Today we feature an interview conducted by John Pring of Disability News Service with Cornwall Councillor Collin Brewer, who was recently re-elected to serve the Wadebridge East ward. Cllr Brewer told Disability Cornwall in 2011 that disabled children should be "put down" because the money spent on them was better allocated to projects with a broader reach. He resigned as a councillor in earlier this year but was re-elected last week.

2 - TECHNICAL DIFFICULTIESIn this episode, Jack and Lahiru finally turn Fictionary into a competition between the two of them. That's right, it only took them two episodes. Listen as they learn about...

Diagnostic tests for nine different letter-sound patterns were developed for the PLATO Computer Assisted Instruction system and were administered to 122 first, second, and third graders. Results for four of the patterns showed low test reliabilities and no monotonic increase for the percentage correct with increasing grade level. The remaining tests had relatively high reliabilities and scores increasing monotonically with increasing grade level. Correlations between tests were relatively low, except for the vowels in monosyllabic words. Rank-order correlations between grades, based on ranking of tests by percentage correct within grade, varied from 0.87 to 0.65. A relatively high percentage of subjects (25%) showed evidence of random responding. From these results, an improved diagnostic system has been planned, using coarse to fine grain progression and response-contingent item and test selection. (Author/AA)

The play seems doomed when an actor goes missing mid performance and a techie with awful stage fright must replace her.

To evaluate the performance of elementary school children on various paradigms for assessing vocabulary knowledge on-line, three studies were conducted. In the first, 173 second through eighth grade students were involved in an investigation of five approaches to vocabulary assessment: synonym in context, synonym out of context, cloze, oral recognition, and self-screening. Results revealed significant problems with the self-screening and oral recognition formats; they were therefore eliminated from the succeeding studies. A total of 184 first through fifth graders participated in the second and third studies, which further evaluated the three remaining formats. These studies also correlated the children's performance on the three paradigms with scores on a standardized measure of reading comprehension. The results suggest that no single format is superior in assessing vocabulary knowledge across all grade levels. Data from the third study also indicate lower correlations between vocabulary knowledge and comprehension ability for the second and third grades than for the fourth and fifth grades. (Author/FL)

Manning the mic this evening was Ms. Joan Kohn, who barrels through her voiceover like someone who is perhaps not as big a fan of Doctor Who as Marty Robinson. Rumor has it that she was half way out to her car in the parking lot before they told her she had to come back and announce a technical difficulties moment. We also get to see a neat slide marking the occasion, done in a "circuit diagram" (or "electrical schematic") motif. This aired on local Chicago TV on Sunday, February 27th 1983 at 11:00pm. Hello all, I'm impressed you've made it this far. 8 episodes and counting, this shit just doesn't end hey? This week we stay up late so we can include our special guest [url=http://www.destructoid.com/blogs/thecleaningguy]TheCleaningGuy[/url] while he mans up and gets up [i]really[/i] early to record with us. So listen in as we attempt to improve or impede Victoria/Seattle relations and try not to let skype fuck our podcast up too much.

Here's a strange technical difficulties moment from an airing of the series 3-2-1 Contact on the PBS station WCAE Channel 50 (St. John, Indiana) - which later became WYIN Channel 56. (giving up the Channel 50 frequency which would then be taken over by WPWR-TV) We start, innocently enough, with the animated CTW (Children's Television Workshop) logo opening, already in progress, followed by the opening titles sped way-up. Now wait - you might assume that this is the technical screw-up - but no, this is apparently just another strange bit of synchronicity, or so it would seem. The actual technical difficulties start with a jumping picture as the cast members complain about how fast the opening was; at 0:29 is when the "TECHNICAL DIFFICULTIES - please stand by" card (set in Helvetica Medium) kicks in - all the while with the sound from the program still being heard until about 0:52. Then we get back to the picture at 0:59, as the episode continues, showing slow-motion film of insects flying, water dripping, grass growing, flowers blooming, an orange rotting, and so on. Then it comes back to the studio segment with "the kids" (and who had a crush on the two gals Trini and Lisa when they were growing up? Wasn't just me? Ah, good) ;-) Now, a couple questions arise - do you think that the actual technical difficulties moment here was caused by an engineer or other person manning the controls of the VTR and, after accidentally believing that the opening scene with the sped up videotape was a real glitch and not part of the program, that they attempted some corrective measure that ironically wound up causing the actual technical difficulties moment which occurred immediately after the "fake" one? If this is not the case, and it was completely random that a real technical difficulties moment occurred immediately after a simulated one, then this is indeed another case of incredible synchronicity. However, it seems a little too synchronous to me - so I am leaning toward the "unnecessary corrective measures taken in response to a fake TD moment that was believed to be real, wound up causing an actual TD moment" possibility. (then the question becomes though - what "unnecessary corrective measure" could have caused the particular screen glitch of the actual TD moment? If the engineer or operator on duty had actually believed that the tape was fast-forwarding, then it would seem likely that they would have hit the rewind-scan button on the deck - and yet the problem here seems to have been some kind of control track issue). What do all of you think? One last item - during the last few seconds before the recording cuts out, if I'm not mistaken the actor putting the reel on the tape machine does not actually get it threaded successfully and you can see the tape whipping around when he puts it in play, loose and un-threaded (as the birthday song playing was obviously an overdub). Just kind of funny that they didn't bother doing a re-shoot. This aired on local St. John, Indiana TV in (by all available evidence) 1980. Here's an example of two things long bygone in television: Mutual of Omaha's Wild Kingdom with Marlin Perkins and Jim Fowler (once a mainstay of over-the-air TV), and technical difficulties moments - all in one place, as seen over WMAQ Channel 5 one evening. This was within the opening moments of the installment "Expedition Geronimo" (the full episode, albeit with earlier opening titles - and no snafus in its presentation - can be seen at https://www.youtube.com/watch?v=Z_iMv2ohCD0 ), about a 40-foot vessel belonging to Marineland of the Pacific and used to capture various marine animals for both display within the Marineland theme park and scientific study.. The picture cuts out about 12 seconds into this clip, but Mr. Fowler and Mr. Perkins (and pertinent background music, and the sound of whirring boats) are heard throughout, even as a slide indicating "Scheduled Service Has Been Temporarily Interrupted - Please Stand By" comes up 39 seconds later, (was this a satellite message?) and is up for approximately 27 seconds before the picture resumes and the rest of this presentation sails along (besides the Geronimo) without further incident.
