A Senate committee hearing received testimony on the Equity in Educational Land Grant Status Act, which would extend land-grant status and concomitant federal aid to 29 Indian tribal colleges and postsecondary institutions. Senators and representatives of the National Association of State Universities and Land Grant Colleges, Navajo Community College, the American Indian Higher Education Consortium, Sinte Gleska University, and the Bureau of Indian Affairs, Office of Indian Education Programs endorsed the act and discussed the analogies between the mission of tribal colleges and that of present land-grant institutions, the underfunding of tribal colleges, the need for education in agriculture and natural resource management on American Indian reservations, and the opportunity for expanded rural extension initiatives that land-grant status would provide. Additional materials submitted to the committee include a list of the benefits of land-grant status; a description of the mission, philosophy, programs, students, and needs of Navajo Community College (NCC); statistical information on the Navajo community and economy; results of a survey of NCC graduates; and a proposed amendment to the bill. Ted Was Born In Indianapolis, IN, And Was Raised By His Grandmother. When He Was 13 He Moved To Manhattan Beach, CA, Where He Lived With His Aunt And Uncle. Having Promised His Aunt He Would Not Enlist Until He Was 19, Ted Attended Oregon State College For One Semester In 1942. On His 19th Birthday Ted Enlisted In The Marine Air Corps But He Failed The Eye Test. He Returned To California To Take Eye Exercises. On March 15, 1943, Ted Entered The Army And Was Assigned To The Army Air Corps. He Became A Pilot And Flew Missions In India And China In Support Of The Flying Tigers Of The 14th Air Force. He Was Awarded Numerous Medals For His Service, Including Two Distinguished Flying Crosses. After The War, Mr. Stevens Completed Degrees At UCLA And Harvard Law School. In 1950 He Joined A Law Firm In Washington, DC, Where He Met His First Wife Ann Cherrington. In 1952 Mr. Stevens Accepted A Position With Combs And Clasby, A Law Firm In Fairbanks. Later, In 1953 He Became U.S. Attorney In Fairbanks. During President Eisenhower's Administration, He Took A Job With The Interior Department In Washington, DC. In That Position, He Worked With Many Other Alaskans To Push For Alaska Statehood And Became The Chief Legal Officer (the Solicitor) Of Interior. In 1961 Ted Returned To Alaska To Practice Law In Anchorage In The New State Of Alaska. He Was Elected To The Alaska House Of Representatives In 1964. In His Second Term, Mr. Stevens Became The House Majority Leader. Mr. Stevens Was Appointed To The U.S. Senate In 1968 By Then-Governor Walter J. Hickel To Fill A Vacancy Created By The Death Of Senator E.L. (Bob) Bartlett. Two Years Later In 1970, Alaskans Chose Senator Stevens To Finish That Term. He Was Re-elected In 1972, 1978, 1984, 1990, 1996, And 2002. During His Service In The Senate, Senator Stevens Was Instrumental In The Passage Of The Legislation Settling Alaska Native Land Claims, The Authorization Of The Trans- Alaska Pipeline, Transfer Of The Alaska Railroad To The State, Creating The Essential Air Service Program And Bypass Mail Service. He Has Worked Tirelessly To Improve Health Care, Communications, And Transportation For Alaskans. Ted Fought To Enact The 200 Mile Limit To Protect Alaska's Fisheries. He Authored The American Fisheries Act To Reduce Foreign Ownership Of Alaska's Fisheries And Created The Community Development Quota Program To Promote Economic Development In Western Alaska. Ted Was A Strong Supporter Of Development Of Alaska's Resources Including Construction Of A Gas Pipeline And Opening The Coastal Plain Of The Arctic National Wildlife Range To Oil And Gas Exploration. He Was A National Leader On Pension Reform, Women In Sports, National Security And Defense. The Ted Stevens Amateur Sports Act Created The U.S. Olympic Committee. The Longest Serving Member Of Alaska's Congressional Delegation, Senator Stevens Had More Years Of Service Than Any Other Republican In The U.S. Senate And Was The Longest Serving Senator In The History Of The Republican Party. Having Served For 4 Years As The Senate's President Pro Tempore, The Presiding Officer In The Absence Of The Vice President, Senator Stevens Also Served As The Senate's President Pro Tempore Emeritus; Vice Chairman Of The Committee On Commerce, Science, And Transportation; Cochairman Of The Defense Appropriations Subcommittee; And Ranking Member Of The Disaster Recovery Homeland Security And Governmental Affairs Subcommittee. Ted was born in Indianapolis, IN, and was raised by his grandmother. When he was 13 he moved to Manhattan Beach, CA, where he lived with his aunt and uncle. He was awarded numerous medals for his service, including two Distinguished Flying Crosses. After the war, Mr. Stevens completed degrees at UCLA and Harvard Law School. In 1950 he joined a law firm in Washington, DC, where he met his first wife Ann Cherrington. In 1952 Mr. Stevens accepted a position with Combs and Clasby, a law firm in Fairbanks. Later, in 1953 he became U.S. Attorney in Fairbanks. During President Eisenhower's administration, he took a job with the Interior Department in Washington, DC. In that position, he worked with many other Alaskans to push for Alaska statehood and became the Chief Legal Officer (the Solicitor) of Interior. In 1961 Ted returned to Alaska to practice law in Anchorage in the new State of Alaska. He was elected to the Alaska House of Representatives in 1964. In his second term, Mr. Stevens became the House majority leader. Mr. Stevens was appointed to the U.S. Senate in 1968 by then-Governor Walter J. Hickel to fill a vacancy created by the death of Senator E.L. (Bob) Bartlett. Two years later in 1970, Alaskans chose Senator Stevens to finish that term. He was re-elected in 1972, 1978, 1984, 1990, 1996, and 2002. Ted Was Born In Indianapolis, IN, And Was Raised By His Grandmother. When He Was 13 He Moved To Manhattan Beach, CA, Where He Lived With His Aunt And Uncle. Having Promised His Aunt He Would Not Enlist Until He Was 19, Ted Attended Oregon State College For One Semester In 1942. On His 19th Birthday Ted Enlisted In The Marine Air Corps But He Failed The Eye Test. He Returned To California To Take Eye Exercises. On March 15, 1943, Ted Entered The Army And Was Assigned To The Army Air Corps. He Became A Pilot And Flew Missions In India And China In Support Of The Flying Tigers Of The 14th Air Force. He Was Awarded Numerous Medals For His Service, Including Two Distinguished Flying Crosses. After The War, Mr. Stevens Completed Degrees At UCLA And Harvard Law School. In 1950 He Joined A Law Firm In Washington, DC, Where He Met His First Wife Ann Cherrington. In 1952 Mr. Stevens Accepted A Position With Combs And Clasby, A Law Firm In Fairbanks. Later, In 1953 He Became U.S. Attorney In Fairbanks. During President Eisenhower's Administration, He Took A Job With The Interior Department In Washington, DC. In That Position, He Worked With Many Other Alaskans To Push For Alaska Statehood And Became The Chief Legal Officer (the Solicitor) Of Interior. In 1961 Ted Returned To Alaska To Practice Law In Anchorage In The New State Of Alaska. He Was Elected To The Alaska House Of Representatives In 1964. In His Second Term, Mr. Stevens Became The House Majority Leader. Mr. Stevens Was Appointed To The U.S. Senate In 1968 By Then-Governor Walter J. Hickel To Fill A Vacancy Created By The Death Of Senator E.L. (Bob) Bartlett. Two Years Later In 1970, Alaskans Chose Senator Stevens To Finish That Term. He Was Re-elected In 1972, 1978, 1984, 1990, 1996, And 2002. In That Position, He Worked With Many Other Alaskans To Push For Alaska Statehood And Became The Chief Legal Officer (the Solicitor) Of Interior. In 1961 Ted Returned To Alaska To Practice Law In Anchorage In The New State Of Alaska. He Was Elected To The Alaska House Of Representatives In 1964. In His Second Term, Mr. Stevens Became The House Majority Leader. Mr. Stevens Was Appointed To The U.S. Senate In 1968 By Then-Governor Walter J. Hickel To Fill A Vacancy Created By The Death Of Senator E.L. (Bob) Bartlett. Two Years Later In 1970, Alaskans Chose Senator Stevens To Finish That Term. He Was Re-elected In 1972, 1978, 1984, 1990, 1996, And 2002. During His Service In The Senate, Senator Stevens Was Instrumental In The Passage Of The Legislation Settling Alaska Native Land Claims, The Authorization Of The Trans- Alaska Pipeline, Transfer Of The Alaska Railroad To The State, Creating The Essential Air Service Program And Bypass Mail Service. Having Promised His Aunt He Would Not Enlist Until He Was 19, Ted Attended Oregon State College For One Semester In 1942. On His 19th Birthday Ted Enlisted In The Marine Air Corps But He Failed The Eye Test. He Returned To California To Take Eye Exercises. On March 15, 1943, Ted Entered The Army And Was Assigned To The Army Air Corps. He Became A Pilot And Flew Missions In India And China In Support Of The Flying Tigers Of The 14th Air Force. Ted Was Born In Indianapolis, IN, And Was Raised By His Grandmother. When He Was 13 He Moved To Manhattan Beach, CA, Where He Lived With His Aunt And Uncle. Having Promised His Aunt He Would Not Enlist Until He Was 19, Ted Attended Oregon State College For One Semester In 1942. On His 19th Birthday Ted Enlisted In The Marine Air Corps But He Failed The Eye Test. He Returned To California To Take Eye Exercises. On March 15, 1943, Ted Entered The Army And Was Assigned To The Army Air Corps. He Became A Pilot And Flew Missions In India And China In Support Of The Flying Tigers Of The 14th Air Force. He Was Awarded Numerous Medals For His Service, Including Two Distinguished Flying Crosses. After The War, Mr. Stevens Completed Degrees At UCLA And Harvard Law School. In 1950 He Joined A Law Firm In Washington, DC, Where He Met His First Wife Ann Cherrington. In 1952 Mr. Stevens Accepted A Position With Combs And Clasby, A Law Firm In Fairbanks. Later, In 1953 He Became U.S. Attorney In Fairbanks. During President Eisenhower's Administration, He Took A Job With The Interior Department In Washington, DC. In That Position, He Worked With Many Other Alaskans To Push For Alaska Statehood And Became The Chief Legal Officer (the Solicitor) Of Interior. In 1961 Ted Returned To Alaska To Practice Law In Anchorage In The New State Of Alaska. He Was Elected To The Alaska House Of Representatives In 1964. In His Second Term, Mr. Stevens Became The House Majority Leader. Mr. Stevens Was Appointed To The U.S. Senate In 1968 By Then-Governor Walter J. Hickel To Fill A Vacancy Created By The Death Of Senator E.L. (Bob) Bartlett. Two Years Later In 1970, Alaskans Chose Senator Stevens To Finish That Term. He Was Re-elected In 1972, 1978, 1984, 1990, 1996, And 2002. During His Service In The Senate, Senator Stevens Was Instrumental In The Passage Of The Legislation Settling Alaska Native Land Claims, The Authorization Of The Trans- Alaska Pipeline, Transfer Of The Alaska Railroad To The State, Creating The Essential Air Service Program And Bypass Mail Service. He Has Worked Tirelessly To Improve Health Care, Communications, And Transportation For Alaskans. Ted Fought To Enact The 200 Mile Limit To Protect Alaska's Fisheries. Ted was born in Indianapolis, IN, and was raised by his grandmother. When he was 13 he moved to Manhattan Beach, CA, where he lived with his aunt and uncle. Having promised his aunt he would not enlist until he was 19, Ted attended Oregon State College for one semester in 1942. On his 19th birthday Ted enlisted in the Marine Air Corps but he failed the eye test. He returned to California to take eye exercises. On March 15, 1943, Ted entered the Army and was assigned to the Army Air Corps. He became a pilot and flew missions in India and China in support of the Flying Tigers of the 14th Air Force. He was awarded numerous medals for his service, including two Distinguished Flying Crosses. After the war, Mr. Stevens completed degrees at UCLA and Harvard Law School. In 1950 he joined a law firm in Washington, DC, where he met his first wife Ann Cherrington. In 1952 Mr. Stevens accepted a position with Combs and Clasby, a law firm in Fairbanks. Later, in 1953 he became U.S. Attorney in Fairbanks. During President Eisenhower's administration, he took a job with the Interior Department in Washington, DC. In that position, he worked with many other Alaskans to push for Alaska statehood and became the Chief Legal Officer (the Solicitor) of Interior. In 1961 Ted returned to Alaska to practice law in Anchorage in the new State of Alaska. He was elected to the Alaska House of Representatives in 1964. In his second term, Mr. Stevens became the House majority leader. Mr. Stevens was appointed to the U.S. Senate in 1968 by then-Governor Walter J. Hickel to fill a vacancy created by the death of Senator E.L. (Bob) Bartlett. Two years later in 1970, Alaskans chose Senator Stevens to finish that term. He was re-elected in 1972, 1978, 1984, 1990, 1996, and 2002. During his service in the Senate, Senator Stevens was instrumental in the passage of the legislation settling Alaska Native land claims, the authorization of the Trans- Alaska Pipeline, transfer of the Alaska Railroad to the State, creating the essential air service program and bypass mail service. He has worked tirelessly to improve health care, communications, and transportation for Alaskans. Ted fought to enact the 200 mile limit to protect Alaska's fisheries. He authored the American Fisheries Act to reduce foreign ownership of Alaska's fisheries and created the Community Development Quota Program to promote economic development in Western Alaska. Ted was a strong supporter of development of Alaska's resources including construction of a gas pipeline and opening the coastal plain of the Arctic National Wildlife Range to oil and gas exploration. He was a national leader on pension reform, women in sports, national security and defense. The Ted Stevens Amateur Sports Act created the U.S. Olympic Committee. The longest serving member of Alaska's congressional delegation, Senator Stevens had more years of service than any other Republican in the U.S. Senate and was the longest serving Senator in the history of the Republican Party. Having served for 4 years as the Senate's President pro tempore, the Presiding Officer in the absence of the Vice President, Senator Stevens also served as the Senate's President pro tempore emeritus; vice chairman of the Committee on Commerce, Science, and Transportation; cochairman of the Defense Appropriations Subcommittee; and ranking member of the Disaster Recovery Homeland Security and Governmental Affairs Subcommittee. He was married to the former Catherine Bittner, a fourth generation Alaskan and lawyer. He has 6 children and 11 grandchildren. His first wife, Ann Cherrington Stevens, was killed in a 1978 airplane crash at the Anchorage Airport. On August 9, 2010, Senator Stevens was among five people who died in an airplane crash north of Dillingham, AK, about 325 miles southwest of Anchorage. ? Mr. President, I would like to take this opportunity, and I think I speak on behalf of all of our colleagues, certainly in sentiment if not my exact words, about our friend and former colleague, Ted Stevens. On Tuesday we were all deeply saddened to learn about his tragic passing. Ted's dedication to his Nation began with his valiant service in World War II and endured through six decades of public service. Ted helped secure statehood for his beloved Alaska and never stopped fighting for the people of the Pioneer State for over 40 years as its senior Senator. Our thoughts are with Ted's wife Catherine and the entire Stevens family and all of those who lost their lives and were injured in this week's sad accident. Mr. President, I want to personally add the thoughts of Senator Reid. I spoke with him last night. We spoke about Senator Stevens and remembered him fondly. Senator Reid particularly noted to me one of his prize possessions was a Hulk tie that Senator Stevens had given him, and he proudly still has it with him. Mr. McCONNELL. Mr. President, in the history of our country, no one man has done more for one State than Ted Stevens. His commitment to the people of Alaska and his Nation spanned decades, and he left a lasting mark on both. From his early military service as a pilot in World War II, to his involvement in the statehood of the Last Frontier, to his fierce support and defense of our Nation's military, Ted Stevens was always there, fighting for what he believed in, and usually winning. He was a force to be reckoned with, and we will miss him greatly. We extend our deepest sympathies to Catherine and the entire Stevens family, and to the families of the friends who were lost in this terrible accident. Mr. SCHUMER. Res. 617 Whereas Theodore ''Ted'' Fulton Stevens, who began serving in the Senate 8 years after Alaska was admitted to Statehood, represented the people of the State of Alaska with distinction in the Senate from 1968 to 2009 and played a significant role in the transformation of the State of Alaska from an impoverished territory to a full- fledged State through the assistance he provided in building energy facilities, hospitals and clinics, roads, docks, ferry terminals and airports, water and sewer facilities, schools, and other community facilities in the State of Alaska, which earned him recognition as ''Alaskan of the Century'' from the Alaska Legislature in 2000; Whereas Ted Stevens distinguished himself as a transport pilot during World War II in support of the ''Flying Tigers'' of the Army Air Forces, flying supplies to China over the treacherous ''Hump'' route in the eastern Himalayan mountains and earning 2 Distinguished Flying Crosses and other decorations for his skill and bravery; Whereas Ted Stevens, after serving as a United States Attorney in the territory of Alaska, came to Washington, District of Columbia in 1956 to serve in the Eisenhower Administration in the Department of the Interior, where he was a leading force in securing the legislation that led to the admission of Alaska as the 49th State on January 3, 1959, and then as Solicitor of the Department of the Interior; Whereas, in 1961, Ted Stevens returned to the State of Alaska and, in 1964, was elected to the Alaska House of Representatives, where he was subsequently elected as Speaker pro tempore and majority leader until his appointment to the Senate to fill the vacancy caused by the death of Senator E.L. Bartlett on December 24, 1968; Whereas Ted Stevens, the longest-serving Republican Senator in the history of the Senate, served as President pro tempore of the Senate from 2003 through 2007 and as President pro tempore emeritus from 2008 to 2009, and over the course of his career in the Senate, Ted Stevens served as assistant majority leader, chairman of the Select Committee on Ethics, chairman of the Committee on Rules and Administration, chairman of the Committee on Governmental Affairs, chairman of the Committee on Appropriations, and chairman of the Committee on Commerce, Science, and Transportation; Whereas Ted Stevens worked tirelessly for the enactment of the Alaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.), which provided for the return of approximately 44,000,000 acres of land in the State of Alaska to the Aleut, Eskimo, and Indian peoples and created Native Corporations to secure the long-term economic, cultural, and political empowerment of the Native peoples of the State of Alaska; Whereas Ted Stevens was a leader in shaping the communications policies of the United States, as he helped to establish the spectrum auction policy, negotiated the Telecommunications Act of 1996 (Public Law 104-104; 110 Stat. 56), authored the Digital Television Transition and Public Safety Act of 2005 (47 U.S.C. 309 note; Public Law 109-171), and passionately advocated for the connection of rural America to the rest of the world and to improve the lives of the people of the United States through the use of telemedicine and distance learning; Whereas Ted Stevens was a conservationist who championed the safe development of the natural resources of the United States, as illustrated by his authorship of the Trans-Alaska Pipeline Authorization Act (43 U.S.C. 1651 et seq.), the Magnuson-Stevens Fishery Conservation and Management Act (16 U.S.C. 1801 et seq.), which established the 200-mile exclusive economic zone and led to a reduction in the dominance of foreign fishing fleets in the fisheries of the United States, the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 (Public Law 109-479; 120 Stat. 3575), which established conservation measures designed to end overfishing, and the High Seas Driftnet Fisheries Enforcement Act (16 U.S.C. 1826a et seq.), which provided for the denial of entry into ports of the United States and the imposition of sanctions on vessels carrying out large-scale driftnet fishing beyond the exclusive economic zone of any nation; Whereas Ted Stevens was an advocate for physical fitness in his personal life and in his legislative accomplishments, as illustrated by his authorship of the Ted Stevens Amateur and Olympic Sports Act (36 U.S.C. 220501 et seq.), his encouragement of providing equality to female athletes through the enactment of title IX of the Education Amendments of 1972 (20 U.S.C. 1681 et seq.), and his leadership in improving physical education programs in schools by ushering through the Carol M. This study is part of a larger project ‘Engaging older persons in the community to prevent frailty and reduce social isolation’ – ENGAGE – aimed at preventing frailty and reducing social isolation by developing a program theory to engage older adults in a combined physical and social activity program. The goal is to prevent frailty and reduce social isolation, operationalize this program for community adoption and implementation, and evaluate its effectiveness in two Swiss Cantons. The main aim of the current study is to investigate the perceptions, experiences, and needs of community-dwelling older adults regarding community-based intervention programs. Additionally, the research will explore the factors that influence their participation in community programs focused on PA and social activities. This information will be used to design the ENGAGE program, in a later phase.

Algeria is situated in a region where the lack of water is frequent. Indeed, the period of drought is long even for zones classified in wet bioclimatic floors. This period of drought spreads out generally May until mid October for the wet said zones and all year long for the dry and desert zones. Rains are irregular and unevenly distributed. The recourse use to the techniques of collection of rainwaters, management and preservation for traditional processes is a current practice which tends to be neglected in favour of "modern" techniques of irrigation. Our contribution has double objective: Rehabilitation of certain techniques of collections of rainwaters (valats, poach stones, impluvium) where it is used mainly for the olive tree and the fig tree (Mounts of Kabylia, Beni Snous), and,   A study of the management techniques and preservation of the water where the risk is shared by all the community (foggara,…) Moreover, we underline that certain areas to fragile ecology are rich in sources of water, which in spite of the institution of the social rules which make the unanimity regarding sharing and regarding distribution; the farmers cannot manage to satisfy the water requirements of their cultures, only revenue stream for some of them. This requires a renovation of the traditional system of water delivery to the plot of land without disrupting the already established social rules, where from the necessity of a participative work, where the farmers are actively involved. The methods of water sharing are based on equity, rigor, solidarity and mutual aid through the organization of the tour of water according to the size of the plot of land, the moment of intervention, the timing and the cultures to be irrigated. We underline that the maintenance of the network is made prior to the beginning of the campaign (countryside) of irrigation in the form of "touisa" and financial resources have never been a means of access to water. The water source is considered as a benefit of the community regardless of its location.

37Effect Of Fallowed And Cultivated Land Use Systems On The Composition And Abundance Of Soil Macroinvertebrates Assemblage In Uruk Osung Community, Akwa Ibom State, Nigeria

his study was to assess the effect of fallowed and cultivated land-use systems on the abundance of soil macroinvertebrates assemblage. Collections of soil samples were carried out fortnightly twice a month for four months. The extraction of soil macroinvertebrates was carried out using Berlese-Tullgren funnel extractor, and elutriation technique. The mean values of 6.93+/-0.25 were recorded for pH, 32.08+/-0.52oC for temperature, 15.60+/-1.22 for moisture content, were recorded for fallowed soil, and 4.43+/-0.16 (pH), 30.95+/-0.19oC (temperature) were recorded for cultivated soil. A total of 17 soil macroinvertebrates species comprising of 11 orders, from four classes were encountered. Out of the 517 individual soil macroinvertebrates encountered, 327 individuals representing four classes were present in the fallow land while 190 individuals representing three classes were present in the cultivated land. The most dominant species in terms of abundance in the fallowed land site included; Cryptotermes sp 67(20.49%) > Blatta sp 56(17.12%) with Hogna sp 1(0.0.30%) the least; while Cryptotermes sp. 79(41.58%) >Lasius sp 30(15.79%) > Lumbricus terrestris 21(11.05%) represents the dominant species in the cultivated soil with Paraponera sp 1(0.53%) the least. Soil temperature showed positive correlation with the abundance of Clitellata (r = 0.851; p < 0.05) and Insecta (r = 0.826; p < 0.05) and Soil pH showed positive correlation with the abundance of Diplopoda (r = 0.911; p ≤ 0.05). In conclusion, it could be deduced from the study that human activities in the cultivated site perturb soil macroinvertebrates community structure which is reflected in the relative abundance of soil macroinvertebrate from the two sampling sites. The results obtained in this study could be a piece of pointing information for the conservation and management of the soil macroinvertebrates giving their functions in balancing agroecosystems.

To ensure the existence of humankind and the sustainable utilization of the earth's resources, deliberate action needs to be channelled towards the conservation of the vital support systems of the entire Earth ecosystems. Forests in this case form quite a crucial part of this wider arrangement that if man does not deliberately conserve and sustainably manage them, they risk being plunged into an irreversible predicament. This study aims at identifying the perception and understanding of the local community on land use and utilization of the Nandi Hills Forests. A mixed methodological design which incorporated both qualitative and quantitative methodologies was embraced. The mixed methodological approaches used in this study were the concurrent triangulation and nested/embedded designs. A four-tier analysis was carried out once all the data had been coded and grouped. To ensure the existence of humankind and the sustainable utilization of the earth's resources, deliberate action needs to be channelled towards the conservation of the vital support systems of the entire Earth ecosystems. Forests in this case form quite a crucial part of this wider arrangement that if man does not deliberately conserve and sustainably manage them, they risk being plunged into an irreversible predicament. This study aims at identifying the perception and understanding of the local community on land use and utilization of the Nandi Hills Forests. A mixed methodological design which incorporated both qualitative and quantitative methodologies was embraced. The mixed methodological approaches used in this study were the concurrent triangulation and nested/embedded designs. A four-tier analysis was carried out once all the data had been coded and grouped. The state of the Nandi Hills Forests has been notably influenced by the level of awareness of the local community on the significance of sustainable forest management and what their actions and/or inactions mean to the forests.

When the national forests were withdrawn from the public domain a century ago, they were established with the assurances that proceeds from the sustainable management of their natural resources would be shared with local governments. These proceeds partially refund the tax revenues lost by local governments and go toward funding rural schools, roads, and other services. Since 1990, controversies over federal forest management policies and reduced timber sales have decreased these payments dramatically, leaving many rural schools in difficult circumstances. A Senate subcommittee held hearings on proposed legislation that would establish a set amount to be paid to affected local governments and apply available receipts to meet these payments, with general treasury funds making up the difference. Only 75 percent of the payments would go to the traditional schools and roads program; 25 percent would be given to the counties for federal-land management projects developed locally. The bill aims to provide secure funding for rural schools while giving people a new incentive to work together at the local level. Testimony from U.S. Senators; county commissioners; and representatives of organizations advocating school, environmental, community, and timber industry interests discussed details of funding mechanisms, the balance between economic and ecological concerns, the composition and duties of local advisory committees, the risk of catastrophic wildfires, and issues related to community survival. It focuses on the increasing dominance of large integrated firms over smaller, decentralized developers and explores the market, financial, institutional, and governmental forces driving this structural change. Role of the Developer The developer is identified as the central agent in the land conversion process. While many actors participate in land development, developers uniquely initiate urban conversion, manage negotiations with government bodies, and control planning, financing, and marketing. Developers often combine several roles, including speculator, planner, and builder, giving them disproportionate influence over land use outcomes. Postwar Industry Characteristics In the immediate postwar era, the industry was composed of small, undercapitalized firms that relied heavily on borrowing and subcontracting. These developers were vulnerable to liquidity pressures, construction delays, and lacked economies of scale. Their projects were typically small, local, and quickly sold to realize returns and free capital. <i>Vanity Fair: A Novel without a Hero</i> is a novel by William Makepeace Thackeray that satirizes society in early 19th-century England. Redmond Barry, later Barry Lyndon, describes his rise to - and inevitable fall from - the top of the English aristocracy. Romantic, military and political intrigue, as well as satire and pathos, follow. Editorial notes, courtesy of Thackeray's fictitious alter ego, G. S.
