The cost of living in the Bay Area is one of the highest in the country which can make it difficult for families to afford everything they need to raise healthy, happy children. One way districts can enable funding portability is with the use of student-based allocation formulas that allocate funds to districts and schools based on enrollment of students and student types. The student-based allocation model enables "pocketbook power," creating incentives for schools to attract students, keep full enrollment, and demonstrate excellent student performance. Student-based allocation models (also known as "weighted student funding") have been around for two decades, but not always as a mechanism to enable choice and accountability. Some policymakers implemented these kinds of policies to create more financial equity across schools, or as a component of school-based decision-making. This brief explains the need for a student-based allocation system in the context of school choice, and provides an overview of the key features that enable student choice across schools within districts. Specifically, the brief covers: (1) How traditional staffing-based allocation schemes clash with choice policies; (2) How student-based allocation can enable more portable funding across schools; and (3) Whether it is feasible for schools to lose funds as students choose other schools. When the Great Recession took its toll on state budgets, public universities felt the pain. Many public universities attempted to offset reductions in state funds by raising tuition, shifting admission spots to more out-of-state students, and, in some cases, increasing enrollment. For a given budget gap, these three strategies should be weighted both for their revenue-generating capacity and for their impact on the university's mission. This analysis considers how these three revenue-generating options compare for use in public flagship universities, first in terms of the relative magnitude needed to close a gap in state funds, and then in terms of the extent to which they contribute to degree production for students in their state. Washington State is set to spend nearly $100 million in the next two years on pay bonuses for teachers who receive national board certification. This investment is supposed to improve the state's teaching force and encourage the most capable teachers to work in high-poverty schools. Does it accomplish those goals? Governor Christine Gregoire's 2011-13 budget proposal called for suspension of annual $5,000 bonuses for national board certified teachers (NBCTs) and the additional $5,000 bonuses paid to NBCTs who teach in low-income "challenging" schools. Suspending these incentives is projected to save the state $99.5 million over the biennium. This paper examines the available evidence in an effort to shed light on what the NBCT bonus program set out to do--namely, to reward strong teachers across the state and encourage them to teach in high-poverty schools--and whether it is achieving the desired effects. A study of the four years since the current incentive program began reveals that: (1) The number of NBCTs statewide has nearly tripled, causing the state's program costs to escalate by about $10 million per year; (2) Even with an additional $5,000 "challenging schools" bonus, fewer than 1% of Washington's NBCTs move from low-poverty to high-poverty schools each year; (3) The proportion of NBCTs teaching in challenging schools is increasing, but only because teachers already in those schools are gaining certification and because the state's challenging schools list has grown each year; (4) Washington's NBCTs appear no more likely than other teachers to stay in challenging school assignments; and (5) Some districts have worked hard to garner more bonuses for their own teachers. Per-pupil state NBCT bonus funding varies by a factor of more than 15 to 1 from one district to another, raising the question of whether bonuses are being distributed equitably across schools in the state. As legislators consider whether to restore the program to the proposed state budget, they may want to review and adjust the program as it now operates and consider whether it is achieving what they had hoped. This case study examines admissions data at the University of Washington (UW) in order to quantify the effect on admissions standards for residents versus nonresidents. Like many other state flagship universities, the UW has suffered from constrained state revenues during the recent recessionary years. The findings suggest that Washington residents have indeed lost their edge in UW admissions, and in fact may have been at a disadvantage in 2011. While reflective of one university in one state, the findings raise broader concerns that state-supported universities, if unconstrained by public policy, can act counter to the goals implicit in the bargain that accompanied state support, and that solving budget gaps with nonresidents will weaken the case for state support when state revenues begin to climb. The report recommends that state lawmakers and administrators move beyond the resident-nonresident tradeoff to look for policy solutions that maintain access for state residents and make progress on solving budget gaps. Technical Appendix is included. (Contains 2 figures, 5 tables, and 17 footnotes.)

The data contained in this report provide new connective tissue and insight into students' lives and the ways in which their financial concerns coincide with their academic work and their ability to succeed. The report focuses on the financial health of community college students, including their perceptions of their current financial circumstances, budgeting and other practices, and financial management skills. While at times students' responses may seem to be contradictory, in fact they provide a detailed overview of the complex financial reality today's community college students face. Students' views of their own financial needs and circumstances point to clear steps that colleges can take to better support student financial health.

Even as new educational technologies have emerged, staffing innovations have seemed all but impossible in American schools. Charter and district schools alike long ago surrendered to the notion that education requires at least as many core teachers as is determined from dividing enrollment by class size. A few new school designs suggest that we can fundamentally alter the basic schooling model, so that a given number of students can be taught well by fewer teachers who are leveraged in new ways. The innovations come with the promise of fundamental cost redesign. Of course, any large-scale adoption of these new school designs should depend most on whether the models are effective with students. Even if they are, many states have formidable barriers to staffing innovations, including funding formulas rigidly tied to student-teacher ratios. Policymakers are unlikely to let go of some of those barriers without relevant evidence of what such reforms might mean for their states. This paper provides that evidence. Using real wage and staffing data from each state, the authors project the financial and staffing implications of one innovative school model--the Rocketship lab rotation--to highlight potential impacts on the schooling workforce and total per-student spending. A long-standing problem in string phenomenology has been the fact that the string unification scale disagrees with the GUT scale obtained by extrapolating low-energy data within the framework of the minimal supersymmetric standard model (MSSM). In this paper we examine several effects that may modify the minimal string predictions and thereby bring string-scale unification into agreement with low-energy data. These include heavy string threshold corrections, non-standard hypercharge normalizations, light SUSY thresholds, intermediate gauge structure, and thresholds arising from extra matter beyond the MSSM. We explicitly evaluate these contributions within a variety of realistic free-fermionic string models, including the flipped SU(5), SO(6) x SO(4), and various SU(3) x SU(2) x U(1) models, and find that most of these sources do not substantially alter the minimal string predictions. Indeed, we find that the only way to reconcile string unification with low-energy data is through certain types of extra matter. Remarkably, however, many of the realistic string models contain precisely this required matter in their low-energy spectra.

Two seemingly different threads are in play on the issue of class size. The first is manifested in media reports that tell readers that class sizes are rising to concerning levels. The second thread appears in the work of some researchers and education leaders and suggests that repurposing class-size reduction funds to pay for other reforms may not be such a bad idea. Both threads are evidence of current budget tensions. Constrained revenues are forcing some districts to cut staff, and any tinkering with staffing can drive up enrollment in some classes. While smaller are on many levels desirable, it is also true that smaller classes come with a hefty price tag. In an environment of scarce resources, those seeking better outcomes in education have begun rethinking previous decisions to lock up their funds in small classes. Practically speaking, class sizes already vary from state to state, and any discussion of tradeoffs makes most sense in the context of the existing arrangement. Political tolerance for raising class sizes might depend on the magnitude of current class sizes, as well as the level of funds that can be repurposed in doing so. This brief provides a state-by-state context to the class size discussion by estimating current class sizes by state and by modeling the marginal funds associated with modest changes to each state's average class size. In other words: what are class sizes now? How much money is at stake? Measuring Class Size and Methodology: Calculating Projected Funds Available are appended. In many districts where budgets are tight and forcing cuts in services, are teacher incomes also falling behind? Is teaching becoming a less remunerative occupation relative to other local opportunities such that over time it may become less attractive? Or, do the automatic salary triggers shift wages up despite revenue constraints? This study uses data from Seattle Public Schools to explore actual salary changes amidst rapid changes in economic context. Typical of other urban districts, Seattle faced budget gaps throughout the recession as state revenues tightened. The study shows that wage trends shifted up in unexpected ways at the outset of the recession, then leveled off as the economic strain continued in subsequent years. Analysis of the salary components sheds light on the nature of the salary drivers and why they are at times out of pace with economic context. (Contains 3 figures and 6 footnotes.)

This document is intended to provide business leaders, policymakers, and others with information about the operation and value of six work support programs designed to help low-income parents obtain the assistance needed to enter a job, retain employment, and better provide for their families' needs. The six programs profiled are as follows: the Earned Income Tax Credit; child care; Food Stamps; health care; Temporary Assistance for Needy Families, and child support. The document begins with a discussion of the lack of a single national structure or location where low-earning parents can access work support programs. Next, principal differences between the six programs with respect to the following dimensions are summarized: who funds the benefit; who administers the benefit; who is eligible for the benefit; length of eligibility; and whether the benefit is an entitlement or its availability is limited by funding. The remainder of the document presents profiles of each program. Each profile contains information on the following topics: the program's history, current size/scope, and differences in the program's administration and structure in individual states; the program's impacts on financial security and job retention; and program participation. In a policy now termed "LIFO" or "last in, first out," most districts make layoff decisions based on seniority and not on job performance or effectiveness. Using seniority as the basis of layoff decisions has become increasingly controversial this past school year, as K-12 layoffs jumped and the total number of education jobs fell for the first time in over two decades. To understand how seniority-based layoffs may play out across schools within districts using recent data, this analysis relied on teacher experience data from the 2008-2009 school year from California--a state hardest hit by budget cuts. The largest 15 districts, which encompass a quarter of the state's students, were broken down within each district by teacher experience and quartiles based on concentrations of poor and minority students. Across the 15 districts, the evidence shows that teachers at risk of layoffs are indeed concentrated in schools with more poor students. Appendices include: (1) Percentage of teachers with two years or less teaching experience by school district and poverty quartile; and (2) Percentage of teachers with two years or less teaching experience by school district and minority quartile.
