3ERIC ED195234: A Delphi Assessment Study For The Pittsburgh Regional Library Center. Programs And Services To Be Implemented In PRLC By 1982.

Two rounds of questionnaires were distributed to the 176 members of the Pittsburgh Regional Library Center in order to achieve a consensus on the refinement and prioritization of possible library services and programs by members of the center. Respondents were asked to assign a single importance score to each of the services listed; the first questionnaire achieved a response rate of 64 percent, and the second, which contained a summary of the responses to the first, a rate of 60 percent. Statistical analysis of the responses was based on frequency, mean, and standard deviation measures. Conclusions drawn from the first and second rounds of questionnaires are discussed in relation to priority assessments and possible underlying patterns of relationship. A 9-part appendix to the report consists of: (1) first round responses, (2) second round responses, (3) partitioned rankings, (4) ranked factor variables, (5) pre-Delphi statements, (6) first survey instrument, (7) second survey instrument, (8) coding materials, and (9) selected references. The purpose of this study is to review the findings of the various groups and individuals who have delineated the role of the state educational agency in the provision of school library media services, to study a selected group of state agencies to determine the manner by which they provide service, to seek the opinions of authorities serving in the capacity of state educational media supervisors regarding their role, and to synthesize the information into a model for the consideration of state educational agencies in planning for improved information service. Nine states selected on the basis of geographic location, history of previous support for library media services, and provision of state aid participated in the study--Alabama, Florida, Iowa, Maine, Maryland, New York, North Carolina, Oklahoma, and Wisconsin. Data presented and discussed for each state include the legal basis for library media programs and services, organizational structure of the library media unit within the state education agency, professional personnel, and functions and activities of the units. Organizational charts portray two alternative placements for a library media unit within the state department of education proposed by the model, as well as the sections comprising the unit, and job descriptions for media personnel are provided. A 35-item reference list is included, as well as three appendices: a suggested model for state legislation, organizational charts for the states studied, and a bibliography of selected state publications. Based on annual reports from the states on project activities carried out under the Library Services and Construction Act (LSCA), this report provides an overview of programs authorized under Title I of LSCA over a 5-year period to support special projects at major urban resource libraries (MURLs) which operated for users on a regional basis. It also summarizes how federal funds have been used to help the states meet user needs through the strengthening of MURLs and metropolitan public libraries which serve as national or regional resource centers. Analyses of the FY 1987 annual reports show that the MURLs continued to strengthen library collections and provide interlibrary loan services. The use of various technologies in providing public library service continued to grow with the purchase of compact disk recordings and videotapes, and with the use of computers, microform readers and printers, videotape recorders, and other applicable technologies. Some of the state annual reports noted that new patrons were using library services for the first time to borrow videotapes, compact disk recordings, and computer software. The reports also indicated a continuation of projects for database searching and the purchase of large-print books, microforms, foreign language materials (such as Asian, Spanish, and Russian), government documents, Afro-American history and literature collections, Hispanic collections, and the expansion of periodical collections on microfilm. The introduction provides a brief narrative report on LSCA funding requirements and levels, a discussion of trends in MURLs and metropolitan libraries, and two tables of statistics on expenditures and funding for the MURLs and the national or regional resource centers for each state, the District of Columbia, and Puerto Rico. The appendix, which makes up the major part of this report, presents detailed statistics for each of 42 states broken down by fiscal year. (BBM)

This report provides information on the fourth year of funding (fiscal year 1988) of the Library Services and Construction Act (LSCA), Title IV grant programs, which provide appropriations for Indian tribes and for Alu Like, Inc.--the organization recognized by the Governor of Hawaii to serve Hawaiian natives--under two program cycles: Basic Grants and Special Projects. An explanation of the Basic Grants program is presented, with an appended table showing a breakdown of funding by activity for each basic grant. Highlights are then given of each Special Projects award, including a map and a funding summary. Hawaiian Natives Projects, which are funded under the Basic Grant program, are also listed, and information provided for each of 13 projects includes its funding, its objective, and a brief summary of activities to be accomplished. Activities supported by these grants include: (1) library needs assessments; (2) training of library personnel; (3) salaries of library personnel; (4) purchase of library materials; (5) dissemination of information about library services; (6) transportation to provide access to library services; (7) construction, purchase, renovation, and remodeling of library buildings; and (8) contracts to provide library services or to carry out any of the above activities. Two parallel streams of work are the subject of this review: (1) the design of a long-range work program and planning process, and (2) the development of analytical techniques which give information about the use of libraries, new or old, and their service areas. The analytical model of library behavior proved illuminating, but is an area of investigation which requires more work. The process of developing the Long-Range Work Program called attention to the fact that the Enoch Pratt Free Library, Baltimore City, is critical to the functioning of the whole regional library complex and that each local library system is a part of the regional whole. The main emphasis of the Long-Range Work Program is on developing a system for long-range planning and budgeting as well as inter-agency cooperation. As such, the research is much more "process-oriented" than "product-oriented." The main emphasis of the Short-Range Work Program is to learn about the effect of library location and other variables upon the use of a library as an aid in location and planning of a new library facility. The following paper is based on my master's degree thesis written as a graduate student at the University of Glasgow from 2014-2015 titled, "Preserving the Social Cohesiveness and Lifelong Educational Mission of Public Libraries in Times of Austerity: Assessing the Potential of the Scottish National Library Strategy through the Capabilities Approach." The purpose of my research is to understand how austerity policies have weakened and compromised the public library service in Scotland. In June 2015, the first Scottish national library strategy for public libraries was issued. Entitled, Ambition & Opportunity: A Strategy for Public Libraries in Scotland 2015-2020, was released as a policy response to ongoing austerity cuts in public services from the UK government. My research is a literature-based analysis of the new strategy using Martha Nussbaum's interpretation of the Capabilities Approach as a theoretical framework in which to examine and evaluate the policy's strategic aims and recommendations. In carrying out my research, I identified those central capabilities which I thought best corresponded to each of the strategic aims outlined in the Scottish national library strategy. Also, I used various examples of public library programs and initiatives (in Scotland and elsewhere) to help illustrate the links between the strategic aims and central capabilities. Throughout my analysis, I define public libraries as a vital community and social service that provides lifelong learning opportunities, social and community cohesion, adult and family literacy, and other innumerable benefits to the communities they serve. The status of federal categorical and non-categorical aid to libraries is described, along with formulation methods for federal library policies and the present government climate for library planning. The evolution of federal categorical aid programs since 1956 is recapitulated, and the results are analyzed for school library materials (Elementary and Secondary Education Act Title II), public library services (Library Services and Construction Act Title I), public library construction (LSCA Title II), academic library construction (Higher Education Facilities Act), and college library materials (Higher Education Act Title IIA). There is also a preliminary report for fiscal year 1973-74 on libarries' share of general revenue sharing funds. Statistical tables showing federal budget figures for the various categorical aid programs are appended. (LS)

The nature of the instructional process, with emphasis on student involvement in the use of materials, makes it essential that excellent school library media programs be provided at the school building level. The National Program for Library and Information Services could provide substantial improvement in the provision of information services to schools. The national program could provide centralized material processing, automated information retrieval, and staff development opportunities. In return, the school media center could provide expertise in the use of audiovisual technology and open its collection to public use. In order to participate in the national program, a school should meet standards calling for a full range of services in five broad areas: access, reference, production, instruction, and consultation. Incentives should be provided to encourage school districts to meet the standards. Although difficulties can be expected in trying to bring all schools into national library network, good planning and coordination could overcome most obstacles. (Author/PF)

The Bills seek to lessen the administrative burden upon the States through reduction of the number of State plans, which must be submitted and approved annually, from five to one and to afford the States greater discretion in allocating funds to meet specific State needs by combining, within a single authorization, the programs formerly authorized by titles I, II, III and IV of the Library Services and Construction Act. Provision is to be made for special programs to meet the needs of disadvantaged persons, in both urban and rural areas, for library services and for strengthening the capacity of State library administrative agencies for meeting the needs of all the people of the States and in promoting interlibrary cooperation. The administration of public libraries, the selection of personnel and library books and materials shall be reserved to the States and their local subdivisions. (AB)

And yet, recent investigations have shown that 27 million of our children and adults live in areas without any public library service, and 53 million more have only inadequate book and information services available to learn. The Library Services Act (Public Law 597, 84th Congress) will accomplish much to correct this serious deficiency in our Nation's educational facilities. The compilation of summaries of State plans and programs submitted for the first year of operation under the act was undertaken at this time so that everyone interested in public library development might have the benefits of the thinking and planning which has gone into the development of the plans and programs. By June 30, 1957, 35 States and Hawaii had submitted plans whose summaries are included in this publication. Twelve additional States and Territories, that had not submitted plans in fiscal 1957, began participation after July 1, 1957, bringing the total to 48. Following a foreword, the following two chapters are presented: (1) State Plans and Programs for Fiscal 1957: An Overview; and (2) Outlines of the State Plans and Programs for Fiscal 1957. One source of funding for art and cultural activities in out-of-school time programs is The Institute of Museum and Library Services (IMLS). This federal agency is charged with creating strong libraries and museums that connect people to information and ideas. To support its mission, IMLS offers a host of funding opportunities that can help out-of-school time programs offer an array of arts and cultural programming drawing on the resources of museums and libraries. Grantmaking activities to local and state libraries, as well as museums of all types, support programs implemented by individual organizations both alone and in partnership with community organizations, schools, and out-of-school time programs. This funding note describes current opportunities that can be used to support out-of-school time programs and offers strategies and considerations for accessing IMLS funds. Libraries are part of a larger information infrastructure which must be understood before planning professional education for librarianship. Research is needed in three areas: (1) options within overall library objectives, (2) information needs of different user audiences, and (3) technological and economic descriptions of information systems. Based on the objectives of the National Commission on Libraries and Information Science proposal, professionals will need to have competencies in five major areas: organization of information, information needs and information use, information technologies, research methods, and management. Continuation of current patterns of professional education will lead to overpopulation of undertrained individuals. To meet short-term needs seminars, institutes, and certificate programs should be encouraged. The lack of library facilities, books and documents, and trained personnel are significant obstacles to Indian Tribes and Hawaiian Natives engaged in developing and strengthening public library services. The Library Services for Indian Tribes and Hawaiian Natives Program is the only Federal library program that provides direct grant funds for establishing or improving public library services for these two groups. This report provides information on the fifth year of funding (fiscal year 1989) of the Library Services and Construction Act (LSCA) Title IV grant programs, which provide appropriations for the two groups under two program cycles: Basic Grants and Special Projects. An explanation of the Basic Grants program is presented, with an appended table showing a breakdown of funding by activity for each basic grant. Highlights are then given of each Special Projects award including the exemplary Special Projects grants of the Three Affiliated Tribes and the Nisqually Tribe; in addition, a map and a funding summary for fiscal years 1985-1989 are provided. Thirteen Hawaiian Natives projects, funded under the Basic Grant program, are also listed; information provided for each project includes its funding, its objective, and a brief summary of activities to be accomplished. An appendix summarizes the basic grants for fiscal year 1989 and indicates the assessment, training, personnel, library materials, dissemination, transportation, special programs, and construction costs for each tribe, by state. This document records testimony before the U.S. Senate on the reauthorization of Public Law 84-597, the Library Services and Construction Act (LSCA). The original purpose of the LSCA was to bring library services to rural areas and to those citizens who had previously been deprived of access (the handicapped, disadvantaged, and those who speak English as a second language); library services are currently available to 96 percent of Americans and the number of libraries nationwide has grown to 100,000. The focus of the LSCA in the 1980s is statewide sharing of existing resources; keeping pace with the information technology revolution; and preserving the history that libraries have been asked to keep. The prepared statements that constitute the major portion of the document were presented by experienced practitioners, state librarians, urban library directors, and interested people who have devoted countless hours of volunteer time maximizing the potential of libraries throughout the nation. Information is provided on the funding of grant programs for the Library Services and Construction Act (LSCA) Title IV (Library Services for Indian Tribes and Hawaiian Natives) for fiscal year (FY) 1986. These grants have enabled Indian tribes and Hawaiian natives to improve their public library services through a number of authorized activities, including training of library personnel, purchase of library materials, and the construction and renovation of library facilities. The amount of funding is an established percentage of the annual appropriations for LSCA I, II, and III. In FY86, 1.5% was set aside for Indian tribes and 0.5% for Hawaiian Natives for a total of $2,211,000.00. This booklet describes the 185 Basic Grant awards (including joint awards) totalling $606,177.00; the 17 Special Projects awards (made with funds remaining after the Basic Grants are awarded) totalling $1,052,073.00; and the single Basic Grant for Hawaiian Natives of $552,750.00 (made to the only organization recognized as eligible by the Governor of Hawaii). For each grant, information is given on the grantee, the grant's focus, names of librarian and project director, amount of funding, project period, and a brief description. A summary of Basic Grants for FY86 is appended, showing breakdown by activity and state. (JMM)

This discussion of the availability of information sources and resources to students in higher education and continuing education argues that extension education and distance education will become increasingly prevalent because people change jobs more frequently and require additional skills and knowledge for those jobs. Many institutions assume that programs delivered off campus are comparable to those delivered on campus, and that information resources needed to support such programs are also comparable. It is often necessary, however, to make special arrangements, either with the institution's library or with local public libraries, to offer supplemental resources to students. Such resources may include microcomputers connected to computer networks and databases, as well as other library services and instruction on how to access research information. Six recommendations are offered for the provision of library services at off-campus and external degree programs: (1) the institution providing the program should provide the appropriate information resources; (2) students should undertake research projects appropriate to the level of the degree program; (3) students should be able to learn to use libraries and electronic resources; (4) traditional views of library usage must change to acknowledge distance education students; (5) scrutiny must be applied to off campus programs as it is to on campus programs; and (6) students must use available library services whether they are public libraries or the delivering institution library. It is concluded that it may become possible to deliver information resources to students without providing access to the home campus library. (DB)

This is a bilingual project. The first part, in Hebrew, is the story "Injustice" by Yosef Haim Brenner, written following the conquest of Palestine by the British troops during WWI. The story takes place on the Turkish side of the dividing line between the combating forces. An escaped British prisoner of war had taken shelter among a group of Jewish workers, who, following a heated discussion, turned him over to the Turkish army. The second part of this project, in English, is a chapter in the book "The Escaping Club," written in 1922 by the same British prisoner of war, the aviator A. J. Sonnets from The Patagonian is a collection of sonnets and the first work published by the short-lived Claire Marie press. Each sonnet is a portrait of someone Evans knows from the Modernist scene just beginning to coalesce in Greenwich Village, and each portrait is dedicated to a completely different acquaintance. (Evans's portraits of his friend Allen Norton are dedicated to the critic Carl Van Vechten, for instance, and his portraits of himself are dedicated to Allen Norton. His portrait of Carl Van Vechten is dedicated to Gertrude Stein.) What emerges is a clever, irreverent, set of early Modernist in-jokes that look forward to the Dadaist and Surrealist movements that would form in Europe after World War I. Giddy, bizarre and deftly constructed, Sonnets from the Patagonian read like nothing else of its time. Evans owned and managed the Claire Marie press and during the year it existed, he published only six titles, including Tender Buttons by Getrude Stein. It is for Tender Buttons that Claire Marie and Donald Evans are best remembered, if they are remembered at all. While it lasted, the press exerted an outsized influence on the world of Modernist art and literature in New York. Evans was an associate of Stein, Van Vechten, Mabel Luhan Dodge, Walter Conrad Arensberg and Wallace Stevens. He published three more books before his death in 1921, allegedly by suicide. Born in London of Welsh parents, George Essex Evans was raised and educated by his mother Mary Ann (née Owen) in Pembrokeshire after she was widowed when George was only a few months old. Emigrating to Queensland with his siblings to Australia at age 17 with the intention of farming, Evans was badly injured in a horse-riding accident, when he was thrown against a tree and was unable to do any physical work. Evans was described as a reserved man, and at times rather moody and impulsive. However, he was also described as a kind person and a loyal friend. He had a strong sense of honour and self-respect, traits that made him a model husband and father. Evans was described as having a tremendous memory, particularly for poetic verse, of which he was able to recite a prodigious amount. Few of his contemporaries were able to match his breadth of knowledge of English, American, and Australian poetry. Summary by Wikipedia
