The gravitational waveform (GWF) generated by inspiralling compact binaries moving in quasi-circular orbits is computed at the third post-Newtonian (3PN) approximation to general relativity. Our motivation is two-fold: (i) To provide accurate templates for the data analysis of gravitational wave inspiral signals in laser interferometric detectors; (ii) To provide the associated spin-weighted spherical harmonic decomposition to facilitate comparison and match of the high post-Newtonian prediction for the inspiral waveform to the numerically-generated waveforms for the merger and ringdown. This extension of the GWF by half a PN order (with respect to previous work at 2.5PN order) is based on the algorithm of the multipolar post-Minkowskian formalism, and mandates the computation of the relations between the radiative, canonical and source multipole moments for general sources at 3PN order. We also obtain the 3PN extension of the source multipole moments in the case of compact binaries, and compute the contributions of hereditary terms (tails, tails-of-tails and memory integrals) up to 3PN order. The end results are given for both the complete plus and cross polarizations and the separate spin-weighted spherical harmonic modes.

It is widely recognized that the American educational system has some important shortcomings. These shortcomings are the result of an educational system that is inadequate for today's information based society. This group-based, lock-stepped, graded, and time-oriented system has effectively destroyed the inherent desire of children to learn. In addition, the system is unable to adapt to the accelerated use of educational technology in the learning process. What is needed is a structural reform, but this reform must be made gradually and over a long period of time to permit sufficient time for planning, development, and improvement. In one suggested "third-wave" educational system, the teacher's role would change from one of disseminating knowledge to that of a guide who motivates, advises and manages the child's learning. Parents would choose the guide for their child, based on information from, among other sources, independent "consumer reports." Students and their teacher-guides would be grouped together in "clusters," with instruction provided through free-standing learning laboratories. Student learning goals and activities would be established by contract each quarter to provide a balance between structure and flexibility. A district wide "Consumer Aid" agency would serve both as a place to match students with teacher-guides and a watchdog service to provide reports on teachers, clusters, and learning laboratories. We present Fermi Gamma-ray Burst Monitor (Fermi-GBM) and Swift Burst Alert Telescope (Swift-BAT) observations of gravitational-wave (GW) events detected during the third LIGO/Virgo/KAGRA Collaboration observing run (O3). Using Fermi-GBM on-board triggers as well as sub-threshold searches in both Fermi-GBM and Swift-BAT ground data, we search for coincident gamma-ray transients associated with the GW events. No new joint events were found. We therefore calculate flux upper limits for the associated gamma-ray luminosity of each GW event. Using the lack of electromagnetic (EM) emission from binary black hole (BBH) mergers, we begin to constrain theoretical models of any such emission.

We compute the quadrupole mode of the gravitational waveform of inspiralling compact binaries at the third and a half post-Newtonian (3.5PN) approximation of general relativity. The computation is performed using the multipolar post-Newtonian formalism, and restricted to binaries without spins moving on quasi-circular orbits. The new inputs mainly include the 3.5PN terms in the mass quadrupole moment of the source, and the control of required subdominant corrections to the contributions of hereditary integrals (tails and non-linear memory effect). The result is given in the form of the quadrupolar mode (2,2) in a spin-weighted spherical harmonic decomposition of the waveform, and may be used for comparison with the counterpart quantity computed in numerical relativity. It is a step towards the computation of the full 3.5PN waveform, whose knowledge is expected to reduce the errors on the location parameters of the source.

This scoping review aims to describe and summarise the existing literature on third wave psychological therapies for LGBTQIA+ populations. Members of the LGBTQIA+ community face disproportionately high levels of psychological distress, often linked to systemic discrimination, stigma, and minority stress. Third wave therapies, including Acceptance and Commitment Therapy (ACT), Compassion Focused Therapy (CFT), and Dialectical Behavior Therapy (DBT), have theoretical and clinical relevance for addressing these unique challenges. However, the evidence base for their use with LGBTQIA+ individuals remains fragmented, with studies varying widely in modalities, populations, intervention formats, and reported outcomes. The primary objective of this review is to map the extent, nature, and characteristics of research on third wave psychological therapies applied to LGBTQIA+ populations. Specifically, it will identify which therapies have been used, for which LGBTQIA+ subgroups, in what contexts, and with what reported adaptations or outcomes. The review will also explore how social, cultural, and intersectional factors are considered within these studies, and whether service user perspectives are reported. Data will be synthesised descriptively through frequency counts, effect direction plots, and basic qualitative content analysis to map patterns and gaps in the literature. Findings will provide a comprehensive overview of research activity to date, highlight areas where evidence is lacking, and inform future research priorities. The results of this review will be disseminated through peer-reviewed publication, lay summaries, and presentations targeting academic, clinical, and community audiences. This protocol was developed with reference to the quality criteria outlined by Peters et al. (2022) to ensure comprehensive, transparent, and rigorous reporting in line with best practice guidance for scoping reviews.

Information is creating a revolution in our society and our military. Recognizing that conflict has its root in ideology and perception affects this ideology, military units that have the capability to modulate perceptions become critical to successfully achieving national security goals. Military Psychological Operations (PSYOP) units are the only units that have this capability. Therefore, these units should be used as a true strategic asset to achieve national security objectives. To accomplish this successfully will require changes in control and execution. Enhanced control will make the routine use of military PSYOP more acceptable. Accomplishing this requires two things. First, the United States must formalize limits on the employment of PSYOP in statute and policy. Second, it must vest control of all information assets in the National Security Advisor. This consolidated control will ensure effective execution through proper integration with other activities supporting national security objectives. Efficient and effective execution will not be feasible, however, without force structure changes in military PSYOP. First, the Army should form regionalized PSYOP groups under each Regional CINC. Second, it should collocate these assets with the CINCs under their operational control. These changes in control and execution will help the United States to properly leverage information power as the Third Wave continues to change the world.

Although much of the Revolution in Military Affairs (RMA) debate centers on the notion that the Information Age represents a Third Wave paradigm shift, the Information Age is only one of the components of the Third Wave. The Third Wave is marked not by a paradigm shift, but the utter lack of a paradigm. Discussions about the RMA (or, as it is increasingly being called, Revolution in Security Affairs, as some call it) should reflect the specific conditions existing in the Third Wave, in this regard, the Tofflers' analysis is incomplete.

This paper presents the results of a search for generic short-duration gravitational-wave transients in datafrom the third observing run of Advanced LIGO and Advanced Virgo. Transients with durations ofmilliseconds to a few seconds in the 24–4096 Hz frequency band are targeted by the search, with noassumptions made regarding the incoming signal direction, polarization, or morphology. Gravitationalwaves from compact binary coalescences that have been identified by other targeted analyses are detected,but no statistically significant evidence for other gravitational wave bursts is found. Sensitivities to a varietyof signals are presented. These include updated upper limits on the source rate density as a function of thecharacteristic frequency of the signal, which are roughly an order of magnitude better than previous upperlimits. This search is sensitive to sources radiating as little as∼10−10M⊙c2in gravitational waves at∼70Hz from a distance of 10 kpc, with 50% detection efficiency at a false alarm rate of one per century.The sensitivity of this search to two plausible astrophysical sources is estimated: neutron starfmodes,which may be excited by pulsar glitches, as well as selected core-collapse supernova models.
