A brief description of the complex fatigue machines used in the test program is presented. The data generated from these machines are given and discussed. Two methods of obtaining strength distributions from the data are also discussed. Then follows a discussion of the construction of statistical fatigue diagrams and their use in designing by reliability. Finally, some of the problems encountered in the test equipment and a corrective modification are presented.

The paper investigated inclusive entrepreneurship education programme and its implications for university system effectiveness in Cross River State, Nigeria. The study adopted descriptive survey design. Two research questions were formulated to give direction to the study. The population of the study was made up of all final year students that offered entrepreneurship courses in 2018/2019 academic session in public universities in Cross River State, Nigeria. Out of this population, 650 students were randomly selected as sample of the study. An 11-item questionnaire titled "Inclusive Entrepreneurship Programme Questionnaire" (IEPQ) was used for data collection. The instrument was validated by experts in Measurement and Evaluation, and Entrepreneurship, from University of Calabar. The reliability of the instrument was established using Cronbach Alpha method. This yielded 0.82 coefficient. The data obtained were analyzed using mean and standard deviation. It was found that inadequate basic facilities, poor maintenance culture of the facilities, inadequate programme instructors, and provision of basic entrepreneurship education facilities, employment of enough programme instructors were, among others, the challenges of inclusive education and stakeholders' role in promoting inclusive entrepreneurial education respectively. Consequently, it was recommended that educational stakeholders should intensify and sustain their roles in the administration of inclusive entrepreneurship education programme.

The nomograms permit an exploration of the design region and facilitate the examination of alternative solutions and their implications. The nomograms constitute a useful tool for the practicing engineer to weigh the trade-offs between design and test criteria. Several examples are presented to illustrate the use of the nomograms toward plan design, exploration of the design region, examination of the effects of changes in design criteria on the designed plans, design with engineering constraints and design with partial information. This paper investigates the use of proof (or acceptance) test data during the reliability based design optimization of structural components. It is assumed that every component will be proof tested and that the component will only enter into service if it passes the proof test. The goal is to reduce the component weight, while maintaining high reliability, by exploiting the proof test results during the design process. The proposed procedure results in the simultaneous design of the structural component and the proof test itself and provides the designer with direct control over the probability of failing the proof test. The procedure is illustrated using two analytical example problems and the results indicate that significant weight savings are possible when exploiting the proof test results during the design process.

This tutorial summarizes reliability experience from both NASA and industry and reflects engineering practices that support current and future civil space programs. These practices were collected from various NASA field centers and were reviewed by a committee of senior technical representatives from the participating centers (members are listed at the end). The material for this tutorial was taken from the publication issued by the NASA Reliability and Maintainability Steering Committee (NASA Reliability Preferred Practices for Design and Test. NASA TM-4322, 1991). Reliability must be an integral part of the systems engineering process. Although both disciplines must be weighed equally with other technical and programmatic demands, the application of sound reliability principles will be the key to the effectiveness and affordability of America's space program. Our space programs have shown that reliability efforts must focus on the design characteristics that affect the frequency of failure. Herein, we emphasize that these identified design characteristics must be controlled by applying conservative engineering principles.

In the reliability-based design optimization (RBDO) process, surrogate models are frequently used to reduce the number of simulations because analysis of a simulation model takes a great deal of computational time. On the other hand, to obtain accurate surrogate models, we have to limit the dimension of the RBDO problem and thus mitigate the curse of dimensionality. Therefore, it is desirable to develop an efficient and effective variable screening method for reduction of the dimension of the RBDO problem. In this paper, requirements of the variable screening method for deterministic design optimization (DDO) and RBDO are compared, and it is found that output variance is critical for identifying important variables in the RBDO process. An efficient approximation method based on the univariate dimension reduction method (DRM) is proposed to calculate output variance efficiently. For variable screening, the variables that induce larger output variances are selected as important variables. To determine important variables, hypothesis testing is used in this paper so that possible errors are contained in a user-specified error level. Also, an appropriate number of samples is proposed for calculating the output variance. Moreover, a quadratic interpolation method is studied in detail to calculate output variance efficiently. Using numerical examples, performance of the proposed method is verified. It is shown that the proposed method finds important variables efficiently and effectively.

The Cronbach Alpha Was Used To Ascertain The Reliability Of The Instruments Which Yielded The Index Value Of 0.82 And 0.76 For PAILPQI And PAILPQII Respectively. Mean And Standard Deviation Were Used To Answer The Research Questions, While Z Test Was Used To Test The Null Hypotheses At 0.05 Level Of Significance. The Findings Of The Study Revealed Among Others That There Is No Significant Difference In The Mean Rating Of Principals And Teachers On Principals' Application Of Instructional Supervision Practices For Secondary School Effectiveness In Secondary Schools In Oyo State. Based On The Findings, It Was Recommended Among Others That School Principals Should Regularly Monitor Teachers' Instructional Delivery And Their Level Of Compliance To School Schedules In Order To Enhance Teachers' Commitment To Teaching.

This study ascertained the principals' application of instructional leadership practices for secondary school effectiveness in Oyo State. Two research questions guided the study and two null hypotheses were tested. The descriptive survey research design was adopted for the study. The population of the study comprised 8,701 which were made of 969 principals and 7,732 teachers in public secondary school principals in Oyo State. Proportionate Stratified sampling technique was used to draw 871 respondents which were made up of 97 principals and 774 teachers. Two versions of a 18 items questionnaire titled ''Principals' Application of Instructional Leadership Practices Questionnaire (PAILPQI)'' and PAILPQII'' respectively'' were used as the instrument for data collection. The instruments were subjected to face validation by three experts; two in Department of Educational Management and Policy and the other in Measurement and Evaluation from the Department of Educational Foundations, all from Nnamdi Azikiwe University. The Cronbach alpha was used to ascertain the reliability of the instruments which yielded the index value of 0.82 and 0.76 for PAILPQI and PAILPQII respectively. Mean and standard deviation were used to answer the research questions, while z test was used to test the null hypotheses at 0.05 level of significance. The findings of the study revealed among others that there is no significant difference in the mean rating of principals and teachers on principals' application of instructional supervision practices for secondary school effectiveness in secondary schools in Oyo State. Based on the findings, it was recommended among others that school principals should regularly monitor teachers' instructional delivery and their level of compliance to school schedules in order to enhance teachers' commitment to teaching.

Mars Sample Return is our Grand Challenge for the coming decade. TPS (Thermal Protection System) nominal performance is not the key challenge. The main difficulty for designers is the need to verify unprecedented reliability for the entry system: current guidelines for prevention of backward contamination require that the probability of spores larger than 1 micron diameter escaping into the Earth environment be lower than 1 million for the entire system, and the allocation to TPS would be more stringent than that. For reference, the reliability allocation for Orion TPS is closer to 11000, and the demonstrated reliability for previous human Earth return systems was closer to 1100. Improving reliability by more than 3 orders of magnitude is a grand challenge indeed. The TPS community must embrace the possibility of new architectures that are focused on reliability above thermal performance and mass efficiency. MSR (Mars Sample Return) EEV (Earth Entry Vehicle) will be hit with MMOD (Micrometeoroid and Orbital Debris) prior to reentry. A chute-less aero-shell design which allows for self-righting shape was baselined in prior MSR studies, with the assumption that a passive system will maximize EEV robustness. Hence the aero-shell along with the TPS has to take ground impact and not break apart. System verification will require testing to establish ablative performance and thermal failure but also testing of damage from MMOD, and structural performance at ground impact. Mission requirements will demand analysis, testing and verification that are focused on establishing reliability of the design. In this proposed talk, we will focus on the grand challenge of MSR EEV TPS and the need for innovative approaches to address challenges in modeling, testing, manufacturing and verification.

This study analyses principals' managerial competencies for effective management of school resources in secondary schools in Anambra State. The study was conducted in Anambra State. The study population comprised 257 principals in public secondary schools in the State. The study adopted a descriptive survey design. A 24 items researcher developed instrument titled "Principals' Managerial Competencies for Effective Management of School Resources Questionnaire" ("PMCEMSRQ") was used for data collection. The Cronbach alpha was used to determine the reliability of the instrument which yielded a high reliability coefficient of 0.85. The study found out that secondary school principals' in Anambra State do not have managerial competencies in procurement of physical and instructional materials, provision of e-library facilities and equipping classrooms and offices with needed furniture for effective material resource management. The study also found out that school principals' have managerial competencies in prioritizing financial allocation according to school needs, keeping accurate financial information of the school, ensuring accountability in all school expenditures, carrying out periodic auditing of school budgets and adopting cost-saving strategies for effective financial resource management among others. The study recommended that School principals' should strive to acquire managerial competencies in involving teachers' in decision making, organizing seminars and workshops for professional advancement of teachers, providing incentives' for students' for effective human resource management in schools, procurement of physical and instructional materials, provision of e-library facilities and equipping classrooms and offices with needed furniture and other school materials for effective material resource. Within the quest for more reliable digital computers, it is desired to examine machines which possess higher reliability by virtue of their ability to operate after permanent failures have occurred. This ability could be possessed by machines which have the ability to properly evaluate seemingly wrong results (by program methods), by building machines with redundant parts, by machines which have self-reorganizing capability, or by unknown and unspecified methods. As used herein, the expression 'self reorganizing machines' denotes machines which have a minimum of redundancy and, thus, recover from a failure by, wherever possible, excluding failed equipments from the paths of information flow or replacing them with equipments which had nonessential roles in the machine's organization, rather than replacing the failed equipments with redundant units.

13EXPLORING THE USE OF HUMAN RELIABILITY AND ACCIDENT INVESTIGATION METHODS TO INFLUENCE DESIGN REQUIREMENTS FOR NAVAL SYSTEMS

This thesis explores whether established methods from human reliability analysis and accident investigation can be applied early in system development to identify the design vulnerabilities that increase risk of system failure. Human reliability analyses evaluate performance shaping factors to quantify the likelihood of human failure before an accident occurs. Mishap investigations performed after an accident identify both human contributions to the system's failure and recommendations to avoid human failures in the future. This thesis proposes a method to evaluate system resiliency to variations in human performance and estimate the likelihood of human error. This method begins with functional analysis and failure mode analysis for a system concept, and then proposes two questionnaires based on human reliability and accident investigation criteria. This method is intended for the requirements development phase before system requirements are finalized and system design prototypes are completed. A demonstration of this method evaluates the human role using the electronic chart display and information system. Results from the demonstration reveal the two dominant factors that increase human error probability. The thesis concludes with an examination of the method's performance and results in support of validation of the method. Follow-on work is proposed to conduct a human subjects experiment for further validation and verification of the method.

This paper presents a system reliability prediction method suitable for use during conceptual design, called the conceptual design reliability prediction method (CDRPM). The CDRPM extends the early design reliability prediction method (EDRPM) by facilitating parameter characterizations that follow non-normal distributions. Functional-physical reliability relationships are established through a hierarchical Bayesian model solved by Markov Chain Monte Carlo (MCMC) sampling and aggregated using the system's reliability block diagram (RBD) to assess the likelihood of candidate architectures meeting a reliability requirement. Reliability predictions based on different types of failure data, specifically success ratios and failure rates, are compared herein in a case study of a generic launcher system assessed by the CDRPM. This research shows the effects of failure data type selection and distribution assumptions on architecture down-selection, leading to enhanced insight during conceptual design analysis.

This report describes the development and application of parametric and geometry based macro-models of hot-carrier induced dynamic degradation in MOS VLSI circuits. Previously, a simulation based approach has been used for reliability analysis, but this is inefficient for reliability assessment of very large scale integrated circuits. Geometry-based macro-models for hot-carrier reliability estimation have been developed. The macro-models express hot-carrier damage as functions of designable parameters such as transistor size (W), output loading capacitance (C1) and the input signal slew rate (a). A prototype rule- based reliability diagnosis tool, iRULE, has been developed. This tool uses the macro-models for designing hot-carrier resistant circuits without the need for transient reliability simulations. This provides the ability to analyze very large circuits with more than one million transistors on a workstation in a short amount of time. This report also describes a fast timing reliability simulation tool, ILLIADS-R, that can accurately estimate hot-carrier degradation while providing several orders of magnitude speed up over traditional transistor-level circuit simulators. This report documents the recent design and/or analysis of sequential reliability test plans for three systems. Also included in this report is a new, simulation-based method for designing a hypergeometric test plan for acceptance of maintenance troubleshooting procedures based on sequential sampling. The design and analysis of sequential test plans is computationally challenging thus implementation in software is essential. For this reason, each chapter and appendix of this report was written in Mathematica, a leading commercial mathematics software. The test designs and analyses contained within this report constitute a basic set of templates for sequential test planning in the future.

20DTIC ADA291690: Software Design For Reliability And Reuse Proof Of Concept Project. Phase 1.

The Pacific Software Research Center was sponsored by the Air Materiel Command to develop a new method to support reuse and introduce reliability into software. The method is based on design capture in domain-specific design languages and automatic program generation using a reusable suite of program transformation tools. The transformation tools, and a domain-specific component generator incorporating them, were implemented as part of a proof-of-concept project at the Oregon Graduate Institute of Science and Technology. A software engineering experiment was performed on the generator to assess its usability and flexibility. This final report documents the Software Design for Reliability and Reuse (SDRR) Method, the Algebraic Design Language, system design, a survey of tools used and developed, baseline performance measures on instances produced by the generator, analysis of experiment results, final measurement report, and an SDRR implementation plan.

23DTIC ADA275499: Reliability-Based Analysis And Design Methods For Reinforced Concrete Protective Structures

The objective of this research was to develop reliability-based design methods for reinforced protective concrete structures. The analysis and design methods in the Air Force Protective Construction Design Manual (PCDM) provided the nominal (deterministic) methods that were used to perform probabilistic response analyses and the reliability assessments. One of the key objectives of this effort was to develop simplified rehability-based design methods, in the form of reliability-based design factors (RBDFs), that can be used by designers who are unfamiliar with probabilistic methods. Research was conducted in five fundamental areas: (1) airblast and aboveground structure response; (2) groundshock and belowground structure response; (3) fragmentation effects; (4) projectile penetration; (5) protective structure systems reliability. In each of the areas, emphasis was on reinforced concrete structures; however, the load uncertainty analyses are applicable to structures of any materials. In s instances we found significant biases in the PCDM models. In those cases where we found significant biases that could not be corrected without changes to the fundamental approach, RBDFs were not developed. Over twenty tables of RBDFs were developed for use with the PCDM procedures. Conventional Weapon Effects, Fragmentation, Airblast, Groundshock, Penetration, Reliability.

25Optimal Reliability In Design For Fatigue Life

Fatigue describes the damage or failure of material under cyclic loading. Activation and deactivation operations of technical units are important examples in engineering where fatigue and especially low-cycle fatigue (LCF) play an essential role. A significant scatter in fatigue life for many materials results in the necessity of advanced probabilistic models for fatigue. Moreover, structural shape optimization is of increasing interest in engineering, where with respect to fatigue the cost functionals are motivated by their predictability for the integrity of the component after a certain number of load cycles. But mathematical properties such as the existence of the shape derivatives are desirable, too. Deterministic design philosophies that derive a predicted component life from the average life of the most loaded point on the component plus a safety factor accounting for the scatter band do not have this favorable property, as taking maxima is not a differentiable operation. In this work we present a new local probabilistic model for LCF. This model constitutes a new link between reliability statistics, shape optimization and structural analysis which considers the perspective of fatigue but also fits into the mathematical setting of shape optimization.

For reliability-based design optimization (RBDO), generating an input statistical model with confidence level has been recently proposed to offset the inaccurate estimation of the input statistical model with Gaussian distributions. To do this, the confidence intervals of mean and standard deviation are calculated using the Gaussian distributions of input random variables. However, if the input random variables are non-Gaussian, use of the Gaussian distributions of input variables will provide inaccurate confidence intervals and will yield an undesirable confidence level of the reliability-based optimum design meeting the target reliability. In this paper, the RBDO method using the bootstrap method, which does not use the Gaussian distributions of input variables to calculate the confidence intervals of mean and standard deviation, is proposed to obtain the desirable confidence level of output performance for non-Gaussian distributions.

Unsatisfactory performance of secondary school students in external examinations in Oyo State seems to suggest lapses in principals' application of human capital development practices especially in the areas of training and mentoring of teachers to enhance instructional delivery. This unpleasant state of affair necessitated the researchers to investigate principals' human capital development practices for enhancing staff personnel administration in secondary schools in Oyo State. Two research questions guided the study and two hypotheses were tested at 0.05 level of significance. The descriptive survey design was adopted for the study. The study population comprised all the principals and teachers in government owned secondary schools in Oyo State. The researchers adopted a proportionate stratified sampling technique to draw 94 principals and 588 teachers. Two version of the researchers developed instrument titled ''Principals' Human Capital Development Practices Questionnaire (PHCDPQ)'' were used for data collection. The instrument was validated by three experts comprising two lecturers from the Department of Educational Management and Policy, and the other a specialist in Measurement and Evaluation all from the Faculty of Education, Nnamdi Azikiwe University, Awka. The reliability of the instrument were ascertained using Cronbach Alpha and the co-efficient obtained for cluster, I and II of principals' version were 0.86 and 0.89 respectively while the co-efficient obtained for cluster, I and II of teachers version were 0.83 and 0.85 respectively. The administration of the instruments was done by the researchers together with ten research assistants who were briefed on what to do. Mean and standard deviation were used to answer the research questions while t-test statistic was used to test the hypotheses. The results of the study showed among others that principals have not adequately employed training practices for enhancing staff personnel administration in secondary schools in Oyo State. It also revealed that there is no significant difference in the mean ratings of principals and teachers on principals' mentoring practices for enhancing staff personnel administration in secondary schools in Oyo State. Based on the findings, it was recommended among others that government should provide annual grants for principals to sponsor teachers workshops, seminars and conferences in order to enable them update their skills and knowledge on current issues and also help them adapt to innovation in educational practices. Conclusion was drawn.

The California Bearing Ratio (CBR) design method for flexible airfield pavements was analyzed using a probabilistic approach. The design parameters considered were the load P (or the equivalent single-wheel load), the sub-grade CBR, the tire contact area A, and the pavement total thickness t. The expected value and variance of the dependent variable performance factor, alpha (which is logarithmically related to the number of passes to failure) were estimated by using the Taylor series expansion and the Rosenblueth method. Differences in computed results between the two methods were found to be small, although the derivation of the expressions for Taylor series expansion was very complicated. A procedure was developed to estimate the reliability of the designed pavement system based on known variabilities of design parameters. Results of the reliability analysis indicate that prediction of pavement performance is most influenced by variations of pavement thickness t and is least influenced by variations of tire contact are A. The effects of variations of wheel load P and subgrade CBR are identical. The weighting factors for parameters t, CBR, P, and A, in general, are approximately 1, 0.34, 0.34, and 0.01, respectively (Table 3).

This report describes the work accomplished during the period Jan 89 to Jan 90 on reliability analysis of VLSI CMOS circuits for electromigration prevention. The work involved three subtasks: (1) development of probabilistic simulation techniques to replace expensive exhaustive circuit simulation, (2) extraction and modeling of transistor circuit description and parasitics from layout, and (3) extraction of metal bus and line models from layout, and calculation of the current densities. In probabilistic simulation, new techniques for computing expected and variance current and voltage waveforms in CMOS circuits are developed and implemented in the program CREST. A proof that electromigration median-time-to-failure predictions are mathematically related to expected and variance current density waveforms in the busses is also given. For very large designs, transistor level probabilistic simulation, although significantly faster than exhaustive deterministic circuit simulation, is still not cost-effective. Thus the development of probabilistic macromodeling simulation techniques is initiated. Initial results show that such an approach is feasible. This will make it possible to include to include other technologies, such as BiCMOS.

The paper presents reliability assessment results for the robust designs under uncertainty of a 3-D flexible wing previously reported by the authors. Reliability assessments (additional optimization problems) of the active constraints at the various probabilistic robust design points are obtained and compared with the constraint values or target constraint probabilities specified in the robust design. In addition, reliability-based sensitivity derivatives with respect to design variable mean values are also obtained and shown to agree with finite difference values. These derivatives allow one to perform reliability based design without having to obtain second-order sensitivity derivatives. However, an inner-loop optimization problem must be solved for each active constraint to find the most probable point on that constraint failure surface.

This report describes the accomplishments during the contract period (June 28, to June 27, 1992) on the computer aided analysis of CMOS device and circuit degradation due to hot-carrier effects. The task involved four subtasks: (1) simulation of gate oxide degradation during long-term circuit operation; (2) determination of overall circuit performance after hot-electron stress; (3) probabilistic timing approach to hot-carrier-effect estimation; (4) parametric macromodeling of hot-carrier-induced degradation in MOS VLSI circuits. The first two parts are continued subtasks while the latter two are new subtasks. In order to simulate the reliability of MOS circuits, both the detailed model and the macromodel are used; the detailed model is used for accurate analysis of small circuits and the macromodel is used for very large circuits for computational efficiency. Since the hot-carrier-induced aging of MOS circuits is input-pattern dependent, an important task is to develop a computationally efficient probabilistic timing approach to hot-carrier-effect estimation without resorting to the Monte Carlo simulation. 37Efficient Optimum Safety Factor Approach For System Reliability-based Design Optimization With Application To Composite Yarns
Introduction . The integration of reliability and optimization concepts seeks to design structures that should be both economic and reliable. This model is called Reliability-Based Design Optimization (RBDO). In fact, the coupling between the mechanical modelling, the reliability analyses and the optimization methods leads to very high computational cost and weak convergence stability. Materials and Methods . Several methods have been developed to overcome these difficulties. The methods called Reliability Index Approach (RIA) and Performance Measure Approach (PMA) are two alternative methods. RIA describes the probabilistic constraint as a reliability index while PMA was proposed by converting the probability measure to a performance measure. An Optimum Safety Factor (OSF) method is proposed to compute safety factors satisfying a required reliability level without demanding additional computing cost for the reliability evaluation. The OSF equations are formulated considering RIA and PMA and extended to multiple failure case. Research Results . Several linear and nonlinear distribution laws are applied to composite yarns studies and then extended to multiple failure modes. It has been shown that the idea of the OSF method is to avoid the reliability constraint evaluation with a particular optimization process. Discussion and Conclusions . The simplified implementation framework of the OSF strategy consists of decoupling the optimization and the reliability analyses. It provides designers with efficient solutions that should be economic satisfying a required reliability level. It is demonstrated that the RBDO compared to OSF has several advantages: small number of optimization variables, good convergence stability, small computing time, satisfaction of the required reliability levels.

Pupils' absenteeism and lateness to school, dilapidated and shortage of relevant facilities in primary schools in the Northern Senatorial District of Ondo State seems to suggest lapses in parent-teacher association involvement in school affairs. This prompted the researchers to ascertain the extent of parent-teacher association (PTA) involvement in the implementation of universal basic education program in primary schools in the Northern Senatorial District of Ondo State. Three research questions guided the study and three null hypotheses were tested. The descriptive survey research design was adopted for the study. The population of the study was comprised of all 250 head teachers and all PTA members at all 250 primary schools in the Northern Senatorial District. Multiple stage sampling technique was used to sample 205 respondents made up of 75 head teachers and 130 PTA members. The researchers developed an instrument titled "Parent-Teacher Association Involvement in School Questionnaire (PTAISQ)" which was used for data collection. The instrument was validated by three experts. The reliability of the instrument was ascertained using Cronbach alpha and it yielded an overall reliability coefficient value of 0.76. Mean and standard deviation were used to answer the research questions, while t-test was used to test the null hypotheses at .05 level of significance. The study ascertained principals' application of management support practices for enhancing teachers' job performance in secondary schools in Enugu State. Two specific purposes were formulated and two research questions guided the study. Descriptive survey design was adopted for the study. The target population of the study comprised all the 291 principals in public secondary schools in Enugu State. Simple random sampling technique was used to sample 146 principals for the study. A 13 items researcher developed instrument titled; Principals' Application of Management Support Practices Questionnaire (PAMSPQ) was used for data collection. The instrument was face validated by three research experts. The Cronbach alpha was used to determine the reliability of the instrument which yielded a high reliability coefficient value of 0.77. Data analysis was done using mean and standard deviation. The findings revealed among others that principals do not apply professional development practices for enhancing teachers' job performance by not; involving teachers in collaborative teaching method to enable them share knowledge and new teaching strategies, sponsoring teachers' on conferences to enable them withstand the challenges brought about by change and innovation, and granting study leave for teachers to go for refresher courses. Hence, it was recommended among others that principals should partner with relevant stakeholders to promote teachers professional development through organizing annually seminars, workshops, sponsoring teachers on conferences and embarking on continuous training so as to improve teachers instructional delivery. Conclusion was drawn based on the findings.

Optimization and uncertainty analysis considering multiple design criteria involves seamless integration of often conflicting disciplines. Over the last 3 years Wright State University has been applying analysis tools to predict the behavior of critical disciplines to produce highly robust torpedo designs using robust multi-disciplinary design optimization. Multidisciplinary optimization and system reliability analysis were emphasized during the third year of the grant period and more reliable torpedo designs were obtained for all the different disciplines. An optimal configuration of a supercavitating torpedo model that fits in a cavity generated by the cavitator was obtained. An evidence theory based method to determine the reliability of the cavitator is presented. Structural optimization of the lightweight torpedo model was done for it to be safe from underwater explosions and to reduce the acoustic signature. Also, reliability based optimization was performed for the lightweight torpedo model using system reliability constraints.

As very large scale integration architecture requires higher package density, reliability of these devices has approached a critical level. Previous processing techniques allowed a large window for varying reliability. However, as scaling and higher current densities push reliability to its limit, tighter control and instant feedback becomes critical. Several test structures developed to monitor reliability at the wafer level are described. For example, a test structure was developed to monitor metal integrity in seconds as opposed to weeks or months for conventional testing. Another structure monitors mobile ion contamination at critical steps in the process. Thus the reliability jeopardy can be assessed during fabrication preventing defective devices from ever being placed in the field. Most importantly, the reliability can be assessed on each wafer as opposed to an occasional sample.

The state-of-the-art Oxygen Generation Assembly (OGA) has been reliably producing breathing oxygen for the crew aboard the International Space Station (ISS) for over eight years. Lessons learned from operating the ISS OGA have led to proposing incremental improvements to advance the baseline design for use in a future long duration mission. These improvements are intended to reduce system weight, crew maintenance time and resupply mass from Earth while increasing reliability. The proposed improvements include replacing the cell stack membrane material, deleting the nitrogen purge equipment, replacing the hydrogen sensors, deleting the wastewater interface, replacing the hydrogen dome and redesigning the cell stack power supply. The development work to date will be discussed and forward work will be outlined. Additionally, a redesigned system architecture will be proposed.

This study ascertained principals' application of communication skills as a correlates of teachers' job performance in secondary schools in Anambra State. Three research questions guided the study and three hypotheses were tested at 0.05 level of significance. Correlation survey research design was adopted for the study. The population of the study comprised 6,396 secondary school teachers in Anambra State. Multi-stage sampling technique was used to sample 665 teachers for the study. The researchers-developed two sets of questionnaire titled "Principals' Communication Skills Questionnaire (PCSQ)" and "Teachers' Job Performance Questionnaire (TJPQ)" were used for data collection. The instruments were validated by three experts comprising two lecturers from the Department of Educational Management and Policy, and the other a specialist in Measurement and Evaluation all from the Faculty of Education, Nnamdi Azikiwe University, Awka. The reliability of the instruments were ascertained using Cronbach alpha and it yielded reliability co-efficient of 0.81, 0.78 and 0.76 for the three parts of PCSQ and 0.77 for TJPQ. The researchers together with five research assistants collected data for the study. A 98% return rate was recorded. Data analysis was done using Pearson's Product Moment Correlation Coefficient to answer the research questions and t-test to test the hypotheses. The findings of the study revealed among others that there is a moderate relationship between principals' application of verbal skill and teachers' job performance in secondary schools in Anambra State. It was also found out that there is significant relationship between principals' application of feedback skill and teachers' job performance in secondary schools in Anambra State. Based on the findings, it was recommended among others that Ministry of Education should sponsor principals to workshops, seminars and conferences to enable them up-date their knowledge and communication skills in order to create conducive school environment that would enhance teachers' job performance.

This study ascertained principals' application of communication skills as a correlates of teachers' job performance in secondary schools in Anambra State. Three research questions guided the study and three hypotheses were tested at 0.05 level of significance. Correlation survey research design was adopted for the study. The population of the study comprised 6,396 secondary school teachers in Anambra State. Multi-stage sampling technique was used to sample 665 teachers for the study. The researchers-developed two sets of questionnaire titled "Principals' Communication Skills Questionnaire (PCSQ)" and "Teachers' Job Performance Questionnaire (TJPQ)" were used for data collection. The instruments were validated by three experts comprising two lecturers from the Department of Educational Management and Policy, and the other a specialist in Measurement and Evaluation all from the Faculty of Education, Nnamdi Azikiwe University, Awka. The reliability of the instruments were ascertained using Cronbach alpha and it yielded reliability co-efficient of 0.81, 0.78 and 0.76 for the three parts of PCSQ and 0.77 for TJPQ. The researchers together with five research assistants collected data for the study. A 98% return rate was recorded. Data analysis was done using Pearson's Product Moment Correlation Coefficient to answer the research questions and t-test to test the hypotheses. The findings of the study revealed among others that there is a moderate relationship between principals' application of verbal skill and teachers' job performance in secondary schools in Anambra State. It was also found out that there is significant relationship between principals' application of feedback skill and teachers' job performance in secondary schools in Anambra State. Based on the findings, it was recommended among others that Ministry of Education should sponsor principals to workshops, seminars and conferences to enable them up-date their knowledge and communication skills in order to create conducive school environment that would enhance teachers' job performance.

45RELIABILITY-BASED DESIGN OPTIMIZATION USING OPTIMUM SAFETY FACTORS FOR LARGE-SCALE PROBLEMS
Introduction. Reliability-Based Design Optimization (RBDO) model reduces the structural weight in uncritical regions, does not only provide an improved design but also a higher level of confidence in the design. Materials and Methods. The classical RBDO approach can be carried out in two separate spaces: the physical space and the normalized space. Since very many repeated researches are needed in the above two spaces, the computational time for such an optimization is a big problem. An efficient method called Optimum Safety Factor (OSF) method is developed and successfully put to use in several engineering applications. Research Results. A numerical application on a large scale problem under fatigue loading shows the efficiency of the developed RBDO method relative to the Deterministic Design Optimization (DDO). The efficiency of the OSF method is also extended to multiple failure modes to control several out-put parameters, such as structural volume and damage criterion. Discussion and Conclusions. The simplified implementation framework of the OSF strategy consists of a single optimization problem to evaluate the design point, and a direct evaluation of the optimum solution considering OSF formulations. It provides designers with efficient solutions that should be economic, satisfying a required reliability level with a reduced computing time.

The Remote Terminal Emulator is a minicomputer-based system which generates message traffic for use in testing and evaluating large-scale, multi- terminal systems. Throughout the development of two design verification models of the RTE, which used a Data General NOVA 800 and associated peripheral equipment, there appeared to be an abnormal amount of down time due to various hardware failures. This report reviews those failures and compares the actual results with a theoretical reliability model for the NOVA 800. It determines that the failure rates were not abnormally high for this class of equipment in the operating environment to which they were subjected, and develops recommendations to systems in the future.

The paper presents reliability assessment results for the robust designs under uncertainty of a 3-D flexible wing previously reported by the authors. Reliability assessments (additional optimization problems) of the active constraints at the various probabilistic robust design points are obtained and compared with the constraint values or target constraint probabilities specified in the robust design. In addition, reliability-based sensitivity derivatives with respect to design variable mean values are also obtained and shown to agree with finite difference values. These derivatives allow one to perform reliability based design without having to obtain second-order sensitivity derivatives. However, an inner-loop optimization problem must be solved for each active constraint to find the most probable point on that constraint failure surface.

A procedure was developed to analyze layered elastic flexible pavement systems in terms of probability and reliability. A computer program RELIBSIA was prepared to carry out the computations. Rosenblueth method, instead of the conventional Taylor series expansion, us used to estimate the expected value and variance of the strains (dependent parameters) based on the input mean values of independent parameters, i.e., aircraft load, layer thicknesses, and material moduli. The relationships between the reliability level and the allowable strain repetition of the designed system which is established with results computed using RELIBISA provide a decision-making tool for engineers to design pavements at desired reliability level. The design can be optimized by selecting thicknesses of the bituminous concrete and the base layers so that the pavement is failed in fatigue cracking and subgrade failure at nearly the same traffic level and the same reliability level. The reliability-strain curves have steeper slopes with the bituminous concrete strain failure criterion than with the subgrade strain failure criterion, indicating that for flexible pavements designed using the Corps of Engineer's failure criteria, the design has a greater degree of uncertainty in preventing subgrade failure than fatigue cracking of the bituminous concrete surface corps. However, this may not be true in real cases because the bituminous concrete failure criteria are determined based on controlled laboratory test data which do not consider the uncertainties existing in the laboratory-to-field correlations.

Here we propose to make design changes to improve reliability and manufacturability of the DTAG, a sound recording multi-sensor tag. OBJECTIVES DTAGs have proven to be a valuable tool for the study of marine mammal acoustics and fine scale motion. The success of the DTAG has resulted in an increased demand for the instrument from researchers both within the Navy and the marine mammal community as a whole. However, the current DTAG design has cost, robustness, and reliability issues that make it unsuitable for the scaledup manufacturing necessary to meet demand. To address this, we will improve reliability and manufacturability of the tag, and evaluate the new design by fabricating a small number of tags for testing. Additionally, this project will implement these design changes to create a pool of field-ready and cost-effective DTAGs available to marine mammal researchers.

A major step in a most probable point (MPP)-based method for reliability analysis is to determine the MPP. This is usually accomplished by using an optimization search algorithm. The minimum distance associated with the MPP provides a measurement of safety probability, which can be obtained by approximate probability integration methods such as FORM or SORM. The reliability sensitivity equations are derived first in this paper, based on the derivatives of the optimal solution. Examples are provided later to demonstrate the use of these derivatives for better reliability analysis and reliability-based design optimization (RBDO).
