Tracy Murphy is a sober, cisgender, lesbian who's passion is making sure people can see themselves represented in the recovery community.Tracy is the founder of LGBTteetotaler, where she not only shares her story and experiences as a sober queer woman, but also highlights the stories of other queer and trans people in all forms of recovery. Her goal is to help foster a truly intersectional recovery culture where all sorts of people can see their experiences reflected back to them and be inspired to make changes in their lives. Or, at the very least, know that they aren't alone.In this episode, Tracy goes into deep and honest detail about her sobriety story. Mobility plays a central role in the support of military staff of the German Federal Armed Forces. This demand most often is fulfilled by a central organizational unit which allocates needed vehicles out of a local car pool of the military facility. One essential maxim is to meet the approved demand for mobility for any military employee of that facility at any time. This paper is based upon the experience out of an optimization project that has been conducted at a large German military facility with about 3000 employees. The optimization effort aimed at two dimensions. Optimization at business process level (qualitative). Optimization at the cost level (quantitative). A short introduction is given into the overall process from the application for a vehicle to the allocation of the needed vehicle. After analyzing the old process and its inefficiencies a proposal for an improved process design supported by a service oriented software approach is given. The second part of this paper is focused on potential mathematical optimization approaches that can be chosen to reduce cost and make intelligent allocations to the given demands. The demanding goal was a user-friendly decision support system that is able to make intelligent allocations.

Although the United States has made great strides in improving its capacity to respond to and mitigate large-scale incidents resulting from acts of nature or deliberate acts of man, the development and improvement of community resiliency and preparedness has lagged behind. National surveys have shown that our nation's residents are not as prepared as they believe they are or know they should be, and reveal a national population that is largely unprepared and potentially vulnerable to a catastrophic event. Attempting to improve upon low preparedness levels, the Citizen Corps Personal Behavior Change Model for Disaster Preparedness (PDP) was introduced as a tool to assist in the design of outreach/social marketing preparedness programs. This thesis examines the underlying theoretical constructs of the PDP Model and identifies their limitations and gaps. The Community/Individual Integrated Model, which provides for an integration of individual and community-based behavior change models, is proposed and compared to the original PDP Model. It is suggested that, through the use of this model, a coordinated and matched approach between an individual and his/her community can develop a preparedness program that maximizes social relationships and moves the entire community, not just individuals, through the behavioral stages of change.

This paper addresses two audiences--those who design education trend studies that simultaneously have longitudinal and intercohort implications, and the secondary analysts who use such trend data. Four study series conducted for the U.S. Department of Education's National Center for Education Statistics (NCES) provide material for the paper: the National Longitudinal Study of the High School Class of 1972 (NLS-72), High School and Beyond (HS&B), the National Education Longitudinal Study of 1988 (NELS:88), and the Education Longitudinal Study of 2002 (ELS:2002). The paper considers the balance between the need for continuity--to ensure comparability of findings and estimates over time; and change--to adapt to new educational circumstances and evolving policy and research agendas, and exploit new technological opportunities for improving data collection, data quality, and data accessibility. For the benefit of analysts of the four data sets, intercohort comparison points are identified, and caveats about aspects of non-comparability (ranging from changing eligibility and exclusion criteria to mode of administration effects) entered. For the benefit of survey developers, the following recommendations are made: definitions and procedures must be standardized to the extent possible; departures from past practice must be thoroughly documented; more methodological work (including "bridge" studies) is needed to test the implications of changes in content, format, and procedure over time. Outreach can and should exemplify the characteristics typical of any scholarly work if it is to create change in our communities and universities. Glassick, Huber, and Maeroff's insight on the standards for scholarly work are reflected in the processes commonly used to implement outreach. Boyer challenges us to think of scholarship as a communal process. The uniqueness of outreach is that as an activity, it is a communal process. By rooting outreach in scholarship, its quality is enhanced and the work within the academy is enriched. The authors draw from the work of leading authors, their experiences in leading outreach initiatives, their role in planning the Outreach Scholarship 2002 conference, and the articles featured in this journal to share insights on outreach as scholarship.

Initiatives to reduce ship maintenance costs have not yet realized the normal cost-reduction learning curve improvements. One explanation is the lack of recommended technologies. Damen, a Dutch shipbuilding and service firm, has incorporated similar technologies and is developing others to improve its operations. This research collected data on Dutch ship maintenance operations and used it to build three types of computer simulation models of ship maintenance and technology adoption. Results were compared with previously developed modeling results of U.S. Navy ship maintenance and technology adoption. Adopting 3D PDF alone improves ROI significantly more than adopting a logistics package alone, and adding both technologies improves ROI more than adding either technology alone. Adoption of the technologies would provide cost benefits far in excess of not using the technologies, and there were marginal benefits in sequentially implementing the technologies over immediately implementing them. Potential benefits of using the technologies are very high in both cases.

This paper explores ways in which it may be possible to reorient, restructure and reorganize the DoD bureaucracy. DoD's organizational structure and practices are in need of fundamental change. The Defense Reform Initiative that has been on going within the Department over the last several years does not go far enough nor to the root causes to create real change. Today's DoD bureaucracy continues to generate negative organizational effects such as: parochialism, misplaced loyalties, bureaucracy without an object, multiple layers of no value added staffs (and staff routines), endless reports and studies with little value, and gridlock. The basic managerial models and practices within DoD (public sector) are behind those used in business today (private sector). This paper will explore the possibility of altering some or all of DoD's organizational attributes, to include: centralized planning and control, a hierarchical structure, as well as mechanistic and sequential processes. Something needs to be done, to free us all from this malice, we ourselves, our routines, procedures and current organizational - managerial practices are the problem. The system itself facilitates parochialism, entrenchment, mediocrity, decay and inertia. Given these assertions as premises this paper will explore what can be learned and translated from the private sector's organizational structures and practices to cause a renaissance in DoD. Organizational schema as well leadership and managerial philosophies (practices) will be explored for their potential to contribute to a new DoD. Additionally, terms and conditions will be defined between the public sector and the private sector in order to explore, develop and frame the differences between the two sectors. This comparing and contrasting between the sectors is vital to understanding the overlap and exclusion between the two contexts.
