We consider a particle system studied by E. Brunet and B. Derrida, which evolves according to a branching mechanism with selection of the fittest keeping the population size fixed and equal to $N$. The particles remain grouped and move like a travelling front driven by a random noise with a deterministic speed. Because of its mean-field structure, the model can be further analysed as $N \to \infty$. We focus on the case where the noise lies in the max-domain of attraction of the Weibull extreme value distribution and show that under mild conditions the correction to the speed has universal features depending on the tail probabilities.

The purpose of this thesis is to analyze the Best Value Source Selection process, identify process pathologies, and explore opportunities to dramatically improve performance utilizing information technology as an enabler of that innovation. The Davenport Process Innovation Framework is used to analyze the Best Value Source Selection process for innovation opportunities. A thorough review of the current Best Value Source Selection process within NAVFAC, Southwest Division is conducted, and pathologies and innovation opportunities are identified. The Knowledge-based Organizational Process Redesign tool is utilized to test various reengineered process models. Recommendations for Best Value Source Selection process innovation, and their application utilizing selected information technology enablers, are provided. Following Davenportαs methodology, this thesis recommends process innovations that have the potential to dramatically improve the Best Value Source Selection process in terms of cost, quality, and speed. It serves as an example for other Navy and Department of Defense organizations seeking to implement information technology tools as enablers to improve their existing Best Value Source Selection procedures, as well as other types of procurement processes. In this period of shrinking financial, material, and human resources, this study proves invaluable for raising the productivity and quality of outputs of the Federal acquisition community.

The M-X program would require electrical power and fuels of various forms supplied on both a relatively short term (2-5 years) for construction needs and a longer term (about 30 years) for operational requirements. At a time of diminishing energy supplies and increasing competition for energy, including gasoline, the potential effect of the project on energy resources must be considered. Possible effects on electrical power resources include increased power generation plant operation with the attending potential impacts on air quality, water consumption, wastewater generation, and disposal of fuelgas scrubbing sludges, and ash. Power transmission and distribution systems may have to be built in order to provide service to remote areas or to be upgraded to meet increased demands. The associated right-of-way acquisition and maintenance may preclude the use of affected land for other purposes. New lines and substations could have an adverse visual and aesthetic impact. Finally, the extensive cable plowing or trenching required for installation of the underground cables for power distribution to the clusters would have a temporary disruptive effect. (Author)

The multiple process model has been developed in motor control to describe the planning and control processes in goal-directed reaching tasks. It can be a powerful theoretical account for motivating new techniques for target selection in graphical user interfaces (GUIs). We thus derive three techniques based on the model's assumptions. Cloaking hides the cursor when selection indication feedback is enabled (e.g., highlighting a potential object) to improve selection efficiency. Pulsing introduces a rapid cursor snap at the beginning of the movement impulse to seamlessly shorten the aiming distance. Unfurling expands object clusters during cursor-approaching movements for on-the-fly redirection towards the intended target. We pre-register the techniques, assumptions, and methodology and validate the effectiveness of the techniques via three crowdsourcing-based user studies.

They discussed the methods of determining college football championships, the BCS, and postseason college football. Mr. Weiberg, the coordinator of the BCS, spoke about the possibility of implementing a "plus one" model, in which the top two teams remaining after the bowls would meet in a title game. This season's Rose Bowl pairs the University of Southern California and the University of Texas, Austin in a match between the nation's remaining two unbeaten teams. 4 undefeated teams remained at the end of the regular season, creating controversy in the only college sport that does not have a postseason tournament. This thesis was an attempt to construct and refine a model procedure for DoD contracting activities to utilize when integrating quality factors such as Total Quality Management into the source selection process for major acquisitions. The primary objective of this thesis was to modify application guidelines for the Malcolm Baldridge Quality Award into source selection criteria, and then device a procedure to temper the results of the basic proposal evaluation with a degree of risk determined from a Performance Risk Assessment of the offeror. A secondary objective of this thesis was to construct the model procedure in a manner which allowed maximum flexibility to contracting activities to tailor any aspects of the procedure to fit local requirements, regulations and standard operating procedures. The final objective of this thesis was to obtain feedback from knowledgeable and experienced Government contracting or policy personnel, and to modify or refine the procedure into a more feasible, useful model.

This work presents an improved methodology for assessing and selecting Air Force squadron commanders, and subsequently paring them with the organizations they are best suited to lead. It argues that while leadership, environmental factors, and organizational culture are each important aspects of organizational effectiveness, it is the often-overlooked interaction between these three facets that has just as great an influence on an organizations success or failure. Additionally, these interactions influence leadership performance, from exemplary to toxic. It is these interactions and influences among and between the leader, environment and organization that play just as great a role in leadership performance as individual personality traits, education or life experiences. Understanding the leaders key role in organizational effectiveness, and given that the choice in squadron commander selection is the most variable of the three components, this study seeks to provide a recommended process that will improve upon the current paradigm of squadron command selection in the Air Force. The ultimate goal is a more informed process for pairing those most suitable commander candidates with possible units by utilizing predictive analytics and the Person-Environment Fit Theory to aid in selection.

This paper presents and discusses a conceptual model for understanding, describing, and explaining personnel selection processes and activities. Four theoretical strands--decision theory, impression formation, inference theory, and rating theory--are briefly discussed and woven together as the basis for the proposed model. The model is then used as a theoretical framework for examining the results of a study investigating the effects of letters of recommendation on teacher selection processes and decisions. The study involved creating a file for a hypothetical social studies teacher that included one of four constructed letters of recommendation. The four letters each contained nine identical items of information about the candidate but varied by tone of information (favorable or neutral) and length of letter (short or long). Four treatment groups were established by sending the different types of letters of recommendation to 160 randomly selected high school principals in a large midwestern state. Major conclusions reached from the study are that when the content items of letters remain constant, there is no statistically significant difference in rating of teaching applicants who present long or short letters of recommendation. However, favorable information had a significant effect on the rating high school principals gave a hypothetical teaching candidate. (MLF)

The selection of a contractor for task award using the Indefinite Delivery Indefinite Quantity (IDIQ) contract often involves dynamics and relationships that are difficult to understand. There are unanswered questions that relate to how government agents define best value to the government. The selection decisions often differ between government agents. The government streamlined the acquisition process by creating the multiple award IDIQ contract. Government agents are relied upon to make sound business judgments in determining which contractor represents the best value to the government. Informal influences can impact the determination of the final selection of a contractor. This thesis attempts to create a better conceptual framework for the informal influences that affect the dynamic selection process of contractors for task award. The research consisted of interviews with members of government agencies that routinely make IDIQ contract task awards. Results indicate that informal, or soft, factors play a large role in determining which contractor will be awarded a task. The most influential factors that affect task award are identified and discussed in depth. The research determined that some marketing processes can be totally ineffective or even counterproductive at times. The results also show that formal rating systems are often replaced by informal peer networks. Existing research on selection processes in the private sector proved comparable to processes used at the government agencies participating in this study.

Previous divide-and-conquer segmentation analyses of DNA sequences do not provide a satisfactory stopping criterion for the recursion. This paper proposes that segmentation be considered as a model selection process. Using the tools in model selection, a limit for the stopping criterion on the relaxed end can be determined. The Bayesian information criterion, in particular, provides a much more stringent stopping criterion than what is currently used. Such a stringent criterion can be used to delineate larger DNA domains. A relationship between the stopping criterion and the average domain size is empirically determined, which may aid in the determination of isochore borders.

This research examined the Air Force Civil Engineering process of selecting architectural-engineering firms (A-Es) for the procurement of facility design services. Sixty-two base civil engineers (BCEs) in 35 states provided their individual scoresheets indicating the specific criteria by which A-Es are evaluated and the range of possible scores for each criterion. Descriptive statistical methods were used to determine the criteria most commonly used by the BCEs and those which are most heavily weighted in the scoring process. The analysis included a comparison between the actual criteria used and the general categories of criteria outlined in Air Force Regulation (AFR) 88-31. Finally, the research used inferential statistical methods to identify differences in the application of selection criteria used by bases of differing major commands and geographic regions. The study's findings included a pictorial representation of the aggregated scoresheets in the form of an A-E evaluation sheet. The evaluation sheet contained the criteria identified as those most frequently assessed by BCEs and weighted in proportion to their importance as perceived by the BCEs.

The frequency assignment process is meant to insure interference-free service within the service volume. This is done by choosing frequencies in a manner which provides certain minimum cochannel and adjacent channel desired to undesired signal ratios at critical points of the service volume. One of the factors which affects a station's signal strength in space is its horizontal antenna pattern. ILS localizer antennas have undergone significant changes in recent years. In order to reduce siting effects, antenna patterns have evolved from the nearly omnidirectional 8-loop to the highly directional traveling wave and log periodic dipole antennas. The horizontal localizer antenna pattern now has a substantial effect on the separation required between localizer stations. This report compares measured and theoretical data with FAA antenna pattern specifications. For each antenna type, a single horizontal antenna pattern is recommended for use in the frequency assignment process. (Author)

This study was intended to identify factors which affect the length of the source selection process and to suggest changes to make the process more efficient. To accomplish this objective, interviews were conducted with Aeronautical Systems Division (ASD) contracting personnel who had recently participated in source selections. The study identified several factors which appear to be significant contributors to the length of the process. The most significant factors are lack of understanding, experience, and training; lack of teamwork; effects of ASD streamlining initiatives; excessive oversight; and unnecessary or excessive requirements. The recommendations of this study are intended to limit source selection activities to those essential to the integrity of the process, remove extraneous participants from the process, and ensure that actions are completed correctly the first time.

Auburn University Profiles was a weekly radio program produced by Auburn University's Office of University Relations. Each daily program covered a topic of university, local, or national interest. Programs were about 4 1/2 minutes long and featured students, faculty, administrators, visiting scholars and celebrities.

The United States established enterprise funds to support private sector development in selected countries of Central and Eastern Europe and the former Soviet Union as they transition from centrally planned to market-oriented economies. Currently, 10 funds cover 19 countries in these regions with authorized funding of about $ 1.3 billion. Enterprise funds are private, nonprofit U.S. corporations that are supposed to make loans to, or investments in, small-, medium-, and large-sized businesses in which other financial institutions are reluctant to invest. In 1995, the United States established the U.S. Russia Investment Fund by merging two earlier Russian funds-the Russian-American Enterprise Fund and the Fund for Large Enterprises in Russia. The Fund is authorized to receive $440 million through the U.S. Agency for International Development (USAID). Although USAID has primary responsibility for monitoring the Fund's operations, it does not have a direct role in the Fund's investment review and selection process. As of March 2000, the Fund had invested $114.4 million in 30 projects through its direct investment program which provides loans and equity capital to businesses in Russia.

The U.S. Army is characterized as a meritocracy, with the best-qualified officers selected for promotion. Almost all promotion decisions are made by a centralized board. Since the 1970s, the Army has included an official photograph in the promotion board file. The articulated reason is to allow the board to judge military bearing and physical fitness. While this is important, there is strong evidence to suggest that the photograph is unnecessarily adding a controversial aspect to the promotion process. This paper examines the Army's current promotion system and explores where the photograph fits in. Following a discussion of how impression formation and impression management impact on the promotion board process, the results of a survey administered to U.S. Army War College students and faculty/staff members are discussed. Positive elements in the Army system are examined as well. The author's conclusion is that it is appropriate for senior leadership to examine the promotion process and discontinue use of the photograph. Alternatives to totally discontinuing use of the photographs are provided, as well.

Increased execution of replication studies contributes to the effort to restore credibility of empirical research. However, a second generation of problems arises: the number of potential replication targets is at a serious mismatch with available resources. Given limited resources, replication target selection should be well-justified, systematic, and transparently communicated. At present the discussion on what to consider when selecting a replication target is limited to theoretical discussion, self-reported justifications, and a few formalised suggestions. Here, we propose a study involving the scientific community to create a list of considerations for consultation when selecting a replication target in psychology. We will employ a modified Delphi approach. First, we constructed a preliminary list of considerations. Second, psychologists who previously selected a replication target will be surveyed with regards to their considerations. Third, results will be incorporated into the preliminary list of considerations and the updated list will be sent to a group of individuals knowledgeable about concerns regarding replication target selection. Over the course of several rounds, we aim to establish consensus regarding what to consider when selecting a replication target.

Our model of action selection and postcompletion error in two form filling tasks extends to skip errors in a story telling task. We also discuss how it explains perseverations in one of the aforementioned form filling tasks. Finally we discuss a predictive classifier application we built from the model's data. The classifier could allow an autonomous agent to know when it is a bad time to interrupt a human, when a human is about to err, and how to help.

This thesis assesses the feasibility of using the Analytical Hierarchy Process (AHP) as a dynamic tool for decision-making in defense acquisition. The gradual reductions in defense budgets, the need for efficient allocation of funds among competitive activities, the demand from public opinion for rationality, transparency and efficiency in defense spending, the complicated legislation concerning procurements, all call for changes in the way officials make decisions. The AHP is a multiattribute decision-making technique, developed by Thomas Saaty to support users with complex decision-making by combining their experience, judgment, and intuition with a view to selecting the best course of action from a number of alternatives. Literature suggests that the AHP is suitable for a wide variety of applications in economics, finance, politics, games and sports, conflict resolution, cost/benefit analyses, resource allocation, source selection, and resolution of everyday problems. This study focuses on the potential use of the AHP for combat aircraft source selection by the Hellenic Air Force, analyzing legislative, acquisition and technical issues relating to this procurement. It concludes that AHP is a suitable decision making tool for defense acquisitions and recommends the Hellenic Air Force evaluate its potential usefulness via a series of pilot acquisition programs.

The extent to which 36 schools participating in the Northwest Reading Consortium adhered to the use of the Right to Read assessment and planning procedure as a means of identifying and implementing needed improvements in their reading programs is analyzed in this report. The report concludes that there was a high correlation between use of the Right to Read procedure and selection and implementation of reading improvement programs in schools where the procedure was faithfully applied, where the principal took an active leadership role in the task force meetings, where the building-based task force had the support of the district administration, and where conditions for change and improvement were generally positive. The Central Test and Evaluation Investment Program (CTEIP) was established in 1990 by the Office of the Secretary of Defense (OSD), in response to Congressional direction, to provide a corporate investment approach to meeting Service and Defense Agency Test and Evaluation (T&E) needs. This approach to the allocation of test resources increases interoperability between the Services, and interconnectivity among the test centers and ranges. It serves to focus T&E expertise on test requirements that are of the highest priority. The CTEIP project selection process consists of a cyclic approach in which the Services and Defense Agencies solicit T&E needs, propose solutions to those needs, and then formally project proposals. Program Management Offices (PMOs) are not directly solicited for potential project solutions addressing direct operational test needs, yet, the PMOs are facing significantly reduced T&E funding. Knowledge of the CTEIP program and the proposal submission process should aid the PMOs in the planning and execution of their Operational Test Programs. This thesis reviews the CTEIP and evaluates the extent to which PMOs are involved in the submission of T&E needs, and the value of PMO involvement in CTEIP project selection process.

Over the last several years the Task Force Excel Performance Vector Research Team (PVRT) has been working on developing scientifically-based tools to support Navy efforts to re-engineer performance management, performance appraisal, and advancement programs. During Fiscal Year 2002, the PVRT successfully developed a new performance management and appraisal system for all supervisory and non-supervisory personnel in the U. S. Navy (Hedge, Borman, Bruskiewicz, & Bourne, 2002). That effort was followed by development of new Flag Fitness performance dimensions and Executive Mentoring products designed to support senior Navy leadership. The PVRT is also involved in preliminary activities to examine the Navy's current advancement system, and recommend ways to enhance the system by emphasizing factors most predictive of career advancement (Borman, Hedge, Bruskiewicz & Bourne, 2003; Hedge, Bruskiewicz, Borman, & Bourne, 2004). These activities are an important part of the Navy's strategic human capital management transformation, and reflect the Navy's drive to adopt a systematic and comprehensive approach to their most important asset --their people. Because there is an obvious link between personnel quality and operational readiness, an organization's approach to strategic human capital management must be judged by how well that vision, strategy, and process help the organization achieve results and pursue its mission. For the Navy, people are an indispensable element in mission accomplishment. They not only play a critical role in determining the organization's performance capabilities, but they also represent its institutional knowledge base and help define its culture.

Presented is the report on a practicum to implement a series of activities to assist Directors of Special Education in the task of personnel identification and selection. Specific issues considered are skills or competencies in special education staff roles, guidelines for special education certification in Texas, and practices and techniques in the selection of special education personnel. Reviewed are the following practicum activities: conducting a needs assessment to identify problem areas in the selection of special education staff; surveying the literature for results of research on effective competencies for successful special education staff; designing and publishing a self-study source book on staff selection for Directors of Special Education; designing and implementing a seminar for Special Education Directors on "Changing the Staff Selection Process in Special Education"; disseminating a source book to a large population of individuals involved in staff selection on the public school, college, and university settings; making observations of interviews conducted by a target population of directors who undertook self-study of the source book; designing and using numerous instruments applicable to the practicum activities; analyzing and reporting results of the data collected; and conducting formative and summative evaluation activities. A Tale of a Tub was the first major work written by Jonathan Swift, composed between 1694 and 1697, that was eventually published in 1704. It is arguably his most difficult satire, and perhaps his most masterly. The Tale is a prose parody which is divided into sections of "digression" and a "tale" of three brothers, each representing one of the main branches of western Christianity. A Tale was long regarded as a satire on religion itself, and has famously been attacked for that, starting with William Wotton. The "tale" presents a consistent satire of religious excess, while the digressions are a series of parodies of contemporary writing in literature, politics, theology, Biblical exegesis, and medicine. The overarching parody is of enthusiasm, pride, and credulity. At the time it was written, politics and religion were still linked very closely in England, and the religious and political aspects of the satire can often hardly be separated. "The work made Swift notorious, and was widely misunderstood, especially by Queen Anne herself who mistook its purpose for profanity." "It effectively disbarred its author from proper preferment within the church," but is considered one of Swift's best allegories, even by himself. He lived simply, loved his walks and craved the company of fellow poetical wits as they craved his company in return. With his pal Dr. Sheridan, for one, Jonathan Swift delighted in the 18th century equivalent of a rap off – going back and forth in dueling verse repartee. This second volume is a cornucopia of biting, iconoclastic humor and earnest criticism of injustice. Poems herein concerning Wood’s Halfpence are the companion to his famous Drapier’s Letters and trumpet his achievement in stirring up sufficient outcry to spare Ireland from damaging monetary debasement. He knew what real money was: “For in all the leases that ever we hold We must pay our rent in good silver and gold, And not in brass tokens of such a base mould.” And he didn’t think much of monetary debasement’s evil twin, fractional reserve banking, either: “We want our money on the nail The Banker’s ruin’d if he pays”. There’s a healthy smattering here of bums and urination references too – just so you know these are genuine Swift poems -- and all manner of other topics too. In Death and Daphne, written for a favorite grisette, we learn of Death’s sagging libido due to the skinniness of his human bride.
