For the past 50 years, the military's use of space for our national defense has increased exponentially. The use of space has increased so much that recent events have led to the approval for most space Major Defense Acquisition Programs to fall under their own process of oversight to track and monitor these programs. The largest reason for this change is due to the difference in spending profiles and current acquisition regulations that are not structured to meet these space expenditure plans. The key problem is no one knows, for sure, how much the oversight process actually costs and if one form of oversight is actually statistically better than the other. If the other processes are better, what actually drives the cost for their oversight?

With the openness of Taiwan’s government's financial policy, the banks here are becoming more liberalized and internationalized. Taiwan is becoming a competitive financial market since more new commercial banks have been set up in Taiwan. So, it is important for a bank to dispatch good executives to overseas branches. In this paper, we analyze what kinds of characteristics and traits a bank's manager in an overseas branch should have by using the fuzzy Delphi method (FDM). The purposes of the research are: Firstly, to analyze what kinds of characteristics and traits a bank's manager in an overseas branch should have. Secondly, to compare the differences between managers in overseas branches in Japan and Hong Kong by using the Wilcoxon rank sum test. Thirdly, establish the dispatch criteria with Artificial Intelligence (AI) and FDM methods. Through the examination of FDM, a fuzzy referent model framework for the bank’s dispatch in the overseas branch is built. It is anticipated that the fuzzy framework will provide a more objective means for the dispatch of appropriate personnel for overseas branches.

There is a difficulty in incorporating information value judgments into configuration management decisions regarding command control systems. This thesis reviews two command and control process models, decision theory as it relates to command and control and the current tactical data link configuration management method. The Delphi method is discussed and a means of incorporating its use into configuration management is introduced. The Delphi method allows a systematic gathering of subjective information from selected respondents which then enables formulation of a group position. Use of this method would enable subjective assessments, such as perceived operational impact of tactical data link changes, to be systematically considered in Navy tactical data link configuration management decisions.

Propensity to trust (P2T) is a stable, dispositional factor affecting individual differences in the likelihood to trust others and can be defined as a general willingness to trust other people, regardless of social and relationship-specific information (Frazier et al., 2013; Mayer et al., 1995). Thus, to understand the mechanisms of trust fully, P2T needs to be considered and accurately assessed. In a recent qualitative meta-analysis of P2T measurement, 26 existing measures were identified. However, none were deemed both methodologically sound, and all-encompassing of P2T (Patent & Searle, 2019). This study aims to employ the use of the Delphi technique to select items to include on a novel P2T measure. The Delphi method is a structured, iterative process that uses repeated rounds of a survey to achieve expert consensus (Hasson et al., 2000). The method was created in the 1950s, mainly by Dalky and Helmer (1963) for business forecasting, but has since been modified and used in a variety of contexts including in the development of health outcome measures (i.e., Fauconnier et al., 2018; Thorn et al., 2018). However, to our knowledge, it has not been used to develop a personality questionnaire. Here, we use a Delphi survey to identify items from previous P2T questionnaires to include on a new measure of P2T. If the Delphi method is successfully deployed and leads to a coherent, well-structured questionnaire it should be considered for future personality scale development because it provides a more thorough and systematic alternative to traditional subject matter expert consultation.

Background and Aim: College physical education (CPE) is a Key Stage in the transition from school physical education to national sports. Collaborative governance is an effective new type of social participation, but there is not much research on CPE collaborative governance. The purpose of this study is to describe the interrelationship of multiple subjects in the College Physical Education (CPE) collaborative governance and explore the specific influencing factors that affect the effect of CPE collaborative governance. Materials and Methods: This study uses the Delphi method. A total of 18 experts conducted two rounds of expert consultation questionnaires with the Delphi method and completed the CPE Collaborative Governance Scale. The scale includes four dimensions: Government-led multi-sectoral coordination, CPE internal governance, and external synergy, System design of CPE collaborative governance, and Mechanism construction of CPE collaborative governance. Three criteria for the inclusion of experts have been established, including educational background, professional title, and management experience, ensuring the authority of experts. Results: The theoretical model of CPE collaborative governance constructed shows the interrelationships among multiple subjects of CPE. The four dimensions of collaborative governance in college physical education are government-led multi-sector collaboration, internal governance and external collaboration of CPE, the institutional design of CPE collaborative governance, and the mechanism construction of CPE collaborative governance. The results show that after the expert consultation and verification of the Delphi method, the 4 Indicator Dimensions and 28 Specific Items in the revised CPE collaborative governance Indicator System have significance and reference value for CPE collaborative governance. Conclusion: The relationship between multiple subjects of CPE collaborative governance revealed in this study, as well as the quantified and validated indicators of collaborative governance effectiveness, have certain reference values for CPE to carry out collaborative governance work. CPE managers can use the results of this study to carry out CPE collaborative governance work based on the current situation.

The Delphi technique, in its simplest form, eliminates committee activity among the experts altogether and replaces it with a carefully designed program of sequential individual interrogations (usually best conducted by questionnaires) interspersed with information and opinion feedback.

The validation between a research and developmental satellite and its ground system is critical to ensuring the success on-orbit. However, the exact process for completing validation is not documented, frequently underfunded, and accomplished ad hoc. This leads to debate regarding maintenance of budget and schedule, while ensuring on-orbit success. This thesis examines readiness and on-orbit activities within the U.S. Air Force Space Development and Test Wing's Research Development Test and Evaluation Support Complex. Combining historical data with the consultation of subject matter experts, a validation process was defined. Risks associated with this process were then analyzed using the Strategy Based Risk Model, and were evaluated based on the probability of occurrence and severity of impact. The validation process and associated costs were validated using the Delphi Method. Next, we transformed the results into a simulation that generates distributions of possible costs and risk outcomes. Finally we applied the simulation to a program, and distributed it to program managers for feedback. The simulation will be distributed to program offices to support tailoring a validation plan relative to their budget. The simulation will give decision makers greater fidelity into the expected risks and costs associated with the selected validation process.

A Web-based Delphi process can be used to answer difficult questions, compile a body of knowledge from experts, or solve a problem or establish content validity. Because of its more qualitative online discussion environment, a Web-based Delphi procedure has the potential to offer a more rigorous validation of HRD-related content than traditional paper-based Delphi procedures. The purpose of this study was to determine which communication competencies will be essential to those entering a business or a profession in 1980. The 107 subjects used were "experts" in the area of business and organizational communication who responded to four questionnaires. It was concluded that college courses designed to enhance one set of communication skills, such as technical writing and public speaking, will no longer fulfill the requirements for undergraduate business and professional students. The results of the study and the communication skills needed in 1980 are presented in narrative and table format. (RB)

Trauma Center Trauma Sensitive Yoga (TCTSY) is an evidence-based adjunctive treatment for complex, developmental trauma or chronic, treatment-resistant PTSD. Dialectical behavior therapy (DBT) is an evidence-based psychotherapy helps people who have difficulty with emotional regulation or are exhibiting self-destructive behaviors. The integration of DBT-TCTSY is a developing approach that needs the opinions of experts in related areas for important considerations. Given that integrity, feasibility, and clinical relevance are typical concerns for therapeutic approaches, we aim to obtain expert opinion on the likelihood that DBT-TCTSY will have these aspects, and if there is anything that is necessary to address with this developing approach.

Adherence to medication treatment is known as “the extent to which a person's behavior is consistent with the doctor's agreed upon recommendations.” Medication adherence is important to improve patient health, especially with chronic diseases. However, only about half of patients worldwide adhere to the prescribed treatment regimen. Reasons for nonadherence include complexity of treatment regimens, poor communication with health care providers, and concerns about side effects from medications. Poor adherence to treatment can lead to poorer health outcomes and higher rates of mortality and morbidity. In the context of exercise, adherence is the correct level of a person's compliance with a recommended exercise regimen (eg, number of training days per week), including the level at which a person meets a prescribed dosage of exercise (eg, measured by heart rate, level of perceived exertion, or percentage of exercise). repeated maximum). That is, exercise adherence can be defined as “maintaining an exercise regimen for an extended period after the initial implementation phase.” Since the effectiveness and efficiency of any exercise intervention aimed at changing measures of physical performance and performance depends largely on adherence to the intervention, accurate measurement of exercise adherence is important in sport and exercise research because this allows us to examine whether positive results (or lack thereof) can be attributed to poor adherence to the prescribed intervention and dosage of physical interventions. In a systematic review by Burton et al, 27 studies (52%) considered adherence, and only 17 studies (33%) reported levels of adherence to prescribed exercise interventions, raising significant concerns about the exercise dosage levels achieved in the studies. Thus, there is significant variability and methodological issues associated with the application and reporting of training principles of different orientations, particularly progression and individualization, and adherence to intervention across studies. Despite the large number of articles published on this topic, there are mixed and inconclusive results to date regarding the best methods for assessing exercise adherence. Based on an analysis of the problem situation, data from modern scientific literature and requests from sports biologists, coaches and athletes, the purpose of the study was formulated. A methodology is outlined which can be used to estimate the costs of research and development projects. The approach uses the Delphi technique a method developed by the Rand Corporation for systematically eliciting and evaluating group judgments in an objective manner. The use of the Delphi allows for the integration of expert opinion into the cost-estimating process in a consistent and rigorous fashion. This approach can also signal potential cost-problem areas. This result can be a useful tool in planning additional cost analysis or in estimating contingency funds. A Monte Carlo approach is also examined.

Promoting breastfeeding self-efficacy through self-directed learning requires behavior, goal setting, and self-reinforcement. This research aims to collect insights from health professionals on strategies for improving maternal confidence in breastfeeding using self-directed learning and existing knowledge. An in-depth exploration through a two-round Delphi method rooted in the self-efficacy theory of self-directed learning for breastfeeding mothers was conducted, involving expert input and an extensive literature review. Four key documents were identified, each undergoing rigorous expert rating to ensure quality. Six essential elements for health professionals to guide breastfeeding mothers were established, focusing on lactation physiology, successful initiation, confidence building, adversity management, cultural beliefs, and public breastfeeding. Three crucial topics, including prior knowledge, personal attributes, and autonomous processes, were designed to enhance self-efficacy through self-directed learning. In conclusion, the study emphasizes the vital role of health professionals in supporting mothers through comprehensive breastfeeding guidance and encouraging self-directed learning.

This bibliography is an outgrowth of an extensive international survey covering sixteen countries. It is a comprehensive listing of material available on the Delphi Methodology and studies that have utilized it.

The purpose of this study is to qualify previously identified outcomes from a scoping review (n=134) through reaching consensus on core outcomes. The outcomes are culture-related outcomes that are relevant for evaluating the impact of user involvement on culture change. A modified delphi method is used to anonymously capture diverse stakeholder input over multiple delphi rounds, followed by a Nominal Group Technique (NGT) session to facilitate a structured discussion on missing outcomes from the literature as well as finalize the consensus process. The modification is thus the NGT following a priori set of 3 delphi rounds. Including both methods ensures a rigorous and inclusive consensus process that leverages the strengths of individual reflection as well as interative group deliberation. The NGT is primarily utilized for bringing forward, discussing, and ranking new outcomes not captured in the literature. Since most of the included literature from the scoping review did not explicitly aim to assess the impact of user involvement on culture change, it is likely that relevant outcomes may have been overlooked. The NGT allows the multi-stakeholder group to introduce and validate these additional outcomes through structured discussion and ranking. Furthermore, a pilot test was conducted with the full panel using a forced-ranking prioritization system, where panelists were asked to rank outcomes relative to each other within thematic categories. Based on participant feedback and methodological reflection, we concluded that a Likert scale would be more appropriate for the 3 formal delphi rounds. Participants will be a multistakeholder expert panel (n=19), including patients, relatives, nurses, doctors, healthcare developmental staff, researchers, and leaders. The same expert panel conducted the pilot test. We adhere to Recommendations for the Conducting and REporting of DElphi Studies (CREDES) to ensure a high quality consensus study. This framework consists of 11 recommendations relating to rationale, planning and design, study conduct, and reporting. Noteworthy recommendations are a clear rationale for doing the study, the use of an a priori defintion of consensus, pre-specification of number of rounds, feedback strategy, analysis plan and reporting plan. Generally, we aim to cover everything that we plan to do and stick to it. However, we are currently unsure on whether to conduct a qualitative analysis of the NGT discussion.

Technological advance has made the task of logistics planning simultaneously more difficult and more critical, since rapid expansion requires a highly developed capability to be selective. In military planning, correct choices are essential. This paper reports on a project which addressed the question, 'What logistic units, skills and materiel should the peacetime Army contain in order to perform its initial wartime missions and also to provide a base for rapid expansion to meet subsequent support requirements.' Results involve equipment which is increasingly more complex and costly and skills which are more sophisticated and less available to the Army. The Delphi approach was appropriate for this study.

Platform trials have gained more attention. A single trial can be operationalized across multiple platforms. This is referred to as a multiplatform trial or a federated trial. However, there is no uniform consensus on core elements to be considered to collaborate and harmonize elements of a single multi-platform trial or federated trial across multiple trial platforms. The study applies the modified Delphi survey method and aims to develop a consensus on methods for multi-platform trials, avoiding them being conducted in silos.

Development and assessment of medical leadership among uniformed providers continues to pose unique challenges to units and organizations within the MHS. The Uniformed Services University (USU) has been identified and tasked by senior Department of Defense (DoD) leaders to bring renewed emphasis on developing leadership especially among student physicians. Currently, the Department of Military and Emergency Medicine (MEM), the academic department responsible for leadership development and assessment, has no leadership development instrument designed to assess medical leadership development in student physicians during the pre-residency years.This doctoral project created a medical leadership assessment instrument through a standard Delphi Method. A panel of civilian and military leaders served as experts who provided input on the development and critique of a brief leadership assessment instrument through aseries of online surveys. After the draft assessment was finalized through expert consensus, anadditional panel of potential users at USU participated in cognitive interviews, where the instrument was reviewed and critiqued for accessibility, style, and clarity. The new instrument, called the Military Medical Leadership Assessment (MMLA), is discussed in relation to existing leadership theories commonly used within the military and at USU. Finally, the future of theMMLA as a valuable tool to improve civilian and military clinical practice is also discussed.

The Delphi technique was used for improvement of the office administration program at Mount Saint Vincent University (Nova Scotia). The technique made it possible to obtain opinions from five diverse groups at relatively low cost and effort. The study determined that the program should focus more on office technology and information management rather than office administration. (MSE)

Validity is one of the essential criteria for an instrument to be used in counselling and educational learning instruction. Several components of validity requirements need to be validated before using the instrument. One of those components is content validity. As mentioned in the literature, content validity is a qualitative assessment. However, using qualitative assessment to analyse collective agreement among panel experts would create some issues. A few suggestions were made to find a seamless solution to overcome the problems. Among the suggestions is to use quantitative analysis rather than qualitative. Thus, this study aimed to explore an alternative approach to testing the content validity of an instrument. For this reason, a newly developed counselling needs assessment instrument was used to quantify the 16-panel experts' agreement. The instrument has 126 items, and the Fuzzy Delphi Method (FDM) was used to verify the panel experts' consensus on the instrument's content validity. The results have shown that out of 126 items, two items, item 62 and item 115, were discarded from the list as the items scored less than 0.5 of the defuzzification threshold value. Abstract Objectives: This study aimed to develop a list of potentially inappropriate drugs for the elderly in Korea using the Delphi technique. Methods: A Delphi evaluation with a two-round survey was used to reach a consensus on the criteria for inappropriate medications for the elderly in an outpatient setting. The expert panel consisted of 7 family medicine specialists, 3 psychiatrists, 1 neurologist and 3 clinical pharmacists. The level of inappropriateness was determined by considering clinical importance of the risk and availability of alternative therapy, and was rated on a scale of 1 (very low) to 4 (very high). The drugs were categorized into three groups. The first group (Group 1) was drugs that should be avoided. The second (Group 2) was for drugs that need to be monitored. And the third (Group 3) was for drugs with a low level of risk. Results: We took a list of 60 ingredients for drugs and created a list of 57 potentially inappropriate ingredients for the elderly, independent of diagnosis. Forty-two drugs were classified as Group 1. 13 drugs were classified as Group 2. And 2 drugs were classified as Group 3. Ninety-three drugs were potentially inappropriate for the elderly with 29 diagnoses. Groups 1, 2, and 3 included 63, 28, and 3 drugs, respectively. Conclusions: This study is an important development of a list of drugs potentially inappropriate for the elderly in Korea. The application of this list may be useful for identifying potentially inappropriate medication uses and decreasing drug-related problems.
