This report summarizes the 2005-2006 evaluation results of the Michigan Freedom to Learn (FTL) program. The major goal of the FTL program is to improve student learning and achievement in Michigan schools through the integration of 21st Century technology tools with teaching and learning in K-12 classrooms. A key component of FTL was a rigorous and comprehensive evaluation study designed to gauge the impacts of the program relative to its primary goals. The FTL program was implemented in 195 Michigan schools during 2005-2006. FTL students (5,770), teachers (380), Lead Teachers (75), and parents/caregivers of FTL students (1,241) completed 7,466 surveys. A total of 485 hours of direct classroom observations were conducted in 826 FTL classrooms.

This research mainly reviews the Freedom to Learn–Independent Campus (FLIC) policy as an opportunity to conduct independent learning. Independent to choose the more contextual source of learning. Our study context is the implementation of the FLIC program specifically at the School of Business. The researchers conducted interviews with stakeholders related to the implementation of this policy (students, faculty members, coeducators). As a result, FLIC is perceived to have a positive impact on improving student abilities. However, there are still some obstacles that can be used as a basis for policy improvement.

In the spring of 1969, Brown University adopted a new, flexible and progressive undergraduate curriculum. The movement for curricular reform began in late 1966 when a group of Brown students headed by Ira Magaziner, '69, formed a Group Independent Studies Project to examine undergraduate education at Brown. The Group released a 450-page report 15 months later on shortcomings of US higher education with specific recommendations for curricular reform at Brown. While a Special Committee examined the report, campus-wide discussions were held on its principles and proposals. After the Committee issued its INTERIM REPORT AND RECOMMENDATIONS, the faculty debated the report for 3 days and on May 8, 1969, approved the new curriculum. An underlying assumption of the new curriculum is that education must be judged by its effect on the intellectual, aesthetic and moral growth of the student. Only the student can evaluate the extent to which his education satisfies these needs for personal development, so he must be willing and be permitted to assume responsibility, in major part, for the direction of his own education. New seminar courses and extensive counseling procedures should increase and improve collaboration between students and teachers. "Modes of Thought" courses replace traditional freshman offerings; distribution requirements are eliminated; individual concentration programs are stressed; and grading will be on an "A B C " or "Satisfactory" basis. A teaching internship program for intermediate education (grades 4-9) majors in their third year was set up by three local universities in Washington County, North Carolina. The program was four-fold and consisted of a) a daily 2-week preservice training program, b) an in-service training program during the academic year, c) academic course work, d) student teaching. Preservice training consisted of simulated experience and role playing employing various teaching methodologies; the in-service full-time field contact provided real teaching experience prior to the final undergraduate semesters. Available results indicated positive responses from administrators, teachers, interns, students, and university personnel. (Program descriptions are attached.) (JB)

This report is the 13th annual survey of censorship and related challenges to public education. The primary sources of information were teachers, librarians, school officials and parents who responded to mailed questionnaires or who contacted the researchers individually. In addition, information was gathered from news reports and various forms of outreach to parents and education professionals. The report is divided into two sections. In section 1, trends are reported and analyzed; section 2 is a state-by-state accounting of attacks on the freedom to learn, in which short descriptions of each documented incident are presented. These case studies illustrate how incidents have played out in communities across the nation. A map of regional and state breakdowns is also provided. Findings indicate the following: attacks overall continue at record levels; censorship remains at near record levels and censors succeed in half of all challenges; scope of challenges to materials widens; no area of public education was left unaffected; Religious right political groups lead the charge; objections based on sexual content, objectionable language, and religion are most frequent; anti-gay objections are on the rise; a new wave of sex education controversies exist; and student newspapers, school plays and magazines are frequent targets. Appendices include lists of most frequently challenged materials, books and authors and states with the most challenges. (AEF)

The four aspects are the teacher's role, the student's role, classroom materials, and student evaluation. The teacher's role changed from that of director and controller of learning to catalyst and monitor. The student's role changed from that of passive recipient of learning to an active determiner of personal language development, involved in most classroom decision-making. The learning materials used in class were generally what students produced and brought to class, including journal entries, discussion topics, special projects, skits, reading materials, and videotapes. Students were evaluated on a point system based solely on the quantity, rather than quality, of their interaction with the target language, allowing them to interact freely in the four language skills. Of 231 students in the group studied, only three did not receive passing grades, a substantial reduction in percentage. Students produced large volumes of written material in English and read large quantities of English text, and reported or recorded special efforts to practice oral communicative skills. (MSE)
