligent applications. It is fully object oriented. The core of the capability is a Domain Model of the system where all elements of the system are represented as objects (sensors, instruments, components, pipes, etc.). Reasoning and decision making can be done with all elements in the domain model. The toolkit also enables implementation of failure modes and effects analysis (FMEA), which are represented as root cause trees. FMEA's are programmed graphically, they are reusable, as they address generic FMEA referring to classes of subsystems or objects and their functional relationships. User interfaces for integrated awareness by operators have been created.

The Spot and Runway Departure Advisor (SARDA) is an integrated decision support tool for airlines and air traffic control tower enabling surface collaborative decision making (CDM) and departure metering in order to enhance efficiency of surface operations at congested airports. The presentation describes the concept and architecture of the SARDA as a CDM tool, and the results from a human-in-the-loop simulation of the tool conducted in 2012 at the FutureFlight Central, the tower simulation facility. Also, presented is the current activities and future plan for SARDA development. The presentation was given at the meeting with the FAA senior advisor of the Surface Operations Office.

NASA's Unmanned Aircraft Systems Traffic Management research aims to develop policies, procedures, requirements, and other artifacts to inform the implementation of a future system that enables small drones to access the low altitude airspace. In this endeavor, NASA conducted a geographically diverse flight test in conjunction with the FAA's six unmanned aircraft systems Test Sites. A control center at NASA Ames Research Center autonomously managed the airspace for all participants in eight states as they flew operations (both real and simulated). The system allowed for common situational awareness across all stakeholders, kept traffic procedurally separated, offered messages to inform the participants of activity relevant to their operations. Over the 3- hour test, 102 flight operations connected to the central research platform with 17 different vehicle types and 8 distinct software client implementations while seamlessly interacting with simulated traffic.

The existing Air Battle Management Operations Center (ABMOC), developed by the 9th Division Air Defense Artillery, was evaluated to identify workspace deficiencies. In order to design an improved layout, constraints were identified, design criteria were specified, and equipment was arranged by an iterative process. To achieve the multiple design criteria, the general equipment layout was rotated 90 deg. in the plan view. The workable was raised to promote sit/stand operations to provide improved viewing heights. Using recommended viewing angles, a geometrical procedure was used to optimize plotting board angles and viewing distances. Other potential benefits are discussed and illustrated by drawings. This report presents workspace layout analyses and concepts which should be considered to improve the soldier-machine interface.

FM 25-100 Training the Force, 1988, with its how to manual, FM 25- 101 Battle Focused Training, 1990, have proven successful in preparing the Army for conventional warfare as demonstrated by the Army's superior performance during Operation DESERT STORM in 1991. Since then, the Army reduced size and changed structure, while the number of missions increased. Presidential Review Directive (PRD) 13 (1993) and Presidential Decision Directive (PDD) 25 (1994) broadened the Army's scope of responsibilities and involved the nation in an ever-increasing range of Stability and Support Operations (SASO). Though the Army is heavily committed to SASOs, current training doctrine does not address training management for SASO missions. National Security Strategy requires the US Army to be prepared to rapidly deploy to two near-simultaneous conventional wars along with a variety of smaller stability and support operations. Since the end of the Cold War, ethnic and religious nationalism has generated increased conflicts and human suffering worldwide. US interests abroad, with active participation in the United Nations and the North Atlantic Treaty Organization, have resulted in increased deployments and participation by the US Army in SASO missions. Since the end of the Cold War, the Army has been reduced to ten Active Component divisions while the number of deployments has increased. FM 25-100 and 101 provide a systemic formula designed to sustain unit training and readiness for conventional warfighting. Using this doctrine, units identify their most essential go to war tasks and design training programs that train and sustain these tasks. Known as the band of excellence, divisions are either training or executing combat-oriented tasks in support of National Security Policy requirements. SASO missions conflict with training doctrine. Some SASOs sustain warfighting tasks; Bosnia SASOs do not. Divisions deploying to Bosnia cannot sustain Major Theater War tasks a

This thesis develops a concept and initial system definition of a Humanitarian Aid and Disaster Relief (HADR) Operations Management Platform (OMP) that supports various stakeholders involved in time critical humanitarian response efforts. The concept for the OMP explores the various functions necessary to manage HADR operations to include facilitation of information exchange, collaboration among disaster responders, and a common operating picture (COP) that informs decision makers of the operational environment. The development of the OMP uses system engineering methodologies and a tailored development process to identify the requirements, functions, and architecture necessary to support the platform. The OMP concept also includes multiple data sources for near real-time information and support tools for assessments, planning, implementation, execution, and evaluation. This thesis also assesses advances in technology and applications to more effectively support and manage HADR efforts. As such, the OMP takes into consideration how current HADR operations are conducted today, and the role of virtual volunteers in supporting the platform. These virtual volunteers support the HADR effort by conducting tasks virtually via their computers and an internet connection anywhere in the world.
