By memorandum of 12 November 1981, the Director, National Foreign Assessment Center, noted his request to the Senior Review Panel to assess NFAC's performance on the Soviet energy/oil issue. Priority attention was to be given within this framework to the specific topic of Soviet oil production prospects. 2. This project is now being broadened to include an assessment of the performance of other components of the Intelligence Community, notably the Defense Intelligence Agency, and of the Community as a whole. To insure that no additional vent air flow back pressure resulted from enclosing the controller within the subject cover, 4TAQ12, the following tests were successfully concluded: A. Vent airflow at sea level with and without the cover installed. B. Vent airflow at normal cabin altitude with and without the cover installed. The results shown by the enclosed data indicates that no increase in back pressure resulted by enclosing the suit controller within the cover 4TAQ12. As a general comment, I endorse the thorough examination and conclusions reached by the Senior Review Panel. The report was well written, thought provoking, and pertinent well beyond the specific subject matter. (U) 2. Comments on specific sections and recommendations follow: a. Section IV, "The Policy - Intelligence Community Interface," is to us the most interesting section in the report and portrays an informed discussion of the problem. The concluding recommendation appears to be weak however in that it suggests the creation of another vehicle which would in fact duplicate the formulation of the NITS. I would suggest that emphasis be placed on investigating ways to improve the NITS development process as a more viable solution. (U) b. Recommendation 5 calls for the provision of a coherent, cross-disciplinary assessment of Soviet goals, capabilities, and intentions for extending the USSR's influence in the Third World in estimative publications. Recommendation 10 concerns the need for the D/DCI/CT, in coordination with the Director, NSA, to define procedures and mechanisms for resolving problems within the dissemination of SIGINT material or utilization of SIGINT material, and the estab- lishment of an auditing procedure within the process to ensure Community responses to analytic complaint. The SIGINT Committee has occasionally addressed these types of issues in the past. The general outcome was an acknowledgment by some users that summary reporting and gisting by NSA was a prudent approach for worldwide distribution, with the understanding that analysts in the Community could request more specific data from NSA. On occasion the Chairman, SIGINT Committee, has been directly involved in resolving issues between NSA and an individual user, e.g., NFAC with regard to specific ELINT raw data. I note that a dialogue has recently been established between the Director, NFAC, and the Deputy Director, NSA, regarding the overall problem of gisting. Further, the Collection Tasking Staff has a responsi- bility to ensure timely dissemination and exploitation of collected data. I have asked the Chairman, SIGINT Committee, to remind the Committee members that issues of this nature should be brought to his attention along with specific documentation for adjudication and to assure them that appropriate follow-up action. will be taken to address their needs. If Recommendation 10 of the Senior Review Panel Study is approved, I will of course work with DIRNSA toward a more generalized solution vice considering each issue on an individual case-by-case basis as and if it is brought to our attention. Because of the pressing need, on both NPIC's and DD/S&T's parts, for objective information on P. I. performance as a function of ground resolutions of present and projected reconnaissance systems, it was decided that an accelerated effort would be advisable.; This will be somewhat of a condensed version of the full two-year study which will be continued and will build upon these first results. Although emphasis will be placed on the lower end of the scale of7 resolutions in the immediate effort, it will be part of the work which leads directly into the larger range of resolutions (up to 15'). Due date for the immediate results is 15 October 1964, and broader findings from the accelerated effort are programmed for availability before the end of the calendar year. An experimental design similar to that followed in the pilot work will be used. 2. All work currently in preparation is directed toward use of monoscopic materials, due to the press of time. However, similar investigations using stereoscopic photography will follow immediately. 4. Two A-2 cameras with 9" x 18" format and 24" focal length will be used for a scale of 1;6000 with ground resolution. Duplicate (vertical) coverage will be obtained with S0130 film used at 1/150th sec. and f.ll in one camera and 8402 at 1/200th sec. and f.16 in the other. 5. To provide a more useful technique for evaluating photographic systems by using data obtained from microdensitornete.r scanned. edges. DISCUSSION 2. Edge data from Missions 1004-1 (60 edges) and 1004-2 (69 edges) were reduced; 1004-1 has the highest quality measured to date, approximately 40 percent greater than the average of previous J and C missions. Part two ? (1004-2) was poorer than part one and is only slightly better than the average of C and J missions. 3. The first data report on PAR 226 was issued and it contained (a) an introduction, (b) a summary sheet listing the average value, the standard deviation, and the coefficient of dispersion, (c) a listing of the description, location, and image quality rating of each edge scanned, (d) frequency plots of computer resolving power and line spread function width and (e) a grid for position identification of edges. 4. Edge data on Mission 4006 were reduced and. a report will soon be issued. Mission 4006 is similar in image quality to 4003 and better than other 4000 missions. 5. Performance Studies Status Report for the Period of 1 December 1967 through 28 January 1968 This status report covers a two month reporting period of work performed fo The previous work included: period. 1. An analysis of STAT .2. Assistance in administering three image quality studies over a two week period. Work during this reporting period included preparation of imagery for an evaluation of the effects of ground resolution on the interpretation of radar targets. The imagery was generated by using a 35 milimeter camera to photograph,.; 9 radar models at different distances. A desired set of resolutions at a 200 convergence angle were te-prime requirements. After a few trial runs to change the sharpness of shadows, convergence angle and fidelity of the imaged models, a set of adequate photographs was obtained. Preparation requirements included the establishment of a calibration range to adequately calibrate the camera and the fixing of camera stations positions to meet the required resolutions. Three trips to Headquarters and a trip to ere also taken in this reporting period. All imagery will be processed and compiled for use in the test by early February. The prepared items will include approximately seven stereo sets at different resolutions and enlargement prints for overlays. Total hours expended to date are 494. With the increased quality of imagery from intelligence recon- na.issence systems and the development of improved optical systems to view the imagery, a need currently exists for an improved, more uniform, higher intensity light source for light tables. Past attempts to increase the intensity of light tables have resulted in excessive heat which, In turn, required elaborate coolant systems. In the past, when high inten- sity light sources (3,000 foot lamberts) were provided to insure adequate illumination to view i.:agery with high magnification optics, it has been difficult to provide uniform dimming down to 100 foot lamberts without discernible flicker The short delivery schedules required--because these light tables were required to handle imagery from contemporary acquisition systems--have not permitted manufacturers adequate lead time or enough incentive to thoroughly investigate improved lighting systems. The resulting light tables have often exhibited uneven lighting (differential intensity across the format), inadequate di:-vning range, large bulky transformers, and costly and hard to maintain coolant systems. 3. The proposed program is directed toward developing techniques to obtain a uniform, high intensity light over a 10" by 2d' area with- out resorting to liquid coolants; providing uniform dirraning down to 100 foot lamberts without discernible flicker; limiting the heat rise of the viewing surface to less than 350F. above ambient, while, at the same time, reducing the size and weight of the transformer required: and keeping the manufacturing cost at a level competitive with present day light sources. Under Contract EQ-1806 a set of Minicard equipment was procured for OCR and another for PIC. The PIC set has been in general operation since the summer of 1959 and recently the OCR set was transferred to PIC where its components are being integrated into an enlarged system. This system provides for the rapid retrieval of a large volume of photography for comparison purposes. As such it is an integral part of the data handling process and is considered an indispensible element in terms of the utilization of available manpower. 2. The original design of the Minicard equipment has basically been fulfilled. It is recognized that the Minicard equipment we acquired under this contract was actually a prototype developed to meet existing urgent requirements. The equipment produced unquestion- ally was the best of its kind in existence at that time and in our opinion represented the best efforts of the manufacturer considering the pressures from the Agency to push the state of the art. We currently are modifying the equipment to meet more sophisticated requirements; with advancements in the state of the art more changes are visualized. 3. Performance Study -- part of the Project DIMVIEW program 9 For the current accelerated study on P.I. performance as a function of stereo covergence and obliquity, we are faced with a March deadline which makes any sort of overflights for acquiring actual photographs out of the question. We are thus, for the meanwhile, abandoning "objective" techniques which are being developed for the longer-term DIMVIEW program and are resorting to subjective "preference" tests similar to those recently used for color evaluation program. DD/S&T has been funding a project withi to produce a detailed, 25 realistic scale model which can be photographed for the purposes of simulating I hi h altitude, high resolution photography. Consequently, we have turned to as an expeditious source of simulated photography for the performance 25 stud 2. Funding will be assumed by DD/S&T under their existing contract withion this particular effort. The two efforts are entirely compatible 25 since one of DD/S&T's charges to is to prove the "utility" of the model 25 in its present state, before furt er unds are allotted. The model is only partially completed -- to an 81' x 8' area -- but will eventually extend over a 20' x 20' area. It is, however, luxurious in detail and contains a variety of terrain and subject matter: for instance, a rural area with hilly, natural landscape; a cliff of some proportion which forms the boundary to a superhighway and provides the support for one side of a bridge which crosses over the highway; a railroad track (with trains) parallel to the highway; a light industry; a housing development with detail down to the size of lawnmowers and a bird approaching a birdbath; cars, etc. . . "Aerial" photographs can be made from a catwalk at approximately 55-60' above the model, which is on a revolving disc and can be oriented as preferred. Sky lighting is simulated by a cone of lights which are movable and form the framework of a sort of enormous tepee over the model. A sun can be "hung" at almost any elevation and Qz:imuth. Our interest is, of course, in simulating the sun angles common to the Soviet geography. We specified two sets of photographs: 1.) at 00 obliquity, stereo convergences of 100, 150, 200, and 300; 2.) each of the above convergences at obliquities of 100, 200, 300, 450 and 600. Priorities will be put on the 00/0o reference vertical, on angles of convergence between 200 and 300, and on obliquities of 200, 450 and 600. Each condition is to be photographed four times with two varying sun angles and three orientations of the model for different stereo effects. Not all of the photographs will be used, but we hope to provide the asI people with some alternatives from which they can narrow a selection they see fit. Performance Studies" Status Report for the Period of 29 January through 24 March 1968 This status report covers approximately a two month period of work performed with Work during the previous reporting period ended with the taking of photographs suitable for use in the radar ground resolution study. Work during this reporting period included three major efforts. These were: 1. The production of test material stimuli. 2. The selection of subjects and teams. 3. Conduct of the study and analysis of the P. I. results (overlays) by radar specialists. 1. Two duplicate sets of positive transparencies were compiled for each of six resolutions. Two sets of enlargement prints from a single frame of the stereo pair were made to control the scale of the P. I. overlays. A trip was made by on February 13th to have review the transparencies. A trip was also made to Headquarters to develop the radar requirements (EEI) for which the P..I.'s would have to respond. 2. Six P. I.'s were selected as subjects for the study. They were divided into three teams of two men each. Each man initially worked independently and then together with his team partner to make a consenus overlay. 3. The study was run from February 27th to March 14th. All subjects were highly motivated and it is felt that they deserve recognition for the fine cooperation given in the performance of their duties. This study examined the assumption that language expression and reading performance are related processes. Subjects included a total of 676 nine-year-old children of heterogeneous socioeconomic status, intelligence, and achievement levels. Verbal fluency was defined as being a measure of associative verbal encoding (a/v/e), wherein children give single word associations to a stimulus word. Two hypotheses were examined: (1) a/v/e would improve with training, and (2) associated with a/v/e would be concomitant improvement in reading achievement. Training in a/v/e involved encouraging subjects to give as many responses as possible to the stimulus words. Two training periods were held daily and conducted by the regular classroom teacher. Only two verbal stimulus words were presented at any one time. In the control classes an equivalent time block was devoted to general language arts instruction. Subjects were unaware that an experiment was in progress. Results showed the experimental group improved in a/v/e, vocabulary, comprehension, and total reading performance. It was also determined that a/v/e could be reliably quantified and measured. (HOD)

Experimental analyses for improving reading fluency deficits have rarely targeted generalized increases in academic responding. As a consequence, the variables that may help students to generalize newly learned forms of academic responding like reading are not well understood. Furthermore, experimental analyses of reading fluency interventions have not systematically examined difficulty level as a variable that may affect instructional outcomes. The experiment reported in this paper expands (a) the measurement of the dependent variables to include generalized increases across tasks (reading passages) and (b) the combination of independent variables used to produce measurable generalized increases. The results demonstrate the importance of combining reward and instructional variables (including difficulty level) to produce generalized increases and how those variables can be meaningfully investigated prior to making treatment recommendations.

Current performance objectives of a field-based reading education program and factors which influence their selection and revision are presented in this paper. The role of teacher educators in the determination of performance objectives for field-based course work is discussed. It is suggested that the teacher-educator must draw on experiences and recommendations of inservice programs, personal experiences and observations, and needs of children in the school where field-based work is being done, as well as on lists of performance objectives and teaching competencies which are available through the literature. The responsibility of the university professor in a field-based reading program is presented. It is suggested that the professor provide the preparatory teacher with a series of carefully selected experiences that make a real difference in later teaching performance. Also discussed is the importance of an open forum atmosphere in which the performance objectives and the experiences of the college student are freely discussed and evaluated. (WR)

This study sought to define the relationships between reading skill, reading requirements, and success in a sample of Navy Class 'A' Schools. A further objective was to provide a methodological demonstration of the procedures required to allow an inference about causality in these relationships. Reading skill was compared with a nonverbal measure of general ability and scores on the Navy's Basic Test Battery as predictors of school success and failure. Results showed wide variation in the dependence of performance on reading skills among the schools, as well as the amount and difficulty of the reading they require. Reading skill and general ability were as good or better as predictors of school performance as course selector tests in some schools. A discussion of the advantages and disadvantages of several options for dealing with deficient reading is included. (Author)
