1NATO And U.S. Ballistic Missile Defense Programs Divergent Or Convergent Paths?

NATO and the United States are actively pursuing missile defense policies. NATO has invested in the Active Layered Theatre Ballistic Missile Defence (ALTBMD) information network to support the Theater Missile Defense (TMD) capabilities of specific Allies for the protection of forward deployed troops, and studies of the feasibility and political-military implications of Ballistic Missile Defense (BMD) for the protection of NATO territory, forces and population centers. The U.S. program includes TMD activities in cooperation with NATO Allies, such as Patriot, as well as BMD research and deployment. The U.S. proposal to deploy BMD system elements in Poland and the Czech Republic has led to more extensive discussions of BMD in the Alliance. The North Atlantic Council made BMD-relevant decisions in April 2008. The United States and its NATO Allies nonetheless seem to differ greatly on the urgency and importance of pursuing BMD. TMD generates far more cooperation and support within the Alliance than does BMD for the protection of NATO territory, forces and population centers. This thesis compares TMD and BMD policies within the Alliance in an attempt to identify the causes of disagreements on BMD policy and to propose a course of action that may meet the Alliance's goals.

3Final Fantasy VI Divergent Paths (v 1.1)

Final Fantasy VI: Divergent Paths is a complete modification of Final Fantasy 6 for the SNES. At it’s heart, it is a storyline modification, re-arranging content, re-purposing content, and sometimes adding new content in order to make the game flow more naturally. Leo has been repurposed from a guest to a main character, with a full character arc, sidequests, and even his own musical theme. In addition, every named character receives an end to their story arc, both main characters and side characters. There are more edits than just storyline modifications though. Instead of replacing an existing character, Leo is added as a 15th fully-playable character. A secret 16th character has been added too. You can even recruit crew members to the Falcon! There are new spells, new espers, new abilities, a reduced encounter rate, dummied content restored, and more. Over 2 dozen hackers are listed in the credits of the manual for contributions to this project. Even with all of those changes listed, Divergent Paths has become somewhat noteworthy not for its changes, but for its restraint. There is no difficulty rebalancing, no retranslation, no graphical changes, and only a handful of spells and items renamed. Every change is made in service to its characters, and the core of the game remains the same. It never stops feeling like the Final Fantasy 6 you know and love. 1.1 Changes: MAJOR FIXES * The breakable tools had 2 bugs. The first was that their actual rate of breakage was 1 in 8. This has been changed to 1 in 32. The second was that using Tools 12 or more times in a battle could cause the item buffer to overflow, adding garbage items to your inventory, and causing any Tools used after that (even breakable tools) to be removed from your inventory. This was discovered to actually be a bug in the vanilla game that had a very low chance of occurring. Thanks to a herculean effort involving Subtraction, Gi Nattak, Serity, Seibaby, Bropedio, SirNewtonFig, and especially C-Dude, this bug has been resolved. SOFTLOCK FIXES * Setzer's Letter in Owzer's respawned, causing a softlock if you read it without Locke and Celes in your party. This has been resolved. * Depending on your party makeup, the Fanatics' Tower Roof had a despawned NPC (The Magimaster), which could lead to a softlock. The NPCs have been shifted around so that if an NPC needs to be despawned, it is an NPC of little consequence. SMALL FIXES * All single-enemy formations have had "Pincer Attack" disabled. * There was 1 tile in the Doma Military Camp that could cause your character to get stuck. This has been corrected. * Desperation attacks now have a 1 in 8 chance of occurring, as they should. * A few small typos were fixed as they were reported. OTHER CHANGES * Banon's Chocobo Riding sprite was edited by SilentEnigma to include more consistent shading. * The Auction House in the World of Ruin has better items. You can buy one set of Marvel Shoes for 50000 GP, and as many Hero Rings as you would like for 10000 GP. * It is now possible to rare steal a Cat Hood from a Pug.

13Divergent Evolution Paths Of Different Genetic Families In The Penna Model

We present some results of simulations of population growth and evolution, using the standard asexual Penna model, with individuals characterized by a string of bits representing a genome containing some possible mutations. After about 20000 simulation steps, when only a few genetic families are still present from among rich variety of families at the beginning of the simulation game, strong peaks in mutation distribution functions are observed. This known effect is due to evolution rules with hereditary mechanism. The birth and death balance in the simulation game also leads to elimination of families specified by different genomes. Number of families $G(t)$ versus time $t$ follow the power law, $G \propto t^n$. Our results show the power coefficient exponent $n$ is changing as the time goes. Starting from about --1, smoothly achieves about --2 after hundreds of steps, and finally has semi-smooth transition to 0, when only one family exists in the environment. This is in contrast with constant $n$ about --1 as found, for example, in \cite{bib:evolution}. We suspect that this discrepancy may be due to two different time scales in simulations - initial stages follow the $n\approx-1$ law, yet for large number of simulation steps we get $n\approx-2$, providing random initial population was sufficiently big to allow for still reliable statistical analysis. The $n\approx-1$ evolution stage seems to be associated with the Verhulst mechanism of population elimination due to the limited environmental capacity - when the standard evolution rules were modified, we observed a plateau ($n=0$) in the power law in short time scale, again followed by $n\approx -2$ law for longer times. The modified model uses birth rate controlled by the current population instead of the standard Verhulst death factor.

15Final Fantasy VI Divergent Paths (v 1.4)
Final Fantasy VI: Divergent Paths is a complete modification of Final Fantasy 6 for the SNES. At it’s heart, it is a storyline modification, re-arranging content, re-purposing content, and sometimes adding new content in order to make the game flow more naturally. Leo has been repurposed from a guest to a main character, with a full character arc, sidequests, and even his own musical theme. In addition, every named character receives an end to their story arc, both main characters and side characters. There are more edits than just storyline modifications though. Instead of replacing an existing character, Leo is added as a 15th fully-playable character. A secret 16th character has been added too. You can even recruit crew members to the Falcon! There are new spells, new espers, new abilities, a reduced encounter rate, dummied content restored, and more. Over 2 dozen hackers are listed in the credits of the manual for contributions to this project. Even with all of those changes listed, Divergent Paths has become somewhat noteworthy not for its changes, but for its restraint. There is no difficulty rebalancing, no retranslation, no graphical changes, and only a handful of spells and items renamed. Every change is made in service to its characters, and the core of the game remains the same. It never stops feeling like the Final Fantasy 6 you know and love.

NATO and the United States are actively pursuing missile defense policies. NATO has invested in the Active Layered Theatre Ballistic Missile Defence (ALTBMD) information network to support the Theater Missile Defense (TMD) capabilities of specific Allies for the protection of forward deployed troops, and studies of the feasibility and political-military implications of Ballistic Missile Defense (BMD) for the protection of NATO territory, forces and population centers. The U.S. program includes TMD activities in cooperation with NATO Allies, such as Patriot, as well as BMD research and deployment. The U.S. proposal to deploy BMD system elements in Poland and the Czech Republic has led to more extensive discussions of BMD in the Alliance. The North Atlantic Council made BMD-relevant decision in April 2008. The United States and its NATO Allies nonetheless seem to differ greatly on the urgency and importance of pursuing BMD. TMD generates far more cooperation and support within the Alliance than does BMD for the protection of NATO territory, forces and population centers. This thesis compares TMD and BMD policies within the Alliance in an attempt to identify the causes of disagreements on BMD policy and to propose a course of action that may meet the Alliance's goals.

The Mobility Air Force is centralizing its command, control, and execution. This thesis describes how this is so, but restricts itself to the command, control, and execution of USAF airlift forces. For purposes here, centralizing is the movement toward a more centralized state. This does not necessarily mean the MAF has reached a centralized state, only that it is trending more so. The MAF is centralizing in its command because authority and responsibility over organization and resources are each consolidating under the AMC/USTRANSCOM commander. The MAF is centralizing in its control because all MAF assets fall under the control of a single commander at the theater-level or above. Furthermore, the AMC commander controls nearly 71 percent and Increasing, of the military's airlift capacity. The MAF is centralizing in execution by demonstrating an increasing trend away from decentralized execution, currently exhibiting four of five doctrinal criterions indicative of centralizing execution, and may realize the fifth as the Integrated Flight Management program matures. This centralization overlooks the intent of the Goldwater-Nichols Act, weakens theater unity of command, and diverges from DOD Transformation initiatives. In light of this, the MAF should conduct an extensive reevaluation of its current command, control, and execution processes, methods, and organization.
