#fascism #biosecurity #authoritarian With the lifting of the thousands of regulations by which our lives were ruled for two long years, there was an understandable desire to believe that the coronavirus ‘crisis’ was over. But as new crises have sprung up to take its place — war in the Ukraine, the so-called ‘cost of living crisis’ and the return of the environmental crisis — it’s increasingly difficult not to look back on ‘lockdown’ as the first campaign in a war that has not been declared by any government, but is no less real for that. The willingness of our governments to use the forces of the state against their own populations on the justification of protecting us from ourselves signals a new level of authoritarianism — and something like the return of fascism — to the governmental, juridical and cultural forms of the formerly neoliberal democracies of the West, and one of the aims of this book is to examine the validity of this thesis. Its purpose in doing so, however, is not to contribute to an academic debate about the meaning of the term ‘fascism’, but rather to interrogate how and why the general and widespread moral collapse in the West over the past two-and-a-half years has been effected with such rapidity and ease, and to examine to what ends that collapse is being used. Simon received his PhD in 2002 in the History and Theory of Art from University College London. He has taught at the Universities of London, Manchester and Reading and was a visiting professor at the University of Michigan for two years. In 2015 he co-founded Architects for Social Housing, for which he is Head of Research. The purpose of this report is to explain and examine the 1974-75 state education aid formula in light of two questions concerning equity: Are the pupils attending the public schools of New York City denied equal educational opportunities because of inequities in the state system of financing public education? If the state system is inequitable, what changes should be considered in reforming the system? Sections of the report examine the state aid philosophy, state aid formulas, the New York formula, and the fairness of the state formula in respect to New York City. The report concludes that the formula is discriminatory. It advocates full state funding. Several short-term reforms are suggested in the event that full state funding is not acceptable. This article is from Critical Reviews in Toxicology , volume 42 . Abstract In this commentary, we critique a recently finalized document titled “State of the Art Assessment of Endocrine Disrupters” (SOA Assessment). The SOA Assessment was commissioned by the European Union Directorate-General for the Environment to provide a basis for developing scientific criteria for identifying endocrine disruptors and reviewing and possibly revising the European Community Strategy on Endocrine Disrupters. In our view, the SOA Assessment takes an anecdotal approach rather than attempting a comprehensive assessment of the state of the art or synthesis of current knowledge.To do the latter, the document would have had to (i) distinguish between apparent associations of outcomes with exposure and the inference of an endocrine-disruption (ED) basis for those outcomes; (ii) constitute a complete and unbiased survey of new literature since 2002 (when the WHO/IPCS document, “Global Assessment of the State-of-the-Science of Endocrine Disruptors” was published); (iii) consider strengths and weaknesses and issues in interpretation of the cited literature; (iv) follow a weight-of-evidence methodology to evaluate evidence of ED; (v) document the evidence for its conclusions or the reasoning behind them; and (vi) present the evidence for or reasoning behind why conclusions that differ from those drawn in the 2002 WHO/IPCS document need to be changed. In its present form, the SOA Assessment fails to provide a balanced and critical assessment or synthesis of literature relevant to ED. We urge further evidence-based evaluations to develop the needed scientific basis to support future policy decisions.

The effectiveness of the Workforce Investment Act (WIA) of 1998 was critiqued. WIA was praised for providing an avenue for communication among state and local agencies during development of workforce development plans, potentially allowing individuals to choose from a wider array of services and service providers, spreading the concept of one-stop career centers nationwide, and potentially providing for sharper and more meaningful focus on local outcomes. The following shortcomings of WIA were identified: (1) its "work first" commitment makes training a last resort; (2) it lacks a coherent mission; (3) it fails to provide additional monies for improved labor market information systems; and (4) its youth component limits services to the economically disadvantaged. Fifteen specific recommendations for addressing these weaknesses were presented, including the following: (1) allow training operators to serve all dislocated and disadvantaged workers otherwise unable to qualify for and obtain jobs providing family-sustaining earnings; (2) encourage states to launch their own independent workforce development crusades, utilizing federal programs as resources consistent with state objectives; and (3) make federal poverty guidelines consistent with current standards of living, national mores, and variations in the cost of living across states and local areas. The economic impact of optimal selection using ability tests is far higher than is commonly known. For small organizations, dollar savings from higher productivity can run into millions of dollars a year. This report estimates the potential savings to the Federal Government as an employer as being 15.61 billion dollars per year if tests were given optimal use. If the 4 million placements per year made by the United States Employment Service made optimal use of the General Aptitude Test Battery, the potential increase in work force productivity among the employers who hire through the service would come to 79.36 billion dollars per year. However, this would probably require an increase in Employment Service funding of about 8.75 million dollars per year. Departures from optimal use of tests can be shown to eliminate as much as 84% of these savings. The principal problem is the use of the low-cutoff method of hiring randomly from all who pass some minimal test level. Optimal use of tests can be shown to provide benefits other than reduced labor costs, including a reduction in special administrative problems, an increase in the number of workers with promotion potential, and increases in the quality as well as the quantity of work. At the request of the North Carolina School Boards Association, a nationally recognized expert on school and school district consolidation evaluated the 1986 North Carolina Department of Public Instruction (DPI) plan for school district consolidation from the perspective of economic, educational, and social/political considerations, including the issues of fiscal and racial equality. Findings indicated (1) that the DPI failed to demonstrate that mergers will advocate any compelling state interest; (2) there is no solid foundation for the belief that elimination of school districts will improve education, enhance cost-effectiveness, or promote greater equality; and , (3) except for extraordinary circumstances, district reorganization should remain a voluntary decision of local voters and school boards. The report makes the following major points/suggestions: (1) complex, far-reaching merger decisions should be made on a case-by-case basis; (2) since good schools/school districts come in all shapes and sizes, educational policies relying on rigid size/organization criteria are likely to have counterproductive effects; (3) since mandatory mergers will not advance any compelling state interest, "back door" consolidation approaches should be discontinued; (4) alternatives to consolidation can expand educational opportunities and enhance cost-effectiveness; and (5) issues like mergers usually are a diversion from the greater tasks of finding new ways to positively influence children's lives and increase teacher effectiveness. This study is a review and a critique of the 2008 U.S. "National Report on the Development and State of the Art of Adult Learning and Education" (ALE) prepared by the U.S. Commission for UNESCO and the U.S. Department of Education as a preparatory document for CONFINTEA VI, the 6th International Conference on Adult Education. The study focuses on three arenas: the Participatory Process employed to gather data for the U.S. "National Report," the report's Content, and the Education Policies underpinning it. Key to the review and critique are the recommendations that both the Regional Conference (U.S., Canada, Europe, and Israel) in Budapest, Hungary, December 3-5, 2008, and CONFINTEA VI (Belem, Brazil), May 2009, move beyond the limitations found in the U.S. "National Report." Process. The U.S. National Commission neglected the participatory process designed by UNESCO to make the writing of the "National Report" itself an exercise in collaboration and adult learning. Instead of employing participatory mechanisms to build consensus and to craft a comprehensive policy document, the U.S. National Report borrowed from three existing reports previously prepared by and for national agencies. Non-government organizations' responses were attached as the fourth of four stand-alone, unintegrated "chapters." Content. The U.S. "National Report" addresses few of the requisite content arenas. The subject matter of the U.S. "National Report" is determined to be inadequate. Adult education, a bright and vibrant field in the United States, is reduced to two sub-fields, adult basic education and English language acquisition for non-native speakers. Policy. The public policy that is implicit in the U.S. "National Report" is an economistic, neoliberal policy designed to remediate defective low-wage workers; other human values are displaced in favor of an ideology of workforce education.
