This report presents the results and activity ideas created by a peace and international education project. The project implemented and evaluated activities suitable for primary school pupils over a three-year period. The goals, contents, and methods presented are those of peace and environmental education. The teaching suggestions, methods, and activity ideas are based on knowledge and research results in developmental and sociopsychological studies and on moral education. The report discusses the meaning, functions, and impact of peace and international education. Peace and environmental education are discussed from the following perspectives: integration, general pedagogical principles, implementation possibilities, and new learning theories and practices. The report tries to answer the question of how to create the values, attitudes, and skills that make people act for peace and global survival. The document discusses structural violence and education for positive peace, human rights, experiential learning, cooperative learning, promoting moral growth, growth for tolerance, promoting empathy and altruism, and learning for cooperation and non-violence in the areas of peace and environmental education. Environmental responsibility is broken down into sensitivity to nature and environmental education, and environmental education as a part of formal education. The project found that teachers needed to have a positive attitude towards new ideas in order to create a new model of teaching. Problems of implementation can be alleviated somewhat by keeping all the staff and parents informed of all the new activities. Cooperative learning and learning games helped increase pupils' self-esteem, moral development, and critical thinking. (DK)

Academic engagement with higher education research policy in Australia, and with education policy more generally, is in crisis. This time around, it is not just that our theoretical tools are blunt and irrelevant (Ball 1990), so are our politics. It seems our attention has been so consumed by "what is policy" (Ball 1994a) and with challenging its claims to authority, that we have missed or ignored imperatives to engage with its production. Even though some have attempted contributions, for the most part we have been "coerced into an era of cooperation". Getting ourselves out of this mess will take more than just better theories and new politics. It will require a degree of cooperation, to advance a theory and practice of policy engagement and to re-establish a field of education that resists the tendency to fragment and/or the temptation to defend itself "against" policy. In this paper I attempt an assessment of where we are theoretically and politically with regard to education policy and where we need to look to find new forms of policy engagement. By way of illustration, I draw on examples from AARE (the Australian Association for Research in Education) and the Australian RQF (Research Quality Framework) although the analysis is by no means restricted to these.

This document examines some of the major theoretical considerations and pedagogical applications of values education. In six chapters, the author reviews relevant developmental psychology literature and explores the major sociological dimensions of values education. "The Development of Values as an Educational Objective" summarizes various theories about the goals of values education. It is recognized that responsible individuals must act within a values framework, but there are problems in prescribing any one system of values in a pluralistic society. "Towards a Conceptual Framework for Values Education" reviews theoretical justifications from three viewpoints: the organismic-structural-developmental view (Stewart, Piaget, Kohlberg), the philosophical-social-psychological view (Lawson, Phenix), and the scientific view (Eckhardt, Rokeach, Maslow). "Four Models of Values Education" describes values clarification, Kohlberg's moral development theory, Allen's environmental-moral reasoning, and the Coombs-Meux moral reasoning model. Curriculum, teaching methods, and reexamination of society's values are discussed in "Institutional Contexts of Values Education" and "Values Education and the Emergence of New Paradigms." A case study of an interdisciplinary undergraduate humanities course is analyzed in "From Theory to Practice." (AV)

In the economic pressure of recent decades, many universities have invested in increasing the number of accessed and graduated students. However, this has led to another problem: there is not enough higher learning in higher education. According to generally accepted view, the problem lies in the eagerness of overplaying immediate skills in engineering education. To manage with the situation we propose that special attention is paid to logical reasoning behind the models employed in elementary engineering education. The idea is based on the hierarchical nature of physics, which enables a consistent method to avoid the risk of overplaying the immediate skills. In this paper, we seek for higher learning by proposing such a method and presenting a case study of solar electricity. When modelling the nature, on each level of hierarchy certain laws of physics lay the foundation for explanations there. We call them the cornerstones of modelling. Due to the hierarchical nature of physics, the cornerstones on a certain level of hierarchy are only built from the ones on the lower level of higher abstraction. When we stand above the cornerstones, they appear as unchallenged rules. But most importantly, if we take a hierarchical step towards fundamental models and look underneath the cornerstones, instead of unchallenged rules, they appear as testable properties. This epiphany about the hierarchy of physics enables a consistent method for deeper understanding in education. In the end, we seek for higher learning by challenging the meaningfulness of a common utterance "in theory yes, but not practice".

Reflective practice is widely adopted across the field of experience-based learning subjects in higher education, including practicums, work-integrated learning, internships, service learning and community participation. This adoption of reflective practice implies that it supports student learning through experience. When reviewing the evidence for the role of reflection for learning, it became evident that not only was there no clear agreement about the definition of reflection, there has been little theoretical development in this area. An integrated participatory action research and ecological approach was adopted to build a theory about the ecology of reflection for learning through experience. Through this process the assumptions, or truths that are taken for granted, that underpin the new theory were declared and substantiated. Key concepts and the principle tenets of the theory were then identified and defined, leading to an overview of the ecologies of the learner, the learning context and the experiential learning context.

25Shortest Path And Distance Queries On Road Networks: Towards Bridging Theory And Practice

Given two locations $s$ and $t$ in a road network, a distance query returns the minimum network distance from $s$ to $t$, while a shortest path query computes the actual route that achieves the minimum distance. These two types of queries find important applications in practice, and a plethora of solutions have been proposed in past few decades. The existing solutions, however, are optimized for either practical or asymptotic performance, but not both. In particular, the techniques with enhanced practical efficiency are mostly heuristic-based, and they offer unattractive worst-case guarantees in terms of space and time. On the other hand, the methods that are worst-case efficient often entail prohibitive preprocessing or space overheads, which render them inapplicable for the large road networks (with millions of nodes) commonly used in modern map applications. This paper presents {\em Arterial Hierarchy (AH)}, an index structure that narrows the gap between theory and practice in answering shortest path and distance queries on road networks. On the theoretical side, we show that, under a realistic assumption, AH answers any distance query in $\tilde{O}(\log \r)$ time, where $\r = d_{max}/d_{min}$, and $d_{max}$ (resp.\ $d_{min}$) is the largest (resp.\ smallest) $L_\infty$ distance between any two nodes in the road network. In addition, any shortest path query can be answered in $\tilde{O}(k + \log \r)$ time, where $k$ is the number of nodes on the shortest path. On the practical side, we experimentally evaluate AH on a large set of real road networks with up to twenty million nodes, and we demonstrate that (i) AH outperforms the state of the art in terms of query time, and (ii) its space and pre-computation overheads are moderate.

Educational administration, like many other social sciences, has traditionally followed the rubrics of classical science with its emphasis on prediction and control and attempts to understand the whole by understanding in ever finer detail how the parts fit together. However, the "new" science (especially quantum mechanics, complexity, and chaos theory) has challenged the view that to understand the parts is to understand the whole. Scientists now take into account such phenomena as holism and emergence, self-reference, self-renewal, self-organization, and autonomy. In recent times social scientists have incorporated these understandings from the new science into the social sciences. This paper presents some of the theories of one such social scientist, Niklas Luhmann. The first part applies Luhmann's theory to the field of school administration. The next two parts consider the usefulness of the theory of schools as self-referential systems, first as a framework for research, and second, as a basis for understanding the social reality in which administrators operate.
