Over the past decade, RTI International has pursued the goal of quality, inclusive, differentiated early grade literacy instruction in nearly 30 early grade reading or early grade literacy programs in low- and middle-income (LMI) countries. Across our diverse portfolio, we have supported Ministries of Education (Ministries) in diverse contexts in their development and implementation of research-based early grade literacy programs and have learned important lessons based on our experience working with Ministries to design, develop, and implement early grade literacy programs. This paper describes the core elements that we have found to improve early grade literacy instruction and learner outcomes: the approach to teaching (Teach), the availability of quality, relevant learner materials (Text), the effective use of instructional time (Time), the use of formative assessment to guide instruction (Test), and provision of instruction in the most effective language (Tongue). This paper focuses on the acquisition of literacy in alphabetic and alphasyllabic languages in the early primary years (most typically, academic levels 1 through 3) and the kinds of exposures, instruction, and support learners need to become fully literate. These are the elements of a literacy program that can be taught, that should be present in teaching and learning materials and in teacher trainings, and that relate specifically to what happens in a classroom. Many more factors contribute to literacy acquisition. However, we focus on the core elements in this paper to delve deeper and facilitate a richer discussion about these components. No one-size-fits-all approach to the development and implementation of literacy programs exists; the local context and constraints of any implementation can require adaptation and adjustments. In many cases, the fully diversified approach to early grade literacy instruction described in the classroom scenario has not yet been achieved. However, we hope that this compilation of lessons learned and best practices achieved through our experiences will help to further the efforts of all to provide high-quality, effective literacy instruction to all learners, particularly those in LMI countries. Over the past decade, RTI International has pursued the goal of quality, inclusive, differentiated early grade literacy instruction in nearly 30 early grade reading or early grade literacy programs in low- and middle-income (LMI) countries. Across our diverse portfolio, we have supported Ministries of Education (Ministries) in diverse contexts in their development and implementation of research-based early grade literacy programs and have learned important lessons based on our experience working with Ministries to design, develop, and implement early grade literacy programs. This paper describes the core elements that we have found to improve early grade literacy instruction and learner outcomes: the approach to teaching (Teach), the availability of quality, relevant learner materials (Text), the effective use of instructional time (Time), the use of formative assessment to guide instruction (Test), and provision of instruction in the most effective language (Tongue). This paper focuses on the acquisition of literacy in alphabetic and alphasyllabic languages in the early primary years (most typically, academic levels 1 through 3) and the kinds of exposures, instruction, and support learners need to become fully literate. These are the elements of a literacy program that can be taught, that should be present in teaching and learning materials and in teacher trainings, and that relate specifically to what happens in a classroom. Many more factors contribute to literacy acquisition. However, we focus on the core elements in this paper to delve deeper and facilitate a richer discussion about these components. No one-size-fits-all approach to the development and implementation of literacy programs exists; the local context and constraints of any implementation can require adaptation and adjustments. In many cases, the fully diversified approach to early grade literacy instruction described in the classroom scenario has not yet been achieved. However, we hope that this compilation of lessons learned and best practices achieved through our experiences will help to further the efforts of all to provide high-quality, effective literacy instruction to all learners, particularly those in LMI countries. PRELIMINARY REMARKS. HIO ENIM USUS EST LITER ARUM, UT OUSTODIANT VOCES ET VELUT DEPOSITUM REDDANT LEGENTIBUS : ITAQUE ID EXPRI- MERE DEBENT, QUOD DIOTURI STJMUS. — QUINOT. INST. OR. I. VII. The use of letters is to preserve vocal sounds, and, as it were, return the deposit to the reader : therefore they should express what we have to say. In making some inquiries into the phonetic peculiarities of the aboriginal languages of North America, I found myself at a loss, from the want of an alphabet in which to record my results, those of Europe being more or less corrupt; and finding the statements respecting the Latin alphabet to a certain extent contradictory and unsatisfactory, I resolved to investigate it, with the intention of using it strictly according to its Latin signification, as far as this could be ascertained. This special inquiry being made, a view of the results is here presented. Pronunciation is the basis of philology, and without a know- ledge of it, in examining the various writings likely to be used for philological purposes, little progress can be made in this science. It is of little use to show a person unacquainted with Arabic and Greek characters, that Ministry is derived from L^*^ and not from zv or to inform a pupil that the South English word phw t is derived from a North English word, written [plough] with six characters, if he does not know what words these characters are intended to represent.... The article concerns educational work with students who have learning difficulties with foreign languages in Slovenian primary schools. The aim of the research was to investigate current methodical and organisational elements of teacher's support in foreign language teaching for students (aged 9-15) with learning difficulties, according to the location of the school, being either urban or rural. A non-random sample was taken, which consisted of foreign language teachers who teach in the Slovenian primary and lower-secondary levels (N = 47). An analysis of the results showed that there were no statistically significant differences between rural and urban schools concerning teacher-support for students with learning difficulties in learning English as a foreign language. The research shows that some of the sources of support for children with learning difficulties are relatively underutilized, even though they have proven to be effective when put into inclusive practice internationally.

A method for evaluating and improving the secondary school environment for limited-English-proficient students is presented. The first section outlines research findings about elements in the school context, curriculum, and staffing found effective in serving LEP students. Desirable factors in the school context include: valuing of students' languages and cultures; use and development of native languages in and out of the classroom; high expectations of LEP students; staff development explicitly designed for serving this population; encouragement of family involvement; and appropriate support services and extracurricular activities. An effective curriculum characteristic is its capacity to accommodate the heterogeneity of the population and its needs. Positive staff factors include: making LEP education a priority; knowledge and active support of LEP-oriented programs among all staff; counseling services designed for this population; and commitment to empowering LEP students. Two additional characteristics of effectiveness are the longevity and pervasiveness of the above school elements. A checklist for use in evaluating the secondary school for these and related features is presented. It details specific elements of effectiveness in the school environment, curriculum, and staff practice, provides a scale for rating them in the school in question, and contains spaces to note examples and ideas for improvement.
