Quality Assurance (QA) aims to ensure and enhance educational quality, promote accountability, and foster sustainable improvement and is considered a crucial element for higher education systems in a world of constant change, increased competitiveness, technological innovation, and rising costs. In the last several years, quality assurance in Turkish higher education has experienced substantial improvements. The current developments reflect ongoing efforts in Turkish higher education to improve quality assurance processes, comply with international standards, and guarantee the consistency of academic offerings and institutional standards. The development and training of human resources are of paramount importance in creating sustainable QA efforts. Thus, the Quality Coordinatorship of Anadolu University developed a unique online training entitled "Institutional Self-Evaluation Training Programme" to equip the University staff with the required knowledge and skills to conduct internal evaluation in academic programs. Following a cross-sectional research design, and making use of learning analytics and satisfaction survey, this research investigated the learning patterns and satisfaction of the participants involved in this course. The high learning resources access and activity completion rates in this course suggest that there was a significant interest in the course considering it was only a recommended course. In addition, high levels of satisfaction, which was supported by the qualitative findings, show that the online training was endorsed by the participants as a viable training activity. The study ascertained principals' application of management support practices for enhancing teachers' job performance in secondary schools in Enugu State. Two specific purposes were formulated and two research questions guided the study. Descriptive survey design was adopted for the study. The target population of the study comprised all the 291 principals in public secondary schools in Enugu State. Simple random sampling technique was used to sample 146 principals for the study. A 13 items researcher developed instrument titled; Principals' Application of Management Support Practices Questionnaire (PAMSPQ) was used for data collection. The instrument was face validated by three research experts. The Cronbach alpha was used to determine the reliability of the instrument which yielded a high reliability coefficient value of 0.77. Data analysis was done using mean and standard deviation. The findings revealed among others that principals do not apply professional development practices for enhancing teachers' job performance by not; involving teachers in collaborative teaching method to enable them share knowledge and new teaching strategies, sponsoring teachers' on conferences to enable them withstand the challenges brought about by change and innovation, and granting study leave for teachers to go for refresher courses. Hence, it was recommended among others that principals should partner with relevant stakeholders to promote teachers professional development through organizing annually seminars, workshops, sponsoring teachers on conferences and embarking on continuous training so as to improve teachers instructional delivery. Conclusion was drawn based on the findings.

The impact of an evaluation design on the effective implementation of a training program for women in higher education leadership and management was assessed. The program was designed by the University of Pennsylvania's Higher Education Resource Services. The training program, entitled "The Next Move," was introduced at three pilot sites: a large, public urban institution, part of a multi-campus system; a small, private university in a suburban setting; and a senior college of an urban public university system. To increase chances for career mobility for women and to assist in the development of a positive self-image, the program utilized leadership and management training to provide women with an institutional perspective, strengthen and encourage local leadership, and foster the growth of networks. The program consisted of a one-half day case study workshop, a one-day leadership and management clinic, and brown bag seminars. To insure implementation of the model on a nationwide basis, it was necessary that the evaluative design consider the special problems of a model focusing on institutional change, while carefully appraising the potential adaptability or transportability of the program. The evaluation design selected was illuminative evaluation, which encompassed both process and product components and the collection of quantitative and qualitative data. Because the program was designed in three stages, formative evaluation was easily built into the evaluative model. Quantitative data were obtained through a questionnaire, administered after the case study workshop and qualitative data were obtained through observations and interviews. This article offers a conceptual framework to understand radical change. It opens with a typology that defines change in terms of its pace and scope, and defines radical change as the swift transformation of an entire system. How radical change in public policy has occurred in the past is then documented. We find examples of radical change by chance, radical change by consensus, radical change by learning, and radical change by entrepreneurial design. Radical change by entrepreneurial design then becomes the focal point, in order to acquaint the reader with the strategies and tactics of well-known entrepreneurs who have been successful in molding and shaping the radical change process. The implications of this conceptual framework to acquisition reform conclude the paper, along with some suggestions for follow-on action.

Incredible loiter times coupled with the ability to make extremely detailed collections at significant stand-off distances with a relatively expendable platform has made demand for, and diversity of, Remotely Piloted Aircraft (RPA) operations grow at voracious rates. Conversely, financial resources are becoming increasingly constrained. As such, innovators are looking to maximize the effectiveness of existing personnel and assets by considering concepts such as simultaneous Multiple Aircraft Control (MAC) by a single aircrew. Research has identified procedural inefficiencies in current operations as well as substantial impediments to MAC implementation, including dynamic task saturation and communication challenges. An identified inefficiency afflicting both current operations and the feasibility of MAC is the time required to transfer operational situation awareness at shift change -- dubbed change-over. The present research employed synergistic application of Cognitive Task Analyses, Situation Awareness Oriented Design, and Monte Carlo simulation to inform the development of a highly efficient user-centered process for the Mission Intelligence Coordinator -- the RPA aircrew's situation awareness linchpin. Discrete-event simulations were performed on existing and proposed protocols. These analyses indicate that the proposed protocol could require as little as one-third the time required by the current method. It is proposed that such an improvement could significantly increase current RPA mission-readiness as well as diminish a known obstacle to MAC implementation.

Drawing from a design and development research approach, specifically model research, this study investigated the perspectives of higher education faculty and administrators regarding their experiences with a university-wide electronic portfolio implementation initiative. Participants in the study were fifty-two faculty and administrators at a large research university in the United States who were either continued users or recent abandoners of electronic portfolios. Survey and interview data were used to understand participant perspectives on the electronic portfolio implementation process, including perceived enablers and barriers to adoption of this instructional technology. Study findings and Diffusion of Innovation (DOI) theory informed the development of a six-component electronic portfolio implementation framework. Three external experts in systemic change were then asked to review the framework. Feedback from these external experts was incorporated into a revised version of the framework that is presented here. The framework can be used by an educational institution to support the successful adoption and integration of electronic portfolios regardless of where the organization is within the implementation process.

“Change By Design” is a circa 1974 color film that discusses the automobile industry’s need to design automobiles that are not only good looking but also safe. The film opens in the design center of the Ford Motor Company, where we are told engineers are already embracing a “new era” of design that stresses driver safety. At mark 02:10, a reporter sits down with Ford’s director of safety design to discuss the federal government’s increased involvement in automobile safety and new safety standards. Cameras follow workers through a plant while it is explained how those standards resulted in redesigning several aspects of automobile models for better sight lines (including the possible inclusion of a “periscope” on top of a car, shown at mark 04:10). Back to the interview, Ford’s safety design director tries to explain that the company had always tried to balance safety and design — even without federal government involvement — as well as creating designs that are attractive and functional as the camera pans across the massive dashboard and instrument panel of one model. Additional safety measures are discussed as at mark 08:45 we witness a series of tests using crash-test dummies at Ford’s automotive safety research center. Among the devices undergoing extensive testing, we are told at mark 09:28, is the airbag, “an innovation which the industry has viewed with some skepticism.” Innovations in seatbelt safety is discussed at mark 11:00 at researchers are shown engaged in conversation around drawing boards. “Is it fair to force a man to wear  a seatbelt or a safety harness? To say you must wear it. What if a man doesn’t want to? Isn’t that a violation of his Constitutional rights?,” the reporter asks. Ford equates seatbelt use with wearing a motorcycle helmet, adding “a man has a right to commit suicide … or to do things that are hazardous to his health.” The film continues at mark 15:35 as we see a lengthy discussion of experimental vehicles built specifically for safety from the drawing board to the testing the various components as well as the finished product. Some of those safety measures, particularly bumper design, were implemented in the 1972 Ford Torino, shown at mark 22:33.
