News Release For Immediate Release: April 27, 2020 For More Information: David Bond ([email protected]) 802 375 3013 Judith Enck ([email protected]) 518 605 1770 test results posted: Bennington.edu/Pfoa First in the Nation Testing Reveals Toxic Contamination in Soil and Water Near Norlite Incinerator Data Indicates That Incineration Does not Destroy PFAS Chemicals and Should Be Halted New soil and water testing near the Norlite incinerator in Cohoes New York, which has been burning toxic firefighting foam, provides strong indication that incineration of AFFF at Norlite is not effective at breaking down PFAS compounds. Far from destroying these toxins, the Norlite facility appears to be emitting them into the surrounding communities. In February 2020, environmentalists informed the public and local elected officials that the Norlite hazardous waste incinerator burned large quantities of toxic firefighting foam, known as Aqueous Film-Forming Foam (AFFF) in 2018 and 2019. The fire suppressing foam contains a hodgepodge of per- and poly- fluoroalkyl (PFAS) chemicals, a class of highly persistent chemicals strongly linked to a host of cancers, liver disease, auto immune deficiencies and infertility. New York State Dept. of Environmental Conservation (DEC) has known Norlite was burning AFFF since 2018 yet did not disclose this to the public. Moreover, DEC has allowed the burning of AFFF despite there being no evidence that incineration destroys these forever chemicals, a lack of any stack testing to determine if PFAS compounds are being emitted at Norlite, and technical guidance from the EPA that incineration may not be an effective method of destroying AFFF. On March 3, 2020, a team of Bennington College professors and students took soil and surface water samples from relatively undisturbed sites in neighborhoods around the Norlite plant in Cohoes, NY. The samples were sent to EuroFins, a commercial laboratory that analyzed them for a wide array of perflouinated compounds (PFAS). EuroFins also conducted a TOP Assay analysis on one water sample and one soil sample. The results of this preliminary research suggest the burning of AFFF at Norlite is not destroying these dangerous chemicals so much as redistributing them into nearby poor and working class neighborhoods. (The full results can be found at: www.bennington.edu/PFOA) Major findings of the study include: · Elevated levels of PFAS compounds were detected in the soil and water near the Norlite facility. These levels decline with distance from the incinerator. · The PFAS compounds that make-up of AFFF, including PFOS, are higher around the plant then what is considered a background level in our region. · The pattern of PFAS contamination in the soil and water around Norlite bears strong resemblance to sites of known AFFF contamination, such as air force bases and firefighting training centers. Contamination at both Norlite and these legacy AFFF sites is marked by the prevalence of sulfonic and butanoic varieties of PFAS. This pattern differs from composition of PFAS contamination elsewhere in the region. · AFFF contains approximately 250 different perflourinated compounds. There are only laboratory standards available for 50 of those compounds. Results from the TOP Assay analysis of soil and water near Norlite found evidence of significantly more PFAS compounds then we know how to detect. This finding is typical of sites with AFFF contamination. Together, these findings suggest incineration of AFFF at Norlite is not destroying toxic PFAS compounds. More research is needed to better understand the local and regional fallout of PFAS from the Norlite hazardous waste incinerator. Until there is clear evidence that proper incineration destroys PFAS toxins, AFFF should not be burned.

The 27th Annual National Test and Evaluation Conference is sponsored by the NDIA Test and Evaluation Division and supported by the Office of the Under Secretary of Defense (AT and L) and the Director, Operational Test and Evaluation (DOT and E). Co-sponsors of this symposium are the C4ISR and Systems Engineering Divisions of NDIA. This national conference will focus on policies, methods, and approaches that could better serve the ultimate consumer of our T and E efforts, the Warfighter. Given that Tampa is the home of both the U.S. Special Operations Command and the U.S. Central Command, it will provide a fertile opportunity to see and hear first-hand about how T and E could better serve our fighting forces.

Changing national defense priorities and rapidly developing technologies are fueling the trend toward interconnections between a broad arrayof defense and non defense networks. These networks involve not only real-time combat command and control but also logistics, intelligence,electronic data bases and a host of other nodes. The days of testing and evaluating individual weapon systems in a stand-alone mode withoutconcurrently assessing them as integral parts of a much larger network of players are over. This national conference will focus on this reality and address how test and evaluation can assure that those systems destined to function in such a net-centric highly interconnected combat environment will function as required. Recent policy initiatives to systematically apply Design of Experiments (DOE) methodology to Test and Evaluation activities of the DoD and DHS will also be presented and discussed.

This report describes SMU's involvement in preparations for the U.S. participation in the United Nations Conference on Disarmament ad hoc Group of Scientific Experts Technical Test 2 (GSETT2) global data exchange experiments, including planning for the USGSE network and progress in the development of the phase II seismic systems for use in the experiments. We also report on progress in the development of the next generation NORESS type array to be deployed in Europe, and describe normal operations of the Lajitas, Texas seismic station. The USGSE network consists of six seismic stations. Four locations in the continental US will be distributed National Data Centers. The NDC's will be located at Dallas, TX; LaJolla CA; Pinedale, WY; and Blacksburg, VA. NDC central will be located in Washington DC. For the past year, this research has been aimed at developing state of the art seismic data acquisition and processing equipment. The Phase II systems developed under this contract are designed to meet all the requirements of the GSE. Seismic arrays.

This volume includes 3 papers based on presentations at a workshop on communicating assessment information to particular audiences, held at Educational Testing Service (ETS) on November 4th, 2010, to explore some issues that influence score reports and new advances that contribute to the effectiveness of these reports. Jessica Hullman, Rebecca Rhodes, Fernando Rodriguez, and Priti Shah present the results of recent research on graph comprehension and data interpretation, especially the role of presentation format, the impact of prior quantitative literacy and domain knowledge, the trade-off between reducing cognitive load and increasing active processing of data, and the affective influence of graphical displays. Rebecca Zwick and Jeffrey Sklar present the results of the Instructional Tools in Educational Measurement and Statistics for School Personnel (ITEMS) project, funded by the National Science Foundation and conducted at the University of California, Santa Barbara to develop and evaluate 3 web-based instructional modules intended to help educators interpret test scores. Zwick and Sklar discuss the modules and the procedures used to evaluate their effectiveness. Diego Zapata-Rivera presents a new framework for designing and evaluating score reports, based on work on designing and evaluating score reports for particular audiences in the context of the CBAL (Cognitively Based Assessment of, for, and as Learning) project (Bennett & Gitomer, 2009), which has been applied in the development and evaluation of reports for various audiences including teachers, administrators and students.

The push for accountability in public schooling has extended to the measurement of teacher performance, accelerated by federal efforts through Race to the Top. Currently, a large number of states and districts across the country are computing measures of teacher performance based on the standardized test scores of their students and using them to help categorize teachers as effective or ineffective. With the implementation of the Common Core State Standards in the majority of states and the development of specific sets of assessments that align with them, it is particularly urgent to open up the field right now to talk about the best way to compute teacher performance measures based on the evidence that has been compiled. On October 10-11, 2013, a conference took place that brought together more than 80 researchers, policy-makers, and practitioners from across the U.S. to discuss how to promote best practices in constructing and implementing value-added and growth measures of teacher performance. The primary goal of the conference was to make a positive impact on policy at a critical point in time, by: (1) raising awareness regarding the strengths and weaknesses of different methods of computing teacher performance measures; and (2) discussing how to disseminate this information in a way that will enable school systems to make informed choices as they implement teacher evaluation systems.

The Conference includes two meetings. The first, had the goal of establishing a data base of test cases for comparison with computations. This volume contains a record of the proceedings of the 1980 meeting and a display of the test cases used in the 1981 meeting for comparison with computations. The main sections of the volume include: (1) Pictorial summary charts providing a compact picture of the nature of the test cases. (2) Three position papers covering: (a) Data needs for computational fluid dynamics; (b) Some improvements to the theory of uncertainty analysis and the use of that theory for the present Conference; and (c) Description of Data Library.
