2DTIC ADA104058: An MIS Framework For Analyzing The Organizational Impact Of Management Information Systems Projects.

The U.S. Navy's Shipboard Non-tactical ADP Program (SNAP II) is a proposed shipboard management information system (MIS). By first building a basic MIS framework using a simple organizational information system model and developing certain general measures of an MIS project's impact, the SNAP II project is analyzed. The framework allows the investigation of MIS impact at specific organizational levels. The effect of unevenly distributed impact at specific levels can be significant with regard to the overall value of the MIS. This impact might not be anticipated by analysis of the MIS project through the use of total organizational impact alone. The analysis of the SNAP II project reveals two areas of concern. First, the SNAP II system is not a true independent shipboard MIS. Second, there are potentially detrimental undisplaced impacts, focused at the lower levels of the shipboard organization, which may result from implementation of SNAP II. (Author)

12ERIC ED638363: Student-Generated Videos In A Management Information Systems Course -- Feasibility, Student Acceptance, And Guidelines For Teachers

As lessons were forced to switch to online or hybrid mode during COVID-19, educators need to apply tools to foster engagement inside and outside the classroom. Screencasting software enables teachers to evaluate students' learning outcomes in compensation for the lack of face-to-face interactions. This study investigated the use of student-generated videos to replace written reports in an information technology subject involving hands-on skills. The SGV can prevent plagiarism as it requires showing steps with verbal explanations. The multiple benefits of getting students to create their own content using video were supported by pedagogical theories such as multimedia learning theory (Mayer, 1997), VARK model (Fleming, 2001), and dual coding theory (Paivio & Clark, 2006). Furthermore, it can encourage students to practise their presentation skills and gain experience in video editing, which may also be helpful for their future careers. This research aimed to explore the feasibility of applying SGV in an information technology subject, and students' perception towards the assignment format, and provide some guidelines for teachers. This qualitative study involved 39 Hong Kong students. Their opinions were collected in a focus group after the subject had finished. We found that even though making SGV may require more time and effort, the students in the focus group agreed that SGV can better evaluate their understanding of subject knowledge. Based on the empirical findings, guidelines for teachers who want to use SGV in formative assessment were provided. [For the full proceedings, see ED638044.]

In recent years, information technology has advanced at a pace that few would have anticipated. It has been estimated that the computing power of the modem desktop computer has been increasing at the rate of 1000% per decade. In combination with the development of personal computers, the advent of networks and the world wide web provide unprecedented access to information and computing power. However, the problem of developing useful user interfaces remains a problem. In many military and commercial settings, the increased computing power offered by current information technology remains unexploited because of user interfaces that are difficult to use. This thesis reports on the examination of constructs related to user acceptance of information systems from two disciplines, human-computer interaction (HCI) and management information systems (MIS). More specifically, research was conducted to evaluate the possibility of overlap between the two divergent fields. The Technology Acceptance Model (TAM) from MIS research was examined in light of the HCI constructs of efficiency, effectiveness, and satisfaction. Of interest was the impact of efficiency, effectiveness, and satisfaction on the formulation of user perceptions of ease of use. The empirical data suggests that satisfaction plays a major role in the formulation of user perceptions (p<0.01), while the role of efficiency and effectiveness are minimal.

This document is one of the 5 sections of the Data Element Dictionary developed as part of the WICHE Management Information Systems (MIS) Program. The elements in this section apply to both the current and historical data concerning finance. The purpose of the WICHE MIS Program is to make it possible to derive data which will be truly comparable for interinstitutional comparisons, while allowing institutional autonomy in such matters as coding and file structure. One of the major purposes of this section of the Dictionary is to obtain longitudinal data depicting changes in characteristics over a period of time. The criteria for inclusion of data elements are: (1) necessary for completion of Higher Education General Information Survey (HEGIS); (2) likely to be needed for the Student Flow Model, cost exchange procedures, and the Resource Requirements Prediction Model; (3) necessary to link operational files together for the derivation of information; and (4) basic to institutional record keeping. The data elements are: (1) fund group; (2) source of funds; (3) organizational unit; (4) account number; (5) program identification; (6) functional classification; (7) object classification; and (8) dollar amount. A number, title, description, and comments define each data element. In addition, the anticipated utility of each element is indicated. After review of this edition, a second is planned. (AF)

29Possibilistic Information Flow Control For Workflow Management Systems

In workflows and business processes, there are often security requirements on both the data, i.e. confidentiality and integrity, and the process, e.g. separation of duty. Graphical notations exist for specifying both workflows and associated security requirements. We present an approach for formally verifying that a workflow satisfies such security requirements. For this purpose, we define the semantics of a workflow as a state-event system and formalise security properties in a trace-based way, i.e. on an abstract level without depending on details of enforcement mechanisms such as Role-Based Access Control (RBAC). This formal model then allows us to build upon well-known verification techniques for information flow control. We describe how a compositional verification methodology for possibilistic information flow can be adapted to verify that a specification of a distributed workflow management system satisfies security requirements on both data and processes.

This guide was developed to help Comprehensive Employment and Training Act (CETA) prime sponsors to meet their responsibility for assessing the effectiveness of their efforts by examining the extent to which CETA participation has enhanced the longer-term income and employability status of former enrollees. As part 1 of a series, this document contains recommendations for a minimum prime sponsor follow-up system, including the following (1) a series of recommendations designed to facilitate the implementation of a minimum follow-up capability; (2) a recommended participant follow-up questionnaire; and (3) a set of sample data tables that can be used to facilitate the production of prime sponsor follow-up reports. Subjects covered in the guidelines offered in the five chapters of this publication include recommended minimum types of data to be collected (such as types and sources of data and types of terminees to be included in local follow-up activities); frequency, timing, and number of participant contacts; and operational recommendations for participant surveys (such as contact methods, types and sources of participant contact data, location and contact of former participants, and logistics and staffing for collecting data efficiently. These guidelines are pulled together in an outline of a sample recommended follow-up report. (KC)

This report comprises a detailed evaluation of two minicomputer-based school information management systems for use at the senior high school level: (1) Prompt Automated Scheduling System (PASS) by Mid-American Corporation and locally developed software, which runs on an IBM minicomputer, and (2) Student Administration System (SAS) by SIERRA Software Systems, Inc., which runs on the Digital Equipment VAX family of computers. These two systems were evaluated against six major factors, each defined by a detailed and comprehensive set of criteria: product scope and function, ease of use, technical considerations, support and services, product qualifications, and vendor. All key system capabilities were tested as they related to database creation and maintenance, prescheduling, scheduling, transition to operational status (and semester turnover), attendance recording and reporting, progress recording and reporting, report generation, and utility functions. Each product evaluation describes the testing environment and conditions, lists evaluation results and observations, and summarizes the strengths and weaknesses of the system. Evaluation data are then summarized and compared first from the senior and then from the junior high school perspective. Results indicate that considerable development work is required for both systems to realize complete school information management systems, and that these minicomputer-based systems are not suitable for use by individual schools. Six appendixes are included: the general questionnaire from which the criteria were derived, the interview guide and detailed checklist, the detailed scoring comparison form, Mid-American PASS screen and program functions, IBM 4341 to VAS 11/725 data transfer, and recent system developments. Search is becoming the primary way in which people get information. In 2010, global Internet usage was over two billion people, with 92% of online adults using search engines to find information. Most commercial search engines (Google, Yahoo, Bing, etc.) provide their indexing and search services at no cost. The DoD can achieve large gains at a small cost by making public documents available to search engines. This can be achieved through the utilization of important design components and effective knowledge management. This thesis examines methods for making information available to search engines at the Naval Postgraduate School (NPS) and the Defense Technical Information Center (DTIC). In a large-scale project, over 200,000 documents were organized on the website dodreports.com. The results of this research revealed improvement gains of 8-20% for finding reports through commercial search engines during the first six months of implementation.

Results are reported of the first experiments for a computer conference management information system at the National Aeronautics and Space Administration. Between August 1975 and March 1976, two NASA projects with geographically separated participants (NASA scientists) used the PLANET computer conferencing system for portions of their work. The first project was a technology assessment of future transportation systems. The second project involved experiments with the Communication Technology Satellite. As part of this project, pre- and postlaunch operations were discussed in a computer conference. These conferences also provided the context for an analysis of the cost of computer conferencing. In particular, six cost components were identified: (1) terminal equipment, (2) communication with a network port, (3) network connection, (4) computer utilization, (5) data storage and (6) administrative overhead.

48ERIC ED103998: A Comparative Case Study Of Two School Systems Implementing A Management Information System.

A comparative case study of two dissimilar school systems concerned with the development and implementation of a management information system was the focus for this research study. The overall planning, evaluation, and assessment model constituting the theoretical framework for this project was taken from the work of the recently completed Phi Delta Kappa National Study Commission on Evaluation. Project directors in each system served as participant observers, gathering and analyzing descriptive data on the project's progress. Their experiences, including comparative approaches, development of a program budgeting format, and suggested sequence of implementation activities, comprise the basis for replication possibilities to other school systems.
