This article offers recommendations to help faculty of regional and small universities who are considering developing a new direct-enrollment short-term program. There is federal protection against racial profiling and hate crimes, and Title VI of the Civil Rights Act of 1964 also protects college students against discrimination. It provides information on agencies that offer awards for these purposes, citing over 600 scholarships, grants, and fellowships available from public and private sources in the U.S. and abroad, including governments, foundations, corporations, associations, research centers, libraries, and other agencies. Introductory sections describe the guide's organization and use, provide suggestions for planning U.S. study, list publications and Websites that provide additional information, contain statistics on geographic patterns of international study, and provide a map of the United States. The first major section cites sources of financial support of U.S. study by foreign nationals and is divided into subsections covering: all areas of the world, sub-Saharan Africa, Asia/Oceania, Eastern Europe, Western Europe, the Middle East and North Africa, and the Western Hemisphere. Within each of these subsections, aid sources are listed by country. The second major section lists undergraduate and graduate institutions in the U.S., with addresses and some program information.
