Public education is different than it was 40 years ago when U.S. schools educated only one in five children with disabilities. Many states had laws excluding certain students from attending public schools, including children who were deaf, blind, or had emotional or intellectual disabilities. In 1974, Arizona students with certain disabilities were either not allowed in schools because they were viewed as unable to be educated, were schooled in separate facilities, or taught at home. As of October 1, 2015, 127,356 students with disabilities make up 11.3% of the student population in Arizona public schools, pre-K through 12th grade. Among this group, 65% are placed inside a regular class for 80% or more of the day. This positive change was sparked by the Individuals with Disabilities Education Act (IDEA), originally titled the Education for All Handicapped Children Act, passed in 1975. The IDEA spells out the requirements to ensure that all children with disabilities have a Free Appropriate Public Education (FAPE) available to them. This report examines the current state of special education in Arizona. It found that one of the biggest barriers to implementing FAPE in Arizona is inadequate funding, which has led to a shortage of well trained and qualified teachers.

Awareness that educational equity and health care equity are intrinsically linked is becoming more commonplace, but because a significant share of states are providing much less school funding than they were a decade ago, there are fewer local education dollars allocated to addressing the health care issues of children in school. In December 2018, the American Association of School Administrators (AASA) surveyed more than 750 leaders in 41 states about their participation, or lack thereof, in the school-based Medicaid program. Findings point to a clear need for immediate improvements to how the school-based Medicaid program is administered by the Centers for Medicaid and Medicare Services (CMS). Medicaid has an obligation to guarantee that districts currently claiming Medicaid reimbursements are not unfairly burdened by needless red tape and redundant requirements in order to obtain essential funding to support the mandated services they are providing to eligible children. Such burdens unfairly diminish the amount of reimbursement to which schools are entitled, or create insurmountable barriers that freeze out small, rural and high-poverty schools from even attempting to receive reimbursement. Medicaid has the responsibility, and the opportunity, to enable school districts of all capacities to fully and equitably receive reimbursement under the Medicaid program while facilitating accountable and efficient processes for schools to follow. This report provides background on Medicaid billing in schools, explains districts' reimbursement procedures from Medicaid, and provides reasons why districts do not bill Medicaid. A discussion of managing the Medicaid system is provided. A description of the ways the current Medicaid billing system limits participation of the neediest school systems is outlined. The Dec 2018 survey clearly indicates that paperwork is hampering efforts to provide health care services to Medicaid-eligible children. The AASA calls for education and health care advocates to work with leaders in Congress and the administration to reduce the administrative burdens on districts that do bill or want to bill Medicaid. AASA maintains that calling on Congress to pass the "Improving Medicaid in Schools Act" would reduce the barriers to entry and the overhead costs of billing software, billing staff and third-party billers. AASA makes the argument that passing of the act would also free up financial and staff resources, helping schools to more readily participate in the Medicaid program. School personnel can then dedicate more time to providing direct health-related services to children in school. [For the executive summary, see ED602005.]

In four colors with dark green (free settled States), light green (territories), dark red (slave importing States, and light red (slave exporting States). Unusual collaboration between a Scot (Johnston), an American (Rogers), and an Englishman (Stanford). The maps are all on a scale of 54.5 miles to one inch, and are very well executed. They are derived from the large Map of The United States, British & Central America, by Rogers and Johnston, 1857. The western U.S. maps show the routes of the proposed Pacific Railroad. Rogers probably wrote the descriptive text. Johnston engraved and drew the maps - these maps are perhaps the best examples of Scottish highly detailed mapmaking applied to the western territories and states, in the pre civil war period. The only other example is Black's Atlas of North America, published in 1856, but not quite as detailed in the western states and territories, although it is just as good and maybe better in the eastern areas (these two atlas had to be competitive, with their issue within one year of each other). In 1873, J. David Williams issued the Jones and Hamilton "People's Pictorial Atlas" which uses most of these maps, updated. Then in 1875 the same maps appear in the Hardesty issue of the Jones and Hamilton "Historical Atlas of the World Illustrated." (see our copies). With full and outline color. There is no question that students who experience homelessness, like all students, are entitled to be educated. A federal law, known as the McKinney-Vento Homeless Assistance Act, requires states to provide homeless children and youth with the same access to free appropriate public education as is available to other students. The Act also requires states to review and revise barriers to the identification, enrollment, attendance or success in school of homeless students, to avoid the segregation of homeless students from the mainstream school environment, and to provide access to the education and services needed to ensure that homeless students have an opportunity to meet the same challenging academic achievement standards to which all students are held. The federal Every Student Succeeds Act (ESSA), aimed at ensuring all students access to a high-quality education, requires states and local school districts to annually publish data about the academic achievement of various subgroups of students; homeless students are a separate subgroup for which such data (including high school graduation rates) must be reported annually, enhancing the accountability of school districts serving these students. This publication is designed to help parents, guardians, caregivers, and youth understand the circumstances that are considered "homelessness" under the school enrollment laws and the legal concepts, procedures, and rights involved in disputes over the enrollment of homeless students in local public schools. This publication provides useful information for parents whose children have been enrolled in a school district but who are experiencing homelessness. It is also intended to be of assistance to homeless parents whose children are not currently enrolled in school, as well as to homeless youth not living with a parent or guardian ("unaccompanied youth").

In his opening statement, DeConcini states the purpose of the subcommittee on Patents, Copyrights and Trademarks as exploring with the members how best to protect intellectual property in this era of expanding technology. Noting that cable television will be one of the technologies with the greatest impact, he briefly describes the situation as follows: The Free Market Copyright Royalty Act of 1983 was introduced to bring equity in the relationship between copyright holders and one group of users of copyright materials, i.e., national cable broadcast networks. S. 1270 is designed to provide a free market alternative to an artificial government-imposed relationship between parties and imposed decision-makers at the CRT. Originally created to serve as an effective and fair referree in a legally and economically complex area, the CRT was charged by Congress in 1976 to adjust the royalty rate set by statute for the retransmission of distant non-network television programs under a compulsory license if certain rules and regulations of the Federal Communications Commission were changed.
