In this study, we will examine whether the relationship between perceived cooperative norms and pro-community cooperation is moderated by one's own residential mobility and/or neighbors' residential mobility.

This session will focus on community support for education with emphasis on how we strengthen partnerships between communities and schools and support families.

Community partnerships can increase the effectiveness of school-to-work programs. By working together, each partner organization can work smarter, share important information, build a collective set of resources, and keep its focus on its clients, the youth. Another issue pertaining to the creation of partnerships is change and why businesses would be willing to partner with schools. In terms of readiness for change, urgency about change, and accountability structures that make change essential, businesspeople are more prepared to try something new than is the public sector. Communities are reluctant to create partnerships if leaders do not understand all that a partnership can accomplish and do not believe the effort will be well spent. Elements essential to creation and operation of an effective partnership are as follows: everyone relevant to the problem must come to the table; participants must accept partnerships are essential to effective service delivery, feel a sense of urgency, have a shared vision of the desired outcomes, understand what the term collaboration means, talk about their responsibilities and authority in their own organizations, identify their self interest, consider partnership activities part of their job, and accept that they cannot accomplish the goals of the partnership alone. The work of a partnership includes: establishing contracts with its members, sharing information that enhances the members' individual work, and building systems. Facilitation of partnerships requires an "honest broker," flexibility, and staff commitment. (YLB)

This is an account of student teachers' role concept based on the writings of 26 student teachers who completed their practical training in East London. Student teachers participated in a 13-week course of teaching practice combined with community work. Typical fears of these student were related to their ability: (1) to negotiate their circumstances; (2) to meet the grade; (3) to prevent discontinuity in their classrooms; and (4) to not get lost. Salient issues in student writings included: (1) communication and the national curriculum; (2) communication and racial and cultural diversity; (3) sexism, including equal opportunities; (4) urban regeneration; (5) school/community links; (6) crime; (7) finance; (8) paperwork; and (9) "burn-out." Students' first impressions were of the environment and people. School and community were equally prominent aspects of student writing, but concerns about teaching held greater weight. Results suggest that community work enhances teacher performance. This work allows student teachers to develop an awareness of the school in community context. This in turn helps them put self-critical tendencies about their teaching in perspective as they learn to better understand the limits of their practice. Contains three references. (JW)

This article principally summarizes: (1) highlights of some of the "work in progress," or developments taking place, in English programs in community colleges, (2) some of the reasons why changes are likely to continue to take place in community college English programs, and (3) a proposal for a "mosaic pattern" that could provide a relatively different future role for English programs in community colleges. Historically, the lower division English courses in universities and senior colleges have been patterned so as to form a required two-academic-year, general-education sequence. Numerous reasons can be cited for the recent, current, and probable future flux and uncertainty about the direction of community college English. University and senior college English faculties have been caught up in the general redefinition of the purposes of higher education and in the changes being effected in collegiate curricular patterns during the past few years. Another reason for the flux is the academic recognition and respectability being accorded the various media systems and symbol systems used by contemporary Americans. Essential mosaic patterns for the English programs could consist of the following elements: (1) The program could be titled something like "American Symbolic Culture"; (2) A mosaic pattern should include a selection of course modules which would support the varied backgrounds of students; (3) The program should allow a maximum of elective choice for the student; (4) The program should provide a means for a student's writing proficiency to be certified; and (5) The program should provide flexible timing arrangements. This article examines how pre-service teachers can work effectively with Mexican and Mexican American students. Using the foundation of funds of knowledge (González, Moll, & Amanti, 2005) and the critical race theory concept of community cultural wealth (Yosso, 2005), the article weaves together these ideas to discuss how they can be implemented in teacher education programs. Added to the conversation is the importance of historical context in better understanding current educational situations affecting specific communities. Given the specific Southwest location, this article focuses on mostly white female pre-service teachers working in schools with a primarily Mexican and Mexican American student population. The purpose is to educate pre-service teachers and provide a close analysis of funds of knowledge and community cultural wealth as ways to give preservice teachers tools to investigate their own practice.

This brief presents trends in youth attitudes in three areas relevant to welfare reform: family formation and parenting, work and work preparation, and community service. The data in this study come from the 1985-99 Monitoring the Future survey, a nationally representative annual survey of high school seniors that monitors changes in attitudes, beliefs, and behaviors. Among high school seniors, the general desirability of a good marriage remained strong between 1985 and 1999 whereas the acceptability of cohabitation increased steadily. There was increasing appreciation for the importance of fatherhood and increasing agreement that maternal employment does not hurt preschoolers. Females were less likely than males, and blacks less likely than whites, to believe that maternal employment harms preschoolers. Black students were significantly more likely to: espouse the importance of success in work; acknowledge the centrality of work in their lives; identify good grades as important to school status; accept employment for mothers of young children; and appreciate the importance of fatherhood. The study showed that youth are becoming more community-conscious. Community leadership was more likely to be an important personal goal among black students. More black than white students questioned marriage as a way of life, though they were equally likely to value a good marriage and family life. (SM)

The Community-Based Services Work Adjustment Program provides vocational assessment, work adjustment training, social adjustment training, extended sheltered employment, transitional/supported employment, and competitive job training and placement through on-the-job training at natural community work sites. The program serves mentally retarded, emotionally disturbed, deaf-blind, and learning-disabled individuals, aged 14 or older. The program's goal is to facilitate the establishment of independent vocational skills, through individual and group training and work-related counseling. Student workers are expected to become competent in the skills of: work orientation, punctuality/attendance, attention to task, safety on the job, co-worker interaction, supervisor interaction, quality and speed of production, and independent transportation. Specific objectives for each area of skill development are outlined, along with appropriate training activities. Training activities utilize such techniques as individual instruction in performing work tasks and in self-monitoring, work critiques, various levels of training assistance, and individual/group instruction and counseling in work-related behaviors. Admission and discharge criteria for students are described. A copy of the Student Worker Assessment Checklist is included. (JDD)

The relationship between education and earnings is a long-analyzed topic of study. Generally, there is a strong belief that achievement of higher levels of education is a well established path to better jobs and better earnings. This report provides one view of the economic value of educational attainment by producing an estimate of the amount of money a person might earn over the course of their working life, given their level of education. These estimates are "synthetic," that is, they are not the actual dollars people earned over the complete working life of the person (which would require us to have retrospective earnings data for the 40 years of their work-life). Instead, they are estimated using data from a one point-in-time cross-sectional survey. In this report, the Synthetic Work-life Earnings (SWE) estimates are first used to explore the basic relationship between education and earnings. The report then delves deeper into differences between race and gender groups with regard to this relationship. The authors also consider other factors that might influence earnings, such as citizenship, English-speaking ability, and geographic location. The data for this research comes from the Multiyear American Community Survey (ACS) data file for the period 2006 to 2008. (Contains 5 figures, 4 tables and 9 footnotes.)

This report presents the results of a study that was conducted to determine the extent and types of international education programs offered in the Florida Community College System (FCCS). The study provides an overview of the structure and content of international education travel programs offered by each college. Institutional and business partnerships, international consortia memberships, and international development initiatives are also discussed. A survey on international education programs was distributed to all 28 community colleges. An in-depth case study of the Seville, Spain program offered by Broward Community College was conducted. Survey results indicated sixty-seven different international travel courses or programs in at least seventeen countries. Nine major sections are included in the report: (1) international education travel programs in Florida's community colleges; (2) program structure; (3) consortium membership; (4) international development initiatives; (5) Florida linkage institutes; (6) faculty development; (7) case study of Seville, Spain program; (8) issues for consideration; and (9) summary. Appendices include FCCS international education program offerings, linkage institute contact list, support organizations for global education, and study abroad program review survey.
