This document is part of the 12 GB State Department collection retrieved from the FOIA server, including every listed FOIA release, treaties, internal notes and newsletters, and a few other unexpected files. This article is from ZooKeys . Abstract Abstract12 species of amphipod in 5 families, collected from shallow reefs in Palau by S. DeGrave during 2002, are reported here. Of these, five species are new to science and Microdeutopus tridens Schellenberg (1938) is redescribed and transferred to the genus Bemlos Shoemaker (1925). The collection included several additional species in the genera Amphilochus Bate, 1862, Ampithoe Leach (1814), Bemlos, Byblis Boeck (1871), Colomastix Grube (1861) and Notopoma Lowry & Berents (1996), that were either incomplete or juvenile and could therefore not adequately be described. In addition, two new species of Plumithoe Barnard & Karaman (1991) are erected from the literature. Other families collected in Palau will be considered in later contributions.

This report covers the field activities of the writer from June 24 to August 14 concerned mostly with the collecting of reef fishes, particularly those of the Order Plectognathi. Fishes were collected from Kwajalein, Guam, Saipan, Koror, and Angaur. Collecting methods are described briefly. The report concludes with a listing of those fishes believed or known to be poisonous.

This teacher's guide is for an elementary school science unit designed for use with third grade (or older) children in the Trust Territory of Micronesia. Although there is a degree of similarity to curriculum materials developed for the Science Curriculum Improvement Study, this Micronesian unit does not purport to be an adaptation or edition of the SCIS materials. Designed to be taught in the vernacular language, is recommended the unit be taught in conjunction with the unit on systems and variables, with these two units occupying the school year. The activities are designed for active student involvement with the teacher acting as a guide. The unit involves the concepts of populations, predator, prey, community, plant eater, animal eater, food chain, and food web and the science process skills of observing, communicating, predicting, inferring, and recording. The guide contains information concerning objectives, teacher and student activities, rationale for these activities, needed materials, teaching suggestions (provided on a day by day basis), and questions to be posed in class discussions. The Compact of Free Association (COFA), a 1986 treaty between the United States and the Federated States of Micronesia (FSM), formalizes a specific type of shared sovereignty: free association between politically independent nations. The COFA intentionally compromises some aspects of Micronesian sovereignty by ceding limited authority to the United States, backed by the FSM's international legal standing. In return, the FSM should gain the political and economic capacity to be more effectively sovereign than it could be without external assistance. Whether free association remains the best avenue for the FSM to pursue its national goals depends on how sovereign authority is maintained. Does the COFA undermine the FSM's political authority in order to support U.S. strategic interests, or does it properly leverage the FSM's international legal standing and greater U.S. capacity in support of mutual interests? A critical look at international legal norms and shared sovereignty regimes, followed by a qualitative cost-benefit analysis with respect to sovereignty, might best answer that question. The results suggest necessary modifications to the U.S.-FSM COFA, as well as a revised understanding of free association and its potential effects on sovereignty.

This brief identifies the similarities and differences in the quality of education management information systems across the Federated States of Micronesia, which includes the four states of Chuuk, Kosrae, Pohnpei, and Yap. During focus group sessions that explored the methods and processes used to collect, analyze, report on, and disseminate education data, data specialists in all four states rated their systems as either established or emerging. Program objectives were to: (1) up-grade basic and professional skills of Micronesian interns; (2) implement a University Without Walls baccalaureate program in the Trust Territory for Micronesians; (3) demonstrate a model for teacher training which could be implemented in other parts of Micronesia; (4) utilize and support the teacher education programs at the Community College of Micronesia; and (5) develop culturally relevant teacher training curriculum materials. The project also sought to combine three elements into its degree process: academic, inservice, and community. The program dealt with instruction in Generic Teaching Skills, Interactional Analysis, English Improvement, Mathematics Improvement, Social Studies Methods, Lesson Planning, Evaluation, and Community Education. This instruction, in conjunction with course work at the Community College of Micronesia, previous course work at other colleges, and documentation of previous work and life experiences, comprise the total degree plan of each intern. Upon completion the intern receives a Bachelor of Science Degree with special emphasis on teacher training. (MJB)
