3For Distinguishing Conjugate Hidden Subgroups, The Pretty Good Measurement Is As Good As It Gets

Recently Bacon, Childs and van Dam showed that the ``pretty good measurement'' (PGM) is optimal for the Hidden Subgroup Problem on the dihedral group D_n in the case where the hidden subgroup is chosen uniformly from the n involutions. We show that, for any group and any subgroup H, the PGM is the optimal one-register experiment in the case where the hidden subgroup is a uniformly random conjugate of H. We go on to show that when H forms a Gel'fand pair with its parent group, the PGM is the optimal measurement for any number of registers. In both cases we bound the probability that the optimal measurement succeeds. This generalizes the case of the dihedral group, and includes a number of other examples of interest.

5Readiness Measurement Of IT Implementation In Higher Education Institutions In Indonesia

This article elaborates the result of the Pilot Study which is related to IT implementation factors at the Higher Education Institution (HEI), a pilot study is used to validate quantitative readiness model of IT implementation. The main objective of this study is examining the factors that influence the readiness of IT implementation in HEI. This study attempts to analyze IT Content factors, Institutional Context, People, Process, Technology, Service Quality and IT Implementation Readiness (ITIR). The sample of data was taken from 150 HEIs throughout Indonesia which was then processed in statistical techniques through PLS-SEM method. The research finding shows that 9 of the 14 hypotheses used as ITIR model construct have a very significant influence on IT implementation on HEI, so that this finding can provide a comprehensive contribution to the literature of ITIR model development.

It Therefore Becomes Necessary To Investigate The Relationship Between Principals Supervisory Techniques And Teachers Job Performance In Secondary Schools In Ebonyi State. The Study Was Guided By Three Research Questions And Three Hypotheses Were Tested At 0.05 Level Of Significance. The Study Adopted A Correlation Research Design. The Study Population Comprised 4,368 Secondary School Teachers In Ebonyi State. Stratified Proportionate Sampling Technique Was Used To Sample 1005 Respondents From The Population Of The Study. The Researchers Developed Two Sets Of Instruments Titled "Principals' Supervisory Techniques Questionnaire (PSTQ)" And "Teachers Job Performance Questionnaire (TJPQ)" Were Used For Data Collection. The Instrument Was Subjected To Face And Content Validation By Three Experts Who Are Lecturers; Two In Department Of Foundations And The Other In Measurement And Evaluation Unit In The Department Of Science Education, All From Faulty Of Education, Ebonyi State University, Abakaliki. Cronbach Alpha Was Employed For The Reliability Test And This Yielded A Coefficient Of 0.78, 0.68 And 0.81 For The Three Parts Of PSTQ And 0.78 For TJPQ Respectively. Pearson Product Moment Coefficient Was Used In Answering The Research Questions And T-test Was Used In Testing The Hypotheses. The Findings Of The Study Revealed Among Others That There Is A High Positive Correlation Between Classroom Observation Techniques And Teachers' Job Performance In Secondary Schools In Ebonyi State. The persistent and prolonged pitiable state of teachers' job performance leading to poor academic achievement of secondary school students in Ebonyi State has become a source of concern and worry among stakeholders and parents. This could be that instructional supervision is not regularly performed by the principals in order to provide professional guidance and assistance to teachers to enable them improve on their instructional delivery. It therefore becomes necessary to investigate the relationship between principals supervisory techniques and teachers job performance in secondary schools in Ebonyi State. The study was guided by three research questions and three hypotheses were tested at 0.05 level of significance. The study adopted a correlation research design. The study population comprised 4,368 secondary school teachers in Ebonyi State. Stratified proportionate sampling technique was used to sample 1005 respondents from the population of the study. The researchers developed two sets of instruments titled "Principals' Supervisory Techniques Questionnaire (PSTQ)" and "Teachers Job Performance Questionnaire (TJPQ)" were used for data collection. The instrument was subjected to face and content validation by three experts who are lecturers; two in Department of Foundations and the other in Measurement and Evaluation Unit in the Department of Science Education, all from Faulty of Education, Ebonyi State University, Abakaliki. Cronbach alpha was employed for the reliability test and this yielded a coefficient of 0.78, 0.68 and 0.81 for the three parts of PSTQ and 0.78 for TJPQ respectively. Pearson product moment coefficient was used in answering the research questions and t-test was used in testing the hypotheses. The findings of the study revealed among others that there is a high positive correlation between classroom observation techniques and teachers' job performance in secondary schools in Ebonyi State. It also revealed that there was a significant relationship between principals' demonstration techniques and teachers' job performance in secondary schools in Ebonyi State. Based on the findings, conclusion was drawn and it was recommended among others that government should provide opportunity for principals to attend conferences, workshops, seminars and colloquiums on supervisory techniques at least once a year both nationally and internationally for more acquisition of skills and knowledge for effective instructional supervision in order to keep them at par with their foreign counterparts.

The Instrument Was Subjected To Face And Content Validation By Three Experts Who Are Lecturers; Two In Department Of Foundations And The Other In Measurement And Evaluation Unit In The Department Of Science Education, All From Faulty Of Education, Ebonyi State University, Abakaliki. Cronbach Alpha Was Employed For The Reliability Test And This Yielded A Coefficient Of 0.78, 0.68 And 0.81 For The Three Parts Of PSTQ And 0.78 For TJPQ Respectively. Pearson Product Moment Coefficient Was Used In Answering The Research Questions And T-test Was Used In Testing The Hypotheses. The Findings Of The Study Revealed Among Others That There Is A High Positive Correlation Between Classroom Observation Techniques And Teachers' Job Performance In Secondary Schools In Ebonyi State. The persistent and prolonged pitiable state of teachers' job performance leading to poor academic achievement of secondary school students in Ebonyi State has become a source of concern and worry among stakeholders and parents. This could be that instructional supervision is not regularly performed by the principals in order to provide professional guidance and assistance to teachers to enable them improve on their instructional delivery. It therefore becomes necessary to investigate the relationship between principals supervisory techniques and teachers job performance in secondary schools in Ebonyi State. The study was guided by three research questions and three hypotheses were tested at 0.05 level of significance. The study adopted a correlation research design. The study population comprised 4,368 secondary school teachers in Ebonyi State. Stratified proportionate sampling technique was used to sample 1005 respondents from the population of the study. The researchers developed two sets of instruments titled "Principals' Supervisory Techniques Questionnaire (PSTQ)" and "Teachers Job Performance Questionnaire (TJPQ)" were used for data collection. The instrument was subjected to face and content validation by three experts who are lecturers; two in Department of Foundations and the other in Measurement and Evaluation Unit in the Department of Science Education, all from Faulty of Education, Ebonyi State University, Abakaliki. Cronbach alpha was employed for the reliability test and this yielded a coefficient of 0.78, 0.68 and 0.81 for the three parts of PSTQ and 0.78 for TJPQ respectively. Pearson product moment coefficient was used in answering the research questions and t-test was used in testing the hypotheses. The findings of the study revealed among others that there is a high positive correlation between classroom observation techniques and teachers' job performance in secondary schools in Ebonyi State. It also revealed that there was a significant relationship between principals' demonstration techniques and teachers' job performance in secondary schools in Ebonyi State. Based on the findings, conclusion was drawn and it was recommended among others that government should provide opportunity for principals to attend conferences, workshops, seminars and colloquiums on supervisory techniques at least once a year both nationally and internationally for more acquisition of skills and knowledge for effective instructional supervision in order to keep them at par with their foreign counterparts.

11Nanoscale Measurement Of The Power Spectral Density Of Surface Roughness: A Difficult Experimental Challenge And How To Solve It

In the present work we show that the correct determination of surface morphology using Scanning Force Microscopy (SFM) imaging and Power Spectral Density (PSD) analysis of the surface roughness is an extremely demanding task that is easily affected by experimental parameters such as scan speed and feedback parameters. We present examples were the measured topography data is significantly influenced by the feedback response of the SFM system and the PSD curves calculated from this experimental data do not correspond to that of the true topography. Instead, either features are "lost" due to low pass filtering or features are "created" due to oscillation of the feedback loop. In order to overcome these serious problems we show that the interaction signal (error signal) can be used not only to quantitatively control but also to significantly improve the quality of the topography raw data used for the PSD analysis. In particular, the calibrated error signal image can be used in combination with the topography image in order to obtain a correct representation of surface morphology ("true" topographic image). From this "true" topographic image a faithful determination of the PSD of surface morphology is possible. The corresponding PSD curve is not affected by the fine-tuning of feedback parameters, and allows for much faster image acquisition speeds without loss information in the PSD curve.

Unsatisfactory performance of secondary school students in external examinations in Oyo State seems to suggest lapses in principals' application of human capital development practices especially in the areas of training and mentoring of teachers to enhance instructional delivery. Two research questions guided the study and two hypotheses were tested at 0.05 level of significance. The descriptive survey design was adopted for the study. The study population comprised all the principals and teachers in government owned secondary schools in Oyo State. The researchers adopted a proportionate stratified sampling technique to draw 94 principals and 588 teachers. Two version of the researchers developed instrument titled ''Principals' Human Capital Development Practices Questionnaire (PHCDPQ)'' were used for data collection. The instrument was validated by three experts comprising two lecturers from the Department of Educational Management and Policy, and the other a specialist in Measurement and Evaluation all from the Faculty of Education, Nnamdi Azikiwe University, Awka. The reliability of the instrument were ascertained using Cronbach Alpha and the co-efficient obtained for cluster, I and II of principals' version were 0.86 and 0.89 respectively while the co-efficient obtained for cluster, I and II of teachers version were 0.83 and 0.85 respectively. The administration of the instruments was done by the researchers together with ten research assistants who were briefed on what to do. Mean and standard deviation were used to answer the research questions while t-test statistic was used to test the hypotheses. The results of the study showed among others that principals have not adequately employed training practices for enhancing staff personnel administration in secondary schools in Oyo State. It also revealed that there is no significant difference in the mean ratings of principals and teachers on principals' mentoring practices for enhancing staff personnel administration in secondary schools in Oyo State. Based on the findings, it was recommended among others that government should provide annual grants for principals to sponsor teachers workshops, seminars and conferences in order to enable them update their skills and knowledge on current issues and also help them adapt to innovation in educational practices. Two Version Of The Researchers Developed Instrument Titled ''Principals' Human Capital Development Practices Questionnaire (PHCDPQ)'' Were Used For Data Collection. The Instrument Was Validated By Three Experts Comprising Two Lecturers From The Department Of Educational Management And Policy, And The Other A Specialist In Measurement And Evaluation All From The Faculty Of Education, Nnamdi Azikiwe University, Awka. The Reliability Of The Instrument Were Ascertained Using Cronbach Alpha And The Co-efficient Obtained For Cluster, I And II Of Principals' Version Were 0.86 And 0.89 Respectively While The Co-efficient Obtained For Cluster, I And II Of Teachers Version Were 0.83 And 0.85 Respectively. The Administration Of The Instruments Was Done By The Researchers Together With Ten Research Assistants Who Were Briefed On What To Do. Mean And Standard Deviation Were Used To Answer The Research Questions While T-test Statistic Was Used To Test The Hypotheses. The Results Of The Study Showed Among Others That Principals Have Not Adequately Employed Training Practices For Enhancing Staff Personnel Administration In Secondary Schools In Oyo State. It Also Revealed That There Is No Significant Difference In The Mean Ratings Of Principals And Teachers On Principals' Mentoring Practices For Enhancing Staff Personnel Administration In Secondary Schools In Oyo State. This textbook is a course in elementary surveying. The conventional signs adopted by the Topographical Bureau, and which are now used by the United States Engineers in all their charts and maps, are provided. Should these signs be generally adopted in the country, it would give entire uniformity to all maps and delineations of ground, and would establish a kind of language by which all the peculiarities of soil and surface could be accurately represented. An account is also given of the manner of surveying the public lands; and although the method is simple, it has, nevertheless, been productive of great results, by defining, with mathematical precision, the boundaries of lands in the new States, and thus settling their titles on an indisputable basis.

The familiarity and use of direct and frequent measurement in special education was examined using three sample groups of teachers serving learning disabled students. Although most teachers were shown to be familiar with direct and frequent measurement strategies, relatively few were found to use them, in the belief that the repeated measures were too time consuming. Teachers ability to make time estimations and measurement efficiency are discussed. Teachers who did use the techniques most often reported that the procedures required less than ten percent of a student's instructional time. The implications in special education and teacher training are discussed. (Author/CM)

In the context of education and training, competency measurement (CM) is a central challenge in competency management. For complex CMs, a compromise must be addressed between the time available and the number of dimensions to be measured or the quality of the measurements. Increasing the efficiency of existing tests for CMs therefore poses a key challenge. An important approach to this challenge is computerized adaptive testing. For CMs, there is currently a lack of integrated adaptive testing tools. This paper presents the implementation, integration and evaluation of an appropriate adaptive component for the example of the learning management system ILIAS used for a CM of health workers. The textbook scenario of a linear testing implementation is compared with concrete results from the adaptive testing tool implementation, and the potential for increasing the test efficiency is demonstrated. 16The Quantum Measurement Problem As A Witness To "It From Bit"

A conceptual difficulty in the foundations of quantum mechanics is the quantum measurement problem (QMP), essentially concerned with the apparent non-unitarity of the measurement process and the classicality of macroscopic systems. In an information theoretic approach proposed by us earlier (Quantum Information Processing 2, 153, 2003), which we clarify and elaborate here, QMP is understood to signal a fundamental finite resolution of quantum states, or, equivalently, a discreteness of Hilbert space. This was motivated by the notion that physical reality is a manifestation of information stored and discrete computations performed at a deeper, sub-physical layer. This model entails that states of sufficiently complex, entangled systems will be unresolvable, or, {\em computationally unstable}. Wavefunction collapse is postulated as an error preventive response to such computational instability. In effect, sufficiently complex systems turn classical because of the finiteness of the computational resources available to the physical universe. We show that this model forms a reasonable complement to decoherence for resolving QMP, both in respect of the problem of definite outcomes and of the preferred basis problem. The model suggests that QMP, as a window on the sub-physical universe, serves as a witness to Wheeler's koan ``it from bit''. Some implications for quantum computation and quantum gravity are examined.

17Direct Tests Of Measurement Uncertainty Relations: What It Takes

The uncertainty principle being a cornerstone of quantum mechanics, it is surprising that in nearly 90 years there have been no direct tests of measurement uncertainty relations. This lacuna was due to the absence of two essential ingredients: appropriate measures of measurement error (and disturbance), and precise formulations of such relations that are {\em universally valid}and {\em directly testable}. We formulate two distinct forms of direct tests, based on different measures of error. We present a prototype protocol for a direct test of measurement uncertainty relations in terms of {\em value deviation errors} (hitherto considered nonfeasible), highlighting the lack of universality of these relations. This shows that the formulation of universal, directly testable measurement uncertainty relations for {\em state-dependent} error measures remains an important open problem. Recent experiments that were claimed to constitute invalidations of Heisenberg's error-disturbance relation are shown to conform with the spirit of Heisenberg's principle if interpreted as direct tests of measurement uncertainty relations for error measures that quantify {\em distances between observables}.

Performance measurement from each of IT services is absolutely needed and is important in the continuous development of ITSM. These research provide good technical knowledge about the measuring ITSM with some requirements. In this paper we suggest the metrics in each service processes enables organizations to predict a direction for active process enhancement and to identify if the goal of process can achieve. 19Mean Of Continuous Variables Observable {\it Via} Measurement On Single Qubit

It is shown that mean value of any observable with bounded spectrum can be uniquely determined from binary statistics of the measurement performed on {\it single} qubit ancilla coupled to a given system. The observable structure is fully encoded in the corresponding POVM. The method is generalised to the case of distant labs paradigm and discussed in the context of entanglement detection with few local measurements. It is shown that mean value of any observable with bounded spectrum can be uniquely determined from binary statistics of the measurement performed on {\it single} qubit ancilla coupled to a given system. The observable structure is fully encoded in the corresponding POVM. The method is generalised to the case of distant labs paradigm and discussed in the context of entanglement detection with few local measurements. The results are also discussed in the context of quantum programming.

The study aims to evaluate how distance social studies courses were conducted during the pandemic, in line with teachers' experiences. The semi-structured interviews were conducted with 14 social studies teachers working in various provinces of Turkey in this study, which was carried out with interpretative phenomenology design, one of the qualitative research methods. The data were evaluated by the content analysis method. The results show that social studies teachers perceive distance education as a system that allows using different materials and tools, maintaining education, learning technology, and eliminating the need for time and place. On the other hand, teachers expressed some limitations of distance education arising from the lack of internet and technological tools. In addition, the results indicated teachers mostly used direct instruction and question-answer methods for teaching during the distance education period, EBA, Zoom, and some Web 2.0 tools as educational technologies, and tests and question-answer methods for measurement and evaluation. Finally, many problems, gathered under the titles of "technological-systemic", "communication-coordination", "student", "family, and "other" in the distance education process were emphasized. When examining the experiences, all problems are seen to be related to the internet connection, access to technological tools, and how families play a role in their children's education. In this context, compared with other studies in the literature, it is possible to say that teachers working in different branches also experienced similar problems during the distance education period. Therefore, innovative applications that can be developed will be beneficial for all branches.

Analyses of questionnaire data from a program evaluation indicate that the two dichotomous items "Would you recommend this to a friend?" and "Would you choose to do this again?" are not as interchangeable as might be expected from the survey literature. As part of the evaluation of a university program, a survey of graduates was conducted with a mailed questionnaire. The number of individual Likert-scored items ranged from 3 to 13 for each of the 9 subscales of interest. There were 59 usable responses to the survey, a response rate of 40%, but only 42 responses with complete data on all variables of interest. Responses to the recommend-to-a-friend option were more highly associated with the nine subscales related to program evaluation, and somewhat less influenced by personal situations of respondents. For evaluation purposes, the phrasing "Would you recommend this to a friend?" is recommended over the alternative. (Contains one table, one figure, and five references.) (SLD)

Acoustic glitches are regions inside a star where the sound speed or its derivatives change abruptly. These leave a small characteristic oscillatory signature in the stellar oscillation frequencies. With the precision achieved by {\it Kepler} seismic data, it is now possible to extract these small amplitude oscillatory signatures, and infer the locations of the glitches. We perform glitch analysis for all the 66 stars in the {\it Kepler} seismic LEGACY sample to derive the locations of the base of the envelope convection zone and the helium ionization zone. The signature from helium ionization zone is found to be robust for all stars in the sample, whereas the convection zone signature is found to be weak and problematic, particularly for relatively massive stars with large errorbars on the oscillation frequencies. We demonstrate that the helium glitch signature can be used to constrain the properties of the helium ionization layers and the helium abundance.

The inability of teachers to timely cover the scheme of work, students' truancy and persistent lateness to school, poor attitude towards teaching and learning, activities of cultism and frequent conflicts among secondary school students in Enugu State prompted this study to determine the administrators' managerial competencies for sustainable human resource management in secondary education in Enugu State. Two specific purposes were formulated and two research questions guided the study. The study adopted a descriptive survey research design. The study population comprised all the 291 secondary school principals in Enugu State. Simple random sampling technique was used to sample 146 principals for the study. The instrument used for data collection was a 19 items researchers' developed instrument titled; "Administrators' Managerial Competencies for Sustainable Human Resource Management Questionnaire" (AMCSHRMQ). The face validation of the instrument was established by three experts, two from the Department of Educational Management and Policy and one from the Department of Educational Foundations (Measurement and Evaluation Unit), Nnamdi Azikiwe University, Awka. The Cronbach alpha was used to determine the reliability of the instrument. Coefficient value of 0.71 was obtained. Data were analyzed using mean and standard deviation. Findings of the study revealed among others that secondary school administrators lack managerial competencies for students' human resource management by not providing counseling services to students regarding their learning process, providing incentives for students to increase their motivation to learn among others. Based on the finding, it was recommended among others that student human resource management should be incorporated and emphasized in the training guide for educational administrators in order to make them develop more suitable students centered policies in their various schools. Conclusion was drawn based on the findings.

As a component of the Earth's hydrologic cycle, and especially at higher latitudes,falling snow creates snow pack accumulation that in turn provides a large proportion of the fresh water resources required by many communities throughout the world. To assess the relationships between remotely sensed snow measurements with in situ measurements, a winter field project, termed the Global Precipitation Measurement (GPM) mission Cold Season Precipitation Experiment (GCPEx), was carried out in the winter of 2011-2012 in Ontario, Canada. Its goal was to provide information on the precipitation microphysics and processes associated with cold season precipitation to support GPM snowfall retrieval algorithms that make use of a dual-frequency precipitation radar and a passive microwave imager on board the GPM core satellite,and radiometers on constellation member satellites. Multi-parameter methods are required to be able to relate changes in the microphysical character of the snow to measureable parameters from which precipitation detection and estimation can be based. The data collection strategy was coordinated, stacked, high-altitude and in-situ cloud aircraft missions with three research aircraft sampling within a broader surface network of five ground sites taking in-situ and volumetric observations. During the field campaign 25 events were identified and classified according to their varied precipitation type, synoptic context, and precipitation amount. Herein, the GCPEx fieldcampaign is described and three illustrative cases detailed.

A simple circuit consisting of 4 low noise operational amplifiers with voltage noise lower than $1~\mathrm{nV}/\sqrt{\mathrm{Hz}}$ and one four-quadrant multiplier with full scale accuracy 0.5\% gives the possibility to determine the fundamental constants $q_\textrm{e}$ and $k_\textrm{B}$ with an accuracy better than 5\%. The Boltzmann constant is determined by measurement of thermally averaged square of the voltage of a capacitor and also by the spectral density of thermal noise of resistors. The electron charge is obtained from properties of shot noise of a photodiode illuminated by a lamp. For both the measurements we are using one and the same set-up. The cost of the 3 integrated circuits gives the possibility to realize the experiment in every high-school or university in the world. The analytic calculation for the pass-bandwidth avoids the necessity to use standard instrumentation as oscilloscope and sine-wave generator. We use only a LCR-meter, and a voltmeter, that is why the budget is less than 137 \$.

The study examined some human resource management variables and academic staff job effectiveness in the university of Calabar in Cross River State, Nigeria. To achieve the aim of this study, two research questions were raised and two hypotheses were formulated to guide the study. A correlational research design was adopted for the study. The population of the study comprises all the academic staff in the University of Calabar. The total number of all the academic staff is three thousand eight hundred and sixty (3860). A stratified random sampling technique was used to select total numbers of one hundred (100) respondents from the University of Calabar. Relevant data for the study was collected with a researcher-developed questionnaire titled: "Human Resource Management Variable and Academic Staff Job Effectiveness Questionnaire" (HRMVASJEQ). The instrument was subjected to face and content validity by experts in the administration of higher education and measurement and evaluation, Faculty of Education, University of Calabar. The Pearson Product Moment Correlation Analysis with the aid of the statistical package for social science (SPSS) version 25, was used for data analysis. The result revealed that the management of lecturers' appraisal/promotion and management of lecturers' in-service training significantly relate to their job effectiveness in the university. It was recommended that the university management should ensure that lecturers are appraised and promoted appropriately to enhance their lecturer job performance. Also, that the university management should make provision for lecturer in-service training to enhance learning and improving lecturers' job effectiveness.

The study examined some human resource management variables and academic staff job effectiveness in the university of Calabar in Cross River State, Nigeria. To achieve the aim of this study, two research questions were raised and two hypotheses were formulated to guide the study. A correlational research design was adopted for the study. The population of the study comprises all the academic staff in the University of Calabar. The total number of all the academic staff is three thousand eight hundred and sixty (3860). A stratified random sampling technique was used to select total numbers of one hundred (100) respondents from the University of Calabar. Relevant data for the study was collected with a researcher-developed questionnaire titled: "Human Resource Management Variable and Academic Staff Job Effectiveness Questionnaire" (HRMVASJEQ). The instrument was subjected to face and content validity by experts in the administration of higher education and measurement and evaluation, Faculty of Education, University of Calabar. The Pearson Product Moment Correlation Analysis with the aid of the statistical package for social science (SPSS) version 25, was used for data analysis. The result revealed that the management of lecturers' appraisal/promotion and management of lecturers' in-service training significantly relate to their job effectiveness in the university. It was recommended that the university management should ensure that lecturers are appraised and promoted appropriately to enhance their lecturer job performance. Also, that the university management should make provision for lecturer in-service training to enhance learning and improving lecturers' job effectiveness.

Local operations on subsystems and classical communication between parties (LOCC) constitute the most general protocols available on spatially separated quantum systems. Every LOCC protocol implements a separable generalized measurement -- a complete measurement for which every outcome corresponds to a tensor product of operators on individual subsystems -- but it is known that there exist separable measurements that cannot be implemented by LOCC. A longstanding problem in quantum information theory is to understand the difference between LOCC and the full set of separable measurements. In this paper, we show how to construct an LOCC protocol to implement an arbitrary separable measurement, except that with those measurements for which no LOCC protocol exists, the method shows explicitly that this is the case.

The paper investigated inclusive entrepreneurship education programme and its implications for university system effectiveness in Cross River State, Nigeria. The study adopted descriptive survey design. Two research questions were formulated to give direction to the study. The population of the study was made up of all final year students that offered entrepreneurship courses in 2018/2019 academic session in public universities in Cross River State, Nigeria. Out of this population, 650 students were randomly selected as sample of the study. An 11-item questionnaire titled "Inclusive Entrepreneurship Programme Questionnaire" (IEPQ) was used for data collection. The instrument was validated by experts in Measurement and Evaluation, and Entrepreneurship, from University of Calabar. The reliability of the instrument was established using Cronbach Alpha method. This yielded 0.82 coefficient. The data obtained were analyzed using mean and standard deviation. It was found that inadequate basic facilities, poor maintenance culture of the facilities, inadequate programme instructors, and provision of basic entrepreneurship education facilities, employment of enough programme instructors were, among others, the challenges of inclusive education and stakeholders' role in promoting inclusive entrepreneurial education respectively. Consequently, it was recommended that educational stakeholders should intensify and sustain their roles in the administration of inclusive entrepreneurship education programme.

The Population Of The Study Was Made Up Of All Final Year Students That Offered Entrepreneurship Courses In 2018/2019 Academic Session In Public Universities In Cross River State, Nigeria. Out Of This Population, 650 Students Were Randomly Selected As Sample Of The Study. An 11-item Questionnaire Titled "Inclusive Entrepreneurship Programme Questionnaire" (IEPQ) Was Used For Data Collection. The Instrument Was Validated By Experts In Measurement And Evaluation, And Entrepreneurship, From University Of Calabar. The Reliability Of The Instrument Was Established Using Cronbach Alpha Method. This Yielded 0.82 Coefficient. The Data Obtained Were Analyzed Using Mean And Standard Deviation. It Was Found That Inadequate Basic Facilities, Poor Maintenance Culture Of The Facilities, Inadequate Programme Instructors, And Provision Of Basic Entrepreneurship Education Facilities, Employment Of Enough Programme Instructors Were, Among Others, The Challenges Of Inclusive Education And Stakeholders' Role In Promoting Inclusive Entrepreneurial Education Respectively. Adequacy of relevant knowledge and interpersonal skills, interalia, are vital contributors to a successful leadership. However, leadership is not a self-centered phenomenon but followers through their actions and views profess it. Extant literature suggests teachers' and principals' perceptions as a prominent tool for measuring school leadership. This study evaluated the applicability of this leadership measure in context of Pakistani schools. Study focused on analyzing the differences between views of school principals about their own leadership attributes and as viewed by the teachers under their sub-ordination. We adopted the questionnaire developed by Sharma (2010) and Sun et al. (2014) to collect the data on leadership attributes. Total of 178 teachers and 18 principals from Secondary Schools in Pakistan responded the questionnaire. We applied independent sample t-test to analyze the data. The results showed a significant difference between perceptions of principals about their own leadership attributes and that of views by the teachers working under them. The results of the study suggest that principals in the schools under study lack the leadership skills. Further analysis revealed that most of the principals considered them good leader but their sub-ordinates opinion negated this. It shows, the principals, under study, either lacked the interpersonal skills to motivate their sub-ordinates or failed to modify the opinion of their sub-ordinates.

This study ascertained the principals' application of instructional leadership practices for secondary school effectiveness in Oyo State. Two research questions guided the study and two null hypotheses were tested. The descriptive survey research design was adopted for the study. The population of the study comprised 8,701 which were made of 969 principals and 7,732 teachers in public secondary school principals in Oyo State. Proportionate Stratified sampling technique was used to draw 871 respondents which were made up of 97 principals and 774 teachers. Two versions of a 18 items questionnaire titled ''Principals' Application of Instructional Leadership Practices Questionnaire (PAILPQI)'' and PAILPQII'' respectively'' were used as the instrument for data collection. The instruments were subjected to face validation by three experts; two in Department of Educational Management and Policy and the other in Measurement and Evaluation from the Department of Educational Foundations, all from Nnamdi Azikiwe University. The Cronbach alpha was used to ascertain the reliability of the instruments which yielded the index value of 0.82 and 0.76 for PAILPQI and PAILPQII respectively. Mean and standard deviation were used to answer the research questions, while z test was used to test the null hypotheses at 0.05 level of significance. The findings of the study revealed among others that there is no significant difference in the mean rating of principals and teachers on principals' application of instructional supervision practices for secondary school effectiveness in secondary schools in Oyo State. Based on the findings, it was recommended among others that school principals should regularly monitor teachers' instructional delivery and their level of compliance to school schedules in order to enhance teachers' commitment to teaching.

Some of the conditions under which differential weighting in multi- attribute utility measurement may be used are explored. For the case of non- negatively correlated attributes, and under conditions when no well-defined criterion variable is available, differential weighting is not important. Unit or equal weighting will do just as well. For the case of some or all of the attributes being negatively correlated and when the negative signs cannot be removed by appropriate scaling, then differential weighting can make a difference. Thus, the final choice can be quite different depending upon what weighting scheme is used. An example of choosing a 'best' automobile from a set of automobiles is given. The practical implications of these results are discussed. Decision makers may wish to retain differential weighting even for the case in which it does not make a difference, but for psychological, not numerical reasons.

Described are the procedures, tests, and results of a program to measure the actual radiated emissions of two Industrial Heating Devices that have fundamental operating frequencies in the Non-directional Beacon bands (NDB). The radiated emissions testing was conducted at an FCC approved open field test site. Three different measurement methods were used to determine the radiated emissions lin all directions around and above the IHD equipment. The results of the radiated emission measurements were also compared to the current CISPR allowable radiated emissions levels. The three test methods involve ground testing to FCC Part 18, subpart D, measurements made using a Clark tower and measurements made from an aircraft flying over the unit under test.

This study ascertained principals' application of communication skills as a correlates of teachers' job performance in secondary schools in Anambra State. Three research questions guided the study and three hypotheses were tested at 0.05 level of significance. Correlation survey research design was adopted for the study. The population of the study comprised 6,396 secondary school teachers in Anambra State. Multi-stage sampling technique was used to sample 665 teachers for the study. The researchers-developed two sets of questionnaire titled "Principals' Communication Skills Questionnaire (PCSQ)" and "Teachers' Job Performance Questionnaire (TJPQ)" were used for data collection. The instruments were validated by three experts comprising two lecturers from the Department of Educational Management and Policy, and the other a specialist in Measurement and Evaluation all from the Faculty of Education, Nnamdi Azikiwe University, Awka. The reliability of the instruments were ascertained using Cronbach alpha and it yielded reliability co-efficient of 0.81, 0.78 and 0.76 for the three parts of PCSQ and 0.77 for TJPQ. The researchers together with five research assistants collected data for the study. A 98% return rate was recorded. Data analysis was done using Pearson's Product Moment Correlation Coefficient to answer the research questions and t-test to test the hypotheses. The findings of the study revealed among others that there is a moderate relationship between principals' application of verbal skill and teachers' job performance in secondary schools in Anambra State. It was also found out that there is significant relationship between principals' application of feedback skill and teachers' job performance in secondary schools in Anambra State. Based on the findings, it was recommended among others that Ministry of Education should sponsor principals to workshops, seminars and conferences to enable them up-date their knowledge and communication skills in order to create conducive school environment that would enhance teachers' job performance.

The Reliability Of The Instruments Were Ascertained Using Cronbach Alpha And It Yielded Reliability Co-efficient Of 0.81, 0.78 And 0.76 For The Three Parts Of PCSQ And 0.77 For TJPQ. The Researchers Together With Five Research Assistants Collected Data For The Study. A 98% Return Rate Was Recorded. Data Analysis Was Done Using Pearson's Product Moment Correlation Coefficient To Answer The Research Questions And T-test To Test The Hypotheses. The Findings Of The Study Revealed Among Others That There Is A Moderate Relationship Between Principals' Application Of Verbal Skill And Teachers' Job Performance In Secondary Schools In Anambra State. Described are the RF field measurements of four Industrial, Scientific and Medical devices to characterize the fundamental and 4th harmonic radiation from these devices according to FCC Part 18 and CISPR Publication 11 and 11A. The effects of the 4th harmonic radiation is considered with respect to ILS localizer receiver suceptability. The testing was performed at an open field test site with measurements made on the ground and at elevation angles from 45 to 75 degrees. Additionally, an aircraft equipped with calibrated antennas was flown over the ISM device to determine the RF fields radiated overhead at the 4th harmonic of the fundamental operating frequency. The four ISM devices consisted of one with 25 kW power output, two with 2 kW power output, and one at 3 kW power output. Results indicate that RF fields (at ILS localizer frequencies) of 20 to 40 dB above FCC limits can exist as a result of ISM equipment 4th harmonic emissions in the vicinity of ISM equipment. Co-channel emissions from ISM devices on localizer frequencies can produce CDI deviations in excess of 5 micrograms at the missed approach point for certain locations of ISM equipment. (Author)
