1Microsoft Research Video 103762: Candidate Talk: Reducing The Risk Of Pragmatic Reuse Tasks

Reusing source code in a manner for which it has not been designed (which I term a pragmatic-reuse task) is traditionally regarded as poor practice. The ad hoc nature of these tasks increases the likelihood of a developer pursuing a task that is infeasible or choosing not to pursue a feasible one. Although pragmatic reuse activities have been negatively likened to code cloning activities, there are many valid industrial reasons for reusing code in this fashion including risk aversion, feature porting, and code ownership. In this talk, I will describe the nature of the problems involved in pursuing pragmatic reuse tasks, and the techniques that I have developed to overcome these problems. Specifically, I have developed a model for the practical systematization of pragmatic reuse tasks, involving investigating the task while concurrently constructing a lightweight plan for performing it. Using computationally simple, but analytically approximate transformations, the enactment of the reuse plan is semi-automated. This allows the developer to focus their attention on resolving higher-level semantic and conceptual issues, such as architectural mismatch. Plans can be discarded or altered at any stage, including after their semi-automated enactment, enabling the developer to try out an idea before committing to it. I will describe how this work has been and is being evaluated, and its prospects for significant impact in industrial practice. ©2008 Microsoft Corporation. All rights reserved.

First of all, the latest available CIA figures estimate the real rate of increase in Soviet milit spending at about out percent. So under my plan, we would be spending more in real increases than the Soviets have been spending in recent years. Secondly, establishing a sensible pacing of real-strength increases would create a credible long-term approach that really serves notice on the Soviets that they've got to deal with us. It is this runaway defense-spending waste that is affecting the deficit-you know, the $7,000 coffeepots and $500 hammers that we read about-plus the unwillingness of the administration to make choices between weapons. There's an old maxim in the military: If you want to be strong everywhere, you'll be strong nowhere. You've got to make choices. 6NASA Technical Reports Server (NTRS) 20110004914: Reducing Tick-Borne Disease In Alabama: Linking Health Risk Perception With Spatial Analysis Using The NASA Earth Observing System

Lyme disease (LD) accounts for most vector-borne disease reports in the U.S., and although its existence in Alabama remains controversial, other tick-borne illnesses (TBI) such as Southern Tick-Associated Rash Illness (STARI) pose a health concern in the state. Phase One of the Marshall Space Flight Center-UAB DEVELOP study of TBI identified the presence of the chain of infection for LD (Ixodes scapularis ticks carrying Borrelia burgdorferi bacteria) and STARI (Amblyomma americanum ticks and an as-yet-unconfirmed agent) in Alabama. Both LD and STARI are associated with the development of erythema migrans rashes around an infected tick bite, and while treatable with oral antibiotics, a review of educational resources available to state residents revealed low levels of prevention information. To improve prevention, recognition, and treatment of TBI in Alabama, Phase Two builds a health communication campaign based on vector habitat mapping and risk perception assessment. NASA Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) satellite imagery identified likely tick habitats using remotely sensed measurements of vegetation vigor (Normalized Difference Vegetation Index) and soil moisture. Likely tick habitats, identified as those containing both high vegetation density and soil moisture, included Oak Mountain State Park, Bankhead National Forest, and Talladega National Forest. To target a high-risk group -- outdoor recreation program participants at Alabama universities -- the study developed a behavior survey instrument based on existing studies of LD risk factors and theoretical constructs from the Social Ecological Model and Health Belief Model. The survey instrument was amended to include geographic variables in the assessment of TBI knowledge, attitudes, and prevention behaviors, and the vector habitat model will be expanded to incorporate additional environmental variables and in situ data. Remotely sensed environmental data combined with risk perception assessments inform an ongoing outreach campaign consisting of stakeholder meetings and educational seminars.

7DTIC ADA578150: Reducing The Cost And Risk Of Major Acquisitions At The Department Of Homeland Security

Formed a decade ago, the Department of Homeland Security (DHS) is a young organization that is still developing methods for integrating management functions and coordinating policies across its many component agencies and offices. This management challenge is compounded by many factors, such as the diversity and maturity of the established policies and procedures that individual components had before joining DHS; the relatively small DHS headquarters staff; a heavy reliance on contractors, who account for half of the DHS workforce; and an overabundance of oversight committees in Congress that results in conflicting guidance to DHS and its components, thereby weakening headquarter's efforts to assert management or oversight responsibilities. The result is that it is difficult to enact and enforce policies at DHS that are not supported by the leadership of each component. These challenges conspire to undermine efforts by DHS headquarters to improve acquisition practices and management controls over the many major acquisition programs under way across the department. Major acquisitions at DHS are defined as those with life-cycle costs above $300 million, though more than half of such programs (43 of 77 in 2011) have expected life-cycle costs over $1 billion. The result has been unacceptably high numbers of major acquisitions being canceled, taking too long, costing much more than planned, or delivering less-useful capabilities than originally proposed. The objective of this paper is to articulate this challenge, identify the sources of key problems, and suggest ways that DHS can mitigate those problems and improve the performance of its acquisition process. The paper is intended to help improve DHS acquisition management and oversight by providing a common problem definition, conceptual framework, and recommendations that DHS headquarters and component acquisition officials, as well as Congress, can use to improve the efficiency and effectiveness of DHS acquisitions.

The lion's share of funding made available under Title I of the Elementary and Secondary Education Act (ESEA) was directed to schools that served large numbers of children from low-income families. In an attempt to quickly upgrade the quality of reading instruction in these schools, specialist teachers were hired to supplement the reading instruction offered in the regular classroom program (or the "first system" of education). The ESEA institutionalized compensatory education and fostered the emergence of the second system of education which now includes remedial programs in reading, writing, mathematics, special education programs for the "mildly handicapped," as well other programs for at-risk students. The second system is now so pervasive that every public school incorporates one or more of its programs. But the second system has largely failed to improve education for children who find learning to read difficult. Unless the fundamentally flawed second system is replaced by an enhanced first system of regular education, the educational prospects for children who find learning to read difficult will not improve. The introduction of an integrated language arts effort may serve as a catalyst for rethinking the conventional wisdom that currently fragments curriculum, instruction, and professional responsibility for developing literacy in at-risk students. 23ERIC ED376406: Reducing The High School DCT Cooperative Education Drop Out Rate Through An Employer/Student Mentor Program And At-Risk Teams.

This practicum sought to understand why students in a Diversified Cooperative Training (DCT) program did not see the need to earn good grades or to complete their high school education. One hundred DCT programs were surveyed statewide, and it was found that 66 percent reported problems with attendance, 35 percent revealed problems with student attitudes, and 35 percent stated that some students were classified as at-risk. A program was then implemented for ninth- through twelfth-grade DCT students who were identified as at-risk by the full service school team. The solution incorporated community leaders and employers as mentors. Students met with their mentors each week and participated in planned activities. The students' performance was then measured by comparing fall semester grades with spring semester grades following program implementation. Students' grades increased. They failed fewer courses and their time on task increased as a result of better attendance. Nine appendices include charts which compare grades, attendance, and the total students completing the twelfth grade for successful graduation. Many students also attended Chamber of Commerce meetings, social functions, or other types of business interactions as guests of their mentors. The recommendation is that mentors and at-risk teams be used to improve students' attendance and academic performance. (RJM)

This plan included: 1) conduct of a prospective study examining modifiers of the efficacy of risk-reducing salpingo-oophorectomy (RRSO) for the prevention of breast and ovarian cancer in carriers of BRCA mutations; and 2) participation in a structured training program in research methodology, biostatistics, molecular biology, and ethics. Progress from 5/1/2007 4/30/2008 includes: a) Publication of the first prospective data examining the efficacy of RRSO for the prevention of BRCA-associated breast and gynecologic cancer when BRCA2 mutation carriers are examined separately from BRCA1 mutation carriers.(Kauff ND, et al. J Clin Oncol 2008;26:1331-7); b) Continuation of training in genetic epidemiology, outcomes analysis, and conduct of clinical research, through formal mentoring and participation in the laboratory meetings of Kenneth Offit, MD, MPH; c) Submission as Co-PI of a grant application to the Breast Cancer Alliance to model the risk for 2nd primary breast cancer in individuals with BRCA-negative familial breast cancer; and d) Submission as Co-PI a SPORE project application to evaluate the role of BRCA dysfunction in primary and secondary prevention of epithelial ovarian cancer.

26NASA Technical Reports Server (NTRS) 20160006474: Modular Open System Architecture For Reducing Contamination Risk In The Space And Missile Defense Supply Chain

To combat contamination of physical assets and provide reliable data to decision makers in the space and missile defense community, a modular open system architecture for creation of contamination models and standards is proposed. Predictive tools for quantifying the effects of contamination can be calibrated from NASA data of long-term orbiting assets. This data can then be extrapolated to missile defense predictive models. By utilizing a modular open system architecture, sensitive data can be de-coupled and protected while benefitting from open source data of calibrated models. This system architecture will include modules that will allow the designer to trade the effects of baseline performance against the lifecycle degradation due to contamination while modeling the lifecycle costs of alternative designs. In this way, each member of the supply chain becomes an informed and active participant in managing contamination risk early in the system lifecycle.

This article is from Journal of the American Medical Informatics Association : JAMIA , volume 19 . Abstract Context: Computerized drug alerts for psychotropic drugs are expected to reduce fall-related injuries in older adults. However, physicians over-ride most alerts because they believe the benefit of the drugs exceeds the risk. Objective: To determine whether computerized prescribing decision support with patient-specific risk estimates would increase physician response to psychotropic drug alerts and reduce injury risk in older people. Design: Cluster randomized controlled trial of 81 family physicians and 5628 of their patients aged 65 and older who were prescribed psychotropic medication. Intervention: Intervention physicians received information about patient-specific risk of injury computed at the time of each visit using statistical models of non-modifiable risk factors and psychotropic drug doses. Risk thermometers presented changes in absolute and relative risk with each change in drug treatment. Control physicians received commercial drug alerts. Main outcome measures: Injury risk at the end of follow-up based on psychotropic drug doses and non-modifiable risk factors. Electronic health records and provincial insurance administrative data were used to measure outcomes. Results: Mean patient age was 75.2 years. Baseline risk of injury was 3.94 per 100 patients per year. Intermediate-acting benzodiazepines (56.2%) were the most common psychotropic drug. Intervention physicians reviewed therapy in 83.3% of visits and modified therapy in 24.6%. The intervention reduced the risk of injury by 1.7 injuries per 1000 patients (95% CI 0.2/1000 to 3.2/1000; p=0.02). Abstract Background:: Healthcare workers, especially operating room personnel, are at increased risk for sharps injury and transmission of blood-borne pathogens as a result of their occupation. Infection with these pathogens occurs mainly by percutaneous or mucocutaneous exposure to blood-borne pathogens. This study evaluated the effectiveness of using invented needle magnet in reducing the risk of sharp injuries in the operating room. Materials and Methods:: The needle magnet device is consisted of three parts: a cap, a magnet and a metal container. It was invented by the authors for the first time in Iran. The average weight of this device is 200 g and it can be easily placed near the surgery field or on the myostand. It has magnetic properties that attracts the sharp pointed particles during surgery and preserve them in a protected space. The device was used in surgical field by 33 surgeons during 90 surgical operations. Then, the satisfaction of participants and effectiveness of the device in protection against sharps injury was evaluated by a questionnaire. Results:: Thirty-one surgeons (94%) believed that needle magnet reduces dispersion of sharp instruments; 79% of the participants suggested that our device reduces sharps injury during operation; 29 surgeons (88%) intended to use this device during operation. Thus, the use of needle magnet within surgical field may reduce the chances of sharps injury during surgery. Conclusion:: The use of needle magnet within surgical field reduces the chance of sharp injury during surgery and the surgeons were satisfied with its use.

All commanders expect losses in combat, but when the casualties are self-inflicted the effects are magnified. The Gulf War brought the fratricide problem into sharp focus based on a disturbing increase in the percentage of losses due to friendly fire. Much of the recommended corrective action has been directed towards technological solutions. While this approach does provide some fratricide protection, a review of history and the causes of fratricide indicates more needs to be done. Under the Department of Homeland Security (DHS) Appropriations Act of 2007, DHS has the authority and funding to regulate security at facilities storing chemicals considered to be high-risk (P. L. 109-295, Section 550). This article discusses the Department's efforts to enhance the security of facilities that store chemicals that could be stolen or used by terrorists to inflict mass casualties. It also details the steps necessary to comply with federal regulations once a facility has determined they are storing Chemicals of Interest (COI) as defined by Appendix A of the Chemical Facility Anti-Terrorism Standards (CFATS) Final Rule. The rule expects facilities to develop a layered approach to security measures, with a written plan that describes each component and how it--in combination with other security measures-- will address the identified Risk-Based Performance Standards (RBPS). The owner/operator of the facility will also be required to maintain and update the Site Security Plan (SSP) on a regular basis. Facilities covered by the rule have flexibility in determining the methods they will use to meet the requirements. 40Reducing The Risk: A School Leader's Guide To AIDS Education, Volume 2

Under the Department of Homeland Security (DHS) Appropriations Act of 2007, DHS has the authority and funding to regulate security at facilities storing chemicals considered to be high-risk (P. L. 109-295, Section 550). This article discusses the Department's efforts to enhance the security of facilities that store chemicals that could be stolen or used by terrorists to inflict mass casualties. It also details the steps necessary to comply with federal regulations once a facility has determined they are storing Chemicals of Interest (COI) as defined by Appendix A of the Chemical Facility Anti-Terrorism Standards (CFATS) Final Rule. The rule expects facilities to develop a layered approach to security measures, with a written plan that describes each component and how it--in combination with other security measures-- will address the identified Risk-Based Performance Standards (RBPS). The owner/operator of the facility will also be required to maintain and update the Site Security Plan (SSP) on a regular basis. Facilities covered by the rule have flexibility in determining the methods they will use to meet the requirements. DHS will assess the adequacy of those security measures by reviewing the written SSP and conducting site visits.

The principle investigator was funded via a Physician-Scientist Training Award to participate in a comprehensive training plan to foster the transition to independent clinical breast cancer researcher. This plan included 1) conduct of a prospective study examining modifiers of the efficacy of risk-reducing salpingo-oophorectomy for the prevention of breast and ovarian cancer in carriers of BRCA mutations; and 2) participation in didactic coursework and structured training in research methodology, biostatistics, molecular biology, and ethics. Progress from 5/1/2005 - 4/30/2006 includes: 1) Presentation of the first prospective data able to examine the efficacy of risk-reducing salpingo-oophorectomy for the prevention of BRCA-associated breast and gynecologic cancer when BRCA1 and BRCA2 mutation carriers are examined separately; 2) Publication of the first prospective data examining the risk of breast and ovarian cancer in BRCA-negative hereditary breast cancer families; and 3) Publication of a robust method for testing for BRCA1 and BRCA2 founder mutations in formalin-fixed paraffin-embedded tissue; 4) Continuation of formal training in genetic epidemiology laboratory methods, outcomes analysis, and conduct of clinical research; and 5) Receipt of an R03 award (1 R03 CA119265-01 to N.D.K.) to conduct a genetic epidemiologic, computational and structural analysis of BRCA2 variants of uncertain significance.

The Anterior Cruciate Ligament (ACL) is located behind the kneecap (patella) and connects the thigh bone (femur) to the shin bone (tibia). Stabilizing the knee joint is the primary responsibility of the ACL. Injuries that affect the ACL are three to five times more common in females than males. This is a result of anatomical, biomechanical, strength, and hormonal differences. The probability of potentially devastating tears to the ACL may be reduced in female athletes by an alternative warm-up program that focuses on muscle flexibility, strength, motor skill, and balance enhancement. Once the ACL has been torn, it becomes impossible to reattach or stitch the ligament back together. The blood supply in this area of the body is diminished and the tissue becomes nonviable. Reconstruction of the ACL involves attaching the ligament to another tendon from the hamstring, just below the knee. Although reconstruction and treatment of ACL injuries are available, much unnecessary pain, money, and time may be wasted during these procedures. It is important to be aware of the prevention methods available to reduce the possibility of potentially devastating tears to the ACL. These prevention methods include proper warm-up and avoiding activities that cause pain. Other preventive measures include incorporating balance exercises along with stretching and strengthening muscles near the ACL. Appropriate rest and recovery time are other important factors that may prevent ACL injuries. Quality footwear, strapping, or taping may provide an additional level of support to the knee joint and ACL.
