This document records the oral and written testimony of witnesses at a Congressional hearing held in April 1993 to assess the costs and outcomes of the Job Training Partnership Act (JTPA). Witnesses included officials from the U.S. Department of Labor, the General Accounting Office, consultants retained to evaluate the program, and several local Private Industry Councils (PICs). Testimony noted that approximately 36 million people face some type of employment barrier and are eligible to participate in JTPA programs, but fewer than 2.5 percent are actually being served, and only two-thirds of the participants are successfully completing their training and finding employment. According to a Labor Department official, JTPA programs have done a good job in training for occupational skills and job search methods, but have not provided very much help in improving reading and mathematics skills in persons with deficiencies in these areas and have done little in the areas of persons with disabilities. Only about half the program participants found jobs after completing their programs; of these, only half found them through program assistance. More than half the jobs paid less than $5 per hour. Many of the JTPA programs operate in isolation and they fail to serve the most economically disadvantaged persons. However, PIC officials also offered examples of programs that have been very successful. (KC)

In an effort to document demographic changes in the academic linguistics community, the Linguistic Society of America (LSA) has commissioned an annual report detailing information about job titles, students, degrees awarded, average salaries, and more. The report offers information about trends in student enrollment and employment by industry. Data for the report was compiled primarily from self-reported information to the LSA's online Directory of Linguistics Programs and Departments. It also includes information based on U.S. federal surveys of PhD linguists and institutions, along with data gleaned from the LSA membership database. An overview of trends in linguistics for this year include: (1) The most common career outcome for linguistics PhDs is a position in higher education; (2) Within higher education, departments report that most members of their faculty are full professors, but the non-professorial category is growing, particularly for women in other full-time and part-time positions; (3) The field of linguistics is growing most rapidly for undergraduates, with an increase of approximately 120 more students awarded BA degrees annually for the past 13 years; (4) Most linguistics undergraduate degrees are awarded to women. Although women represent just over half of graduate students in linguistics, a number which has been increasing over the last 50 years, women comprise over 65 percent of the undergraduate population; and (5) The top five specializations for graduate students in linguistics are: Syntax, Applied Linguistics, Phonology, Semantics, and Language Acquisition. Statements by the following individuals are presented: U.S. Senators from the states of Illinois, Vermont, Utah, Kansas, Iowa, and Rhode Island; the Secretary of Labor, Inspector General of the U.S. Department of Labor, and the department's Assistant Inspector General for Audit; representatives of Job Corps centers in three cities (Lopez and Pittsburgh, Pennsylvania, and Clearfield, Utah); the director of Partners in Vocational Opportunities Training in Portland, Oregon; and professors from Swarthmore College and Northwestern University. Appendixes constituting approximately 50% of this report include prepared statements submitted by 10 of the witnesses, a letter from the National Job Corps Alumni Association, a letter from the National Association of Civilian Conservation Corps (CCC) Alumni; and a resolution recommending that the U.S. Congress fund the Job Corps program. The publication brings job titles in the Dictionary of Occupational Titles, Third Edition, into conformance with equal employment legislation and with recent administration policy statements and instructions which prohibit the use of sex- and/or age-referent language by the public employment service. Job titles that have sex and/or age identification are, wherever possible, revised in favor of titles that do not connote age or sex. Nearly 3,500 job titles have been revised and are listed in the publication, including approximately 2,200 base job titles, 130 defined related job titles, 1,100 undefined related job titles, three master definition titles, and 60 term titles. This document contains the oral and written statements of witnesses who testified at a hearing on the Reemployment and Retraining Act of 1994 and the WARN [Worker Adjustment and Retraining Notification] Amendments Act. Witnesses included Senator Howard Metzenbaum of Ohio, several union and public employment program officials from several states, and several dislocated workers. Additional material submitted for the report includes questions submitted by Senator Metzenbaum to several state and federal officials, a summary of a publication of the Association of Outplacement Consulting Firms International, and several communications to local officials. The witnesses testified about the need for a one-stop service that would link dislocated workers with unemployment benefits, job retraining programs, income-replacement during retraining, and social services programs. Several examples of local and state programs were described. Witnesses also stressed the need for early warnings about plant and office closings so that agencies and workers can prepare for retraining and career change. (KC)

In October 1992, Congress passed legislation supporting American Indian tribal demonstration projects that would consolidate employment services, job training, and related services to improve the effectiveness of such services, reduce unemployment, and further tribal goals. In September 1993, a Senate hearing received testimony concerning the extent of implementation of these pilot projects. Representatives of the Bureau of Indian Affairs, the Department of Labor, and the Department of Health and Human Services reported that: (1) these agencies had established a management framework specifying their roles and responsibilities with respect to the statute; (2) the agencies were developing written guidance for tribes on project implementation, as well as consolidated program report forms; and (3) 55 tribes were willing to participate in program implementation during fiscal year 1994. Representatives of tribes and Indian organizations discussed: (1) the importance of federal agencies treating the tribes as full partners in the implementation process; (2) concerns that federal agencies not create barriers to implementation; (3) the relationship of this initiative to ongoing tribal self-governance initiatives; (4) the need for data collection that would allow program evaluation in terms of local circumstances; and (5) concerns over Department of Labor plans to publish new regulations affecting Indian Job Training Partnership Act (JTPA) programs. An appendix making up the bulk of this document contains the text of the legislation (Public Law 102-477), much discussion about the proposed JTPA regulations, reports on Native unemployment and economic development efforts on reservations and in urban areas, and a description of a planned electronic network linking grantees with each other and with federal agencies. This document records the oral and written testimony of persons who testified before or prepared reports for a Congressional hearing on the usefulness of the JOBS (Job Opportunities and Basic Skills Program). Witnesses included persons who had participated in the programs as well as state and local administrators of JOBS programs, national organizations, and Congressional representatives. Testimony showed that the JOBS program had produced some useful results in training and placing people in jobs. Witnesses stressed that such efforts were successful only when they provided child care and job placement, especially if attention was paid to the types of jobs in which people were placed. Witnesses stressed the importance of the Earned Income Tax Credit and the need to pass some type of health care legislation for the working poor so that they are better off working than being on welfare. Problems with the JOBS program included the following: lack of money, resulting in long waiting lists; emphasis on participation rather than on outcomes; and lack of good of jobs available for people who were trained. This report presents data and findings on the economic impact of Job Corps on its participants and analyses of the program's benefits in relation to its costs. Findings are based on postprogram experience of individuals enrolled in the Job Corps in 1977, compared to a group of disadvantaged youth not in the program. The first three chapters introduce the report, review the Job Corps program and the evaluation, and discuss the estimation procedures used in the data analysis underlying subsequent chapters. Chapters 4 through 7 present the empirical findings on whether Job Corps is successful in (1) increasing employment and earnings; (2) improving future labor market opportunities through higher education, military training, and other human capital activities; (3) reducing dependence on welfare assistance and other public transfers; and (4) reducing criminality among former Corps members. The comparative evaluation of Job Corps benefits and costs is summarized in chapter 8. Chapter 9 examines issues pertaining to drawing general inferences about Job Corps from the existing data and discusses the generalizability of the findings. Chapter 10 offers some concluding remarks. It confirms that Job Corps had a positive and sizable impact on participants and that its economic benefits for society are greater than its costs. (YLB)

This document contains written and oral statements from 11 U.S. Senators and the Secretaries of Education and Labor concerning the need to improve education standards and job training opportunities for youth. According to the witnesses, legislation has been introduced that will begin such changes, and boards will be set up to establish standards of what students should know. Testimony stressed that a more rigorous curriculum is needed than would have been true a generation ago, since jobs now require higher-level skills. It was noted that other countries have technical-level degrees between high school and college that allow workers to get high-paying jobs. The United States should also develop such a system of technical training and a credential that employers would recognize. Continually stressed was the need to make greater efforts to meet the needs of children early, and to create a technically trained work force. (KC)
