Alan Thompson, Chief of the Records Declassification Division at the National Archives, gave me the attached draft Memorandum of Understanding on their procedures for protecting personal privacy in releasing the OSS records. He emphasized that it is a rough draft, which their lawyers have not yet gone over, and that they will be glad to have our suggestions. I'll also send copies to and ask them to let you know if they have any comments. 2. Alan did tell me that the 1 October 1984 effective date in Paragraph 5 was purely arbitrary; I suppose it should go into effect as soon as both sides sign it. 3. The draft looks OK to me. It covers the process succinctly and largely in the language of the relevant regulations. I suspect that no greater detail is needed for our purposes. In any case, could you revise it in any way that you think necessary or useful, and then send it back to me, and I'll get it back to Alan Thompson promptly. J. Recent research on reading instruction has led to significant improvements in the knowledge base for teaching primary-grade readers and for ensuring that those children have the early-childhood experiences they need to be prepared for the reading instruction they receive when they enter school. Nevertheless, evidence-based improvements in the teaching practices of reading comprehension are sorely needed. Understanding how to improve reading comprehension outcomes, not just for students who are failing in the later grades but for all students who are facing increasing academic challenges, should be the primary motivating factor in any future literacy research agenda.

In this inquiry study, teachers will learn about or refine their understanding of the components of Reading and Writing Workshop. They will begin by living as writers themselves and then explore how to create supportive contexts for the learners in their classrooms. Video footage from a number of classrooms will serve as a series of possibilities as each teacher reconsiders his/her own teaching. A wealth of strategies is included to weave into each teacher's literacy curriculum. Lists 17 professional reading resources selections. (NKA)

The purpose of this Memorandum of Understanding is to facilitate cooperation between the Central Intelligence Agency (CIA) and the General Accounting Office (GAO) in providing access, as requested, to classified information within the releasing authority of the CIA, and held by the CIA, that relates to the investigation conducted by the GAO at the request of the House Judiciary Subcommittee on Immigration, Citizenship and International Law concerning admission to and residence in the United States of alleged war criminals. This Memorandum confirms agreements previously reached by the staffs of GAO and CIA for the conduct of this review. Access to and .use of all classified information designated for protection from unauthorized disclosure by the Director of Central Intelligence shall be governed by this Memorandum. 2. Documents made available for GAO review, shall at all times remain in the possession, custody, and control of the CIA, including during their inspection by designated personnel of the GAO. 3. CIA will sanitize or excise, as required, all information which may reveal or tend to reveal the identity of intelligence sources and methods from documents made available for -GAO review. At the completion of its investigation, all classified notes still in the custody of GAO will be returned to CIA for retention. 5. Any published report or statement or other intended public use of the information in documents provided by the CIA shall require prior review and clearance from the CIA to assure the proper sanitization of Agency classified information, including any information tending to reveal intelligence sources and methods. Approved For Release 2003/09/16 : CIA-RDP96-00788R001700280014-0 SECRET GRILL FLAME MEMORANDUM OF UNDERSTANDING This joint Service three year Grill Flame effort is intended to implement a comprehensive effort designed from the outset to determine the operational parameters and usefulness of certain elements of psychoenergetics. In so doing it should be possible to define the nature and extent of the threat these phenomonena potentially pose to the national security. The DoD Grill Flame effort will be in the form of the Joint Service Contract with goals that will be accomplished by a three year contractual effort. The funding level will be $400-45O K per year for three years. At the end of the specified time period a decision will be made on how and where to proceed. At least during the first year a sole contractor will be SRI International. AS other capabilities are developed by additional contractors, the Grill Flame Committee will seekin follow-on years to diversify external assistance support. a. Background. Our current concern over the presence of an organic Soviet combat unit in Cuba raises again the question of whether a definitive written record exists. In reviewing the testimony of both the Secretary of State and the Secretary of Defense in the current SALT II hearings, we are struck by the flat-out declarative way in which both' talk about the "Understanding" as though they had a firmer appreciation of it than we in the Intelligence Community have been able to assert. Perhaps we are mistaken in thinking that there exists a written record, an Aide Memoire, or an initialed Memo of Understanding, but we need to know. 3. In their private meeting, Mikoyan pressed the President for a public pledge that the US would not invade Cuba, while the Chief Executive sought on-site inspection of the Soviet withdrawal from Cuba. The Regional Educational Laboratory (REL) Southeast developed a Professional Learning Community (PLC) Facilitators Guide to support educators in the implementation of recommendations from the What Works Clearinghouse's. The practice guide focuses on the foundational reading skills that enable students to read words, relate those words to their oral language, and read connected text with sufficient accuracy and fluency to understand what they read. The practice guide, developed by a panel of experts comprised of researchers and practitioners, presents four recommendations that educators can use to improve literacy skills in the early grades. Professional Learning Communities (PLCs) are a form of professional development in which small groups of educators with shared interests work together with the goals of expanding their knowledge and improving their craft. REL Southeast developed PLC materials focused on the practice guide that were designed to assist a literacy leader in guiding a professional learning community in applying the recommendations from the practice guide. The materials include a facilitator's guide, participant activities, and YouTube videos. The facilitator's guide includes a framework for facilitators to conduct each of the ten PLC sessions. It also includes participant activities, discussion questions, small- and whole-group activities, and implementation and reflection activities. The participant's activities include reflection questions, lesson plan examples and templates, video-viewing guides, and sharing opportunities. We conducted two experiments to investigate incidental word learning through a self-paced reading task. The primary aim of these studies was to examine the time-course of incidental word learning in adolescents and the role of prior vocabulary knowledge. Each experiment included 70 adolescent participants who were exposed to 15 sentence-embedded pseudowords without explicit instructions to learn these words. The study was structured into three phases: exposure, implicit evaluation, and explicit evaluation. Participants were also assessed using the TEVI-R vocabulary test. In the exposure phase, participants read pairs of sentences; the first contained a pseudoword, while the second provided contextual clues necessary for inferring the pseudoword’s meaning. The implicit evaluation phase assessed recognition and understanding of the pseudowords without direct reference to them. In the final phase, pseudoword learning was explicitly tested through a multiple-choice questionnaire that assessed participants' knowledge of the meanings inferred from the initial context. The main distinction between the two experiments lay in the sentence structures used during the implicit evaluation phase. In Experiment 1, participants encountered sentences where the pseudoword (e.g., "galeidada") was always at the end of the first sentence. In Experiment 2, the pseudoword appeared at the beginning of the first sentence. The control condition sentences in both experiments were identical, as were the second sentences in both conditions and phases one and three across the experiments. Here are examples from each condition: (1) Julieta disliked organizing events because she was galeidada. Being grumpy made her very tired. (2) Because she was galeidada, Julieta disliked organizing events. Being grumpy made her very tired. (3) Julieta disliked organizing events. Being grumpy made her very tired.

The iRead EU Project has released literacy games for Spanish, German, Greek, and English for L1 and L2 acquisition. In order to understand the impact of these games on reading skills for L1 German pupils, the authors employed an eye-tracking recording of pupils' readings on a weekly basis as part of an after-school reading club. This work seeks to first understand how to interpret the eye-tracker data for such a study. Five pupils participated in the project and read short texts over the course of five weeks. The resulting data set was extensive enough to perform preliminary analysis on how to use the eye-tracking data to provide information on skill acquisition looking at pupils' reading accuracy and speed. Given our set-up, we can show that the eye-tracker is accurate enough to measure relative reading speed between long and short vowels for selected 2-syllable words. As a result, eye-tracking data can visualize three different types of beginning readers: memorizers, pattern learners, and those with reading problems. S W Washington. D C 20590 The following understanding is mutually agreed upon between the Central Intelligence Agency (CIA) and the Federal Highway Administration (FHWA). 1. The CIA will, during May 1984, install a temporary fence enclosing approximately two acres of FHWA property located adjacent to the CIA ballfield in accordance with the location on the attached sketch. This area will be paved and used to provide temporary vehicle parking during the construction phase of the new CIA parking garage. There will be no access gates provided for entering or exiting CIA employee vehicles through the FHWA property. 2. The CIA will, during the period of construction excavation, deliver onsite at FHWA approximately 3,000 to 4,000 cubic yards of compactable fill material. The fill area at FHWA is delineated on the attached sketch. The CIA and FHWA will mutually agree on the time when fill materials are to be delivered and the procedures for placing, i.e., route for bringing in fill and access for dumping and returning to the construction site. The FHWA will be responsible for grading and compaction of the fill. 3. During August 1985, the CIA will replace and reconstruct the section of FHWA permanent fence. The new reconstructed fence property line will conform to the attached sketch and will effectively provide a fence line approximately parallel to the FHWA access road by adding ground to the CIA on the west end of the reconstructed fence and subtracting an equivalent amount at the east end. The CIA will procure and plant trees on the FHWA side of the new reconstructed fence line. Tree species, size, and quantity will be mutually agreed upon by the CIA and FHWA. The CIA will restore the parking ground area to grass by removing paving and reseeding. We agree that the understanding as outlined in this memorandum will provide clear guidelines and will contribute to successfully accomplishing the goals and objectives of both the CIA and FHWA. The goal of the What Works Clearinghouse (WWC) Practice Guide, "Foundational Skills to Support Reading for Understanding in Kindergarten through 3rd Grade," is to offer educators specific, evidence-based recommendations for teaching foundational reading skills to students in kindergarten through 3rd grade. The guide suggests instructional practices that can be implemented after students have mastered early reading skills. The guide provides teachers, reading coaches, principals, and other educators with instructional recommendations that can be implemented in conjunction with existing standards or curricula and does not recommend a particular curriculum. This brief summary report focuses on the second of the four recommendations: Develop awareness of the segments of sound in speech and how they link to letters. For students to be able to read and comprehend, they must first develop phonological awareness, the ability to recognize and manipulate the segments of sound in words. To develop this ability, students must be able to identify the following: individual sounds (phonemes) in words; print letters of the alphabet; and corresponding sounds for each letter. This recommendation focuses on actions teachers can take to support students in developing the ability to effectively decode and encode words. This summary provides steps to carry out the recommendation, identifies potential roadblocks, and suggests ways to address them. Despite the understanding that adolescence is a vulnerable period for a decline in reading motivation, there is a distinct lack of reading motivation research which focusses on adolescence, especially that which centers the voices of adolescents themselves (Conradi et al. 2014). Overall, the project will work closely with adolescents, utilising participatory approaches and qualitative methods to reach a deeper understanding of the reasons for decline in adolescent reading motivation and appropriate methods through which to address this. The study will be split into three phases: Phase 1 will involve the convening of a Youth Advisory Panel (n=~8; 13 – 14 years old; 3 – 4 Scottish secondary schools) to inform on the project design, methods, analysis and approached to dissemination. Phase 2 will involve qualitative data collection (student interviews) with a larger group of students (n=~45;) which will explore themes relevant to adolescents’ reading experiences. Phase 3 will involve the design and evaluation of an intervention which aims to address the decline in reading motivation during adolescence. The insights from Phase 1 of the project will be used to structure the approach taken in Phases 2 and 3. Input from the Youth Advisory Panel will be sought and included at multiple timepoints throughout all phases of the project. This preregistration focusses specifically on Phase 1 of the project: ‘Understanding the teenage reading experience using insights from a Youth Advisory Panel’.

Charlotte Turner Smith (1749 – 1806) was an English poet and novelist. She initiated a revival of the English sonnet, helped establish the conventions of Gothic fiction, and wrote political novels of sensibility.<br /><br />It was in 1784, in debtor's prison with her husband Benjamin, that she wrote and published her first work, Elegiac Sonnets. The work achieved instant success, allowing Charlotte to pay for their release from prison. Smith's sonnets helped initiate a revival of the form and granted an aura of respectability to her later novels.<br /><br />Stuart Curran, the editor of Smith's poems, has written that Smith is "the first poet in England whom in retrospect we would call Romantic". She helped shape the "patterns of thought and conventions of style" for the period. Romantic poet William Wordsworth was the most affected by her works. He said of Smith in the 1830s that she was "a lady to whom English verse is under greater obligations than are likely to be either acknowledged or remembered". By the second half of the nineteenth century, however, Smith was largely forgotten.

He was a leader of the Virginia Colony (based at Jamestown) between September 1608 and August 1609, and led an exploration along the rivers of Virginia and the Chesapeake Bay.<br /><br />His books and maps may have been as important as his deeds, as they encouraged more Englishmen and women to follow the trail he had blazed and to colonize the New World. He gave the name New England to that region, and encouraged people with the comment, "Here every man may be master and owner of his owne labour and land...If he have nothing but his hands, he may...by industrie quickly grow rich."<br /><br />In 1614, Smith returned to the Americas in a voyage to the coasts of Maine and Massachusetts Bay. He named the region "New England". He made two attempts in 1614 and 1615 to return to the same coast. First a storm dismasted his ship. Smith escaped after weeks of captivity and made his way back to England, where he published an account of his two voyages as A Description of New England. He never left England again. It was put into Gutenberg just last year.<br /><br /> The novel covers several episodes in an eons-long eugenics project of the super-intelligences of the Arisia. This alien race is breeding two genetic lines to become the ultimate weapon in Arisia's cosmic war with their arch enemy, the Eddore. The initial chapters cover the Kinnison genetic line during the fall of Atlantis and Nero's (Gharlane of Eddore) reign in Rome. These tales were inserted into the novel following the serialized release, along with chapters covering members of the Kinnison line in World Wars One, Two and Three. The final chapter of Triplanetary tells of the discovery of the inertialess drive that allows faster than light travel. Patrolman Conway Costigan and his friends engage in a space battle with Gray Roger the pirate gangster. This conflict is complicated by the arrival of the technologically superior, extra-Solar, amphibian-like Nevians, resulting in the first interstellar war involving humans. In this story Virgil Samms and Roderick Kinnison, two very important members of the eugenics project, are introduced. They will play the leading roles in the next story, First Lensman. The richness of the truths explained, will make one want to listen to it over and over again. The book writes about our part and God's part in the Christian life. It also reveal many secrets to the Christian life. In this fifth and (as far as is known) final volume of Peggy Raymond and her Friendly Terrace entourage, we find the Girls winding down from the Great War, and pursuing more domestic and mischievous pursuits. Finishing up college and preparing for Peggy and Grahame's wedding, Ruth, Amy and Priscilla look toward their own opportunities of future relationships and potential marriages.
