1DTIC ADA189780: An Application Of The Analytic Hierarchy Process To Evaluate Candidate Locations For Building Military Housing.

This study was supported by the Defense Housing Agency (DHA) and was an application of the Analytic Hierarchy Process (AHP) to the decision of where to build military housing. There are currently many installations that have a deficit of housing. However, Congress has appropriated enough money for future construction that should reduce the deficit to about 1 to 2% of its present value. One decision to be made then is where to place the housing so that the needs of the installation ane the personnel are met. This study used the AHP to help in the decision of where to build military housing. To do this, a hierarchy was developed was developed that modeled the decision to be made. This hierarchy included housing. Next, the hierarchy was evaluated at Wright-Patterson AFB to show how the AHP works. To evaluate the hierarchy at Wright-Patterson AFB, an assumption had to be made that Page Manor, a large military complex, was going to be relocated. After the assumption was made, candidate locations for the relocation had to be determined. Four locations were found to be suitable for the type of construction needed to build the number of units required. The hierarchy was then synthesized to get the relative ranking of the alternatives. 2DTIC ADA300652: Aggregating Organizational Performance Metrics Using The Analytic Hierarchy Process.

Measurement provides factual information which is necessary for effective control of business processes. Implementing a Total Quality Management (TQM) philosophy is a common process in many organizations today. The United States Air Force is using the Malcolm Baldrige National Quality Award criteria to measure organizational performance in implementing the Quality Air Force (QAF) initiative. Unfortunately, the Baldrige-based unit self-assessment (USA) process is an inconsistent measure due to its subjectivity, and is also time consuming to use. This study determined that a new USA method based on the analytic hierarchy process (AHP) was not a significant improvement over the existing QAF-USA method. Specifically, this study developed a new USA scoring method by adapting the AHP to use existing QAF evaluation criteria. A group of 11 evaluators used this new AHP-USA method to score a portion of a USA report, and they also compared the AHP-USA method to the QAF-USA method to gauge its understandability, usability, believability and applicability. The resulting data was used to determine the overall feasibility and desirability of using the new method as a replacement for the QAF-USA method.

3Evaluating Supply Chain Management Using The Fuzzy Analytic Hierarchy Process Technique

Purpose:  Environmental systems and supply chain management are complementary, and their implementation not only improves the environment within the country but also increases the sustainability and environmental performance of the global supply chain. The present study evaluates the supply chain management in the pharmaceutical system of selected public hospitals in Mazandaran province. Methodology:  Experts completed the designed questionnaire to rank the factors affecting the evaluation of supply chain management in the pharmaceutical system. After collecting the data, they were analyzed using the fuzzy analytic hierarchy process. Various factors and models were identified by studying the research background. The conceptual model of the research was presented by experts in four categories of main criteria and 16 sub-criteria. These factors include managerial and employee, economic, organizational, and cultural factors. Findings:  The results showed that economic factors weighing 0.266 are the most important regarding experts and have the first rank, followed by managerial and employee factors, organizational factors, and cultural factors. Also, among the sub-criteria, the factors of adopting a business strategy commensurate with environmental goals with a weight of 0.0936, first place, designing a competitive business plan for optimal price and quality with a weight of 0.0878, second place, and modelling the trade policies of leading countries with a weight of 0.0846, third place. Originality/Value:  Given the importance of factor-related criteria in implementing supply chain management, this article examines the factors that affect managers to help find a suitable model for their future investment plans.

The Combined Arms Analysis Directorate of the Training and Doctrine Analysis Command (TRAC) uses the Analytic Hierarchy Process (AHP) to evaluate the contribution of modernization initiatives to U.S. Army capabilities. This thesis identifies several problems with using AHP. Most significantly, AHP can cause rank reversal of alternatives if a new alternative is considered, even if the new alternative has the same attribute levels as one of the previous alternatives. This thesis proposes several modifications that would improve results when AHP is used. It contains a different method of weight fitting that appears to provide alternative weights that are more accurate than the traditional AHP eigenvalue method. This thesis has two proposals for improving the nine point integer scale by which pairwise comparisons are made. Most significantly, this thesis proposes a modification to AHP that will maintain a ratio scale and avoid rank reversals. This last improvement requires the decision maker to establish and maintain units of measurement. Additionally, the decision maker must make comparisons of attributes to establish a meaningful scale not sensitive to the abundance or lack of alternatives considered. If units are maintained and the decision maker is consistent in the pairwise comparisons, there will be no rank reversals

Energy security has become increasingly important because of its impact on all sectors of the economy, and even more because of the scarcity of primary energy resources and price fluctuations caused by geopolitical tensions. This has prompted all countries to assess their energy situation and take strategic measures to mitigate energy risks. Accordingly, the aim of this study is to identify the dimensions of energy security with the greatest impact on Morocco's energy security, as well as the priority strategic measures for mitigating energy risk. To this end, we consider the fuzzy analytic hierarchy process (F-AHP) method, which is a multiple criteria decision analysis method, which has been used to obtain results based on a structured evaluation process. The obtained results, following the considered comparison matrix, underscore that availability and resilience dimensions have the greatest impact on the Moroccan energy security, with respective weights of 48% and 28%. Besides, mitigating energy risk in Morocco primarily involves the development of renewable energies compared with seven other proposed measures, along with their degree of priority

The purpose of this research was to validate TAF's decision making process that generates a prioritized list of R&M modifications and to suggest other possible approaches to solve the problem. The first part of the research, the validation, was done in three sections. The first section demonstrated that TAF does not completely satisfy the requirements to meet a specific set of decision criteria, but the shortcomings may be easily corrected. Also explained was the applicability of using the AHP to solve TAF's problem. The second section scrutinized TAF's use of the AHP to determine problem areas. The tree structure and the data were discussed and possible fixes were introduced. The third section highlighted three shortcomings contained within the AHP. The topics of dependency between the mods, uncertainty in the data, and the scale used to make the pairwise comparisons were discussed in detail. Ideas on approaches to avoid these problems were presented. The second part of the thesis proposed the alternative methods of the decision analysis and PROMETHEE to solve TAF's prioritization problem. 14DTIC ADA187099: A Goal Programming R&D (Research And Development) Project Funding Model Of The U.S. Army Strategic Defense Command Using The Analytic Hierarchy Process.

At present the US Army Strategic Defense Command (USASDC relies on subjective judgments from key management personnel to make project funding decisions. In this thesis the Analytic Hierarchy Process (AHP) is used to convert subjective pairwise comparisons of thirty-five major USASDC projects, based on eleven key factors, into ratio-scaled numerical weights. THe AHP coefficients are then used in a linear Goal Program in order to optimize the funding level of each project in Fiscal Year 1988 at several different USASDC total budget levels. An optimal priority list of projects is also determined. The model results are compared with the proposed funding levels and the impact of changes of the model parameters is conducted. This analysis of the model results and model sensitivity stimulates six funding recommendations for USASDC decision makers. This is in response to the challenges posed by the expansion of glacial lake areas and the increase in their numbers under global warming. Methods: The research introduces the concept of "instantaneous triggering body mechanical energy transfer efficiency" from the perspective of mechanical energy transfer and transformation. Impact indicators are categorized into three major groups, with mechanical energy used to decouple and assign values to each indicator. An E/F calculation model is constructed, aligning with the safety factor concept in reliability theory, and the model is validated as a susceptibility assessment tool using the AHP method. The study also summarizes the Analytic Hierarchy Process Based on Physical Processes from the model construction and applies it to build a landslide susceptibility model, thereby verifying its generalization capability. Results: The study finds that the new model can effectively assess the susceptibility of glacial lake outbursts, offering a novel perspective to understand the dynamic changes of such events. Key indicators include the mechanical energy of instantaneous triggering bodies, the mechanical energy of lake water, and the critical failure Newton force of the ice dam. Analysis indicates that the model is highly universal in assessing susceptibility and provides a more comprehensive and systematic framework compared to traditional methods. The Analytic Hierarchy Process Based on Physical Processes demonstrates a certain level of generalization ability. Limitations: Potential limitations of the study include the difficulty in accurately obtaining some parameters and the need for further validation of the generalization ability of the Analytic Hierarchy Process Based on Physical Processes. Additionally, the accuracy of the model may be constrained by data quality and monitoring technology. Conclusions: The model proposed in this study has good applicability and universal significance, capable of providing a scientific basis for disaster prevention and mitigation. Compared to existing research, the uniqueness of this work lies in its combination of quantitative methods based on physical processes with AHP, offering a new tool and analytical method for more accurately identifying and assessing disaster risks. The Analytic Hierarchy Process serves as a framework for people to structure their own problems and provide their own judgements based on knowledge, reason or feelings, to derive a set of priorities for activities to which they, for example, wish to allocate effort or resources. In this process transitivity of preference is studied through a new approach to consistency - which need not always strictly hold for the results to be acceptable. Also since hierarchic structures may not be complete, not all alternatives need to be directly comparable. It is necessary to construct a pairwise comparison matrix of the relative contribution or impact of each element on each governing objective or criterion in the adjacent upper level. In such a matrix of the elements by the elements, the elements are compared in a pairwise manner with respect to a criterion in the next level. In comparing the i,j elements, people prefer to give a judgement which indicates the dominance as an integer. Thus, if the dominance does not occur in the i,j position while comparing the ith element with the jth element then it is given in the j,i position as a ji and its reciprocal is automatically assigned to aij.

With the installation of a new Private Branch Exchange (PBX), a telephone switch system, the Naval Postgraduate School is looking for the most effective method of sourcing the management, operations, and maintenance functions of the switch system. This thesis examines other organizations that operate a PBX in a campus-like environment. Using the data from these organizations, this thesis creates a decision framework for the NPS PBX sourcing decision using the Analytic Hierarchy Process (AHP). Separate but linked hierarchies are created for the Management, Operations, and Maintenance functions. The Functional criteria in the AHP include Level of Responsiveness, System Updates, Level of Control, Personnel Expertise, and Cost Factors. These hierarchies can be used to make a sourcing decision that reflect the priorities and thresholds of acceptable service set by the decision-maker at NPS. Cost data was not available for other organizations, so lull development of the AHP was not possible. Based on the available information, this thesis recommends that NPS should source its PBX management, maintenance and operations initially through a mix of in-house and contractor functions, track costs and other service expectations, and make a second sourcing decision at a later date.

18Research On Improving The Financial Capacity Of Farmers Based On Fuzzy Analytic Hierarchy Process

This study uses the fuzzy analytic hierarchy process to deeply analyze the key factors that enhance the financial capabilities of farmers. The research results show that personal economic status is the dominant factor, with personal income, consumption, and savings becoming the core elements for enhancing financial capabilities. The importance of economic factors for the financial literacy of farmers is highlighted, providing a foundation for the formulation of targeted policies. Financial training and digital technology are also emphasized. The diversity of financial institutions is also seen as a key factor driving financial capabilities. Social factors have a relatively small impact on the research. Based on the comprehensive research results, it is proposed that the government should strengthen agricultural modernization, promote financial training and digital development, increase internet coverage, support diversified services of financial institutions, and encourage social capital investment to build a comprehensive policy framework to enhance the financial capabilities of farmers.

A methodology for determining the force structure of naval surface groups is developed. A survey of naval surface officers is used to determine a surface ship's relative superiority over the others with respect to several factors (e.g., speed, warfare capabilities, and fuel consumption). The Analytic Hierarchy Process (AHP) is employed to convert survey judgments into numerical preference weights. The AHP coefficients are then used as objective function weights in the mixed integer goal programming model formulations. The object of each model formulation is to select a preferred mix of ship types by minimizing the total deviation from one or more force level goals given certain system constraints such as budget, weapon requirements, and/or existing force levels.

This research note evaluates and compares the performance of two methods of ratio scaling (the analytic hierarchy process proposed by Saaty (1977, 1980), and the geometric mean procedure advocated by Williams and Crawford (1980)) when random data are supplied. The two methods are examined in a series of Monte Carlo simulations for two response methods (direct estimation and constant sum) and for various stimuli and response scales. The sampling distributions of the measures of consistency of two methods are tabulated, rules for detecting and rejecting inconsistent respondents are outlined, and approximation formulas for other designs are derived. Overall, there is a high level of agreement and correspondence between the results from the two scaling techniques. We conclude that the present results reinforce Williams and Crawford's claim for the superiority of the geometric mean procedure. Keywords: Psychometrics.

23Land Suitability Assessment On A Watershed Of Loess Plateau Using The Analytic Hierarchy Process.

This article is from PLoS ONE , volume 8 . Abstract In order to reduce soil erosion and desertification, the Sloping Land Conversion Program has been conducted in China for more than 15 years, and large areas of farmland have been converted to forest and grassland. However, this large-scale vegetation-restoration project has faced some key problems (e.g. soil drying) that have limited the successful development of the current ecological-recovery policy. Therefore, it is necessary to know about the land use, vegetation, and soil, and their inter-relationships in order to identify the suitability of vegetation restoration. This study was conducted at the watershed level in the ecologically vulnerable region of the Loess Plateau, to evaluate the land suitability using the analytic hierarchy process (AHP). The results showed that (1) the area unsuitable for crops accounted for 73.3% of the watershed, and the main factors restricting cropland development were soil physical properties and soil nutrients; (2) the area suitable for grassland was about 86.7% of the watershed, with the remaining 13.3% being unsuitable; (3) an area of 3.95 km2, accounting for 66.7% of the watershed, was unsuitable for forest. Overall, the grassland was found to be the most suitable land-use to support the aims of the Sloping Land Conversion Program in the Liudaogou watershed. Under the constraints of soil water shortage and nutrient deficits, crops and forests were considered to be inappropriate land uses in the study area, especially on sloping land. When selecting species for re-vegetation, non-native grass species with high water requirements should be avoided so as to guarantee the sustainable development of grassland and effective ecological functioning. Our study provides local land managers and farmers with valuable information about the inappropriateness of growing trees in the study area along with some information on species selection for planting in the semi-arid area of the Loess Plateau.

The process is simply described, followed by the application of the process to two national security grand strategy decisions. The selection of faculty in academic institutions is an important process--one that has long-lasting effects on an institution's ability to fulfill its mission. Faculty influence the quality of the education delivered, the effectiveness of the programs and activities offered, and the financial efficiency of the delivery processes. Failed searches waste time and incur needless expense. Inadequate searches--those that result in candidates who are poorly qualified or lack organizational fit--can have profound negative impact on these three key strategic elements. The Analytic Hierarchy Process (AHP) is widely used for decision making involving multiple criteria. Elsner and van den Driessche introduced a max-algebraic approach to the single criterion AHP. We extend this to the multi-criteria AHP, by considering multi-objective generalisations of the single objective optimisation problem solved in these earlier papers. We relate the existence of globally optimal solutions to the commutativity properties of the associated matrices; we relate min-max optimal solutions to the generalised spectral radius; and we prove that Pareto optimal solutions are guaranteed to exist.

Shuttering is a temporary mold or structure into which concrete is poured and shaped. The choice of formwork can significantly impact the construction process, timeline, cost, and quality of the final structure. Certainly, identifying the most important criteria for selecting formwork (shuttering) is a valuable endeavor for supporting contractors in making informed decisions. This study is motivated by using the Analytic Hierarchy Process (AHP) to assess shuttering alternatives based on the identified evaluation criteria from the prior factor analysis stage. In addition, the Structural Equation Modelling (SEM) approach is employed to discover underlying relations between the latent factors of the model base on using a combination of statistical data and qualitative causal assumptions. The study reveals that plastic shuttering as the optimal solution according to expert evaluations and verified the hypothetical causal relations among the latent variables. The study's outcomes are intended to enhance managers' understanding of shuttering systems, promoting the adoption of decision support tools in construction projects for improved planning accuracy and project success.

With the installation of a new Private Branch Exchange (PBX), a telephone switch system, the Naval Postgraduate School is looking for the most effective method of sourcing the management, operations, and maintenance functions of the switch system. This thesis examines other organizations that operate a PBX in a campus-like environment. Using the data from these organizations, this thesis creates a decision framework for the NPS PBX sourcing decision using the Analytic Hierarchy Process (AHP). Separate but linked hierarchies are created for the Management, Operations, and Maintenance functions. The Functional criteria in the AHP include Level of Responsiveness, System Updates, Level of Control, Personnel Expertise, and Cost Factors. These hierarchies can be used to make a sourcing decision that reflect the priorities and thresholds of acceptable service set by the decision-maker at NPS. Cost data was not available for other organizations, so lull development of the AHP was not possible. Based on the available information, this thesis recommends that NPS should source its PBX management, maintenance and operations initially through a mix of in-house and contractor functions, track costs and other service expectations, and make a second sourcing decision at a later date.

This thesis showed that the Analytical Hierarchy Process (AHP) group priority vector was independent of three aggregation techniques: geometric mean input, arithmetic mean vector output, and majority rule output. The AHP concistency index was correlated (Kendall's Tau) with Kendall's Coefficient of Consistence when the AHP inputs were converted to a 'voting' matrix - 0, 1/2, 1 for each pairwise comparison. Minor respondent dissatisfaction with the AHP priority vector suggested that the scale in surveys should be presented to reflect the ratio versus interval scale. Eleven judges from the 1983 Trans-Atmospheric Vechile (TAV) steering committee participated. They completed pairwise comparisons throughout a revised hierarchy of the 1983 Battelle TAV study, The study includes Apple Pascal computer codes to manipulate the input files. Through a survey of the literature and current practices, it was determined that qualitative criteria were not adequately represented in a typical economic analysis of projects. Several MCDM methods were examined and the AHP was found to be the most promising technique to rate projects on a ratio scale. Two types of project selection problems, those involving nonmutually exclusive alternatives and those involving mutually exclusive alternatives, were examined. It was determined that the AHP was applicable to both types of problems. An investigation of the literature regarding non-mutually exclusive Problems revealed that zero-one programming could be used to select a subset of the alternatives with the largest total AHP rating. With the help of a software package called Expert Choice, the AHP was then applied to a previously completed Air Force economic analysis (with mutually exclusive alternatives) and the results were evaluated. This study concluded with the recommendation that the Air Force formally adopt the AHP into its economic analysis procedures.

This is in response to the challenges posed by the expansion of glacial lake areas and the increase in their numbers under global warming. Methods: The research introduces the concept of "instantaneous triggering body mechanical energy transfer efficiency" from the perspective of mechanical energy transfer and transformation. Impact indicators are categorized into three major groups, with mechanical energy used to decouple and assign values to each indicator. The study also summarizes the Analytic Hierarchy Process Based on Physical Processes from the model construction and applies it to build a landslide susceptibility model, thereby verifying its generalization capability. Results: The study finds that the new model can effectively assess the susceptibility of glacial lake outbursts, offering a novel perspective to understand the dynamic changes of such events. Key indicators include the mechanical energy of instantaneous triggering bodies, the mechanical energy of lake water, and the critical failure Newton force of the ice dam. Analysis indicates that the model is highly universal in assessing susceptibility and provides a more comprehensive and systematic framework compared to traditional methods. The Analytic Hierarchy Process Based on Physical Processes demonstrates a certain level of generalization ability. Limitations: Potential limitations of the study include the difficulty in accurately obtaining some parameters and the need for further validation of the generalization ability of the Analytic Hierarchy Process Based on Physical Processes. Additionally, the accuracy of the model may be constrained by data quality and monitoring technology. Conclusions: The model proposed in this study has good applicability and universal significance, capable of providing a scientific basis for disaster prevention and mitigation. Compared to existing research, the uniqueness of this work lies in its combination of quantitative methods based on physical processes with AHP, offering a new tool and analytical method for more accurately identifying and assessing disaster risks. This article is from Journal of Advanced Pharmaceutical Technology & Research , volume 5 . Abstract The objective of this study was to select best method for the development of rasagiline mesylate (RM) loaded nanoscale solid lipid particles using analytic hierarchy process (AHP). Improper method selection may lead to waste of time, loss of material and financial resources. One of the possibilities to overcome these difficulties, AHP was employed to find the suitable method. In the AHP, a decision of hierarchy was constructed with a goal, criteria, sub-criteria, and alternatives. After constructing the AHP, the expert choice software was used to compute the overall priority of criteria, sub-criteria and alternatives. The best alternative selected was based on the highest priority. Nanoscale solid lipid particles of RM was formulated by the selected microemulsion method (M4) and it shows the particle size, polydispersity index and zeta potential were within acceptable limits. Drug content and entrapment efficiency of the RM-solid lipid nanoparticles were 97.26% and 86.57%, respectively. This study concludes that the AHP was viable and effective tool for selecting a most suitable method for the fabrication of RM loaded nanoscale solid lipid particles.

38Assessing The Service Quality Of Iran Military Hospitals: Joint Commission International Standards And Analytic Hierarchy Process (AHP) Technique.

This article is from Journal of Education and Health Promotion , volume 3 . Abstract Background:: Military hospitals are responsible for preserving, restoring and improving the health of not only armed forces, but also other people. According to the military organizations strategy, which is being a leader and pioneer in all areas, providing quality health services is one of the main goals of the military health care organizations. This study was aimed to evaluate the service quality of selected military hospitals in Iran based on the Joint Commission International (JCI) standards and comparing these hospitals with each other and ranking them using the analytic hierarchy process (AHP) technique in 2013. Materials and Methods:: This was a cross-sectional and descriptive study conducted on five military hospitals, selected using the purposive sampling method, in 2013. Required data collected using checklists of accreditation standards and nominal group technique. AHP technique was used for prioritizing. Furthermore, Expert Choice 11.0 was used to analyze the collected data. Results:: Among JCI standards, the standards of access to care and continuity of care (weight = 0.122), quality improvement and patient safety (weight = 0.121) and leadership and management (weight = 0.117) had the greatest importance, respectively. Furthermore, in the overall ranking, BGT (weight = 0.369), IHM (0.238), SAU (0.202), IHK (weight = 0.125) and SAB (weight = 0.066) ranked first to fifth, respectively. Conclusion:: AHP is an appropriate technique for measuring the overall performance of hospitals and their quality of services. It is a holistic approach that takes all hospital processes into consideration. The results of the present study can be used to improve hospitals performance through identifying areas, which are in need of focus for quality improvement and selecting strategies to improve service quality.

Nowadays, distinctive methods are used in evaluation of the criteria in order to making decision. Among them the analytic hierarchy process (AHP) is one of the most efficient. Due to the seismicity of the vast majority part of the country and also the existence of the large number of the unreinforced masonry buildings, the application of the AHP method in order to reach to the best alternative of the strengthening of these buildings are developed. The effective parameters in the evaluation alternatives are classified and suitable alternatives for the rehabilitation are evaluated. The results illustrate the preference of the strengthening the masonry walls with the shotcrete, compared to the other alternatives.

This study explores the critical factors influencing the implementation of DevOps practices from the project management perspective, specifically focusing on software development projects in the Ministry of Finance. This study utilizes the analytic hierarchy process (AHP) to prioritize the critical elements of project success criteria and DevOps factors necessary for effective implementation. The findings indicate that stakeholder satisfaction, quality, and value creation are the primary criteria for project success. The aim of our research was to choose the optimal mortar for the infantry battalion's mortar battery. The comparison was carried out using Analytic Hierarchy Process methodology (AHP) [1]. In our study we describe the application of Multi-Criteria Decision Analysis methods to select optimal military equipment, and we also show other mathematical models which could be useful to solve decision-making problems. During the process of solving this problem, the most important task was the calculation of weights that show the importance of various attributes. Since in this situation there are many decision makers (for example battalion commanders, battery commanders, infantry and artillery officers), we prepared an opinion survey. We asked 32 officers about the importance of attributes and we calculated 32 vectors based on 32 questionnaires. The result was 32 vectors, each of which described one officer s opinion. One of our goals was to calculate the differences among these opinions. In order to do this, we processed these vectors with Multi-Dimensional Scaling, Cluster Analysis and Box Plot Analysis.

Delphi and AHP techniques and SPSS and Expert Choice softwares were used in this research. A questionnaire was developed and distributed among employees to identify the appropriate features of Iran Insurance Company's portal content management system. Cronbach's alpha method was used to test the reliability of the questionnaire. It was greater than 0.7 Thus, the reliability of the questionnaire was good. In the third stage questionnaire, reliability was evaluated by examining the incompatibility rate of comparisons in Expert Choice software. Since the incompatibility rate for all comparisons was less than 0.1, the accuracy of the comparisons was confirmed. FINDINGS: Based on the results of Delphi technique, 42 questions (8 main factors and 34 sub-factors) were identified as important. Hierarchical analysis method was used to rank the factors. Based on the results of information factors with a weight of 0.202, history and objectives with a weight of 0.177, simplification of complex components with a weight of 0.150, fit of portal and portal extension with the organization with a weight of 0.127, words with a weight of 106 0.0, portal information accumulation with a weight of 0.092, portal links with a weight of 0.087 and publications with a weight of 0.067 were ranked first to eighth, respectively. CONCLUSION: According to the results of this study, the hierarchical analysis technique can be used to identify and rank the appropriate features of the content management system of the portal of Iran Insurance Company. Information agents have the highest rank in the content management system of the portal of Iran Insurance Company and publications have the lowest rank in the content management system of the portal of Iran Insurance Company.

At present the US Army Strategic Defense Command (USASDC relies on subjective judgments from key management personnel to make project funding decisions. In this thesis the Analytic Hierarchy Process (AHP) is used to convert subjective pairwise comparisons of thirty-five major USASDC projects, based on eleven key factors, into ratio-scaled numerical weights. THe AHP coefficients are then used in a linear Goal Program in order to optimize the funding level of each project in Fiscal Year 1988 at several different USASDC total budget levels. An optimal priority list of projects is also determined. The model results are compared with the proposed funding levels and the impact of changes of the model parameters is conducted. This analysis of the model results and model sensitivity stimulates six funding recommendations for USASDC decision makers. Data mining has two main concepts of data distribution, namely supervised learning and unsupervised learning. The most easily recognizable concepts from data distribution is related to the dataset, with and without target class. Analytic Hierarchy Process (AHP) technique that carries the concept of pairwise comparison able to answer the problem related to the dataset, which is to change unsupervised to be supervised by determining eigenvalue value of each attribute and sub attribute in AHP method. The case study conducted in this issue is related to determining the target classes used to predict the success of a student learning in UIN Suska Riau. The three main attributes are Procrastination, Total Credits (SKS) and Number of Repeated Courses, each having eigenvalues of 0.319; 0.189 and 0.171 which become the feedback in the determination of the Target Timely Graduation (TG) or Possibility of Timely Graduation (PTG). The biggest consistency ratio generated in the AHP case is 9.4% in the GPA attribute. This research recommends that further research should use datasets that have been arranged based on experimental combinations of the three main attributes above, then applied to the classification or prediction algorithm. So that it would obtain a decision of accuracy from data used against the real result on the field.

In this study, an attempt was made to develop a method of measurement and evaluation aimed at overcoming the difficulties encountered in the determination of the effectiveness of chemistry education based on the goals of chemistry education. An Analytic Hierarchy Process (AHP), which is a multi-criteria decision technique, is used in the present study. The proposed method consists of four main steps: (1) Determination of the main goals and sub-goals of chemistry education; (2) Formation of the AHP model; (3) Making pairwise comparisons and the calculation of local weights; (4) Calculation of global weights and the effectiveness of chemistry education. Research findings indicated that it is possible to determine the effectiveness of chemistry education based on the goals set through the proposed method.
