8DTIC ADA486562: The North Korean Economy: Leverage And Policy Analysis

North Korea's dire economic straits provides one of the few levers to move the Democratic Peoples Republic of Korea (DPRK) or North Korea to cooperate in attempts by the United States, China, South Korea, Japan, and Russia to halt and dismantle its nuclear program. These five countries plus North Korea comprise the six parties who are engaged in talks, currently restarted, to resolve issues raised by the DPRK s development of a nuclear weapon. This report provides an overview of the North Korean economy, its external economic relations, reforms, and U.S. policy options. In June 2008, the Bush Administration announced that it was lifting restrictions under the Trading with the Enemy Act and was starting the process to remove the DPRK from the list of State Sponsors of Terrorism. Other sanctions, including U.N. sanctions imposed following North Korea s nuclear test, still remain in place. The economy of North Korea is of interest to Congress because it provides the financial and industrial resources for the Kim Jong-il regime to develop its military and to remain in power, constitutes an important push factor for potential refugees seeking to flee the country, creates pressures for the country to trade in arms or engage in illicit economic activity, is a rationale for humanitarian assistance, and creates instability that affects South Korea and China in particular. The dismal economic conditions also foster forces of discontent that potentially could turn against the Kim regime especially if knowledge of the luxurious lifestyle of communist party leaders becomes better known or as poor economic performance hurts even the elite. Economic conditions in North Korea have been improving since the disastrous conditions in the mid-1990s but still are dismal for those out of the center of power.

10DTIC ADA147547: Economic Leverage On The Soviet Union In The 1980s.

This report presents a reevaluation of the use of leverage on Soviet behavior by means of the instruments of East-West economic relations. A conceptual framework is presented in Sections II and III, centering on the ideas of leverage and denial as policy tools and on the opportunities and constrains offered by Soviet economic dependence and vulnerabilities. Sections IV through VI analyze the actual use of the major export instruments--grain, credit, and gas pipeline technology--during the early 1980s. Section VII takes up the issue of consensus in the Western alliance as a condition of successful East-West trade policy. The author concludes that the only possibility for effective denial over the long term is to aim at selective impedance of the Soviet military effort.

11The Great Debt Divergence And Its Implications For The Covid-19 Crisis: Mapping Corporate Leverage As Power

The COVID-19 pandemic has amplified longstanding concerns about mounting levels of corporate debt in the United States. This article places the current conjuncture in its historical context, analysing corporate indebtedness against the backdrop of increasing corporate concentration. Theorising leverage as a form of power, we find that the leverage of large non-financial firms increased in recent decades, while their debt servicing burdens decreased. At the same time, smaller firms experienced sharp deleveraging alongside increasing debt servicing costs. Crucially, smaller corporations also registered severe losses over this period, while large corporations remained profitable, and in fact doubled their net profit margins from the early-1990s to the present. Taken together, the results from our mapping exercise uncover a series of dramatic changes in the financial fortunes of large versus smaller firms in recent decades, a phenomenon we refer to as the great debt divergence. We explain this divergence with reference to the dynamics of power in the era of ‘shareholder capitalism’, and we argue that the US political economy in the post-COVID 19 world is likely to resemble the pre-COVID 19 one, only with more market turmoil, more concentration, more inequality, and even less investment.

In theoretical cognitive science, there is a tension between highly structured models whose parameters have a direct psychological interpretation and highly complex, general-purpose models whose parameters and representations are difficult to interpret. The former typically provide more insight into cognition but the latter often perform better. This tension has recently surfaced in the realm of educational data mining, where a deep learning approach to predicting students' performance as they work through a series of exercises--termed "deep knowledge tracing" or "DKT"--has demonstrated a stunning performance advantage over the mainstay of the field, "Bayesian knowledge tracing" or "BKT." In this article, we attempt to understand the basis for DKT's advantage by considering the sources of statistical regularity in the data that DKT can leverage but which BKT cannot. We hypothesize four forms of regularity that BKT fails to exploit: recency effects, the contextualized trial sequence, inter-skill similarity, and individual variation in ability. We demonstrate that when BKT is extended to allow it more flexibility in modeling statistical regularities--using extensions previously proposed in the literature--BKT achieves a level of performance indistinguishable from that of DKT. We argue that while DKT is a powerful, useful, general-purpose framework for modeling student learning, its gains do not come from the discovery of novel representations--the fundamental advantage of deep learning. To answer the question posed in our title, knowledge tracing may be a domain that does "not" require 'depth'; shallow models like BKT can perform just as well and offer us greater interpretability and explanatory power. From maintaining aviation security, to patrolling the country's borders, to granting immigration documentation, the Homeland Security has tremendous responsibilities. As such, it is imperative that the Department has a robust internal investigative mechanism to prevent, deter and investigate allegations of public corruption. Currently, there are eight agencies that have authority to conduct public corruption investigations within the Department. For every allegation of corruption within the Department, there are three agencies that have concurrent jurisdiction to investigate; in some cases, four agencies have overlapping jurisdiction to investigate the same matter. To maximize efficiency of operations, avoid duplication of efforts and best serve the American public, collaboration is essential. This thesis will examine other domestic and foreign institutions that have grappled with overlapping jurisdiction and leadership issues and provide analysis as to how those lessons learned can be applied to the DHS anti-corruption community. Several policy options are provided to enhance collaborative efforts, improve information sharing and create synergy of efforts. The policy options include: recognition and utilization of an already existent megacommunity; expanding the cross-designation of agency personnel; and the formation of public corruption task forces.

This article is from International Journal of Environmental Research and Public Health , volume 9 . Abstract The design of adaptation strategies that promote urban health and well-being in the face of climate change requires an understanding of the feedback interactions that take place between the dynamical state of a city, the health of its people, and the state of the planet. Complexity, contingency and uncertainty combine to impede the growth of such systemic understandings. In this paper we suggest that the collaborative development of conceptual models can help a group to identify potential leverage points for effective adaptation. We describe a three-step procedure that leads from the development of a high-level system template, through the selection of a problem space that contains one or more of the group’s adaptive challenges, to a specific conceptual model of a sub-system of importance to the group. This procedure is illustrated by a case study of urban dwellers’ maladaptive dependence on private motor vehicles. We conclude that a system dynamics approach, revolving around the collaborative construction of a set of conceptual models, can help communities to improve their adaptive capacity, and so better meet the challenge of maintaining, and even improving, urban health in the face of climate change.

21Smile Dynamics -- A Theory Of The Implied Leverage Effect

We study in details the skew of stock option smiles, which is induced by the so-called leverage effect on the underlying -- i.e. the correlation between past returns and future square returns. This naturally explains the anomalous dependence of the skew as a function of maturity of the option. The market cap dependence of the leverage effect is analyzed using a one-factor model. We show how this leverage correlation gives rise to a non-trivial smile dynamics, which turns out to be intermediate between the "sticky strike" and the "sticky delta" rules. Finally, we compare our result with stock option data, and find that option markets overestimate the leverage effect by a large factor, in particular for long dated options.

32Smile From The Past: A General Option Pricing Framework With Multiple Volatility And Leverage Components

In the current literature, the analytical tractability of discrete time option pricing models is guaranteed only for rather specific types of models and pricing kernels. We propose a very general and fully analytical option pricing framework, encompassing a wide class of discrete time models featuring multiple-component structure in both volatility and leverage, and a flexible pricing kernel with multiple risk premia. Although the proposed framework is general enough to include either GARCH-type volatility, Realized Volatility or a combination of the two, in this paper we focus on realized volatility option pricing models by extending the Heterogeneous Autoregressive Gamma (HARG) model of Corsi, Fusari, La Vecchia (2012) to incorporate heterogeneous leverage structures with multiple components, while preserving closed-form solutions for option prices. Applying our analytically tractable asymmetric HARG model to a large sample of S&P 500 index options, we demonstrate its superior ability to price out-of-the-money options compared to existing benchmarks.

As the effects of the pandemic continue to impact postsecondary institutions into late spring 2021, this research series attempts to quantify how the transfer and enrollment gaps by student characteristics that existed before the pandemic continue to be affected by these disruptions. Even before the pandemic, many college students intending to transfer struggled to manage the complexities of the transfer process, particularly those in underrepresented groups. In mathematics teaching, high-leverage practices include eliciting, analyzing, and responding to students' ideas and reasoning (Kazemi, Franke, & Lampert, 2009). While a focus on student thinking in professional development can be a powerful mechanism for linking pedagogy, mathematics, and student thinking, it is less clear how to support teacher candidates (TCs) to leverage student thinking in their mathematics teaching. Findings suggest developing an understanding of self as mathematics teacher relates to TCs' capacity for leveraging student thinking as a pedagogical practice and for making sense of their relations to the complex dynamics in schools. The tensions TCs experienced when leveraging student thinking in the actual socio-political contexts and constraints of schooling and the influence of their identity on their representations of practice lead to implications for mathematics teacher education. Although Homeland Security Presidential Directive Five identifies a broad, unified effort to respond to domestic incidents, barriers to the achievement of this goal exist in our culture, policies and processes. When viewing our national response from the perspective of network theory and knowledge management, specific gaps are identified in doctrine, organizational composition and technological capability. An agenda for change to the National Response Plan and National Incident Management System should integrate the strengths of the network design and address the critical role that knowledge plays in shaping response efforts at all levels. A comprehensive strategy to change the culture and approach of our response community includes streamlining organizational roles of the Unified Command and local Emergency Operations Centers, expanding the Unified Command to include the private sector and NGOs as equal partners, implementing a Knowledge Management Annex to the National Response Plan and deploying a mesh network communications system as part of the proactive federal response.
