5Predictive Mean Matching Imputation In Survey Sampling
By Shu Yang and Jae Kwang Kim
Predictive mean matching imputation is popular for handling item nonresponse in survey sampling. In this article, we study the asymptotic properties of the predictive mean matching estimator of the population mean. For variance estimation, the conventional bootstrap inference for matching estimators with fixed matches has been shown to be invalid due to the nonsmoothess nature of the matching estimator. We propose asymptotically valid replication variance estimation. The key strategy is to construct replicates of the estimator directly based on linear terms of the estimator, instead of individual records of variables. Extension to nearest neighbor imputation is also discussed. A simulation study confirms that the new procedure provides valid variance estimation.

12Multi-dimensional Factors Associated With Unprotected Anal Intercourse With Regular Partners Among Chinese Men Who Have Sex With Men In Hong Kong: A Respondent-driven Sampling Survey.
By Cai, Yong and Lau, Joseph T F
This article is from BMC Infectious Diseases , volume 14 . Abstract Background: The HIV prevalence and incidence among men who have sex with men (MSM) are high. Unprotected anal intercourse (UAI) with male regular partners (RP) is an important but under-emphasized risk behavior. The current study aimed to describe the prevalence of UAI with regular partner and the associated multi-dimensional factors with UAI among MSM in Hong Kong, China. Methods: Respondent Driven Sampling method was used to recruit participants. A total of 285 participants were recruited, of whom 211 (75.1%) had had anal sex with RP in the last six months and their data were analyzed in this report. Weighed data were presented and logistic regression methods were fit. Results: Participants’ high risk behaviors in the last six months included high prevalence of having had UAI with RP (45.8%), having had non-regular male sex partners (NRP: 27.3%) and UAI with such partners (18.9%). Adjusted for socio-demographic variables, factors associated with UAI with RP included: 1) substances use prior to having anal sex (65.7% versus 43.8%; AOR =2.36; 95% CI =1.07-5.18), 2) worry that condom use symbolizes mistrust (67.9% versus 44.3%; AOR = 2.91; 95% CI =1.19-7.10), 3) a lower perceived degree of the RP’s acceptance of condom use (91.7% versus 38.3%; AOR = 22.70; 95% CI =6.20-83.10), and 4) a higher level of impulsivity (61.1% versus 35.0%; AOR =4.02; 95% CI = 1.62-9.97). Two of these four variables, substances use (ORm = 2.28, 95% CI = 1.01-5.16) and perceived lower level of RP’s acceptance of condom use (ORm = 17.22; 95% CI = 5.06-58.62) were selected by the forward stepwise logistic regression model. Conclusions: MSM with RP in Hong Kong is subjected to high risk of HIV transmission. Risk factors of UAI are multi-dimensional and interventions need to take into account factors of structural, interpersonal and individual levels.

17DTIC ADA630273: Sampling And Survey With AUVs In Adverse Weather Conditions
By Defense Technical Information Center
The general objective is to investigate the basic and applied problems associated with the efficacious reconnaissance of littoral waters in support of mine warfare and oceanographic tasks. Specifically with this proposal, we wish to quantify the shallow-water performance of the sensor systems and platforms in relation to harsh environmental conditions and high sea states. In particular for platforms we wish to address the performance issues with respect to navigation, communication, control and conditional mission planning during which the underwater acoustic propagation properties are severely affected by the bubble formation and mixing properties induced by storm fronts. We wish to address design and implementation problems associated with our current docking design and performance in stormy conditions.

Unsatisfactory performance of secondary school students in external examinations in Oyo State seems to suggest lapses in principals' application of human capital development practices especially in the areas of training and mentoring of teachers to enhance instructional delivery. This unpleasant state of affair necessitated the researchers to investigate principals' human capital development practices for enhancing staff personnel administration in secondary schools in Oyo State. Two research questions guided the study and two hypotheses were tested at 0.05 level of significance. The descriptive survey design was adopted for the study. The study population comprised all the principals and teachers in government owned secondary schools in Oyo State. The researchers adopted a proportionate stratified sampling technique to draw 94 principals and 588 teachers. Two version of the researchers developed instrument titled ''Principals' Human Capital Development Practices Questionnaire (PHCDPQ)'' were used for data collection. The instrument was validated by three experts comprising two lecturers from the Department of Educational Management and Policy, and the other a specialist in Measurement and Evaluation all from the Faculty of Education, Nnamdi Azikiwe University, Awka. The reliability of the instrument were ascertained using Cronbach Alpha and the co-efficient obtained for cluster, I and II of principals' version were 0.86 and 0.89 respectively while the co-efficient obtained for cluster, I and II of teachers version were 0.83 and 0.85 respectively. The administration of the instruments was done by the researchers together with ten research assistants who were briefed on what to do. Mean and standard deviation were used to answer the research questions while t-test statistic was used to test the hypotheses. The results of the study showed among others that principals have not adequately employed training practices for enhancing staff personnel administration in secondary schools in Oyo State. It also revealed that there is no significant difference in the mean ratings of principals and teachers on principals' mentoring practices for enhancing staff personnel administration in secondary schools in Oyo State. Based on the findings, it was recommended among others that government should provide annual grants for principals to sponsor teachers workshops, seminars and conferences in order to enable them update their skills and knowledge on current issues and also help them adapt to innovation in educational practices. Conclusion was drawn.

The adption of the Common European Framework Reference (CEFR) as a guideline in Malaysian English language education has led the Ministry of Education to replace locally-developed English textbooks with a selection of imported titles. While considering the significance of intercultural skills in the English curriculum, there is a need to look into the aspect of relevance in using imported texts to suit local cultural demands. This study is dual focal in nature; it investigated not only the impacts of cultural elements embedded in imported textbooks on Malaysian students' attitude but also gathered their perception on the aspect through survey research. For the purpose of this study, it specifies on the use of English Plus 1 -- an imported textbook, published by Oxford University Press. A questionnaire which was adopted from Xiao (2010), was then distributed to 39 Malaysian pupils of suburban Chinese-type primary schools in Perak who were selected using a convenience sampling technique. The findings indicated that the use of English Plus 1 has impacted pupils' attitude where it was observed that their perception towards learning English became more negative due to the focus of the textbooks inclines towards a culture that was not familiar to Malaysians. The implications derived from this study suggest teachers' flexibility at adopting a range of teaching approaches that might also need to be creative in its nature in order to impart cultural information to the young learners. Simultaneously, a more pro-active solution could be taken at the administrative level by carefully scrutinizing the cultural elements embedded in imported texts to adopt cultural suitability for young learners. By Racette, D. J.|Griffin, H. D.|Ontario Ministry of the Environment. Northwestern Region. Technical Support Section.
By Defense Technical Information Center
Having made an important shift in tactical focus from the traditional global conflict to regional conflict, the U.S. Navy is increasingly focused on the projection of power from sea to land by expanding its regional warfare capabilities into littoral regions which involve operations to and from the near land ocean. To support the power transfer mechanism in littoral regions cluttered with mines, the Navy has recognized a critical need to develop and/or acquire enabling technology with which to carry out sea mine reconnaissance, detection, classification and neutralization operations in littoral environments without imposing unnecessary risk of personnel safety.

29The Accuracy And Convergent Validity Of Social Media Use Measures Among Adolescents: Comparing Retrospective Survey And Experience Sampling Data With Digital Trace Data
By Tim Verbeij, J. Loes Pouwels, Ine Beyens and Patti M. Valkenburg
Since the introduction of social media, hundreds of studies have tried to assess how adolescents are affected by these media (for meta-analyses, see e.g., Huang, 2017; Liu & Baumeister, 2016; Liu, Wright, & Hu, 2018). To measure social media use, most of these studies have used retrospective surveys: Adolescents were asked to estimate the time they spent on social media in general (e.g., in a typical week) or within a specific time frame (e.g., in the previous week). In addition, a small but increasing number of studies have used experience sampling methodology (ESM) to measure social media use (Griffioen, Rooij, Lichtwarck-Aschoff, & Granic, 2020). In these studies, respondents used their cell phones to estimate the time they spent on social media in the previous hour or since the last survey (e.g., Beyens, Pouwels, van Driel, Keijsers, & Valkenburg, 2020). When relying on self-report measures, it is of utmost importance that such measures are accurate, indicating that they prevent systematic under- and over-reporting (Scharkow, 2016). In addition, these instruments should be valid, indicating that they measure what they are supposed to measure (i.e., validity) (Bryman, 2012; Flake & Fried, in press). After all, inaccurate and invalid self-report measures of social media use can lead to inaccurate estimations of social media effects (Scharkow, 2016).

35A Two-stage Cluster Sampling Method Using Gridded Population Data, A GIS, And Google EarthTM Imagery In A Population-based Mortality Survey In Iraq.
By Galway, LP, Bell, Nathaniel, SAE, Al Shatari, Hagopian, Amy, Burnham, Gilbert, Flaxman, Abraham, Weiss, Wiliam M, Rajaratnam, Julie and Takaro, Tim K
This article is from International Journal of Health Geographics , volume 11 . Abstract Background: Mortality estimates can measure and monitor the impacts of conflict on a population, guide humanitarian efforts, and help to better understand the public health impacts of conflict. Vital statistics registration and surveillance systems are rarely functional in conflict settings, posing a challenge of estimating mortality using retrospective population-based surveys. Results: We present a two-stage cluster sampling method for application in population-based mortality surveys. The sampling method utilizes gridded population data and a geographic information system (GIS) to select clusters in the first sampling stage and Google Earth TM imagery and sampling grids to select households in the second sampling stage. The sampling method is implemented in a household mortality study in Iraq in 2011. Factors affecting feasibility and methodological quality are described. Conclusion: Sampling is a challenge in retrospective population-based mortality studies and alternatives that improve on the conventional approaches are needed. The sampling strategy presented here was designed to generate a representative sample of the Iraqi population while reducing the potential for bias and considering the context specific challenges of the study setting. This sampling strategy, or variations on it, are adaptable and should be considered and tested in other conflict settings.

37A Broadened Approach For Improved Estimation In Survey Sampling
By Kyle Vincent and Christopher S. Henry
We introduce a new sufficient statistic for the population parameter vector by allowing for the sampling design to first be selected at random amongst a set of candidate sampling designs. In contrast to the traditional approach in survey sampling, we achieve this by defining the observed data to include a mention of the sampling design used for the data collection aspect of the study. We show that the reduced data consisting of the unit labels together with their corresponding responses of interest is a sufficient statistic under this setup. A Rao-Blackwellization inference procedure is outlined and it is shown how averaging over hypothetical observed data outcomes results in improved estimators; the improved strategy includes considering all possible sampling designs in the candidate set that could have given rise to the reduced data. Expressions for the variance of the Rao-Blackwell estimators are also derived. The results from two simulation studies are presented to demonstrate the practicality of our approach. A discussion on how our approach can be useful when the analyst has limited information on the data collection procedure is also provided.

43Maximum Entropy Estimation For Survey Sampling
By Fabrice Gamboa, Jean-Michel Loubes and Paul Rochet
Calibration methods have been widely studied in survey sampling over the last decades. Viewing calibration as an inverse problem, we extend the calibration technique by using a maximum entropy method. Finding the optimal weights is achieved by considering random weights and looking for a discrete distribution which maximizes an entropy under the calibration constraint. This method points a new frame for the computation of such estimates and the investigation of its statistical properties.

44Impact Of Frequentist And Bayesian Methods On Survey Sampling Practice: A Selective Appraisal
By J. N. K. Rao
According to Hansen, Madow and Tepping [J. Amer. Statist. Assoc. 78 (1983) 776--793], "Probability sampling designs and randomization inference are widely accepted as the standard approach in sample surveys." In this article, reasons are advanced for the wide use of this design-based approach, particularly by federal agencies and other survey organizations conducting complex large scale surveys on topics related to public policy. Impact of Bayesian methods in survey sampling is also discussed in two different directions: nonparametric calibrated Bayesian inferences from large samples and hierarchical Bayes methods for small area estimation based on parametric models.

45ERIC ED435701: Practical Guidelines For Evaluating Sampling Designs In Survey Studies.
By ERIC
The popularity of sample surveys in evaluation and research makes it necessary for consumers to tell a good survey from a poor one. Several sources were identified that gave advice on how to evaluate a sample design used in a survey study. The sources are either too limited or too extensive to be useful practically. The purpose of this paper is to recommend six important yet practical guidelines for evaluating the quality of a sample design in a survey study. The six guidelines are: (1) a clearly specified population; (2) an explicitly stated unit of analysis; (3) a specification of determining a desired sample size; (4) an informative description of the sample selection procedures; (5) a description of response rate and nonresponse treatment; and (6) demonstration of appropriate estimation procedures. For each guideline, discussion is focused on definitions, problems found in the literature, and the consequences of the problems. (Contains 30 references.) (Author/SLD)

46ERIC ED416932: Survey Sampling Of Community College Students: For Better Or For Worse.
By ERIC
This paper provides an overview of common sampling methods (both the good and the bad) likely to be used in community college self-evaluations and presents the results from several simulated trials. The report begins by reviewing various survey techniques, discussing the negative and positive aspects of each method. The increased accuracy and cost-effective nature of probability, as opposed to nonprobability, sampling is discussed, as are the different types of probability sampling-simple random sampling, stratified random sampling, systematic sampling, and cluster sampling. The types of nonprobability samples, including quota sampling and convenience sampling, are also described. The paper then reviews the methods and subsequent results of the simulation sampling. It concludes that, though not the same as collecting fresh data, simulations offer valuable guidance and insight to selecting sample populations. Researchers also found that random sampling is preferable to in-class surveys, and questionnaires should come as close to probability samples as possible. Appendices include data tables. (YKH)

49DTIC ADA255719: U.S. Army Survey Of Nurses And Nursing Students: Sampling Frame And Survey Development
By Defense Technical Information Center
This report describes the rationale for the study of nurses and the development of the sampling frame and questionnaires for a survey of registered nurses and nursing students. An understanding of the perceptions of the U.S. Army and Army nursing by registered nurses and nursing students is important to U.S. Army policymakers and recruiters. Development of the sampling frame for registered nurses involved the selection of states by cluster sampling, with the selection of respondents randomly within states. Development of the sampling frame for nursing students involved the selection of nursing schools by cluster sampling. The surveys ask a series of questions on education level, employment status, satisfaction with nursing, attitudes about the Army Nurse Corps Active Duty and Reserve programs, and the impact of Desert Storm and similar possible actions on feelings about joining the military.

50Risk Behaviors, Prevalence Of HIV And Hepatitis C Virus Infection And Population Size Of Current Injection Drug Users In A China-Myanmar Border City: Results From A Respondent-Driven Sampling Survey In 2012.
By Li, Lei, Assanangkornchai, Sawitri, Duo, Lin, McNeil, Edward and Li, Jianhua
This article is from PLoS ONE , volume 9 . Abstract Background: Injection drug use has been the major cause of HIV/AIDS in China in the past two decades. We measured the prevalences of HIV and hepatitis C virus (HCV) prevalence and their associated risk factors among current injection drug users (IDUs) in Ruili city, a border region connecting China with Myanmar that has been undergoing serious drug use and HIV spread problems. An estimate of the number of current IDUs is also presented. Methods: In 2012, Chinese IDUs who had injected within the past six months and aged ≥18 years were recruited using a respondent-driven sampling (RDS) technique. Participants underwent interviews and serological testing for HIV, HBV, HCV and syphilis. Logistic regression indentified factors associated with HIV and HCV infections. Multiplier method was used to obtain an estimate of the size of the current IDU population via combining available service data and findings from our survey. Results: Among 370 IDUs recruited, the prevalence of HIV and HCV was 18.3% and 41.5%, respectively. 27.1% of participants had shared a needle/syringe in their lifetime. Consistent condom use rates were low among both regular (6.8%) and non-regular (30.4%) partners. Factors independently associated with being HIV positive included HCV infection, having a longer history of injection drug use and experience of needle/syringe sharing. Participants with HCV infection were more likely to be HIV positive, have injected more types of drugs, have shared other injection equipments and have unprotected sex with regular sex partners. The estimated number of current IDUs in Ruili city was 2,714 (95% CI: 1,617–5,846). Conclusions: IDUs may continue to be a critical subpopulation for transmission of HIV and other infections in this region because of the increasing population and persistent high risk of injection and sexual behaviours. Developing innovative strategies that can improve accessibility of current harm reduction services and incorporate more comprehensive contents is urgently needed.
