This short information technology educational film from Edutronics, Inc. and distributed by McGraw-Hill provides a brief overview of how basic file maintenance operates in the field of data processing. The film uses an animated flowchart to explain how basic file maintenance works and show the various steps of quality control checks for validity built into the data processing process. The film also features several photographs to accompany the chart. The film opens with a “big picture” look of how data processing works, mapping out the process using a flow chart. The process begins with the input of a “source document.” The flow chart goes through the following steps after the source document is discussed: “key punch,” “transaction cards,” “validity check,” “error messages” and “counts,” “sort,” “messages and counts,” “file maintenance,” “inspect counts,” “report preparation,” and “special files.” The film then shows several photographs of men and women working at a computer station processing data (05:14). Data processing is, generally, "the collection and manipulation of items of data to produce meaningful information." In this sense it can be considered a subset of information processing, "the change (processing) of information in any manner detectable by an observer." The term Data Processing (DP) has also been used to refer to a department within an organization responsible for the operation of data processing applications. A very simple example of a data processing system is the process of maintaining a check register. Transactions— checks and deposits— are recorded as they occur and the transactions are summarized to determine a current balance. Monthly the data recorded in the register is reconciled with a hopefully identical list of transactions processed by the bank. A more sophisticated record keeping system might further identify the transactions— for example deposits by source or checks by type, such as charitable contributions. This information might be used to obtain information like the total of all contributions for the year. The important thing about this example is that it is a system, in which, all transactions are recorded consistently, and the same method of bank reconciliation is used each time. This directory of educational data processing installations within the Central Midwestern Regional Educational Laboratory region was compiled from the results of a 1967 survey. Since only 452 of 1,069 survey questionnaires were returned, the directory does not contain a complete listing of all such installations in the area. Sixty-nine institutions in Illinois, Kentucky, Missouri, and Tennessee, indicating they possessed data processing equipment, make up the directory listings. The directory is divided into three sections. The first section shows the educational data processing installations by State and by county; the second shows organizations reported to have done data processing operations for educational institutions; and the third is a telephone directory for data processing installations by State and educational institution. Information listed in the directory for each installation includes address, telephone number, person in charge, data processing equipment on hand, major applications for which the equipment is suited, operations schedule, and availability to other organizations. The purpose of this study was to develop a plan for alleviating problems in the collection, processing, and dissemination of educational data as they affect the New York City Board of Education information requirements. The Data Base Management concept was used to analyze three topics: administration, structure, and standards. The study found that the fragmentation of organizational responsibility limits the Board's ability to successfully meet its educational data requirements. It was also found that decision-makers within the Board did not use their educational data to full potential. Finally, fragmented administrative control and the inadequate computerization of the Board's data base created problems for the maintenance of data base integrity and security. The suggested changes to the educational data process include creating a new Bureau of Educational Statistics, developing a new computer system, and adopting a proposed reorganization plan over an eighteen month period. This document contains a design for creating an educational data bank of pupil personnel information. The specific information that should be collected and maintained in such an updatable data bank is described in detail. The document provides instructions on interpretation of this data for (1) predicting approximate percentages of students who would not complete high school (both individual and group studies); (2) predicting the approximate number of students who would not complete formal studies at the time of graduation; (3) aiding proper authorities by predicting which students in high school would not continue past 12th grade (individual predictions); (4) establishing types of occupational directions that past groups of dropouts and terminal students have followed and attempting to direct them into, and prepare them for, useful types of occupations; and (5) aiding school counselors in guiding the right students into district-provided educational programs. THESE INCLUDED, HOWEVER, 43 PERCENT OF THE TOTAL PUBLIC SCHOOL ENROLLMENT. DIFFERENT AREAS IN WHICH DATA PROCESSING TECHNIQUES ARE USED INCLUDE (1) SCHOOL CENSUSES, (2) FINANCIAL ACCOUNTING, (3) ATTENDANCE ACCOUNTING, (4) GRADE REPORTING, AND (5) STUDENT SCHEDULING. Results of a survey of school district data processing directors' attitudes toward the content of technology curriculum in educational administrator training programs are presented in this paper. Questionnaires sent to 152 large school districts yielded 78 usable returns, a 51 percent response rate. Respondents rated the following topics as most important for inclusion in a general introductory computer course in educational management: productivity software applications; school management tools; and general educational technology subjects. The findings raise questions, however, as to the feasibility of incorporating large amounts of information into one or two introductory courses. (LMI)

Progress in realizing the full potential of computerized data processing is being hindered by costs and by the spread of a multitude of small, independent computer facilities. There is a need for some uniformity of specifications among the various systems. The result would be a compatibility that could help to reduce costs more rapidly because of the larger unit size. Such a uniformity would also provide the smallest and most remote district with access to the same wealth of data and services as it provides the largest urban area. This review surveys some of the many specific tasks that can be carried out by computers to assist school administrators in fulfilling their professional responsibilities. It examines the concept of regionalism in developing computer facilities and suggests that such centers are ultimately more a boon than a threat to local personnel. It is control of the electronic data processing units within organizations, rather than merely the centralization of facilities, that presents the real issue to be faced. (Author)

Journal of Educational Data Processing was a publication covering educational data processing. It was established in 1964 and was published quarterly by Ideos, Inc. until 1979.

This comprehensive study evaluates the ESEA Title III Regional Planning and Evaluation Agencies in the State of California. The study is prepared and reported in two volumes: One evaluating the 21 Projects to Advance Creativity in Education (PACE) Centers and the other evaluating the 10 Regional Educational Data Processing (EDP) Centers. Analysis of the PACE Centers includes evaluation of ESEA Title III and the educational change process, descriptions of major elements of California's educational system and the relationship of these elements to the educational change process, evaluation of the individual PACE Centers in California, and several appendices showing methodology and data used in the analysis. The volume evaluating the EDP Centers describes the history and operation of the system, presents an analysis of services and costs of the system, and discusses program development and the funding of individual centers. Both volumes present conclusions and recommendations in a convenient beginning section. (TT)

Some 45 public and private schools were involved in planning for coordinated data processing services. Considerable emphasis was placed on inclusion of in-service activities for school personnel in connection with the planning. The personnel, through questionnaires, indicated the anticipated value of the benefits of the plan. The questionnaire findings showed the only significant utilization of data processing equipment involved a fraction of the students in scheduling and mark reporting. Teachers indicated a need for curriculum development and in-service education in connection with instructional uses. Recommendations are as follows: (1) if schools with an aggregate population of 100,000 agree to participate in an operational project, a grant application should be submitted, (2) personnel, equipment, and facility should be acquired by and under the control of the participating schools, (3) service categories should include information concerning students, administration and finance, materials, and instruction, (4) staff consultants should be hired for each information area, and (5) system design activities, for integration of information, should be planned. The objective of the study was to evaluate (1) the needs and resources available to local school districts in data processing; (2) the needs and resources available for regional data processing centers; and (3) the types of services, including programing packages, that would be offered by the regional data processing centers. The study analyzed data functions currently used or planned by the districts and processing needs relative to the size of the district. Data for the study were obtained from a survey of about 100 local school districts and from discussions with local district and State education personnel. Major conclusions are as follows: (1) districts with less than 1,500 students require no data processing services, (2) initially, the experimental regional data processing center should be under local control, and (3) county cnters should be selected as regional sites. A model is proposed for the establishment of regional data processing centers with recommended boundaries. In addition, recommendations are made concerning organization, staffing, and operation of the centers. Related documents are EA 002 689, EA 002 869, and EA 002 870. (Author)

Automation of the survey process has proved successful in many industries, yet it is still underused in educational research. This is largely due to the facts (1) that number crunching is usually carried out using software that was developed before information technology existed, and (2) that the educational research is to a great extent trapped in its methods of producing tabulations, charts, and reports. This paper demonstrates the use of an automated survey data processing and reporting system called AutoRide, to cut costs, increase turnaround, and improve the quality of products delivered in both paper and online formats. Integrated data processing in offices was studied to determine implications for the development of office occupations curriculums in public secondary schools and post-high school institutions offering less than baccalaureate degrees. Interviews were held with representatives of 285 businesses, teachers in 176 public high and post-high schools in the cities in which the businesses were located, and advanced planning executives of 13 computer manufacturers. Extensive findings include: (1) It appears that jobs will become more complex rather than proliferate, (2) Little change will take place in computers in the next 3 to 10 years, (3) With the relative decrease in use of punched cards as input, the proportion of key punch and verifier operators will decrease, (4) Advances in software will be extensive in the next 3 to 10 years, and (5) There will be opportunities for programmers in systems analysis. Recommendations include: (1) inauguration of new programs and updating of existing ones, (2) training of greater numbers of teachers for the data processing field, and (3) summer experience in data processing for teachers. Recommended curriculums are included. (JK)

Surveys of the data processing systems and the innovations in instruction and resource materials in 16 school districts in the cities of Baltimore, Boston, Buffalo, Chicago, Cleveland, Detroit, Los Angeles, Memphis, Milwaukee, New York, Philadelphia, Pittsburgh, San Diego, San Francisco, St. Louis, and Washington, D.C., are detailed in this report. The primary use of data processing in these districts is payroll processing. The study lists and evaluates the cost and present applications of data processing. It recommends a pilot program to promote personnel data systems, pupil data systems, program budgeting with textbook control as a major sub-system, and kindergarten to twelfth grade curriculum development for computer assisted learning. "Creativity in Urban Education" inventories over nine hundred kindergarten-through-adult-education, locally-developed materials, programs, and projects, describing level, audience, medium, place of development, and availability. The study's concluding conference provided seminar discussion of "The Community Role in Identifying Needs and Planning Programs" and seminar discussion with consultants of early childhood education, changing practices in instruction and their acceptance by parents and teachers, pre-service and in-service training, language development, and vocational education. This survey was conducted to identify the types and numbers of computer and electronic data processing (EDP) personnel that are needed in Indiana, together with their knowledge and experience requirements. Over 1,000 businesses and government agencies received questionnaires requesting information on: (1) type of EDP operation and system, (2) hardware, (3) functions/utilization, (4) software, (5) manpower, (6) level of understanding required, and (7) curriculum objectives. On the basis of 432 responses, conclusions are presented regarding the kinds of equipment and computer languages in use and their expected future importance. The educational program objectives for the associate and bachelor's degree in computer technology are also identified and rank-ordered. (BH)

This is a report of a pilot project directed toward planning an educational information network. The network will eventually connect the information processing capabilities of the New York City school system to information processing of the State Education Department in Albany. The study reported the fall enrollment and degrees conferred in higher educational institutions throughout New York State and studied how teacher personnel information was collected, processed, and then transmitted from the New York City school system to the State Education Department. The document contains samples of the various types of forms used in the reporting and also discusses the usefulness and the problems of each item of information. A chapter is devoted to the implications of the pilot project for building a State education information network that may also be coordinated with the U.S. Office of Education. A digest of the results of a sampling of higher educational institution data processing programs currently in use is provided in an appendix. (DE)

A management information system (MIS) is a systems approach to data processing. It provides relevant, timely, and accurage data to decisionmakers, as well as information storage, retrieval, and transfer functions through the use of computers. Educational administrators have been slow to implement computerized data processing either because they fail to understand information systems or because systems planning has been neglected. Population growth and the changing role of education necessitate implementation of computerized data handling. Data processing personnel are in the best position to give educators guidance in data processing and should be given greater roles in decisionmaking. Only with a good information management system can current administrative and educational confusion be ended. (RA)

The main purpose in developing the "package" of computer programs described in this guide is to use the automated capability of computers in the enormous job of handling anthropological field data. It is held that ethnography may be threatened with absolescence simply becasue so many man hours are involved in filing and sorting these types of data. One section discusses the procedures for getting the data from the field onto the computer in such a form that the researcher and computer can carry on from there with a minimum of clerk man-hour assistance. Another section introduces one to the program package. It gives an account of the requirements for using the programs on a computer installation and introduces important conventions which explain the reasons for many of the rules discussed in a subsequent section under key punching and copy editing. The next section discusses input-output routines and presents in some detail how one prepares jobs for the program package. The last five sections focus on various programs. Appendix A describes the procedure for transferring the data to tape for long term storage and/or as a duplicate copy. Appendixes B and C describes sample uses of the program package.
