9ERIC ED593711: Children's Literacy Initiative's Blueprint For Early Literacy: Year 2 Evaluation Report

Research for Action's Year Two evaluation report indicates that most lead teachers demonstrated high fidelity to the key elements of the Blueprint approach in the classroom, though some teachers experienced issues related to differentiating instruction and the simultaneous implementation of Blueprint and Creative Curriculum. The authors found strong evidence of impact on teachers and students: multiple data sources demonstrated that teachers and children in Blueprint centers benefitted from the Blueprint curriculum and professional development. Children in Children's Literacy Initiative (CLI)-served classrooms made 2-3 months of additional progress in vocabulary development compared to children in similar classrooms not supported by CLI. Though less than a quarter of lead teachers in Blueprint classrooms in Spring 2018 received intended amount of training and coaching due to high turnover and variable attendance, most teachers had at least attended the Introduction to Blueprint 3.0 training and received at least one full year's worth of coaching (over 20 hours). This report is comprised of two studies that provide in-depth findings of Year Two Blueprint implementation (resources and activities) and impacts (teacher and student outcomes). Study 1: Blueprint Implementation is a descriptive study of the quality of implementation of Blueprint in 11 Philadelphia pre-K centers. This study also followed up on findings from Year One, including an in-depth exploration of challenges to implementation-- consistent attendance at trainings, finding time for coaching conferences, and coaching amidst high teacher turnover--and CLI strategies to address them. Study 2: Impact of Blueprint on Teachers and Students is a study that employed a mixed-methods quasi-experimental research design, involving 11 centers receiving Blueprint professional development and curriculum and 11 centers serving as a comparison group. [Additional funding for this report was provided by The 25th Century Foundation, The Caroline Alexander Buck Foundation, and The Capital Group Companies.]

This paper aims to broaden the discussion about effective teacher preparation by exploring three hypotheses designed to expand the early care and education (ECE) research agenda: (1) Both the content and the method of delivery of an educational degree influence teacher practices; (2) Teachers' ability to apply knowledge and skills effectively depends on whether or not they have opportunities and support for ongoing, on-the-job learning; and (3) Certain features of the work environment either support or hinder teachers in demonstrating their competence, and applying their knowledge and skills. It is the intention of the discussion to move the field of ECE beyond a narrow focus on whether or not BA degrees make a difference for children, to a wider exploration of what it takes to develop and maintain teacher instructional practices that effectively promote children's development. The report concludes that research demonstrates that certain issues and barriers are preventing many teachers of young children from doing the best they can. These obstacles include limited opportunities to pursue higher education for a degree while already working as teachers; poor levels of compensation that discourage many who have invested in their education from remaining in the field, fueling high rates of turnover among staff as well as disruption for young children; and professional development programs that are too often superficial, short-term, or disconnected from opportunities for teachers to reflect on what they have learned, discuss it with others, and apply it to daily practice. Final recommendations include urging federal leadership and support in developing: (1) Increased investment in two-year, four-year, and graduate ECE degree programs in institutions of higher education; and (2) A system of program grants for ongoing professional development for ECE teachers. The authors advocate that a sustained research agenda, based on the proposed recommendations, will go a long way toward expanding knowledge about how to assure excellent, well-prepared teachers for American children of all ages. Senator Specter attributes his zeal for public service to his experience as a child when he saw the government mistreat his father, Harry Specter, who migrated to the United States from Russia in 1911. Private Specter, serving in World War I in the infantry, was seriously wounded in action in France's Argonne Forest. When the government broke its promise to pay World War I veterans a 00 bonus, the veterans marched on Washington. President Hoover called out the Army which fired on and killed veterans on the Mall in one of the blackest days in American history. As a metaphor, Senator Specter says he has been on his way to Washington ever since to get his father's bonus and since he hasn't gotten it yet, he's running for reelection. The incident over his father's bonus has made Arlen Specter a fierce advocate for veterans' benefits and the ''little guy'' in his battles with the Federal Government. States are implementing standards-based reforms because of past failures to produce educational environments that ensure high academic achievement. The development of state standards, the availability of related curriculum documents, assessing student achievement, and institutional accountability measures have been some of the most effective strategies affecting districts' efforts to build school capacity. This report argues, however, that the blueprint for the standards-based reform movement lacks a foundation. Unless states use their newly established, more rigorous standards to build that foundation, the probability for success of the current standards-based reforms is no better than that of previous reform movements. States must develop preservice teacher education and professional development programs that provide teachers with the skills and knowledge required to teach to the higher standard. The previous issue of "Blueprint" reported significant variability among state standards for education. Such variability means that depending where a student attends school, he might not cover the same material in a course called Algebra I, or Algebra II, or Grade 4, or Grade 6. Many citizens and leaders understand that having a single set of expectations for all students is an important initial step to improving both student achievement and equity. In a recent national survey, 69 percent of respondents indicated that they want to see one test and one set of standards for all students, regardless of whether the federal government or the states design and administer them. A growing number of state and national organizations have also expressed support for a single set of voluntary content and performance standards. Regardless of who takes the lead to develop these content standards, attention must be paid to the process that is used and the ultimate quality of the standards themselves; the standards must be grounded in evidence about the essential knowledge and skills that students need to be prepared for college and work. The standards must form a clear, coherent message about teaching and learning in each subject area, and serve as the basis of every child's education. ["Blueprint" is the policy primer of the James B. Hunt, Jr. Institute for Educational Leadership and Policy. Each "Blueprint" will focus on a critical issue in education policy, highlighting key research for policymakers and prompting discussion of solutions within states and across the nation. In 1989, a study was conducted to explore career-vocational faculty members' perceptions of students and of elements which would improve articulation between secondary schools and community colleges. The study also involved surveys of community college chief executive officers (CEO's), high school principals, and Regional Occupational Programs and Centers (ROP/C) directors regarding the leadership qualities needed to provide an optimum career-vocational teaching and learning environment. The study sample included 25 California community colleges and 263 high schools and ROP/C's; 24 colleges, 230 high schools, and 27 ROP/C's participated. Survey responses were received from 762 college instructors, 1,073 high school instructors, 164 ROP/C teachers, 18 college CEO's, 136 high school principals, and 23 ROP/C directors. Study results included the following: (1) high school and college faculty agreed that career-vocational students lacked basic skills, analytical skills, study skills, self-motivation, self-esteem, and family support; (2) barriers to effective instruction included cultural and economic differences among students, lack of interdisciplinary cooperation among faculty, and lack of cooperation between high school faculty and community college faculty; and (3) community college CEO's, high school principals, and ROP/C directors agreed that the institution's lead officer should emphasize the worth and value of career-vocational programs, take responsibility for creating formal articulation councils among and between educational institutions, and consider reorganizing the current college/high school administrative structure to ensure strong industry relations and to promote high school liaison activities and projects.
