The objective of this handbook is to assist directorate project managers with the preparation of AL/EQ technical publications. Used with AL/EQ Handbook 61-202B, Author's Guide to the Preparation of Technical Reports, will provide uniform and helpful criteria for preparing and processing technical documents for publication. This handbook emphasizes the team approach to entering timely, high quality research results into the Air Force and DoD Scientific and Technical Information (STINFO) program. The overall emphasis is on a final product that will be well-organized, aesthetically presented and readable for both technical and layperson audiences.

With its contribution to trade, its coupling with national security, and its symbolism of U.S. technological strength, the U.S. aerospace industry holds a unique position in the Nation's industrial structure. Federal science and technology policy and Federal scientific and technical information (STI) policy loom important as strategic contributions to the U.S. aerospace industry's leading competitive position. However, three fundamental policy problems exist. First, the United States lacks a coherent STI policy and a unified approach to the development of such a policy. Second, policymakers fail to understand the relationship of STI to science and technology policy. Third, STI is treated as a part of general information policy, without any recognition of its uniqueness. This paper provides an overview of the Federal information policy structure as it relates to STI and frames the policy issues that require resolution.

Also, consideration is given to the problem of open communication versus restricted access to STI.

The aim of this guide is to alert persons with an operational interest in scientific communication to new ideas, techniques, and equipment in the field of communication media and publications. The focus is on the dissemination of scientific information via the technical journal or its equivalent. Secondary dissemination of information such as bibliographies, data bases, and services are treated incidentally. The guide is organized into five sections: innovations in conventional journal and monography publishing, print-on-paper alternatives, non-print-on-paper and mixed media innovations, trends and prospects, and innovations needed. Each section is subdivided into individual entries describing particular processes or innovations. This guide has been designed as an "idea book" to help small scientific societies, journals, and publishers as well as to increase general awareness of innovations and stimulate development of new ideas. Volume II A contains the essence of Phase II; the development, interpretation, and use of the Interview Guide (see also AD-601 259); interviewer training, survey planning, and data collection and pre-processing; the analysis in terms of frequency distributions and the relationship analysis cycle of transforming qualitative question responses into numerical form, constructing and estimating models for relationships among questions and then transforming the numerical relationship results back to qualitative form; the findings regarding frequency distributions; significant relationships and input and output factors within the flow process; the comparison of Phases I and II; and recommendations for the future. Discussed are the objectives of the program and the responsibilities of the Air Force Focal Point, assigned to OAR in July 1967, as follows: represent the USAF at DDR and E Focal Point Meetings; improve the availability and expedite the dissemination of scientific and technical information; review and revise Air Force regulations as needed, and maintain an inventory of scientific and technical information activities, facilities, and personnel. Discussed are various experimental studies being conducted by OAR: SCAN (selected Current Aerospace Notices), Clearinghouse Announcements in Science and Technology, Tech Barriers Documentation Study, and the Time-Shared Computer Study. Also briefly listed are some of the COSATI (Committee On Scientific And Technical Information, Federal Council for Science and Technology) activities of OAR. This Directive, replaces reference (a) DoD Directive 5100.36, 'Defense Scientific and Technical Information Program,' defines concepts and assigns responsibilities for the operation and management of the DoD Scientific and Technical Information Program (STIP) (enclosure 2), and outlines the mission, responsibilities, and functions of the Defense Technical Information Center (DTIC), (enclosure 3).

Examples and guidelines for implementation are given and staffing requirements are discussed. This AGARDograph was prepared at the request of the Technical Information Panel of AGARD and publication of the remaining volumes will be spread over the next three years.

The focus is on a practical, rather than theoretical, approach for both the senior person setting up a new system as well as junior staff who may be using the manual as a training aid. This volume consists of three main sections. The first is concerned with basic problems in the security control and storage of classified and other sensitive documents. Guidelines are given for setting up procedures for document movements, housekeeping and physical security. The second section gives a general background to organisational factors involved in establishing an information centre. It also discusses accommodation requirements, staffing, budgets and promotional activities. In the final section the basic aspects of the telecommunications and networking are reviewed and information given on the availability and use of on-line data bases in the USA and Europe.

This review surveys the literature emanating from less developed countries (LDCs) and international agencies that deals with their perception of the needs of LDCs for scientific and technical information (STI) in relation to social and economic development. It explores five major areas: (1) recognition of STI as it is expressed through international and national STI systems and efforts; (2) availability of STI, including expression of needs for types of STI, selection and acquisition of STI literature, and awareness of STI resources in the United States; (3) accessibility of STI, including its intellectual organization, housing, dissemination, use of information technology, and building of networks; (4) utilization of STI, including use of STI systems, user education, user requirements, promotion, and marketing and evaluation; and (5) education and training of information professionals, including university and continuing education. The major findings and perceived obstacles are summarized in the concluding section. An appendix lists scientific and technical subjects covered by United Nations-related information systems and services. References are provided. (FM)

This report summarizes the recent advances and the present status of Federal efforts to improve the handling of scientific and technical information.

This Report presents the results of a workshop held by the Technical Information Panel of AGARD on 7th-9th April, 1992 in Lisbon, Portugal. It includes three position papers on user needs, information access, and the organization and transfer of information, prepared by the authors as a result of the discussions at the workshop. The outcome of the workshop, in the form of a 5 3-item research agenda, is given under the headings: information management; provision of information; and access to information. Each is examined from the aspects of human resources, quality assurance, cost, and technology, where appropriate. The Report Iso includes a list of 15 additional areas meriting further investigation, which were identified by participants, during the final session of the workshop.

A substantial transfer of U.S. scientific and technical information has contributed significantly to the military potential of adversary countries. and may prove detrimental to the security of the United States. The Department of Defense has established policy and procedures to prevent further undesirable transfer of production, engineering, logistical, scientific, and technical information. The intent of the new procedures is to stem the flow of military- related technical data to U.S. adversaries without stifling technological growth, blocking the exchange of technical data that is vital to progress and innovation in the U.S., or reducing the competitiveness of U.S. industry in world markets. Properly applied, the new procedures will permit technical data to flow to government agencies and private entities that have a legitimate need. This technical report is a chronology that highlights the more significant events and achievements relating to DTIC and its role in providing STI from the information sources to the user community, 1945-1990.

In recent years there has been an increasing degree of attention given to issues of the generation, management, and use of scientific and technical information. In part this attention can be attributed simply to the ever-increasing volume of data emerging from the nation's laboratories, libraries, and field sites, and to the amount of public and private resources going in to these facilities. In part, it results from a simultaneously growing uneasy feeling that we are failing to make the best use of this rapidly developing and changing resource. As we contemplate the increasing disadvantages experienced by American manufacturers in field after field of both low and high technology development, we are forced to ask ourselves why we seem to be unable to leverage our scientific expertise into equally significant economic payoffs. There is no shortage of explanations--or prescriptions--to be offered. Those of an economic bent tend to stress the role of tax incentives, of regulatory influence and uncertainty, and problems associated with capital formation and deployment. Those of a managerial turn of mind criticize the emphasis in American companies on short-term performance and limited financial planning criteria. Some look to political solutions, such as the creation of 'enterprise zones' or subsidies for small high-technology businesses.

Viewed as a process, aerospace research and development (R and D) consists of three phases--idea formulation, problem solving, and invention. It is a process that is inexorably linked to the economic growth, prosperity, and technological progress of modern nations. The collective management and performance of the process affect the innovation and productivity as well as the economic competitiveness and vitality of modern nations. The nature of science and technology makes scientific and technical information (STI) an important function of the R&D process. The communication or transfer of STI is thus central to the management of R and D activities. As Fischer (1980) points out, Not only is the communication or transfer of STI an important portion of performing R and D, it is also vital to the dissemination and application of the R and D product. Embedded in STI are knowledge and ideas that are pursued and transferred by those engineers and scientists engaged in the aerospace R and D process. The fact that, in R and D, knowledge and ideas are frequently embodied in a physical product should not detract from the realization that R and D is first and foremost an information processing and communication activity, and engineers and scientists are information processors who are constantly faced with the problem of effectively and efficiently acquiring and processing STI.

This is a second report of a study of the use of scientific and technical information in industrial and nonprofit settings. It focuses on mapping the information-communication behavior of the engineering division of the Southwest Research Institute. Data include questionnaires, library records, travel records, telephone records, and contractual information. Categorization of levels of technical information potential shows the need for better description and differentiation of different kinds of high value information-communication behavior. Experimental changes in Southwest Research Institute operations are planned to study further the structure of information-communication behavior. (CH)

Research in the field of "information-seeking behavior of scientists and engineers" has been done on the behavior and preferences of researchers with respect to technical literature, computer-based information systems, and other scientific and technical information (STI) systems and services. The objectives of this project are: (1) to review the state-of-the-art in various aspects of the field and to develop researchable questions, and (2) to design (a) some key experiments to be carried out in a large number of organizations and (b) some "administrative experiments" to be carried out by individual managers of research and development (R&D) or STI to solve specific STI problems. Other major sections of the report include: (1) a literature analysis, (2) a survey of STI users, (3) a survey of on-going and proposed experiments by STI users, (4) the development of a propositional inventory, and (5) the exploration of the feasibility of a framework for analysis of the STI process. STITE (Scientific and Technical Information Transfer for Education) is basically a system to interface between science information and the science learner. As such STITE acts as a link between STIC (Science and Technology Information Centers) and LIS (Learning Information Systems). After an introduction to the goals and objectives of the ongoing research, the three main systems (STIC, LIS, and STITE) are analyzed and described. Included are data tables describing 99 science information centers throughout the country. A literature survey covering programed instructional materials, computer assisted instruction, audio visuals, and self-instruction follows. (See also IR 001 048 and IR 001 049.) (WH)

The Scientific and Technical Information Center (STIC) at the United States Patent and Trademark Office (USPTO) was established under the Patent Act of 183 6 which provided for the construction of a physical Patent Office and an official library. STIC's mission is to enhance patents quality and examiner effectiveness through search, information services, and training. This collection contains books relevant to electrical, mechanical, chemical, and design art. The range of topics covered in this collection includes, but is not limited to, physics, transportation, botany, games & amusements, food & drink, handicrafts, and photography. The NASA STI Program offers researchers an infrastructure of people and systems that facilitates access to STI; worldwide. The Program is also NASA's institutional mechanism for disseminating the results of its research and developing activities. Through discussions in 1991, the STI Program formulated its Strategic Plan. The plan gives the Program a renewed sense of direction by focusing on future opportunities, customer requirements and Program goals, along with the changes needed to achieve those goals. The Program provides users access to a massive flow of STI which, in fact, represents the largest collection of aeronautical and space science information in the world. The STI Program products and services are outlined, along with the NASA centers, international operations, and the fact that total quality management drives NASA wide program developments. As is detailed, the NASA STI Program is using its resources as effectively as possible to meet the missing needs of NASA.

This article is from Acta Informatica Medica , volume 20 . Abstract The aim of the paper is to overview the leading information processing domain in Russia and Eastern Europe, namely All Russian Institute for Scientific and Technical Information (VINITI ) of the Russian Academy of Sciences. Russian science structure is different from that in the Western Europe and the US. The main aim of VINITI is to collect, process and disseminate scientific information on various fields of science and technology, published in 70 countries in 40 languages, selected from books, journals, conference proceedings, and patents. A special attention is given to the journal selection and depositing manuscripts (a kind of grey literature), an important source for Russian research. VINITI has created the largest database containing about 30 million records dating back to 1980. About 80,000-100,000 new records are added monthly. VINITI publishes the Journal Abstract (JA) on 19 fields of science, including medicine, containing about a million publications annually. Two thirds of these records are foreign and 36.7% – Russian sources.
