Many students across the Nation struggle with emotional and behavioral problems that may lead them to act out in ways that school administrators and teachers might not understand or be prepared to respond to effectively. In today's era of highstakes testing, zero-tolerance discipline measures, and shrinking school and district budgets, there is an incentive to remove problem students from the classroom rather than devote the time and resources necessary to address the underlying causes of the behavior. These punitive disciplinary practices negatively affect the academic performance and achievement of students with behavioral problems by temporarily removing them from needed classroom instruction time. This brief provides an overview of the link between student behavior and traditional discipline responses by schools, and how both affect academic achievement. In light of these connections, the brief asserts that supportive behavior management practices are critical to helping youth achieve academic success while in school and preventing the unnecessary justice system involvement that results from punitive and exclusionary school discipline practices. The brief also makes the case that supportive behavior management can also make a difference for youth already in the justice system; it highlights the success of Positive Behavior Interventions and Supports (PBIS), which many juvenile justice settings have adapted and adopted based on its success in traditional community schools.

Four papers generated by a broader study of issues management in three suburban Chicago school districts are collected here. "Achieving Routine" focuses on the effective routinization of organizational change, in this case a curriculum decision, through the use of administrative mechanisms and the conceptual linkage of the new to established concepts. An analysis of speeches explores a superintendent's development of the substantive aspect of the issue. "Discovering Strategic Patterns from Documentary Evidence" offers "mental mapping" of causal statements in 73 speeches by a superintendent as evidence about the way in which a key figure interprets issues over time and attempts to influence others to make similar interpretations. "Situation Interpretation, Leader Behavior, and Effectiveness" applies Steven Toulmin's content analysis, which approaches a leader's statements about decisions as a series of arguments. One superintendent's problem reformulation and decision framing are investigated through analysis of 14 interviews. "Toward an Interactive Model of the Natural and Rational Aspects of Accounting in Its Organizational Context" interprets the uses of accounting analysis in two case studies of problem-solving processes in order to discuss an interaction of rational and natural systems of organizational life. The Virtual Ship is an application of the High Level Architecture (HLA) in which simulation models that represent the components of a warship are brought together in a distributed manner to create a virtual representation of a warship. It is necessary to impose a degree of control over the flow of execution of these distributed components, beyond that provided by the HLA run-time infrastructure (RTI). This control is referred to as execution management and described in this document.

"Lessons Learned" is a series of publications that are a brief recounting of actual school emergencies and crises. This "Lessons Learned" issue focuses on a chemical spill that went unreported for approximately seven years, setting off a series of responses from the school district's Environmental Health and Safety Department (EHS) and the state Pollution Control Agency (PCA). Integrating a chemical management plan into a district or school emergency management plan will help to avoid disruptions in the school environment due to spills or other emergency incidents and safeguard the health and safety of staff, students and the community. Conducting training on the plan will increase staff, student and community awareness about the correct management of chemicals used in schools as part of the curriculum or maintenance. The program-oriented issue papers will be sent to the individual Program Manager for review. For the cross program issue papers, I believe that it is desirable to have a broader review. . 2. In order to adequately discuss the issues involved in the SAFE Program, I propose that that we meet on 14 July from 1000 to 1200 to review our draft issue paper on SAFE. We will make a brief summary presentation of the paper and will then open the meeting for discus- sion. A draft of the paper will be sent to you later today. 3. The issue paper is intended to illuminate the issues for the DCI. This executive summary of a research project explores the general question of how school districts change their domains through the management of major proposals ("issues"). The study, which focused on case studies of three suburban superintendents' management of five to seven major issues, used raw data consisting of interviews with superintendents and other participants, observations of board of education and administrative committee meetings, administrative documents, and newspaper articles. The data were collected and subjected to a six-level method of qualitative analysis in which increasing levels of analytical abstraction were applied, culminating in a general model of issue management and domain. Summaries of project output and papers either in draft or printed separately in part two of this report are included. The study has brought to light major themes including effective issue managers' avoidance of surprising their constituents, the importance of administrative mechanisms, rehearsal as a key aspect of issue framing, and incremental reframing of issues. Cited as methodological contributions to the project are computer assistance in qualitative research, content analysis strategies such as word count and analysis of the subject's causal assertions to derive a "mental map," and informant collaboration in interviews. The report concludes with a description of future projects and an appendix on data reduction procedures. (MJL)

In 2014-15, the high school graduation rate reached a record high of 83 percent (U.S. Department of Education 2016). Despite the gains, over half a million students still drop out of high school each year (U.S. Department of Education 2015). High schools have adopted various strategies designed to keep students who are at risk of not graduating in school and on track for earning the credits required to graduate. The U.S. Department of Education (Department) sponsored the "National Survey on High School Strategies Designed to Help At-Risk Students Graduate (HSS)", which aimed to provide descriptive information on the prevalence and characteristics of dropout prevention strategies for at-risk students. The survey collected data in the 2014-15 school year from a nationally representative sample of 2,142 public high schools and focused on 13 specific high school improvement strategies identified by a panel of external experts and senior Department officials. All findings are based on self-reported data from school principals. This brief on "case management" is the tenth in a series of briefs being released this year with key findings about these high school improvement strategies.
