When the COVID-19 pandemic plunged the economy back into recession in early 2020, it laid bare a fragile and profoundly inequitable labor market. The economic expansion that reigned from 2009 through 2019 brought historically low unemployment and inflation but failed to reduce income inequality or arrest the decline in the number of high-quality, well-paying jobs. Wages for all but the highest earners stagnated, volatility in household incomes increased, and the racial wealth gap and urban-rural economic divide widened, all fueled by the declining quality and security of jobs. By the close of the decade, four in ten Americans said they would struggle to cover an unanticipated expense of just $400. In the absence of a robust and coordinated recovery strategy focused on increasing the supply of good jobs, the same labor market pathologies that plagued the last recovery will re-emerge: the long-term unemployed will struggle to land jobs and many will give up; private sector job growth will be slow and uneven; many new jobs will be worse than those they replace; unemployment among Black and Latinx workers will remain elevated; and income and wealth gaps will widen. According to the Better Employment and Training Strategies Taskforce (BETS), the Biden-Harris administration has an historic opportunity to lay the foundation for an economy built on good jobs, one that ensures the benefits of economic growth are broadly and fairly shared. A recent national survey points to strong, bipartisan support for a robust governmental response to the recession that creates new jobs, prevents job loss, and improves job quality. The administration's Build Back Better plan includes investments and executive actions that will create and improve jobs for U.S. workers. The plan also makes clear that a Good Jobs Economy will require action on multiple fronts, from many federal agencies, and across all levels of government. This report provides a set of concrete recommendations to help guide an all-of-government jobs strategy, including three goals to guide a national jobs agenda, a suite of distinct but reinforcing strategies to achieve them, and a framework for coordinating activities across government.

The Congressional Budget Office (CBO) recently projected record-breaking growth in 2021, but it is premature to celebrate this rosy macroeconomic picture. In the same document, the CBO also made an alarming prediction: The U.S. labor market will not fully recover until 2024. Recent U.S. jobs reports reveal the depth of the pandemic-created unemployment crisis: 10 million fewer jobs than 10 months ago, unemployment close to double the 3.5 percent level in December 2019, and more than 20 million workers collecting unemployment insurance. The Labor Department's January jobs report announced anemic job growth of less than 50,000, with over 800,000 Americans filing new claims for unemployment insurance. High unemployment and labor force dropout rates could persist and spawn a repeat of the "lost decade" and unequal recovery that followed the Great Recession. Workers suffering the greatest economic harm in the current crisis include people of color, low-wage earners in the service sector, women, and individuals with lower education levels. Avoiding another jobless recovery that leaves millions of Americans unemployed must be a top priority for policymakers at every level of government. Americans now overwhelmingly support a strong and sustained government response to the economic crisis. A representative national survey of 800 Americans conducted by the John J. Heldrich Center for Workforce Development at Rutgers University in late 2020 found that they want government intervention to solve the economic crisis. When asked to choose between the government, employers, and workers themselves, fully half of Americans hold the government primarily responsible for helping laid-off workers. This is the largest percentage who think the government has a primary obligation to help the unemployed since the Great Recession. There is also widespread support for direct job creation among Democrats and Republicans alike. More than nine in ten respondents support government-funded infrastructure projects, and more than eight in ten support a federally funded temporary community service jobs program. Other strategies earning widespread approval include sending aid to state and local governments to avert public sector layoffs (86 percent), extending unemployment insurance payments (79 percent), and funding education and training for laid-off workers (74 percent). Eight in ten say it is very important for Democrats and Republicans to work together to strengthen the economy, yet only 6 percent say that it is very likely to happen. The federal government must take action to avoid repeating the tragic experiences of the Great Recession era, when millions of people remained jobless for years, defaulted on loans, lost their homes, and fell into poverty. Below, we offer a set of recommendations for using job-generating infrastructure spending to advance President Biden's plan for a more equitable and inclusive economy.

Analysis in mid-April 2020--in the early throes of the pandemic--found that less than 25 percent of low-income countries were providing any type of remote learning, while close to 90 percent of high-income countries were. On top of cross-country differences in access to remote learning, within-country differences are also staggering. For example, during the COVID-19 school closures, 1 in 10 of the poorest children in the U.S. had little or no access to technology for learning. The authors believe that strong and inclusive public education systems are essential to the short- and long-term recovery of society and that there is an opportunity to leapfrog toward powered-up schools. To achieve this vision, they propose five actions to seize the moment and transform education systems (focusing on pre-primary through secondary school) to better serve all children and youth, especially the most disadvantaged. [This essay is part of "Reimagining the Global Economy: Building Back Better in a Post-COVID-19 World," a collection of 12 essays presenting new ideas to guide policies and shape debates in a post-COVID-19 world.]

He grew up in Coral Springs, FL, and graduated in 1987 from Coral Springs High School. George LeMieux graduated magna cum laude, Phi Beta Kappa in 1991 from Emory University, where he majored in political science. He was selected by his peers to address the graduating class as senior class orator. While earning his college degree, he interned for Congressman E. Clay Shaw, Jr. and U.S. Senator Connie Mack III. After college, George LeMieux went on to earn his J.D. cum laude from Georgetown University Law Center in 1994. At Georgetown he received the Vincent G. Panati Award as the graduate with the highest GPA in criminal law courses. After law school, he joined Gunster, a prominent Florida law firm, resident in the firm's Ft. Lauderdale office. George LeMieux and his wife, the former Meike Sigrid Detassis, are the parents of four children: George Maximilian, Taylor Franz, Chase Karlyle, and Madeleine Meike. Max, Taylor, and Chase were born in Tallahassee, FL. Madeleine was born in Washington, DC, while George LeMieux served in the Senate. Inspired by President Ronald Reagan, George LeMieux became active in Republican Party politics at a young age, culminating in his election as chairman of the Broward County Republican Party in 2000. In 2002 George LeMieux resigned his position with the Republican Party to serve as deputy attorney general for the State of Florida. During his time in the attorney general's office, George LeMieux helped lead an agency of more than 400 attorneys. In 2004, on behalf of the people of Florida, he successfully argued a death penalty case, Florida v. Nixon, before the U.S. Supreme Court, where he obtained a unanimous reversal of the decision by the Supreme Court of Florida. In 2006 George LeMieux managed a successful gubernatorial campaign and in 2007 became chief of staff to Governor Charlie Crist. In his year serving as chief of staff, he oversaw the executive office of the Governor including the Governor's legislative agenda, policy initiatives, and the management of the agencies that reported to the Governor. In 2008 George returned to the Gunster law firm and was selected by his colleagues to serve as chairman of the firm. In summer 2009, he was called back into public service when Senator Mel Martinez retired before the end of his term. On September 10, 2010 George LeMieux was sworn in as Florida's 34th U.S. Senator, and at the age of 41, was the youngest U.S. Senator then serving. During his time in the Senate, George LeMieux was an active member of the Senate Armed Services Committee, the Commerce Committee, and the Special Committee on Aging. In the Senate, he made the debt and deficit his primary focus. He introduced a balanced budget amendment to the Constitution and opposed wasteful earmark spending, helping to lead the effort to ban all earmarks in the 111th Congress. While in the Senate, George LeMieux proposed the ''2007 Solution,'' a plan to eliminate the deficit by 2013 and cut the national debt nearly in half by 2020. He also saw several of his legislative priorities signed into law, including Medicare antifraud legislation, an export promotion act, tax relief and lending assistance for small businesses, and elimination of the monopoly given to rating agencies to determine the creditworthiness of securities. George LeMieux also successfully offered an amendment to the resolution of ratification to the New START Treaty with Russia, requiring the President to seek negotiations with Russia to secure and reduce tactical nuclear weapons in a verifiable manner. For his efforts, George LeMieux received several recognitions including the Spirit of Enterprise Award from the U.S. Chamber of Commerce, the Tax Fighter Award by the National Tax Limitation Committee, the Friend of the Family Award by the Christian Family Coalition, the Guardian of Small Business Award by the National Federation of Independent Business, and twice received the Taxpayer Hero Award by Citizens Against Government Waste. In the past 16 months, I have asked the folks who worked with me to try to get 6 years of service out of that time, and they have worked tirelessly to achieve that goal.
