Abstract Background: Accelerating progress towards universal coverage in African countries calls for concrete actions that reinforce social health protection through establishment of sustainable health financing mechanisms. In order to explore possible pathways for moving past the existing obstacles, panel discussions were organized on health financing bringing together Ministers of health and Ministers of finance with the objective of creating a discussion space where the different perspectives on key issues and needed actions could meet. This article presents a synthesis of panel discussions focusing on the identified challenges and the possible solutions. The overview of this paper is based on the objectives and proceedings of the panel discussions and relies on the observation and study of the interaction between the panelists and on the discourse used. Summary: The discussion highlighted that a large proportion of the African population has no access to needed health services with significant reliance on direct out of pocket payments. There are multiple obstacles in making prepayment and pooling mechanisms operational. The relatively strong political commitment to health has not always translated into more public spending for health. Donor investment in health in low income countries still falls below commitments. There is need to explore innovative domestic revenue collection mechanisms. Although inadequate funding for health is a fundamental problem, inefficient use of resources is of great concern. There is need to generate robust evidence focusing on issues of importance to ministry of finance. The current unsatisfactory state of health financing was mainly attributed to lack of clear vision; evidence based plans and costed strategies. Discussion: Based on the analysis of discussion made, there are points of convergence and divergence in the discourse and positions of the two ministries. The current blockage points holding back budget allocations for health can be solved with a more evidence based approach and dialogue based on a clear vision and costed strategic plan articulated by the ministry of health. Improving health in Africa is a driver for long-term economic growth and development and this is the reason why the ministries of health and finance will need to find common ground on how to create policy coherence and how to articulate their respective objectives.

This issue examines successful partnerships in the Northwest that have emerged from strategic alliances between business and education. Some models are described briefly. These partnerships are then described: Private Initiatives in Public Education (PIPE), the adopt-a-school conduit; Business Youth Exchange, a structure for work-study; Business Center of Clackamas County and Business Center of Snohomish County, creative models of collaboration; Environmental Services Technology Program, curriculum revitalization; Partnership Project Grant High School, Portland, Oregon, business and industry sponsored classes; TARGET: The Allied Resources Group for Employment Training, a training consortium; and Experience-Based Career Education (EBCE), career exploration in the community. Names, addresses, and telephone numbers of the projects are provided. A short bibliography on partnerships in education concludes the document. (YLB)

First of a two-part report on a 1982 study by the staff of the Education and Work program at Northwest Regional Educational Laboratory (NWREL), this issue presents the preliminary findings from questionnaires (and telephone surveys) of 30 unemployed men and women. In order to determine how unemployment affects people, NWREL's study identified and explored the following four categories of problems: (1) economic effects; (2) psychological effects; (3) family/sociological effects; and (4) barriers to further education, retraining, and relocation to find employment. Details on how the study was conducted and how the participants were selected are given. A profile of the unemployed in the Northwest is drawn from an analysis of the responses obtained in the four categories listed above. (EM)

Research on the effectiveness of career exploration as viewed by 1100 senior high school students involved in Experience-Based Career Education (EBCE) projects in 16 states is reviewed. Results suggest that the learning potential of community experience can be improved in the following six ways: (1) offering challenging work; (2) selecting activities that foster student responsibility; (3) giving clear directions combined with freedom to explore; (4) offering hands-on learning; (5) providing opportunities to develop relationships with one or more individuals at worksites; and (6) counseling students about reactions to boring and repetitive tasks. A brief description of EBCE, identification of factors in the workplace detracting from quality learning, implications of the research findings as seen by employers and program staff, highlights from related studies, and ideas for new research are given. Benefits to teachers are listed as well as characteristics of successful programs. The programs are: (1) Economic Education/Business Experience (EE/BE), a program for academic teachers and counselors which gives an orientation to economic theory and an in-depth understanding of the workings of business by combining a one-month internship with a university seminar; (2) The Occupational Internship and Seminar, a program for vocational teachers which also combines university work with an internship in business; and (3) Technical Skill Update, a community-based program which offers vocational staff firsthand experience to supplement their awareness of technological changes. Eight similar programs from around the United States are also listed. Comments taken from a survey of participants describe reasons for participation, benefits to the participants, benefits to the employers, and benefits the participants expect to pass on to their students. Issues to consider in developing similar programs are discussed including 11 recommendations for program development. A bibliography of 13 references and a directory of nine organizations are included. (DC)

This issue discusses the problems that frequently accompany involuntary job loss. The types of problems experienced by dislocated workers are discussed under these categories: emotional, family, financial, physical health, job skill obsolescence, and lack of basic academic skills. The report also presents approaches that were taken by four dislocated worker projects in the Northwest to help clients deal with these problems. These projects are described: the Mid-Willamette (Oregon) Job Council, TREE (Training and Re-employment): A Project for Laid-Off Wood Products Workers, I-WON: Idaho Workers Opportunity Network, and Project Challenge: Work Again. Project services are described, and comments from project staff are included concerning the information resources they use to help dislocated workers with the psychological, social, and skill-related problems. The National Alliance of Business Clearinghouse is recommended as a resource to answer questions about the Job Training Partnership Act and other employment-related issues. (YLB)

The findings of a research project undertaken by the Northwest Regional Educational Laboratory (NWREL) on student responsibility as it relates to job performance are reported. Forty high school students, 15 teachers, and 18 employers involved in Cooperative Work Experience and Experience-Based Career Education programs were interviewed. The students had been rated by their teachers as either high or low in responsibility. Separate sections of the report discuss findings on the meaning of responsibility as defined by students, teachers, and employers; perceptions of the importance and role of the home, the school, and the workplace in the development of responsibility; and correlations between teacher and student ratings of the students' responsibility. Discussed in the final two sections are points of agreement and disagreement among the students, teachers, and employers and implications for action which can be drawn from the study. (DC)

Information collection was conducted in five categories: publications, advisory councils (private sector), personal contacts and experience in industry, other personal contacts, and local research. When asked how the information affects program planning, respondents most frequently cited as an example the impact of office automation, which caused them to integrate the use of microcomputers and word processing into the business and office cluster. Respondents offered concrete examples for improving information and making it more useful to them. The three areas targeted for improvement were upgrading the collection, presentation, and dissemination of data; sharing curriculum information; and collaborating more closely with industry. The paper addresses issues concerning the future of special education with a focus on the mildly handicapped (MH). After an initial section presenting the particular frame of reference and philosophical biases underlying this presentation, recommendations are made for a possible agenda which addresses seven key areas in the field. Among recommendations concerned with the overidentification of MH students are acceptance by the field that MH cannot be objectively validated and the need to educate policy makers to an ecological orientation to child variance. Agenda items concerning the dropout problem in special education include avoidance of "pushing out" MH students in response to pressures for academic excellence and development of outreach programs to provide a "second chance" for dropouts in the community. Improvements in the area of curriculum and transitions in special education include a broadening of the concept of transition. Among agenda items related to least restrictive environments are implementation of the accruing body of effective schools research; and among recommendations for special education teacher training are more generic training of specialization personnel. Such needs as better instructional programming and training in computer literacy are noted for the technology area. A major recommendation for the final area (theory, research and leadership training) is cross validation of instructional research results from the general education sector.(DB)

John Fletcher's comedy (probably written and performed around 1611) is a sequel to Shakespeare's The Taming of the Shrew, in which, as the title suggests, the tamer will be tamed. Petruchio, the shrew-tamer, has been widowed, and marries a second wife, Maria, a "chaste witty lady." At the instigation of her cousin Bianca, and with the fellowship of her sister Livia, Maria decides to go on strike for equal rights, refusing to behave as a proper 17th century wife. Fletcher's play addresses the issue of men and women's roles within marriage, a controversial issue for his day. When he finally arrives in Hull, he finds his cousin dead in his hotel room and a valuable consignment of jewels missing. 12Two Noble Kinsmen

The Two Noble Kinsmen is a Jacobean tragicomedy co-written by William Shakespeare and John Fletcher, first published in 1634. Set in ancient Greece during a war between Athens and Thebes, the narrative follows the title characters, Palamon and Arcite, noble youths whose friendship is destroyed by their mutual love for the beautiful Emilia. The subplot deals with the love and eventual madness of the Gaoler's Daughter, who falls hopelessly in love with Palamon. The play is based on "The Knight's Tale" by Chaucer, but also has echoes of Shakespeare's A Midsummer Night's Dream, as two of the major characters are Theseus and Hippolyta, who also appear in the earlier play. 13Talleyrand Maxim

John Mallathorpe, a wealthy Yorkshire industrialist and land owner dies in an accident, apparently without making a will. His estate goes to his wife and two children and they live the good life for a number of years. However, an old bookseller, whilst clearing some old books passed on from the Mallathorpe estate, finds a copy of Mallathorpe's will inside one of the books, and unfortunately for the family the will bequeaths the whole estate minus a small endowment for the family, to the city authorities. The bookseller takes the will to the local solicitor to seek advice, but unfortunately dies in the solicitor's office. The clerk on duty sees an opportunity to benefit himself from the knowledge of the existence of the will. This is a gripping detective story, with many twists and turns, based in Edwardian England. - Summary by Kevin Green

While hunting, the boy Anchises stumbles upon Venus's forest retreat and is so kindly entertained by the goddess that he becomes the proud father of Aeneas, the hero of Vergil's <i>Aeneid</i>. The poem is an epyllion like Marlowe's "Hero and Leander" and Shakespeare's "Venus and Adonis," a short erotic poem with a mythological subject. The style is Spenserian, the stanzas rhyming ababbccc.<br /><br /> When Brittain's Ida was published in 1628, the publisher ascribed it to Edmund Spenser. However, in 1926 Ethel Seaton discovered and published Fletcher's original manuscript, whose opening stanzas make clear that this is the work of Fletcher, who entitled it "Venus and Anchises." - Summary by T. The Knight of the Burning Pestle is a play in five acts, first performed in 1607. It is the first whole parody (or pastiche) play in English. The play is a satire on chivalric romances in general, similar to Don Quixote. It breaks the fourth wall from its outset. As a play called "The London Merchant" is about to be performed, a Citizen and his Wife "in the audience" interrupt and demand that the players put on a play of their own choosing and suggest that their apprentice, Rafe, should have a part in the play as a knight errant. He refers to himself as the "Grocer Errant" and has a burning pestle on his shield as a heraldic device. This meta-fictional plot is intercut with the main plot of the interrupted play, where Jasper Merrythought, the merchant's apprentice, is in love with his master's daughter, Luce, and must elope with her to save her from the arranged marriage with Humphrey, a "swell" or City man of fashion. Meanwhile Jasper's mother has decided to leave her husband Old Merrythought, who, in an apparent mid-life crisis, has spent all his savings in drinking and partying. John Gould Fletcher (1886 – 1950) is considered by many literary scholars to be among the most innovative twentieth-century poets. He enjoyed an international reputation for much of his long career and earned the Pulitzer Prize in poetry in 1939. Fletcher lived in England from 1909 to 1932 and while in Europe he associated closely with Amy Lowell, Ezra Pound, and other Imagist poets. In addition to being an adherent of Imagism, which used free verse and was dedicated to replacing traditional poetics with new rhythms, concise use of language, and a concrete rather than symbolic treatment of subject, Fletcher also wrote poetry that drew from such varied sources as French Symbolism, Oriental art and philosophy, and music. The 1st part of this book, "Ghosts of an Old House," evoke, out of the furniture and surroundings of a certain old house, emotions and childish terror which the poet had concerning them. Mr Fletcher was part of a group of poets known as imagist poets, which included Amy Lowell and Ezra Pound. “Rotten borough” is a term that goes back to the 18th century, and it used to mean a parliamentary constituency in which a few property owners, or sometimes a single one, could choose the local member of parliament. The three Reform Acts of 1832, 1857 and 1884 brought that system to an end and by the time this book begins, a rotten borough has taken on its more modern meaning of a constituency whos rules allow a handful of people to profit secretly from the borough’s finances. In one such borough a new mayor, victor by a margin of single vote, has been working on a reform program and is found mysteriously murdered in his office -- the Mayor’s Parlour. As it happens, his young nephew is visiting from London, and is determined to find the killer. In this paper, read before the Literary and Historical Society, Quebec, Fletcher demonstrates methodically what he perceives as evidence for the existence of the island of Atlantis. He begins by documenting the historical instances Atlantis is referred to in ancient texts, even if only as a myth (Part 1), continues on to analyze linguistic elements that might indicate an Atlantean origin (Part 2), and also presents a connection between the American and the European fossil flora and amber fauna, suggesting that Atlantis is the missing link (Part 3). At the end, he makes mention of the deep-sea soundings of the Atlantic ocean and other geological findings (Part 4).
