10ERIC ED520466: Accuracy Of Answers Provided By Digital/Face-to-Face Reference Services In Japanese Public Libraries And Q & A Sites

We asked the same 60 questions using DRS (digital reference services) in Japanese public libraries, face-to-face reference services and Q & A (question and answer) sites. It was found that: (1) The correct answer ratio of DRS is higher than that of Q & A sites; (2) DRS takes longer to provide answers as compared to Q & A sites; and (3) The correct answer ratio of face-to-face reference services in public libraries that provide (do not provide) DRS is higher than (the same as) that of Q & A sites. Considering that a majority of the Japanese public libraries do not provide DRS, the result indicates that Q & A sites and face-to-face reference services are comparable in terms of their ability to answer questions. However, the public libraries that earnestly provide DRS can outperform Q & A sites. (Contains 7 tables and 6 footnotes.)

Today, people get their information online—often filtered through for-profit platforms. If a book isn’t online, it’s as if it doesn’t exist. Yet much of modern knowledge still lives only on the printed page, stored in libraries. Libraries haven’t met this digital demand, stymied by costs, e-book restrictions, policy risks, and missing infrastructure. We now have the technology and legal frameworks to transform our library system by 2020. The Internet Archive, working with library partners, proposes bringing 4 million books online, through purchase or digitization, starting with the books most widely held and used in libraries and classrooms. Our plan includes at-scale circulation of these e-books, enabling libraries owning the physical works to circulate digital copies. By 2020, we can spark a new “Carnegie moment” in which thousands of libraries unlock their analog collections for a new generation of learners, enabling free, long-term, public access to knowledge.

14Filling Digital Divide By Developing Public Libraries’ Educational And Cultural Services

Purpose – this paper aims to describe the role of public libraries in bridging the digital divide. The paper firstly reviews the existing literature body in this area and then suggests a number of practical solutions. Digital divide is a concept which appears in the area of Information and Communication Technology (ICT) since 1990 and refers to the existing inequality in accessing to ICT among various social groups of people. Method – A purposeful sample of 28 public libraries from seven English-speaking countries (The USA, the UK, Canada, Australia, Ireland, New Zealand, and South Africa) was selected. Then the researcher carried out a qualitative content analysis of their websites to evaluate their practical ways of addressing this issue and finally he incorporated all of these solutions into a number of practical guidelines. Findings – Based on the availability of ICT facilities in public libraries and the users’ proficiency of information literacy skills, four level of digital divide can be identified as follow: deep, semi-deep, average, and shallow digital divide. The results show the most important solution to fill out the digital divide is to enhance the educational role of libraries and to improve their information services. Moreover, public libraries can take more actions to address this issue such as: providing their users with more computer facilities and electronic resources, reconstruct their existing hardware and software, revising their policies, providing end users with more advanced facilities to access to the Internet and other electronic resources, launch remote services such as electronic reference desk, running information literacy skills workshops, development new library websites and maintain them updated, and finally having a more mutual and dynamic interaction with formal educational institutions and encourage library users to use more ICT facilities. Originality and Value – Despite the importance of digital divide and publishing a huge number of papers on this topic in English, there are only a few Persian papers regarding this topic and this paper would be a useful source for Persian readers.

From more than half a century ago indexing scientific articles has been studied intensively to provide a more efficient data retrieval and to conserve researchers invaluable time. In the last two decades with the emergence of the World Wide Web and the rapid growth in the number of scientific documents online many academic databases and search engines were launched with almost similar structure in order to reduce the difficulty in finding, relating and sorting of the existing scientific documents published online. The dramatic increase of the scientific documents in the last few years makes it necessary that the retrieved information by the search engines be analyzed and more organized and interpretable representation be displayed to the users. Information visualization is a great way for exploration of large and complex data sets, therefore it can be a natural candidate for the purpose of generating more comprehensible search results for the citation and academic databases. In this survey the usage pattern of the participants and their demands and ideas for the existence of other beneficial methods for literature review has been questioned and the results are quantitatively analyzed.

The purpose of this research is to investigate indexing issues that pertain to the development of digital libraries, including: the identification of sublanguage vocabulary; domain-specific indexing; and other indexing tools. Thesauri are needed for digital libraries in order to improve end-user access. To demonstrate the importance of thesauri to digital libraries, a mini-thesaurus will be constructed for the digital library domain. Specifically, the thesaurus will include terms that identify indexing methods and the infrastructure of digital libraries. The creation of the digital library thesaurus will reinforce the need for researchers to look at sublanguage vocabulary, and the need to use domain-specific indexing for all digital libraries. The terms will be extracted from abstracts and full text journal articles within three electronic research databases: "Library Literature,""Compendex," and from Internet resources. Three appendixes include a list of terms with definitions, the Digital Library Thesaurus hierarchical view, and the alphabetical view. (Contains 16 references.) (AEF)

Introduction: This study explores blind users' unique help-seeking situations in interacting with digital libraries. In particular, help-seeking situations were investigated at both the physical and cognitive levels. Method: Fifteen blind participants performed three search tasks, including known- item search, specific information search, and exploratory search, using the selected digital library. Pre-questionnaire, pre- and post-interviews, transaction logs and think-aloud protocols were used to collect data. Analysis: Open coding analysis was used to identify help-seeking situations the physical and cognitive levels. Results: The study identified seventeen help-seeking situations that blind users encountered while using digital libraries, including nine at the physical level and eight at the cognitive level. To be more specific, physical help-seeking situations were categorised into: 1) difficulty accessing information, 2) difficulty identifying current status and path, and 3) difficulty evaluating information efficiently. Cognitive help-seeking situations were classified into: 1) confusion about multiple programs and structures, 2) difficulty understanding information, 3) difficulty understanding or using digital library features, and 4) avoidance of specific formats or approaches. Conclusion: The identified help-seeking situations reveal a gap between current digital library design practices and special needs of blind users. Practical implications for the design of help features for more blind-friendly digital libraries are suggested based on the findings.

This digest focuses on the continuing ambiguities libraries and their users face in dealing with copyright in the digital environment. In the networked digital world, the basic principles of copyright are more difficult to apply. Digital copies are easy to create, modify, and manipulate, they are extremely easy to distribute widely over networks, and they have a transitory nature. Thus, for libraries, traditional functions that depend on the ownership and relative permanence of a copy, like library lending, collection development, and preservation have been radically altered by digital technologies. Once a library or an individual has lawfully acquired a copy of a work, the first sale doctrine of the copyright law allows that the library or individual may exercise another exclusive right of copyright--the right to distribute the copy--without the permission of the copyright holder. First sale enables librarians to loan books or conduct interlibrary loan without committing copyright infringement. Currently, the first sale exception does not transfer to the digital environment. Libraries have had to shift their understanding of collection development from an ownership model to an access model. Since libraries cannot purchase digital materials outright, they must rent the access, and negotiate user terms comparable to the user and library exemptions in the copyright law. Historically, libraries have preserved materials for the use of current and future generations. A major problem now is libraries that license digital materials may not have the contractual right to preserve materials. Copyright aggregators, those industries that hold the rights to scores of copyrighted works, parlayed a major victory in the Digital Millennium Copyright Act with the inclusion of a new chapter to copyright law, called Copyright Protection and Management Systems (Chapter 12). If, according to Chapter 12, users must get permission prior to accessing and using a digital work, fair use is impossible without breaking the law. Congress included a provision in the chapter, however, to allow for the technological protection provision to be studied every 3 years in order to evaluate negative impacts on fair use. Libraries remain committed to a balanced copyright law because without it, copyright cannot meet its primary objective, "to advance the progress of Science and the useful arts" for the benefit of the public. A service is described to help enable digital libraries for education, such as the NSDL (National Science Mathematics Engineering and Technology Education Digital Library), to serve as collaboration spaces for the creation, modification and use of active learning experiences. The goal is to redefine the line between those activities that fall within the domain of computer programming and those that fall within the domain of content authoring. The current location of this line, as defined by Web technologies, is such that far too much of the design and development process is in the domain of software creation. This paper explores the definition and use of "linked active content," which builds on the hypertext paradigm by extending it to support active content. This concept has community development advantages, since it provides an authoring paradigm that supports contributions from a more diverse audience, including especially those who have substantial classroom and pedagogical expertise but lack programming expertise. It also promotes the extraction of content from software so that collections may be better organized and more easily re-purposed to meet the needs of a diverse audience of educators and students. This paper addresses several questions about digital libraries. What kinds of communities will digital library technology produce? The Web seems much more popular then electronic journals--does this mean that surfing will replace literature reading, and that "nerds" building HTML hierarchies will supplant publishers? Will this mean that the universities will lose control of the quality of what their students read? Will the ability to do more research in one's dorm room mean that students will not talk to one another at all, that they will talk to people somewhere else in the world, or that they will talk to their roommates more than ever, perhaps about how to use the computer system? Digital information threatens our ideas of locality: will the association of students with a particular university, let alone university library, survive the Web? Might online references and online multimedia lectures produce the 'virtual university of the United States' and if so would that be desirable? Universities serve a variety of social functions which the Web can augment or diminish, depending on people's actions. The Web also may threaten ideas of quality in scholarship. This paper addresses potential consequences of the change to digital information, and suggests that universities can cope by being more proactive in their use of the Web for reward and communication. Libraries and archives collect recorded speech and multimedia objects that contain recorded speech, and such material may comprise a substantial portion of the collection in future digital libraries. Presently, access to most of this material is provided using a combination of manually annotated metadata and linear search. Recent advances in speech processing technology have produced a number of techniques for extracting features from recorded speech that could provide a useful basis for the retrieval of speech or multimedia objects in large digital library collections. Among these features are the semantic content of the speech, the identity of the speaker, and the language in which the speech was spoken. We propose to develop a graphical and auditory user interface for speech- based information retrieval that exploits these features to facilitate selection of recorded speech and multimedia information objects that include recorded speech. We plan to use that interface to evaluate the effectiveness and usability of alternative ways of exploiting those features and as a testbed for the evaluation of advanced retrieval techniques such as cross-language speech retrieval.

30Altmetrics For Digital Libraries - Concepts, Applications, Evaluation, And Recommendations
The volume of scientific literature is increasing and researchers have difficulties in estimating their quality and relevance. Library portals, therefore, are getting more relevant by using quality indicators to help researchers during their research process. With the growing presence of social media, altmetrics have been proposed as complementary indicators to traditional measures. Altmetrics can help to identify online attention and can appear much faster than citations. This study explores altmetrics for filtering relevant articles (in library portals) within the discipline of Economic and Business Studies literature. Firstly, it highlights the altmetrics presence from Mendeley and Altmetric.com for the journals in the above-mentioned disciplines. It presents correlations between citation and altmetrics on article and journal level, suggesting Mendeley counts as an alternative indicator to citations. Afterward, it investigates the use of altmetrics data for potential users with interests in new trends, social media platforms, and journal rankings. Lastly, it explores the behavior of economic researchers using a survey by discovering the usefulness of different altmetrics. With the findings of this study, several forms of altmetrics in library portals are discussed, using EconBiz as the proof-of-concept, to assist both researchers and libraries to identify relevant journals or articles and to cope with the information overload.

Digital media and technology have become culturally and economically powerful parts of contemporary middle-class American childhoods. Immersed in various forms of digital media as well as mobile and Web-based technologies, young people today appear to develop knowledge and skills through participation in media. This MacArthur Report examines the ways in which afterschool programs, libraries, and museums use digital media to support extracurricular learning. It investigates how these three varieties of youth-serving organizations have incorporated technological infrastructure and digital practices into their programs; what types of participation and learning digital practices support; and how research in digital media and learning can contribute to better integration of technology within and across these organizations. The authors review a range of programs (including the long-running Computer Clubhouse movement, established in 1993 in partnership with MIT’s Media Lab), and then use the idea of “media ecologies” to investigate the role that digital media play (or could play) in these “intermediary spaces for learning.” They call for less anecdotal, more empirical and methodologically sound studies to help us understand the affordances of digital media for learning within and across these programs; for research focused on the relationship between digital media and the effectiveness of youth-serving organizations; and for further study of schools within childhood media ecologies. 42ExpertSeer: A Keyphrase Based Expert Recommender For Digital Libraries

We describe ExpertSeer, a generic framework for expert recommendation based on the contents of a digital library. Given a query term q, ExpertSeer recommends experts of q by retrieving authors who published relevant papers determined by related keyphrases and the quality of papers. The system is based on a simple yet effective keyphrase extractor and the Bayes' rule for expert recommendation. ExpertSeer is domain independent and can be applied to different disciplines and applications since the system is automated and not tailored to a specific discipline. Digital library providers can employ the system to enrich their services and organizations can discover experts of interest within an organization. To demonstrate the power of ExpertSeer, we apply the framework to build two expert recommender systems. The first, CSSeer, utilizes the CiteSeerX digital library to recommend experts primarily in computer science. The second, ChemSeer, uses publicly available documents from the Royal Society of Chemistry (RSC) to recommend experts in chemistry. Using one thousand computer science terms as benchmark queries, we compared the top-n experts (n=3, 5, 10) returned by CSSeer to two other expert recommenders -- Microsoft Academic Search and ArnetMiner -- and a simulator that imitates the ranking function of Google Scholar. Although CSSeer, Microsoft Academic Search, and ArnetMiner mostly return prestigious researchers who published several papers related to the query term, it was found that different expert recommenders return moderately different recommendations. To further study their performance, we obtained a widely used benchmark dataset as the ground truth for comparison. The results show that our system outperforms Microsoft Academic Search and ArnetMiner in terms of Precision-at-k (P@k) for k=3, 5, 10. We also conducted several case studies to validate the usefulness of our system.

Since it was coined by Tim O'Reilly in formulating the first Web 2.0 Conference in 2004, the term "Web 2.0" has definitely caught on as a designation of a second generation of Web design and experience that emphasizes a high degree of interaction with, and among, users. Rather than simply consulting and reading Web pages, the Web 2.0 generation is contributing material and participating in new online communities. As the nature of community is affected by these new technologies, archives, libraries, and museums will need to strategize how they address and harness these new patterns for their own future. The 2008 WebWise Conference, co-hosted by the Institute of Museum and Library Services and The Wolfsonian-Florida International University, addressed these issues with its theme, "WebWise 2.0: The Power of Community." Over the course of two and a half days (March 5-7, 2008), several hundred members of the archives, library, and museum community met in Miami Beach, and online via a conference blog, to consider the implications of these new ways of organizing knowledge and social interaction for their own institutions. This summary report provides another view of the conference: an abbreviated overview of participants' observations and discussions about the new kind of social contract that is being woven between cultural institutions and their communities, catalyzed by the new creativity and communications tools easily available on the Internet. In the fall and winter of 2020, New America embarked on a snapshot study to gather data on how--or if--people were discovering, accessing, and using their public libraries during the COVID-19 pandemic, with a focus on materials that libraries made available online. Our findings, which include data from a national survey of 2,620 people, highlight the need for more inclusivity, more focus on providing internet access, and more awareness-raising initiatives with local organizations and schools. The stories in this report--of libraries developing mobile Wi-Fi options, creating digital navigator programs to support digital literacy, launching more online programs, and making use of outdoor spaces--show the possibilities of transformation and partnership. The report concludes with eight recommendations for investment in library transformations, expansion of policies such as E-Rate and the Emergency Broadband Benefit to provide better internet access at home, and more collaboration with local schools and organizations. With these changes, libraries can leverage the lessons of the pandemic to help launch more equitable ecosystems of learning across communities, providing access to knowledge, resources, and training, online and off.

He is the founder and Digital Librarian of the Internet Archive, one of the largest libraries in the world. Soon after graduating from the Massachusetts Institute of Technology where he studied artificial intelligence, Kahle helped found the company Thinking Machines, a parallel supercomputer maker. In 1989, Kahle created the Internet's first publishing system called Wide Area Information Server (WAIS), later selling the company to AOL. In 1996, Kahle co-founded Alexa Internet, which helped catalog the Web, selling it to Amazon.com in 1999. The Internet Archive, which he founded in 1996, now preserves 99+ unique petabytes of data - the books, Web pages, music, television, and software of our cultural heritage, working with more than 1,100 library and university partners to create a digital library, accessible to all. This lecture was streamed to the internet by the University of Texas on February 13th, 2024, and later posted to YouTube. It is now posted here, commercial-free, for the benefit of the readers of our Spiritual Frontiers Archive collection at the Internet Archive.

DecisionNet is an online Internet-based repository of decision technologies. It links remote users with these technologies and provides a directory service to enable search and selection of suitable technologies. The ability to retrieve relevant objects through search mechanisms is basic to any repository's success and usability and depends on effective classification of the decision technologies. This thesis develops classification methods to enable indexing of the DecisionNet repository. Existing taxonomies for software and other online repositories are examined. Criteria and principles for a good taxonomy are established and systematically applied to develop DecisionNet taxonomies. A database design is developed to store the taxonomies and to classify the technologies in the repository. User interface issues for navigation of a hierarchical classification system are discussed. A user interface for remote World Wide Web users is developed. This user interface is designed for browsing the taxonomy structure and creating search parameters online. Recommendations for the implementation of a repository search mechanism are given.

Introduction: In this paper we propose a multi-agent Selective Dissemination of Information service to improve the research community's access to digital library resources. The service also provides a new recommendation approach to satisfy researchers' specific information requirements. Method: The service model is developed by jointly applying Semantic Web technologies (used to define rich descriptions of resources and a concept scheme that helps in indexing and retrieving tasks), fuzzy linguistic modelling techniques (both ordinal and 2-tuple-based approaches, that allow us to flexibly represent and handle information that is subject to a certain degree of uncertainty), as well as content-based and collaborative filtering techniques. Analysis: An experiment has been carried out to test the performance of the proposed model using a prototype and several experts have been asked to assess the recommendations provided by the system. Results: The outcomes of the experiment reveal that the proposed model is feasible and efficient in terms of precision and recall. Conclusions: Semantic Web technologies and fuzzy linguistic modelling provide the means to develop value-added services for digital libraries, which improve users' access to resources of interest to them. Furthermore, the recommendation approach here proposed allows researchers to satisfy specific information needs not covered by traditional recommender systems. (Contains 7 figures and 3 tables.)
