The Senate Select Committee on Indian Affairs met to hear testimony on the proposed budget for the 1985 fiscal year, which calls for continued support of Indian self-determination by strengthening tribal governments and decreasing unnecessary Federal intrusion in reservation affairs. Discussion was primarily concerned with funding for Indian education programs, especially preschool and postsecondary education, and Indian health programs. Other topics were natural resource and economic development, including irrigation projects and effective law enforcement for Indian fisheries in the Columbia River basin. Government witnesses included representatives of the Bureau of Indian Affairs and pertinent agencies of the Department of Health and Human Services and the Department of Education. Witnesses from tribes and tribal organizations included representatives from Indian schools and colleges; INMED (Indians Into Medicine); the National Association of Community Health Representatives; American Indian Scholarships, Inc.; the Council of Energy Resources Tribes; Columbia River Inter-tribal Fish Commission; and the American Indian Higher Education Consortium. The purpose of these hearings was to hear testimony on an amendment to the Emergency School Aid Act proposed by Senator Jackson. This amendment would provide 50 million dollars in discretionary funds to the Commissioner of Education. These funds could be used in areas having special problems with school integration. Testimony was given on the needs and problems of two desegregating school systems: the Louisville-Jefferson combined school system in Kentucky, and the Boston, Mass. public schools. The needs and problems of the Cleveland, Ohio public schools were also discussed in testimony. The following congressional witnesses gave testimony: the Hon. E. Brooke, U.S. Senator from Massachusetts; the Hon. H. Jackson, U.S. Senator from Washington; and the Hon. E. Kennedy, U.S. Senator from Massachusetts. The Hon. K. White, Mayor, Boston, Mass. also testified. Witnesses before the committee included Mexican American educators from California and Texas. Presentations by these witnesses emphasized such areas as language and culture, educational levels, bilingual education, integration, Federal funding, segregation, student militancy, social activism, home environment, public and political attitudes, school policies, school faculties, community control and involvement, the GI Bill, and educational tracking. Each Center would carry on activities related to a single culture or regional group of cultures. The activities of the Centers would include: (1) the development of curriculum materials for use in elementary and secondary schools which deal with the history, geography, society, and general culture of the group with which it is concerned, and with its contributions to the American heritage, and (2) dissemination of such materials. The Commissioner would make grants to Centers which use the research facilities and personnel of colleges and universities, the special knowledge of ethnic groups in local communities and foreign students in the United States, and the expertise of elementary and secondary school teachers. The bill authorizes ten million dollars for the fiscal year ending June 30, 1970, and 20 million for the fiscal year ending June 30, 1971. (JM)

The management and operations of federal student assistance programs are addressed in hearings before the Committee on Education and Labor. In fiscal year 1981, the Office of Inspector General (OIG), Department of Education (ED) issued 4,811 audit reports on postsecondary education programs. Costs disallowed or questioned amounted to $25.3 million. Most of these reviews were financial and compliance audits of the campus-based and Pell grant programs performed by independent public accountants. To assist colleges and universities to develop their own standards of satisfactory academic progress in compliance with federal eligibility requirements, guidelines and initiatives have been developed by the American Association of Collegiate Registrars and Admissions Officers, the National Association of Student Financial Aid Administrators, and the American Council on Education. State guarantee agency views on the Guaranteed Student Loan (GSL) supplementary programs, specifically the Parent Loan and Auxiliary Loans to Aid Students programs, are presented. The General Accounting Office considers their recent reports on satisfactory academic progress, the effectiveness of institutional repayment and collection practices in the National Direct Student Loan program, and ED's management of the GSL program. Lastly, the current status of the Student Loan Marketing Association (Sallie Mae) programs are addressed, along with loan consolidation, warehousing, and servicing of loans; and new authorities granted Sallie Mae by recent federal legislation. This report presents the transcript of Congressional committee hearings on a resolution urging continuation of Federal support for child nutrition programs, in view of proposals by the Reagan administration to turn responsibility for such programs over to the States. The report includes texts of statements, letters, and supplemental materials presented by representatives of concerned public and private groups, such as school personnel, food producers, health and medical associations, food agencies, religious organizations, and policymakers. Verbatim records of interpellations and questions posed by committee members are also provided. Among the arguments forwarded in favor of continued Federal involvement in child nutrition programs are: (1) that nutrition programs are a Federal rather than a State concern; (2) that child nutrition and feeding programs at the Federal level have demonstrated success in reducing hunger, malnutrition, and poor health; (3) that some States are not in a position to maintain the quality and standards of Federal programs; and (4) that agricultural commodity distribution, upon which school lunch programs depend, is itself dependent on Federal support. Other issues considered include the Federal government's concern with protecting expenditures by ensuring that aid goes only to the eligible, and the impact of budget cuts on nutrition programs in some States and school districts.
