The Thesaurus, Periodical List and Acquisitions List are self-descriptive. Groups registered with the NYIT Referral Service were separated into divisions, categories and sub-categories in order to match technical information requests with appropriate information sources. These information sources were persons at energy related industries or at energy policy organizations. (MR)

This final report presents results of a feasibility study and implementation plan concerning the establishment of a national assistive technology information and referral (ATI&R) network. The study explored the feasibility of establishing such a network from two perspectives: the current processes used to disseminate information about assistive technology and the needs of individuals who want access to assistive technology information. The study's five phases included use of an expert panel group, a key informant (N=541) survey, a needs survey of 4,298 consumers, 4 focus groups, and an examination of technical barriers to such a network. The study identified certain technical factors affecting the assistive technology information and program referral process including a lack of uniform definitions; a lack of uniform organizational structures; a lack of standards and/or requirements for personnel; a lack of consistent methods in data maintenance, verification, and updating; and a lack of effective outreach efforts. Extensive recommendations address: policy, coordination of AT I&R services, information management, staffing and I&R, outreach, and promoting AT I&R services. Six appendices present: a moderator's guide to regional focus groups; survey instrument protocols; glossaries and definitions used in the study; service taxonomy comparisons; a summary of technology-related information needs of providers and consumers; and a list of existing AT I&R organizational arrangements. A project (ARISE) designed to provide information, referral and counseling on the available resources and services in Providence and in Rhode Island for youth and adult residents of the City of Providence is presented. Objectives include: (1) To help adults improve their self understanding, verify their goals, make firm commitments to their objectives, and grow through education; (2) Assist clients to apply results of educational and/or vocational appraisal to selection of educational institutions and to planning of educational programs; (3) Make referrals to continuing education programs; (4) Inititate programs to prevent and help dropouts; and (5) Establish a clearinghouse of information and publish an up-to-date annual ARISE Directory of Adult Education Programs, Cultural Opportunities and Guidance Services. The course was charted, guidelines set up, and a model was constructed for counseling out-of-school youth and adults. Follow-up activities were engaged in to determine results of the services, to improve methods and procedures, and to establish immediate and future operational criteria. Strengths of the project were found to include: (1) the Directory, (2) the dialogue initiated between the project staff and the uneducated poor, (3) the initiation of TV High School, and (4) the quality of project management. A 5-year study of the Illinois Eastern Community College District 529 Information Referral and Retention (IR&R) Project was conducted. Its purpose was to evaluate demographic and educational information regarding 888 students enrolled in the IR&R Public Assistance Program from November 1983 through June 1988. As part of the study, an overview was written of the historical development of the Illinois IR&R program and how it became an important component of the adult and continuing education services provided by Frontier Community College. The historical method of research was used to evaluate data from student educational files. Data analysis yielded a student profile. The average IR&R student was a female single parent who was unemployed. She was a 34-year-old Caucasian living in Wayne County. Her Slosson Oral Reading Test score was 162, giving her an eighth-grade reading level. Her community college grade point average was 2.28 for a "C" average. She was an adult basic education student. Follow-up seeks to renew contact with a person who has been informed about and/or referred to a service to determine if he has been linked successfully to the service he needs. Thus, follow-up is designed to: get services for people who did not get them the first time; make agencies more accountable for their service, secure planning information which sometimes leads to: advocacy, research studies or new services. Although follow-up can be a time consuming process, it is important because it fulfills the dual purpose of determining whether linkages between people and services have been made and also of monitoring the center's work. After the reasons for linkage failures that are related to the person himself, such as fearfulness, disinterest, physical incapacity, etc. have been followed through, the question becomes what to do about linkage failures resulting from: non-existent services, agency malperformance or non-performance, or restrictive or punitive public policy. This study is the second of a two-phase survey of public library information and referral (I&R) service. In this phase, seven public libraries offering I&R services were studied in depth to provide descriptions of their operations, organizational factors, and the reactions of their users. Organizational factors and operations were studied through available documents (relatively few) and interviews with 14 to 21 persons at each site. User reaction to I&R was studied by way of short user interviews conducted by the libraries' staffs after instruction by the study team. Sites were chosen to illustrate a mix of organizational configurations of the I&R service, of resource file formats (microform, cards, and computerized), of urban-suburban-rural settings, and of the I&R service role. In addition to the descriptions of seven instances of library-based I&R, general observations are offered, and include the following: (1) most I&R service consists of information provision, as opposed to actual referral; (2) computerization itself is not the absolute determinant of the nature of the service delivered; (3) commitment of top management and the magnitude of library resources deployed for I&R seem to be major determinants of the success of the I&R innovation; (4) I&R users include a relatively even mix of regular, infrequent, and non-users of the library; (5) the library is not often the place of first resort for people with I&R needs; (6) clients range demographically from lower socioeconomic through upper socioeconomic strata; (7) the promotion of I&R invariably increases the volume of traditional reference queries; and (8) staff seem to be generally positive toward I&R although often not in agreement as to what it consists of. The purpose of advocacy in an information and referral (I & R) center is to obtain service for older people where such service is not now available to them or is non-existent. This is related to the center's mission of linking older people and services together. Advocacy at the case level is concerned with individuals who have not received the services they need. Advocacy at the agency level begins with follow-up that reveals that many older people who have been referred to a particular agency are not being seen by that agency for service. Sometimes advocacy may be necessary at local, state, and national levels in order to bring about changes in public policy that will add new provisions for older people or make existing provisions available to them. The constraints on the use of advocacy in an I & R center described in this manual are summarized as: time, center image, stakes involved, and the possession of certain skills such as writing, speaking, and working with community groups. Drug rehabilitation programs in New York City encompass every form of treatment modality to be found in the field. As of September 1972, approximately 50,000 addicts were being treated. Estimates of the total number of addicts in New York City range from 150,000 to 300,000. There is little coordination among the various governmental and private treatment agencies, and they all compete for the same funds. The majority of New York City addicts and ex-addicts come from minority groups, with low academic achievement, low job skills, and often with a criminal history. This is the principal target population for in-treatment and post-treatment educational and occupational concerns. Two models for an interface among education, employment, and treatment are presented, one for an occupational and educational information referral service for treatment programs and the other for an employment service. The delivery system for the two models would be an independent nonprofit agency designed to serve as an intermediary between the treatment programs and the educational and occupational institutions. Relevant data would be handled by a computer system and suggestions for implementation are given along with an estimated budget. (MF)

Previous research has shown that women often lack knowledge regarding the kinds of information that are required to determine inherited risk as well as on the process and content of risk assessment/genetic testing. This lack of information leads them to feel unprepared for risk assessment/genetic testing, if they choose to seek it. The present study will evaluate an enhanced intervention's ability to increase a women's knowledge of: 1) the factors that determine genetic predisposition to breast/ovarian cancer; 2) their personal family history and other risk factors; 3) the benefits and drawbacks of genetic testing for breast/ovarian cancer; 4) the range of surveillance and preventive behaviors available; and 5) the actual process of risk assessment/genetic testing. Participants are 200 women who contact the Cancer Information Service (CIS) requesting information on inheritable breast/ovarian cancer, risk assessment and/or genetic testing. Women are randomly assigned to either the standard or enhanced intervention. A randomized study in which the two interventions are compared will test the effectiveness of the CIS in increasing women's knowledge of inheritable breast/ovarian cancer and the process of risk assessment/genetic testing.

Previous research shows that women often lack knowledge regarding the kinds of information required to determine inherited risk as well as on the process and content of risk assessment/genetic testing. This lack of information leads them to feel unprepared for risk assessment/genetic testing, if they choose to seek it. This pilot study developed an enhanced intervention to increase a woman's knowledge of: 1) the factors that determine a genetic predisposition to breast/ovarian cancer, 2) personal family history and other risk factors, 3) the benefits and drawbacks of genetic testing for breast/ovarian cancer, 4) the range of surveillance and preventive behaviors available, and 5) the actual process of risk assessment/genetic testing. Participants were 279 women who contacted the Atlantic Region of the National Cancer Institute's (NCI) Cancer Information Service (CIS) requesting information about risk for breast/ovarian cancer and/or information about risk assessment services and genetic testing. Women were randomly assigned to either the standard or enhanced intervention. The study, comparing the standard and enhanced interventions, tested the effectiveness of the CIS in increasing a woman's knowledge of inherited breast/ovarian cancer and the process of risk assessment/genetic testing as well as her sense of preparation and intention to pursue such services.

This study was the first phase of a multiple phase project to generate knowledge about the creation and rapid growth of information and referral (I&R) services in public libraries in the United States in the late 1960s and the 1970s. I&R service is defined as facilitating the link between a person with a need and the resources outside a library to meet that need. The study was implemented by administering two surveys. The nationwide survey polled one-twelfth of U.S. libraries about the extent of I&R services provided; sources of I&R innovation; and administrative factors. The focused survey polled all public libraries that provided I&R services about the background of I&R; sources of I&R innovation; I&R services offered; service delivery and administration; and evaluation of I&R services. The response rates of the two surveys were 43% and 66%, respectively. Analyses were based mainly on descriptive statistics. Following an executive summary, eight chapters provide: (1) an overview of I&R in public libraries; (2) a description of the two surveys and the response to them; (3) a discussion of the types of I&R services provided by the participating libraries; (4) a more detailed examination of the I&R services delivered in the libraries studied; (5) a description of the delivery systems used for I&R services; (6) an examination of various facets of the management of I&R services; (7) a discussion of the findings of the study and recommendations; and (8) a description of a half-day symposium on public library I&R that was delivered at the 1979 American Library Association conference in June 1979. This report describes the work of the Community Information and Referral (CI&R) Services Task Force, which was appointed by the National Commission on Libraries and Information Science (NCLIS) to investigate the status of CI&R in libraries and social service agencies and to make recommendations regarding the appropriate role for libraries in the field of CI&R. CI&R is defined as the active process of linking people with needs to resources (agencies, programs, people, or institutions) that can handle those needs. The body of the report is divided into four sections: (1) a concise statement of the problem and the history of the Task Force; (2) a definition of the scope of CI&R services and an analysis of these services, from the perspective of users, the government, and CI&R providers; (3) a list of organizational, staff, and administrative criteria that contribute to the provision of high-quality CI&R services and an analysis of possible ways to provide these services, with the conclusion that CI&R is an interdisciplinary task best accomplished by the coordination of social service agency and library efforts; and (4) a series of 13 recommendations in the areas of education, policy/legislation, promotion of services, and experimentation and study. 48DTIC ADA385426: Facilitating Breast Cancer Genetic Counseling Through Information, Preparation And Referral: A Pilot Program Using The Cancer Information Service

The present study aims to increase a woman's knowledge of: (1) the factors that determine genetic predisposition to breast/ovarian cancer, (2) personal family history and other risk factors, (3) the benefits and drawbacks of genetic testing for breast/ovarian cancer, (4) the range of surveillance and preventive behaviors available and, (5) the process of genetic testing. Participants will be 200 women who have contacted the Cancer Information Service (CIS) requesting information on inherited breast/ovarian cancer. Women will be randomly assigned to a standard or enhanced intervention testing the effectiveness of the CIS in increasing a woman's knowledge of inherited disease, risk assessment and genetic testing. As planned, this first year was dedicated to a formative evaluation of the informational/emotional needs of women pursuing risk assessment services. The structured interviews and focus groups conducted with women from the lay population, women at high risk and genetic counselors informed the development of the enhanced intervention. The interviews/groups supported previous research demonstrating that women are unprepared for and have limited knowledge about the process and outcomes of risk assessment for genetic predisposition to breast/ovarian cancer. A comprehensive training program and formalized standard protocol will ensure competence and consistency when accrual begins in the Pall.

Case management services under NYS PROMISE are provided by a robust and diverse network of case managers and family coaches. Case managers work predominantly with youth in the research demonstration sites, while family coaches work exclusively with the families of intervention group youth enrolled in NYS PROMISE through regional Parent Training Centers. Regardless of the title of the practitioner, or their organizational placement, they provide similar critical care, coordination and access to the core services and supports provided under the NYS PROMISE intervention, as well as information and referral for other needed services and supports. In addition, they provide intermittent "light touch" data gathering on control group youth and families. While "field guides" have traditionally been employed in the study of plants and fauna, they have increasingly been created to support practitioners in an array of professional fields as they face the obstacles and challenges that can arise while accomplishing specific tasks. The NYS PROMISE Case Management Field Guide was designed for the express purpose of assisting case managers and family coaches in navigating their day-to-day roles, functions, and expectations, while adhering to high quality standards, and managing the impact of their work on their own health and wellbeing. Born in 1878, Thomas published his first book when he was 18. Having married while still at university, he supported his family by writing articles and books, some in the form of what we might call slow travel writing, compiled on walks throughout England and Wales. He came to poetry late, encouraged by Robert Frost, and wrote 144 poems between 1914, and 1917 when he was killed, two years after enlisting, and shortly after arriving in France. <br><br> His poetic life coincided with WW1, and though not a war poet, his is the poetry of loss, of life as it would never be again. What is powerful to the English imagination is his depiction of the fragility of the English countryside. This is inseparable from his deep understanding of the longings and regrets of those who would die. Transience and mortality are at the heart of his work. This is true in one of the country’s favourite poems, to be found on this recording: Adlestrop. He is important to other poets in that, at his best, his poetry is quietly, sometimes coldly, conversational, with a slow beat that takes us with him as he thinks through from line to line, and wraps us in his vision of life and the natural world. In terms of population, in terms of development and in terms of wealth, Victoria boomed in the 1850s and 1860s due to the Gold Rush. Undeniably, the colony had money to burn. Surprise port visits by the Russian corvette Bogatyr and the Confederate warship Shenandoah in the 1860s awakened in Victoria a deep sense of vulnerability, and Victorians set their minds to a new domestic project – a decades long pursuit of security. That effort would ultimately give rise to extensive coastal fortifications, militia and artillery formations both voluntary and professional, sea mines, and a small but not inconsequential naval flotilla whose backbone would be the formidable ironclad H.M.V.S. Cerberus. Not that these efforts were confined to Victoria alone. The not-infrequently perilous straits of the Mother Country as it navigated the treacherous shoals of European politics and global empire provided ample reasons for insomnia. To varying degrees the other states too had constituted forces, and most made a start at acquiring ‘warships’—an assemblage tending more to the ‘dinky’ side than that term might otherwise suggest. But where naval matters were concerned New South Wales made something of a false start, while Queensland and South Australia simply started late. Whether this is because the issue didn’t resonate as much in the other colonies, or whether Victoria simply had larger resources to sink into an inherently (economically) unproductive project is not immediately obvious. Efforts _were_ made in all the colonies, however and joint defence and a federal fleet would be a not insignificant impetus towards Federation. The Australian colonies would largely abandon armaments acquisition with the depression of the 1890s, but the arrival of Theodore Roosevelt’s Great White Fleet in 1908 exercised popular imagination, and the recently federated Commonwealth of Australia set about acquiring a new navy. This new Royal Australian Navy, lead by the battle-cruiser HMAS Australia, steamed into Sydney Harbour for the first time in late 1913. This new institution would be tested far more strenuously than the naval forces of the unfederated colonies ever were.
